President's Report Lately, some of the administrative actions have created concerns among a few of our residents. I'd like to take this opportunity to explain some of what is going on. First, I would like to address the issue of the vegetation adjacent to the buildings and the seawall. The process of removing the trees and shrubs is an ongoing task and has not been completed yet. Maintenance personnel are handling what areas they can with the remaining tasks to be completed by the company hired by the association, this will include the stump removal and root extraction. As previously addressed, these actions are necessary after years of neglect to comply with county, city, engineers, insurance inspectors, fire marshal demands and/or technical suggestions. Unfortunately, the majority of our buildings have sustained water intrusion and damage to common areas as well as private residences. After hurricane Irma, damages were visible and most of them not even reachable. Encroaching roots and overgrown vegetation have damaged the foundations, created mold and mildew, water intrusion to first-floor units and stucco damage. If the association is not proactive in allocating efforts to these issues, we can and will be considered negligent. Insurance will deny any and all claims. (Pictures are available at LEOA office) The benches have been temporarily removed to be relocated per our Insurance adjuster, this will occur after the first of the year so that cement foundations may be laid. All areas around the lake will be roped off after the New Year due to an increase in lawsuits and a recommendation from our Insurance company to maintain coverage. Lack of compliance in the past has already resulted in our losing coverage. The seawall is a very costly feature of our community and the association was advised by engineers of the visible damage already caused by the bushes, trees, and palm trees on the seawall embankment with the assurance of future possible damage if not corrected. Not all trees and stumps were able to be removed by our maintenance crew, but it is still an ongoing process. We are aware of what needs to be done with a permit and those that require such procedure will be taken care accordingly. Some vegetation around our property has been found to be lethal to pets and children such as Fishtail Palms, Sago Palms and crotons. The removal and disposal, have already been put in action. This was brought to our attention because 3 of our maintenance crew were infected

and required treatment due to the adverse reaction to these particular trees and shrubs. Educational literature is available at the office. The Christmas favorites, Poinsettia's, are also known to be poisonous to cats and dogs, so please display with caution. The association was also advised to bring the perimeter hedge up to code to avoid a citation since it was invading the perimeter sidewalks. They will also address the height requirement of the maximum 8ft. The city is working with us regarding this. We also face the same requirement for the vacant land. The property has a total of 9 elevated planters around the perimeter of our community. At the last board meeting, an addendum to our landscape contract was presented in order to keep them maintained year-round with seasonal flowers. That was tabled due to budget constraints, however, the beautification of those beds is still a work in progress and as funds become available, you will see the improvements made to enhance our community. New unit numbers were required as mandatory by the fire department to comply with new fire codes. This has been completed. All the areas around the lake slope will be roped off after the New Year, again, to remain compliant and maintain our insurance coverage. Lawsuits have increased dramatically and if we continue to be negligent, we will be denied coverage. The board has approved a new elevator company to start January 2nd. The office is very much aware of all the problems we have faced and were very proactive in trying to resolve them. The contracted company had been called several times for these issues and the problems have never been resolved satisfactorily as you are well aware. Moving forward, PLEASE be proactive and as soon as you notice a problem with any elevator, call security and ask them to call the company. We all need to be vigilant in maintaining our community. The new company has promised to revamp the elevator systems and will provide an actual preventive maintenance program, something we have not had in the past.

Hopefully, this will minimize any future problems. The elevator inspections are scheduled for January 2018. Every resident or guest has the right to call the pertinent authorities to verify any of their concerns regarding the recommendations stated above, just keep in mind, that every time they visit us, they find something else we need to complete in order to comply and that incurs further expenses to the community. We have experienced a much greater incident with gnats and mosquitoes this year. The office is aware and so is our extermination company. They are actively pursuing a solution to rid us of these pesky critters. The wood deck surfaces around the office and clubhouse are being treated with fillers and anti-skid material to avoid splinters and other potential hazards. This is currently underway and should be completed by Dec. 31st.

The roofs are also in a precarious state and we are looking into plausible solutions. The association is responsible for the safety and well-being of all residents and their guests. There is no agenda other than to maintain a safe and healthy environment for our friends and neighbors. All LEOA employees will receive OSHA (Occupational Safety and Health Administration) training yearly to assure safe and healthful working conditions. Hopefully, I was able to shed some light and clarification for some of the concerns you may have. 2018 Revised Budget Given the Board decision to implement an Annual Preventative Maintenance Program (refer to details in the Property Manager's Report), the 2018 Budget was revised and the monthly condo fees were readjusted accordingly (refer to the chart below for your monthly condo fee starting January 1st, 2018). Coupon books will be mailed to owners shortly.

Property Manager's Report December was, once again, a very busy month. I would like to begin my report by following up on a few issues discussed in the last issue of Reflections. We started to remove shrubs and trees causing possible damage to buildings, irrigation lines, etc. However, some concerned residents filed complaints with the Code Enforcement of Oakland Park forcing us to stop the project until further notice. The inspectors came, investigated the situation and gave us the green light to proceed. Though it is everyone's right to file a complaint with the City, moving forward, I would encourage residents firstly to discuss such matters with management and Board representatives. We are here to serve you and to respond to your issues.

At that visit, Code Enforcement of Oakland Park inspectors informed us that LEOA was responsible for the upkeep of the sidewalk at the outer perimeter of the property. We have proceeded to repair some damage on the 39th Street sidewalk.

As per Oakland Park's Fire Inspector's report, we started to install unit numbers above the entrance doors from Buildings 109 to 118. We plan to complete this project in the weeks to come.

Other projects this month include repairing and painting the boardwalk in front of the Clubhouse and Office and replacing the damaged gutters.

We are implementing a Preventive Maintenance Program designed to maintain the condensate lines (for the A/C), the main water lines and the dryer vent stacks in all buildings. Two

companies were contracted to provide this service on an annual basis.

We want to take this opportunity to thank residents on the first floor who removed personal items from the lakeside. As indicated last month, first floor owners may place concrete-material stepping-stones at lakeside patio entrance doors provided that they extend no more than 36 inches from the patio entrance and are not more than 36

inches wide. Maintenance will remove all remaining items in order to clear the area for sod (once the tree/shrub project is completed).

Our next priority: Clearing Balconies and Catwalks

During the regular visits around the property, we have noticed that many do not comply with our Rules and Regulations regarding the maintenance of the balconies and catwalks (R&R, 6.1 & 6.2). Specifically: o Changes to the exterior of the buildings are not

permitted. o Installation of window air conditioners, antennae and

satellite dishes are not permitted. o All units must have appropriate window and door

treatments. o No potted plants, flowers, trees, hanging baskets, lawn

chairs, grills, windsurfers, baby carriages, toys, etc. are to be left outside overnight in the hallways, catwalks or outside the patio area without the approval of Management.

o Bicycles may be stored in the outside bicycle rack, ifprovided, or inside the unit.

o Littering of any kind, particularly cigarette butts, beerand soda containers, is prohibited.

o All balcony enclosures of any type are strictlyprohibited.

o All balconies must be screened and be maintained inneat condition.

o The installation of appliances such as washers and dryerson the balcony is prohibited.

o No cooking or barbeques are allowed on the balconies.o Painting of the balconies is permitted within the

guidelines of the colors to be used; specifications areavailable at the Management Office.

These Rules and Regulations are designed to make living at Lake Emerald pleasant and comfortable. These restrictions are for residents' mutual benefit and comfort. We trust that everyone will take the necessary measures to respect these Rules when we do our next tour around the community in January.

Letter to the Editor One of the reasons we enjoy living in Lake Emerald is the beautiful trees, shrubs and plants that make up the landscaping. Since we are snowbirds, we were hearing about the damage that Hurricane Irma caused to the landscaping and then got notice that the Association had decided to remove some of the trees, shrubs and bushes around the back and sides of the buildings from 114 to 118.

Once we arrived for the winter, we talked to Rosa Santiago (Interim Property Manager) in person. Rosa gave us the full details of the Association's plans for our beautiful landscaping. As you can see in the pictures, many of the trees and shrubs have very large roots above and below the ground. These pictures were taken on the west side of building 115. Rosa explained that the overgrown trees and shrubs very close to the buildings are causing serious structural damage and water intrusion in some of our buildings. While we all love the trees and shrubs, no one wants extra special assessments to repair

structural damage some of the trees and shrubs are causing. Rosa also explained to us that, to control expenses, she has asked our Maintenance staff to cut done as many trees and shrubs as they can. Our landscaping company would then remove the remaining roots and stumps around the buildings. Once the Landscaping company finishes their work, the Lake Emerald Landscaping Committee will survey the grounds. The Landscaping Committee is dedicated to rebuilding the areas around the buildings and bringing them back to life. Community Activities Tennis..... Tennis players will be happy to know that we have recently purchased a ball machine available to all residents. I will be happy to assist anyone interested in using the machine... ideal for a good work-out or when playing alone. Board Committee ReportsSecurity Committee Robert Davis, Vice President & Chair of Security I would like to begin by wishing our residents, employees and contractors a Happy , Healthy, and Safe Holiday season and an equally good 2018. Safety and Security is everyone’s shared responsibility in this neighborhood. If you see suspicious activity, call security and the police if the situation warrants their presence. Also it doesn’t hurt to document the situation with dates, times, and pictures if possible; material that could be used in an investigation, should one be warranted. Please don’t jeopardize your own safety in doing so. Feel free to email me and the management office a copy of the documentation. Listed are some common sense activities that we all should practice in our daily routines. o Keep all car doors locked and windows closed when

parking .Set your alarm or use an anti-theft device. o Do not leave packages or valuables on the seat of your

car. This creates a temptation for thieves. If you must leave something in the car, lock it in the trunk or put it out of sight

o When approaching or leaving your vehicle, be aware of your surroundings.

o Lock your doors and windows when you leave the house, even for a few minutes.

o When leaving your home, at night have at least one light on or use an automatic timer when away for extended periods.

o Be aware of your speed driving thru the complex. We have many blind curves, mixed with vehicles backing out of parking spots, children, pets, and wildlife that deserve to be protected

Finally, not exactly a security related issue but a health issue. We apparently have some dog owners who have a problem cleaning up after their pets. Please be considerate of your neighbors and remember it’s the law. In closing, I wish everyone a great 2018, and going forward let us all try to work and communicate together to improve our community.

LEOA Building Captains

The Building Captains play a very important role at Lake Emerald. Their responsibilities include: o knowing the residents in the building;o (with their consent) obtaining residents' names,

addresses, emails and phone numbers;o informing the Property Manager of empty units;o walking regularly around the building and

reporting to the Property Manager if anything isout of order (ex: lights, pavers, etc.);

o monitoring and following up on the Building'sMaintenance Program with the Property Manager;

o following up with residents if their trash boxes arenot broken down and if this persists, reporting tothe Property Manager;

o reporting to the Landscaping Committee if thereare any problems with vegetation (ex: dead trees,bushes, etc);

o monitoring the parking lot and, if there are extracars, reporting to security;

o speaking to residents about their security andif/when rules are being broken;

o advising residents that complaints or concernsshould be addressed directly to Management andthat Emergencies should be reported immediatelyto "911";

o distributing LEOA material or information;o monitoring and clearing content in the Bulletin

Boards as needed;o keeping informed about LEOA through frequent

Appreciation to the Maintenance Team

Lake Emerald’s Maintenance Department, headed by Guillermo Ramirez, and supported by Edwin Matteo, Sebastian Umana, Omar Garcia, Alex Saavedra, Alex Puyol, and Delroy Reed, handle more large projects and general routine items than most maintenance departments in condominiums in South Florida. Not only do we have a relatively large property with a lot of ground to maintain, but the seven men that all contribute to our success are rarely recognized as part of the Lake Emerald family. Here’s why they should get that recognition.

I sat down with Guillermo on a recent afternoon. The first topic we discussed is a controversial one, a project that Maintenance has taken on: executing the long term landscaping project of invasive tree and shrub removal (which is causing damage and water intrusion into some units). It’s a largely unpopular project, so Guillermo says that occasionally his staff receives verbal abuse from residents who object to the project. Yes, Maintenance could be sticking to the more mundane every day tasks but, he explained, by taking on the bulk of some larger type projects, they are saving the association countless thousands of dollars by doing most of the heavy lifting. He said once the trees are cut and hauled to the dump sites, it will be our landscaping company’s role to remove the stumps and roots. Other projects

that are beyond the average maintenance crew’s list of duties but that are performed by ours, are the cosmetic concrete restoration around the buildings, a site-wide LED light upgrade project that included replacing and installing more than 850 LED lights over every catwalk and in all common area laundry rooms (which saved the association more thousands in contractor fees), removing and relocating park benches on the south shore of the lake from lakeside to building side, thereby enabling Lake Emerald to retain its insurance coverages, and installing a Fire Department-required unit numbering system throughout buildings 109 through 118.

Guillermo and his staff handle the more routine items as well, such as a weekly building check that includes an exterior site inspection of every building from the roof down. This inspection ensures

the roofs, scuppers, gutters, handrails and pavers are all intact and sturdy, and that all lights are operational. This inspection is something that becomes increasingly important for an aging property like ours. As the supervisor, Guillermo’s strategy for maximum coverage during this weekly site inspection is rotating the persons assigned to the inspections, and the result is that more potential issues are noted and corrected. Guillermo explains that in his view, one person doing the same job every day is more likely to miss something than a fresh pair of eyes might see.

When I asked Guillermo what he most wanted the residents to know, he responded twofold. He said that he would like our residents to understand that the maintenance staff is executing orders from the property manager, which is the central hub of communication for them. Residents who approach our maintenance men directly takes them away from accomplishing their other tasks. The management office is the place to file a maintenance request; it works better for all that way, he explained. He also said that, for the betterment of our community, as someone who doesn’t live here but works here every day, residents should get involved, check bulletin boards, attend board meetings in person or via Channel 92, and generally, stay informed. It was clear to me from our talk that Guillermo cares a great deal about Lake Emerald.

Guillermo is right. As is the case with any homeowner, by just paying the maintenance, your job as a homeowner doesn’t end there. You must be informed and involved. It’s for the benefit of all of our homes. We thank our dedicated Maintenance Department for all of their hard work this year, and best wishes for a Happy and Healthy New Year to them and their families.

NEW: LEOA Web Portal Lake Emerald's Accounting Office has been working very hard so that, early in 2018, owners will have access to personal financial information including online payments to pay their dues and to view their account balance. Owners will also be able to complete work orders and monitor their execution. This will be done through the implementation of cost effective interactive web portals that streamline communication, giving all owners 24/7 access to community information.

Note that web portals are NOT the same as websites:

• A website lets the general public including potential owners know about the community and what it has to offer. The Board's President has recently created a Communications Committee, chaired by Carole McDonough (105-112) with the collaboration of Steven Henderson (111-305) and Luis Paez (106-205), to redesign LEOA's website. This new website will be user friendly and will meet the most recent Florida Statutes' obligation for more transparency, requiring that an association such as LEOA must post digital copies of its official records (ref. 718.111(12)(g), Florida Statutes).

• Web portals, on the other hand, empower homeowners to have access to do things online through a unique URL (web address) and a unique username and password. Owners will require a personal login. Only portal members will be able to see the content.

Here are only a few of the features that will eventually be available through the web portal: • Online Payments: Pay dues online and view your account balance. • My Profile: View your account balance, and check on ARC requests, covenant violations, and work orders.

Create unique logins for spouses or significant others. • Documents: Upload documents and other files for easy access with searchable document library for quick

retrieval. • Announcements: Post important information and notes about the community to display prominently on the

homepage. • Events: Create a community calendar of events and stay up-to-date on community happenings. • eBlast: Engage owners with announcements and e-Newsletters via mass emails. We are very excited with these changes and hope that owners will take advantage of this state-of-the-art service. Clubhouse rooms are available The Lake Emerald Clubhouse is available for rent to the residents and the community, and only so long as they are in attendance at the function. Rooms to be rented include the main ballroom, the auxiliary ballroom, the card room and the game room. Reservations will be confirmed only upon receipt of the rental fee and the deposit, which must be received by the Management Office at least one (1) week prior to the reservation date. Verbal or written requests will be tentatively placed on the calendar pending payment of the fee and deposit. The rental of the Clubhouse is strictly on a first come first payment basis. The Property Manager reserves the right to cancel a reservation or accept another reservation upon payment of fees. The rental of the Clubhouse entitles the renter to the use of the rest rooms. Abuse of this policy will result in immediate termination of the contract, loss of deposit and/or other justified fines determined by the manager.
