Valori H. Rosi (incumbent) has lived in Lake Meade for 27 years. She is currently President of the Lake Meade Homeowners Association. She works for the Governor’s Office of General Counsel in the Office of the Chief Counsel. Previously, she worked as a court reporter for the past 20 years. She is also a notary public and served as Judge of Election for Reading I District. Her professional memberships include the PA Chamber of Commerce, HACC Alumni; lifetime member of Phi Theta Kappa Honor Society, and the National Notary Association. She holds an associate degree from Harrisburg Area Community College and is working on a BS in Legal Studies at Central Penn College. She has been married for 30 years and has a grown daughter. “A few highlights of my presidency include: Resolution of a six-year old lawsuit, welcoming our members to Board meetings to hear their views on

He works for The Hanover Insurance Group. He holds a B.S. in Electrical Engineering Technology from University of North Carolina at Charlotte. He and his wife are parents of a 5-year-old son. “My interest in serving on the Board is a desire to be involved with the community in which I live. It is not often that a person is provided the opportunity of serving so close to their home community that the evidence of their labors can be witnessed in a very short period of time.”

n NADINE BAUGHMAN Nadine Baughman has lived in Lake Meade since February, 2014, when she and her husband moved here to be closer to their five grandchildren. A full-time employee of JDS Uniphase in San Jose CA, Nadine works from home as a data analyst. Her volunteer positions have included the board of directors, HART, Garrett County MD; Coordinator American Cancer Society’s Reach to Recovery Program for Allegheny and Garrett counties; Program participant/mentor for Congressionally Directed Medical Research Programs; Girl Scouts; and GRREAT home inspections for dogs. She and her husband, Lee—a retired Montgomery County, MD police officer—have been married for 37 years. “I look forward to serving on the Lake Meade Board in order to contribute to the Lake Meade reputation of community involvement and making our neighborhood a better place.”

n ZACHARY BOYER Zachary Boyer has lived in Lake Meade for 7 years. He is currently a member of the LMPOA Safety and Traffic Watch Committee. He and his family own and operate Markle Security Services for the past 15 years, and have also worked in paid and volunteer positions for the PA Emergency Management Agency, the Pennsylvania State Fire Academy, and as a staff fire and EMS instructor at Harrisburg Area Community College. He is a certified EMT, hazardous materials technician, and advanced life support instructor. He and his wife are parents of a five-year-old daughter. “My goals are to protect and increase our property values by maintaining infrastructure and improving existing function, and to promote Lake Meade as a family-friendly, safe community.”

n STEVEN R. RASMUSSEN Steven R. Rasmusen has lived in Lake Meade for 3.5 years. He is a member of the LMPOA Finance Committee. He has been CEO of Adams Electric Cooperative for the past 9 years. He was a member of several boards of directors - including the Adams County Economic Development Corporation, Gettysburg Hospital, the HACC Foundation, and United Way of Adams County – and he currently serves on the New Oxford Chamber and York Water Company boards. His education includes a B.B.A. in accounting and an M.B.A. in finance. He is also a certified public accountant. He has three children, ages 20, 16, and 15. “I’d like to serve our diverse community with an open mind and in the best possible manner.”

Student’s Vehicle Registration Now is the time to gather the student’s registration before heading back to school after the holiday. All vehicle registrations of the property owners, residents and any company-owned vehicles are needed when paying dues in April. The registration is needed whether or not you use a transponder for the vehicle. However, we encourage all members to use the right lane. Two transponders are provided to the member. If you have more than two vehicles, the deposit is $30 for each additional vehicle. Note: Any deposit is returned when no longer registering the additional vehicles.

Safe Boating Course Powerboat owners and drivers are encouraged to complete a Safe Boating Course. Saturday, January 10, 2015. Please sign up at the office (259-9625) by providing your name and phone number as soon as possible. This course is held in the Community Center Multi-purpose room from 9:00 a.m. to 3:00 p.m. There is no cost to attend the course. At the end of the course there is a test. If passed, a form is given to complete and mail to the state along with a $10 fee for the certificate. Practicing safe boating in Lake Meade is very important.

Dues/Initiation Fee/Rental Usage Fee The Board approved the Finance Committee’s recommendations that the dues and assessment increase

by 6.7%. If you own one lot (unit) the annual fee is $951. The Initiation Fee has increased 1.67% or $75, and will be $4,625 for the fiscal year — April 1, 2015–March 31, 2016. If you rent your property, the Rental Usage Fee remains at $1,800 for the fiscal year.

Annual Meeting-March 20, 2015 Annual Meeting –save the date! Friday, March 20, 2015 at 7:30 p.m. The Board of Directors will present reports of the past and review future plans. It is a great time to meet your neighbors. Come at 7:00 p.m. and enjoy the refreshments prepared by the Homemakers. Keep snow cleared from Fire Hydrants Over the winter months please check your surroundings for the closest water hydrant to your house. Start discussing with neighbors the need to clear them from snow. In an emergency our firemen are focused on getting to the location to extinguish a fire. Let’s give them support by giving them better access even though we hope there is a never a need.

MANAGER’S REPORT: Important community matters addressed

ASSISTANT MANAGER’S CORNER: Roads – Reduced Weight A reminder to our members who are planning construction projects between February 15 through April 30: The LMPOA Rules and Regulations stipulate 20 tons as the maximum weight for vehicles using our roads during this period. The bridge below the dam does not have a weight limitation BUT the bridge at Mud Run has a maximum weight capacity of 10 tons (14 tons for tractor trailers). Please be sure to review this information with your contractors and materials suppliers.

Lake ManagementOur engineer’s Annual Dam Inspection Report indicated our dam is well maintained and in good condition. (Note: This inspection does not take into consideration inadequacies of the dam and spillway to current DEP regulations in the event of severe storm situations).

Lake LevelWe will allow the lake level to begin rising again on February 1st, unless the Board of Directors determines otherwise.

Pool Employment We are accepting applications through January 31, 2015, for employment at the pool during the upcoming summer season. No applications will be accepted after this date. FINANCECOMMITTEE

PROPOSED OPERATING BUDGET REVIEW FOR 2015-2016 The Finance Committee held their membership budget review meeting on December 8, 2014. The discussions centered on capital replacement needs and fee increases. The Committee recommended a 6.7% increase in Dues and Assessments; the 1.7% CPI plus the 5% toward our increasing Operating and Capital needs. The Committee also recommended a $75 increase to the Initiation Fees to reflect the annual CPI making the new fee $4,625, to help increase contributions to the capital reserve funds. The current Rental Fees of $1,800 will remain the same for the next fiscal year. The Committee explained that rising capital improvements costs and the upcoming repair to the dam, were the main reasons for the increases. The Committee approved a motion recommending that the Board approve the operating budget as presented to the membership for the fiscal year April 1, 2015 to March 31, 2016. The Board approved the Operating Budget on December 15, 2014.

RESERVE STUDY AND PROPOSED CAPITAL BUDGET FOR 2015-2016 (YEAR 1) Part one of our thirty year Capital Replacement Study is nearly complete, and the Proposed Capital Replacement Budget Year 1 was submitted to the Board. The Board approved it on December 15, 2014. The proposed

replacements are not static and through the years the Association will be able to edit and update all numbers as things change from year to year as recommended by management. The Committee recommended, and the Board approved, moving forward with Appletree Resource Group, Inc. for Part B of the Capital Replacement Implementation portion of the Study. This will entail Appletree providing financial advisement on how to implement the replacement study, including making recommendations to increase revenue, and recommend options for financing any big capital projects not captured in the study, i.e., the dam project.

FEE BASED PROGRAMS Please look on the Lake Meade’s website calendar for the posting of any programs being offered. The contact information will be listed. The plan is to begin running trial programs in January, but that will depend on the availability of instructors. Please let Dottie Yost know if you are interested in teaching Yoga, Zumba, Tia Chi, or any other Aerobic program. Stay tuned for details.

The Finance Committee meets on the second Monday of every month. Please attend. We welcome your input.

Interested in working at the Lake Meade Pool?

WE ARE ACCEPTING APPLICATIONS through January 31st for employment at the pool during summer 2015. Lifeguards must be at least 16 years of age and hold current certifications in Lifeguarding, CPR, and First Aid (if hired). The minimum age to work in the snack concession is 14 years of age.

PA Department of Environmental Protection (DEP) Wetlands and Waterways Program requires a lake front property owner to obtain a permit from DEP for any shoreline, seawall or dock project. Contact DEP directly for an application for a permit. Each site/project is different, and DEP can better assist you with permit types and details. Contact Marybeth Luttenberger at DEP: 717.771.4478. For further info on DEP permits and related LMPOA procedures, see the LMPOA building regulations.

Lake Meade is lowered 6 ft. on November 1st on years ending in 5 or 0 and November 15th in other years to allow building and repairs along the shoreline and to prevent damage to personal and public docks caused by ice. This level is maintained by opening and closing the valve. The valve is reopened after February 1st by approval from the Board of Directors.

With the beginning of a new year, many property owners plan building projects which may include fencing. Effective November 17, 2014, The Board of Directors approved the following regulations for fencing at Lake Meade.

Fences and Walls Fences are discouraged at Lake Meade. All fences, walls, and screening of limited confined space must be approved by the Building Committee and require an LMPOA Letter of Approval. Each request will be considered on an individual basis. When a fence, wall, or screen is installed, the following regulations apply.

Fencesa) Approved fencing materials include,

but are not limited to, vinyl, wrought iron, and open wood.

b) Prohibited fencing materials include, but are not limited to, the following: chain link, chain, wire mesh, rope, bamboo, basket weave wood, masonry or concrete, and fences designed for farm use (chicken wire, razor wire, electric, wire-bound picket, and snow fence).

c) Fences shall not exceed four (4) feet in height above grade and shall

be an open style design.d) Fences and walls shall be installed

in a professional manner, straight and plumb.

e) Fences shall be erected within property lines leaving enough space on the outside of the fence to complete normal maintenance. The minimum required space is four (4) inches inside the property line per twelve (12) inches vertical of fence. For a four (4) foot high fence this would be sixteen (16) inches.

f) Fences shall not be erected on any portion of the lot nearer to the street than the front building line.Exception: When the property is a corner lot, the front of the house facing the street address will be the front of the building and, therefore, a fence must stop at the front building line. Fences are permitted in the back of the property, but must not encroach in the set back from the street, which is 30 feet from the property line.

g) The smooth side of fences shall face outward on all sides of the lot with the construction side not visible to adjacent streets or pathways.

h) Underground fences for animal control are permitted and require approval of the Building Committee and an LMPOA Letter of Approval.

They must be placed no closer than five (5) feet to the property lines of the lot and no closer than ten (10) feet to any road front property line. Property owners who install invisible fences fronting a road shall have them properly marked at each end of their lot in view of persons passing by.

Wallsa) Walls shall not exceed four (4) feet

in height above grade.b) Walls built of block must be parged

or faced with stone or brick. No retaining walls shall be constructed with railroad ties.

c) Retaining walls shall be as high as the grade plus a finishing cap.

d) Walls shall be installed in a professional manner, straight and plumb.

confined space are panels to conceal trash cans, gas and oil tanks, air conditioners, hot tubs, etc.

Litigation Update: This is an update on the civil action filed by claimants against the Lake Meade Property Owner’s Association, Inc., in the Adams County Court of Common Pleas, docketed at Civil Action No. 2010-S-498. The claimant’s action raised five counts against LMPOA: Count I – Trespass; Count II – Ejectment; Count III – Nuisance; Count IV – Declaratory Judgment (ownership of property); and Count V – Declaratory Judgment (use of Custer Drive). On January 15, 2013, Judge Campbell of the Adams County Court of Common Pleas issued an Order granting summary judgment in favor of LMPOA as to Count I – Trespass; Count II – Ejectment; Count IV – Declaratory Judgment (ownership of property);

and Count V – Declaratory Judgment (use of Custer Drive). The claimants, thus, had only one claim against LMPOA remaining – Count III – Nuisance. The claimants and LMPOA have resolved the claimant’s Nuisance claim, and on September 26, 2014, the Court issued an Order giving effect to that agreement. The claimants have stated it is their intention to appeal the January 15, 2013 Order, which entered judgment against them on a majority of their claims. The claimants have now appealed that Order to the Superior Court. LMPOA will continue to vigorously defend against this action.

Homemakers Benefit Dance:Our Thanksgiving benefit dance was once again a huge success. The UNFORGETTABLE orchestra again provided wonderful music for everyone’s dancing and listening pleasure. People visited with friends and neighbors and enjoyed the delicious treats provided by the Homemakers. Our benefit dances are our only fundraisers, and all proceeds are donated to local charities in our area. Since 2003, more than $18,000 has been donated to our charities. Plan on having a great time at our Spring benefit dance in 2015. The date will be announced in an upcoming Lake Meader. You may contact our Dance Coordinator, Linda McCreary at 717-259-9671 with any questions, or to reserve your tickets. Tickets are still $10 for a wonderful evening of dance, visiting and refreshments which is a great bargain. Looking forward to seeing you there.

Always Looking for New Members:If you are new to Lake Meade, or have recently retired, why not consider joining the Lake Meade Homemakers? Our meetings are held the second Monday of each month, September through May each year. Most of the

meetings are at the Lake Meade Fire Company. We begin our meetings at 12:30 PM, with light refreshments and social time. The business meeting begins promptly at 1:00 PM, with an an interesting program following the meeting. Our December Christmas Meeting is held at the Community Center at 11:00 AM with a Luncheon and special entertainment after lunch. Please contact our Membership Chairperson, Lynn O’Leary at 259-0782,

Mailboxes are placed within LMPOA’s road right-of-way. LMPOA recognizes that the Post Office has placement requirements for the benefit of mail carriers. LMPOA’s mission throughout winter weather months is to maintain safe and passable roads within the community. Keeping roads passable during snow storms requires plowing snow to the edge of the roads. Snow plow operators are instructed to maintain the lowest speed possible that allows for the truck to push the snow, slush, or ice off the road. Occasionally damage to mailboxes occurs due to the weight of the snow, slush, ice being pushed. The force of a plow pushing a heavy amount will cause a “throwing” action that can damage mailboxes and/or posts. LMPOA does not replace mailboxes or posts damaged during snow plowing operations. Since the mailboxes are placed within LMPOA’s legal right-of-way it is up to the property owner to ensure their mailbox and post can withstand the weight of the snow, slush, or ice being thrown from the plow. Generally if a mailbox is placed as far beyond the edge of the road as is allowed by the Postal Service the force of the plowing will not affect its stability.

Tips to avoid mailbox damage during snow plowing operations:1. Make sure the mailbox is firmly supported in the ground.2. Keep the area around your mailbox cleared.

3. Do not throw snow back onto the road.4. Consider installing a cantilever mailbox support that allows

a mailbox to “swing.”5. Place reflective tape on your mailbox. This will assist snow

plow operators to see the mailbox.

Tips on proper mailbox placement from the East Berlin Post Office:1. The height should be approximately 42” from the ground to

the bottom of the box.2. You must maintain the area between the paved surface and

the box so the carrier can pull in and out. You don’t want the box too far away from the road.

3. Please consider the snow plows and don’t put your box too close to the road.

4. For safety, the carrier should be able to stop at the box without obstructing the driveway.

Lake Meade Property Owners Association, Inc. is not liable for damages to mailboxes, invisible fencing, shrubbery, trees, or any other objects or landscaping within the road right-of-way, caused by snow removal or any other maintenance operations where the same are located within the limits of the road right-of-way. Your cooperation is important to ensure visibility/stability of mailboxes during snow plowing operations in Lake Meade.

There are 18 miles of roadways in Lake Meade. The roads are plowed in one direction at a time turning 18 into 36 miles. When it snows, sleets, or is icy, please do not park vehicles along the roadway as this slows down road clearing operations. PLEASE NOTE: LMPOA will not be responsible for damage to mailboxes when our employees are trying to clear roadways. LMPOA’s focus is to clear all the community roads as quickly as possible for the safety of all our members. Inhibiting the process only prolongs the wait for some members. Our plows inadvertantly push snow on the ends of some driveways—this cannot be avoided—please do not shovel snow back out onto the roadway.

lanes, facing toward and aligned with, the centerline of the respective access roadway.

• Donation of the 2005 Jeep Liberty from Adams Electric Cooperative, Inc. without conditions, except for minor signage as stipulated by the offer from Adams Electric Cooperative, Inc.

• Increases in all Lake Meader ad rates to be announced in the November issue to be effective as of January, 2015.

Inquiries from the floor included a member indicating she did not receive answers to the questions she posed at the last meeting; a member presented a prepared statement regarding the proposed smoker’s station, and a member expressed his opposition to the proposed smoker’s station. Letters of Compliance were issued for one addition, one chimney, one fence, one storm damage, one garage/addition, and one deck; and approval given for one storage shed. The total number of homes with permits issued is 1,069. The Executive Committee reported eight new members and two new rentals since the last report.

THE PHYSICS OF SPEED SERMON 1: STOPPING DISTANCE

Many members are rightfully concerned that vehicles on our roads frequently exceed the 25 mph speed limit, endangering children, pedestrians, and cyclists. The speed limit is determined in part by stopping distance considerations, particularly in an emergency. Let’s say something — or someone (like a child) — suddenly enters the road extremely close at hand. In some cases you may have anticipated the intrusion coming and are ready to perform an emergency stop when the event occurs. The more critical situation is where the intrusion has caught you completely by surprise, delaying your response. When surprised, your reaction is delayed by the additional time needed for: 1) mentally processing the event - detecting, evaluating, and deciding what to do, 2) moving your foot or arms accordingly, and 3) the mechanical response of the brake and steering systems to your inputs. During this time (on average about 1.5 seconds) you continue to travel forward without any change in velocity until full braking kicks in.

The Roads Committee met in November but did not have a quorum for the December meeting. The LMPOA board has given the go-ahead to receive the final engineering report regarding repair of the entry/exit parkway with plans to complete the work in 2015. We are planning to begin work after the July 4th holiday to minimize disruptions for school buses and the heavy traffic of the 4th. Storm water management continues to be an issue at the lake and across the country. We can’t stress enough that you can do your part to control runoff and excessive nutrients entering the lake. Please consider rain barrels, rain gardens and properly maintaining the swales along the roadways. We have a number of people in the lake that can assist you with planning and design. Reminder – Any modifications to roadway swales require a plan approved by the Roads Committee.

The road swales are located within the road right-of-way and not part of private property. Please be careful what you plant on your property especially close to the road. Some nurseries and greenhouses sell non-native plants that can become aggressively invasive. Once started, they may be almost impossible to remove. We have a situation where bamboo was planted along a roadway. Bamboo spreads rapidly and the shoots are strong enough that they can and will penetrate and destroy the road surface. Removing the bamboo and repairing the road become expensive projects. Barb Mrgich and the Garden Club or the Master Gardeners are excellent resources if you have questions about what to plant. Please clean up after your pets. There are some people who leave pet waste in the swales and along the roads. This is not only unsanitary, the bacteria

and pollutants can enter the lake contributing to our algae problems and higher dues for you. According a January 2014 article in the York Daily Record, dog waste can produce up to one-third of the bacterial pollution in waterways near developed areas. Did you know that a 24 pound dog can produce 164 pounds of waste in a year? Please scoop your dog’s “poop”, bag it, seal it in a plastic bag and dispose of it in the garbage.The good news is that we are ready for winter weather. Hopefully it will be a mild one. Thanks! POOL - We’re moving along with the replacement diving board. At present we’re soliciting proposals from contractors to install a concrete fulcrum for the board.

LAKE MEADE BASEBALL - The Rec/Pool Committee, along with the Community Center Committee, has verbally agreed to the 2015 Agreement with Lake Meade Baseball Boosters. We expect this agreement to be formalized in the near future.

TENNIS COURTS -The contractor, Sport Builders, has postponed the finish sealer and lines until warmer weather, as agreed. In previous issues of the Lake Meader, a number of ideas about safekeeping of the newly renovated courts have been described. Based on feedback from you, the Rec/Pool Committee will recommend to the Board of Directors that we pursue installing a security camera that will focus on the entrance gate to the courts. Although this will be somewhat costly, what the Committee is hearing is that you would like unhampered access. We will try to have the gate locked during the night, though. However, it’s important to keep in mind that a camera will not prevent costly damage, but only tell us who did the damage. It’s YOUR RESPONSIBILITY to keep the courts in good condition! We hope you got new pickleball gear for Christmas. Have a happy, safe and warm, Winter Season.

Adams Electric rights-of-way work continues in 2015 Efforts will continue in early 2015 to improve safety and provide reliable electric service to all members as Adams Electric Cooperative continues managing trees and vegetation in its rights-of-way in the Lake Meade development.

n The work by Asplundh Tree Experts will include the rights-of-way beginning at the main entrance and heading south on Lake Meade Drive to the firehouse and Bragg Drive and all streets in between.

n Work will also be performed going north on Lake Meade Drive from the main entrance to McCandless Drive and all streets in between.

n The work will include rights-of-way on the lines along Lake Meade Drive as well as all the lines leading away from that road.

An Asplundh representative will attempt to contact each property owner to inform them of the work needing to be done on their property. This work is part of the utility’s

right-of-way easement that was agreed to by the developers when the Lake Meade development was in the planning stages. The comprehensive approach to vegetation management results from severe storms that devastated the co-op’s distribution system over the last four years. Those storms caused extended outages

throughout the service territory and resulted in unsafe working conditions for co-op crews and contractors. Each property in Lake Meade is subject to the Lake Meade Restrictions and Covenants, and each member of Adams Electric is also subject to a membership agreement that grants an easement to the cooperative. Both permit Adams Electric to cut, remove, or trim trees, shrubbery, and other growth to properly maintain, operate, and protect the electric lines and facilities. The bylaws of the cooperative, as amended through June 24, 2014, and which apply to each member of the Adams Electric, also contain requirements and support of these rights.

Responsibilities for Lake Meade Property Owners Association (LMPOA) and Members

WHAT LMPOA DOES:• Plan, budget, and manage all costs of

maintaining the common areas and facilities. Such facilities include but are not limited to: roads, Community Center, recreation and common areas, maintenance facilities, two bridges, pool complex, sports complex, marina facilities, entrance area, rec area docks, the lake including buoys.

• Facilitate communication within the community regarding POA actions and concerns

• Administer and keep records of finances and association membership

• Make every reasonable effort to maintain the safety, operation, and value of common properties and facilities

• Make reasonable efforts to enforce the rules and regulations of the association

• Count on all members to assist in education and enforcement regarding rules and regulations

WHAT LMPOA DOES NOT DO:• Mediate between neighbors• Replace personal responsibility for ownership

and maintenance of private property• Provide legal representation for property

owners• Advocate or speak for individual property

owners in dealings with governmental agencies or entities

• Provide police protection• Enforce laws of the township, commonwealth

or federal government, including trespassing laws

• Mitigate or repair damage or destruction of private property caused by acts of nature or acts of others

WHAT LMPOA MEMBERS DO:• Recognize that LMPOA IS its members and

is only as strong as its members’ collective support

• Educate themselves and their neighbors about the rules and regulations of the association and comply with same

• Support the association by attending meetings and/or reading minutes

• Recognize the need for balance between personal and community interests

• Volunteer in support of the community and our shared interests

• Avoid actions that place financial burdens upon the association—i.e. all of us
