When I look back on my life, I see it like a book with many chapters.

Like everyone, it began with afamily. A grandfather who immigrated

from Italy and worked as a brick mason in New York during the Depression. He could not speak a word of English, but with all of the difficulties he faced, he was determined to pursue the American dream. He persevered and was a great example to my father who told me the stories about his growing up during those times. He said, even though it was tough, those were truly the best years of his life, in part because his family grew closer and depended on each other. He learned what strength and perseverance looked like, what it meant to trust in God and learned values that formed him nto the person he became. He passed that onto me and I am so proud of my family’s story.

Stories include successes and failures, joys andsorrows, battles and victories, and always include people.

We in this room are part of a story about another family, the MBA Pierce family and it is a greatstory. In 1945, our founders began a group whose primary objective was to assure adequate housing, in a decent environment, for every American family. Thatbegan their mission statement. These men were passionate about this and 68 years later, the story continues. They would be proud to know their hard work and perseverance in starting this organizationpaid off. It is still going strong after all these yearsbecause of the men and women who have investedin this story.

I am standing here now because so many people have contributed to my story. Like a family, I have big brothers in this organization who have mentored me and have been a great example to me. I want to take a moment and thank a few of them with a small token of appreciation for the influence they have had on my story.

Duke York….”You are a man of few words, but when you speak, I listen. You have encouraged me along the way and have genuinely been proud of my accomplishments – that is now part of my story.

Gary Patterson….. “You are eager to see others succeed and have pursued opportunities to share your business model with me so that I and my business can

grow”- that is now part of my story.

Rick Hjelm….. “You have always been willing to let me gleen from you and have patiently taken the time to answer questions I have asked”- that is now part of my story.

Bob Camp… “You are a wealth of information. I have been incredibly impressed with your knowledge of how this organization runs and your passion for it. I have sat in many board meetings and learned about this organization and its history from you”- that is now part of my story.

Kurt Wilson…..”You have lead this past year with a quiet strength and I have learned what the definition of a good leader is by your example”- that is now part of my story.

We all have an opportunity to continue this book. Chapter 69 begins in January 2014. My hope, is that we will contribute to each other’s story and together write the next chapter. Thank you.

Policymakers looking to target the mortgage interest deduction in

the name of tax reform should think twice before imposing a huge tax increase on millions of middle-class home owners that would sink the budding housing and economic recovery. Cutting the tax benefits associated with owning a home would send shockwaves throughout the economy. Eliminating or limiting the mortgage interest deduction would depress home values, raise the tax rate for millions of working families, and reduce consumer spending and confidence.

This cornerstone of American housing policy provides benefits for home buyers at all income levels and retains strong public support. A United Technologies/National Journal Congressional Connection Poll conducted in July 2013 found that more than six out of 10 respondents oppose doing away with the mortgage interest deduction.

It’s easy to understand this sentiment. The mortgage interest deduction primarily helps younger households and middle-class home owners; two-thirds of the tax benefits go to home owners who earn less than $200,000. The benefit of a deduction that reduces the net cost of monthly house payments is particularly important to younger home buyers, who typically have less equity, tighter household budgets, and must meet the needs of a growing family.

Going by the numbers, roughly 34 million taxpayers benefitted from the deduction in this past year. On a nationwide basis, 70 percent of home owners with a mortgage will claim the deduction in a given year. The other 30 percent most likely took the deduction in prior years.

This is because the home deduction is a lifecycle deduction. Younger, growing families in the early years of a mortgage who pay primarily interest use this tax benefit to help meet their monthly payments. Those who own their homes outright, or who have paid the bulk of their home loan down over the years, won’t use it. What this means is that 80 to 90 percent of all mortgage interest paid in a year will be deducted by home owners, so this is not a narrowly claimed tax provision.

Most economists agree that tampering with the deduction would negatively impact home values. When you consider a modest drop of six percent in home values would wipe out $1 trillion in household wealth, the economic consequences would be stunning. Building 100 homes creates more than 300 full-time jobs and generates millions of dollars of tax revenues that cash-starved local municipalities desperately need to hire teachers, police officers and firefighters.

first step in leading the economy to higher ground by creating jobs and increasing the property tax base in communities across the land that support local schools, police and other essential services. The construction of 100 single-family homes generates 305 jobs, $14.5 million in salaries and wages, and $8.9 million in federal, state and local tax revenue. The path forward is perfectly clear: Congress needs to take actions that will stabilize the housing market – not raise taxes on America’s home owners.

Clearly, any revenues the U.S. government gets from cutting the deduction would be more than offset by losses at the local level and economic disruption stemming higher taxes on home owners, first-time home buyers and move-up buyers who would be forced to postpone home purchases. And those who seek to slash the deduction to lower the federal income tax base of taxpayers need only look at what happened the last time the nation engaged in major tax reform in the late 1980s: seven years later the top bracket ballooned from 28 percent to 39.6 percent.

Bonney Lake Update: Bonney Lake was prepared

to finalize their Shoreline Master Program (SMP) and provide a Notice of Intent to Adopt the SMP on December 10, 2013. Bonney Lake’s SMP included “string-line setbacks” which means they were looking to use neighboring homes of a property to dictate the setback requirement for newly built homes in order to preserve views. The idea was to prevent hew homes from being built closer to the shoreline then preexisting homes, even though this would limit the development on new homes. MBA staff sent in a letter voicing concerns about the string-line setback that Bonney Lake was looking to adopt and city staff addressed the letter at a city council workshop. City Council voiced concerns that correlated with the MBA’s letter and asked that city staff go back and analyze the development impact of using a string-line setback on new homes before they consider a Notice of Intent to Adopt. MBA staff will be tracking this issue and Bonney Lake’s City Council is expected to review more on the SMP in January 2014.

Gig Harbor Update: Gig Harbor is currently conducting informational sessions at the Planning Commission level concerning their program “Green First” which pertains to tree preservation standards within the city in terms of site planning and development. The program is considering some new standards including requiring a greater percentage of heritage/significant trees to be retained (50-70%) on sites, requiring final landscaping plan approval prior to any development initiation and

more. The program also calls for enforcement of tree preservation standards to include penalties such as complete revocation of permits if trees are damaged or removed without consent. MBA staff will be tracking this issue closely as it develops in 2014.

Puyallup Update: Puyallup recently adopted an amendment to Title 18 of their Municipal Code to update regulations regarding Accessory Dwelling Units (ADUs). Previously, Puyallup only permitted ADUs in three residential zones. Puyallup has expanded this to allow ADUs in all current residential zones within the city and is now allowing for detaches ADUs. For more information on square footage restrictions and other regulations on ADUs, please see the Puyallup Municipal Code at http://www.cityofpuyallup.org/government/municipal-code/ and look up Ordinance #3051. This amendment went into effect on December 12, 2013.

GOVERNMENT AFFAIRS UPDATETacoma Update: Tacoma City Council approved for the city to enter into a contract with Accela to provide for an online permit system which will be ready within the next 15 months. Tacoma city staff has requested to meet with MBA members in 2014 to provide a demonstration on what the online permit system is capable of and to obtain information from MBA members on what the top priorities are for making this system effective. MBA staff will provide an update in the coming months on when we will have that demonstration occur.

Tacoma city staff has requested to meet with MBA staff and members to discuss upcoming amendments on pipe-stem regulations to ensure “better integration with existing neighborhoods and orderly development patterns.” MBA staff will track this issue as it develops and provide updates at upcoming Legislative Strategy Committee meetings once more information has been provided.

I am really looking forward to serving the Remodelors™ Council this

year as your chair. Serving with Cliff as Vice-Chair should make this adventure both fun and productive. I have one main priority heading into this New Year with you, and that is dedicating time at our meetings to intentional connecting. I believe the importance of us getting together is to connect with each other in an interactive way so we can learn about people we may not know yet. Incorporating this kind of interaction is especially important to me because I know I’m not one to

socialize well. I imagine there are others like me who might feel uncomfortable in large group settings. I’d like to set the conditions so that everyone gains value meeting together.

My wife is often encouraging me to incorporate fun into our environment. The RC is a great group of men and women and we do a pretty

good job of having fun already. I’d like to see us have fun in new ways to learn more about each other’s trade, families, business practices, hobbies, etc... I hope you find our first meeting in January is creative and engaging. I’m confident we’ll all come away learning something new about someone and/or talking with someone we hadn’t met before. It will be a great meeting to bring a guest. I will do my best to condense our normal meeting times to include more time for interaction. We are a team as the MBA and the RC is a valuable, contributing part of that team. I look forward to us all having a great time making our team successful in 2014. I am pleased to report that our new Builder Group has held three meetings with more than 25 builders

attending at each meeting in 2013. Our meetings have benefited those who have attended by gaining knowledge about MBA benefits, construction loan lending, promoting their business, processing change orders, estimating, and closing sales in today’s market.

MBA Pierce’s Membership & Spike Club Committee

held steady in both recruiting and retention in 2013. In conjunction with the 2014-2016 Strategic Plan, the Committee will be

spending much of 2014 preparing the groundwork for significant gains in membership for the Association in the coming years.

This year the Committee welcomes both Rob Hanlon as our 2014 Membership Committee Chair and Chris Lockhart as our Vice Chair. Rob comes to the Committee with more than ten fifteen years in the insurance industry as an independent broker specializing in health insurance. Chris has been a member of the MBA for the past three years with AAA KARTAK Glass & Closet Corp.

Their main focus this year is to increase retention and continue the gains in membership seen using

the “Just One” Campaign. With this campaign the Membership Committee encourages every member to invite just one person to join MBA Pierce, doubling the size of the Association.

Part of being able to be successful is by having new and fresh input. The Membership Committee is asking all members to join in our efforts. If you have been interested in becoming more involved in the MBA, please consider coming to one of the committee meetings. It’s a perfect way to help shape the future of our organization by recruiting great new people and making sure we continue to bring value to all of our current builder and associate members. The Committee meets monthly on the third Tuesday of each month at 4:00 pm just prior to the General Membership Meeting at a location close to the meeting.
