The bad news 1st is that the Bangkok Metropolitan Administration (BMA) refused

to bow down to pressure from all sides to drop a 104-baht fare hike plan on the

BTS sky train Green Line electric train, from 65 baht.

Bangkok governor Aswin Kwanmuang yesterday insisted that the City

Hall’s plan to raise the fare ceiling on the Green Line route will be raised

to 104 baht from February 16 as scheduled unless it receives an order from

the government to delay the fare hike.

The Bangkok governor said the BMA would not have money to pay for the cost

of running the service to the private company.

The Bangkok Metropolitan Administration (BMA) has eased Covid-19

restrictions on 13 types of business but under virus-control measures.

The 13 types of business will be allowed to reopen in Bangkok from today as the

Covid-19 outbreak in the capital eased as the number of infections had dropped

from a peak of 49 new cases per day to around 10 cases daily, the BMA said.

The Bank of Thailand (BoT) said the new wave of the Covid-19 outbreak would delay

economic recovery to pre-crisis levels till late 2022, rather than mid-2022, although the

2nd wave of infections is not as severe as the 1st.

The recovery will be a K-shaped, not V-shaped, because the impact of the

outbreak on different business sectors are uneven, BoT senior director

Chayawadee Chai-Anant told a seminar hosted by the World Bank, adding that

the recovery will be close to a V-shape given that government measures are

effective.

The restaurant and service industries as well as hotel and transport would feel the

brunt of the new outbreak as they have yet to recover from the 1st wave,

Chayawadee said, pointing that the 2nd

wave will hit 4.7 million workers hard,

according to an initial assessment by the central bank and business sectors.

Meanwhile, Bank of Ayudhya’s President and CEO Seiichiro Akita said it would

take at least 2 years before the Thai economy returns to its pre-pandemic levels.

He expects the Thai economy to expand by 2.5 percentage points in 2021, based

on projections of a low base contraction of 6.4 per cent in 2020.

Eight commercial banks posted a 24.7 per cent drop in net profit in 2020 to 102 billion

baht, from 136 billion baht, in the previous year.

The 8 commercial banks are Siam Commercial Bank (SCB), Kasikornbank

(KBank), Bank of Ayudhya (BAY), TMB-Thanachart Bank (TMB-TBank),

Tisco Financial Group (TISCO), Kiatnakin Phatra Bank (KKP), Land and

Houses Financial Group (LHFG) and CIMB Thai Bank (CIMBT).

CIMBT saw the most decline in profit of 36 per cent, followed by SCB at 32.69

per cent and LHFG at 30.96 per cent.

Only TMB Bank reported a 40 per cent rise in profit as a result of the merge

with Thanachart.

Sansiri Plc (SIRI), one of the leading real-estate companies in Thailand, came out to say

that it was looking to launch as many as 24 new projects with sales revenue expected to

be around 26 billion baht.

Sansiri, which is famous for its high-end condos and housing estates, came out to

say that it would need to readjust its products in order to reflect the shrinking

purchasing power of the buyers as the country faces economic hardship.

Meanwhile the coalition Bhumjai Thai Party decried the “Rao Chana” (We Win)

financial aid scheme approved by the cabinet to spend 210.200 billion baht to fund cash

handouts of 3,500 baht per month for 2 months for 31.1 million people.

The party said the Rao Chana scheme is unfair to more than 2.5 million people

who still own phones with the analogue cellular system and who do not even have

a phone.

Key party member Supachai Jaisamut said the party plans to submit a letter to

Prime Minister Gen Prayut Chan-o-cha to review criteria for the financial aid

scheme urgently to ensure that the distribution of the cash handout will be done

equally among people in society.

Meanwhile, Deputy Prime Minister and Energy Minister Supattanapong

Punmeechaow insisted that those who are not state welfare card holders and those

with no smartphones can still register for the financial aid scheme. He said the

government had thought of the issue and asked for cooperation from state-owned

banks nationwide to assist these groups of people with the registration.

Opposition politician Thanathorn Juangroongruangkit came out to defend his questioning

of the government’s vaccine plan as he insisted that the public has every right to question

the government’s efforts to secure a coronavirus vaccine through a company owned by

the palace.

Speaking yesterday at a press conference in response to the government’s move

to slap him with a lese majeste lawsuit for raising his concerns over the

transparency of the vaccine deal.

He said Prime Minister Gen Prayut has always used the royal institution to hide

the inefficiency of his administration, saying that he is loyal to the monarchy and

protecting it.

Thanathorn went on to say that the secured doses of AstraZeneca and Sinovac

vaccines account for only about 21 percent of the population. He also said the

government’s timeline for vaccine distribution is lagging behind other countries,

such as Israel’s.

He said Thailand is acquiring and distributing vaccines at a slower rate than other

countries. He asked what will happen to Thailand’s economy under this scenario.

Meanwhile Deputy Prime Minister and Public Health Minister Anuthin Charnvirakul,

came out to say that all the bogus calls from Thanathorn was nothing but a deviation

from the facts.

In a morning interview with a local television stations Anuthin said that

BioScience and AstraZeneca then Thanathorn needs to contact

AstraZeneca as the UK has laws that allows people access to information.

He added that one should not call this vaccine ‘Royally Bestowed

something it is not.

At the House’s sitting yesterday, Kao Klai (Move Forward) Party list MP Rangsiman

Rome asked Prime Minister Gen Prayut Chan-o-cha to reveal the details of the contract

between AstraZeneca and Siam Bioscience, distribution plan, prices and procurement

plan for 35 million more doses of Covid-19 vaccines.

Deputy Public Health Minister Sathit Pitutecha told Rangiman on behalf of Gen

Prayut to consult the website of the National Vaccine Institute as the website

contains key information about its negotiations with every Covid-19 vaccine

producers since August 2020.

Sathit said all information and conditions about vaccine planned deals are

available on the website, except business information about vaccine

companies that cannot be leaked to other companies.

Sathit Pitutecha, Deputy Minister of Public Health, came out to say that he is not a person

at risk of contracting Covid and that he does not need to self-quarantine for 14 days after

having a close contact with famed chef Yingsak Chonglertjetsadawong who was in close

contact with Techin Ploypetch, aka DJ Matoom, who tested positive for the virus.

In his Facebook post, Sathit said, “I am not a person at high risk so I don’t have to

self-quarantine myself,” explaining that he is not close enough contact with

Yingsak to be at high risk.

Yingsak informed the media that he was in close contact with Techin early this

week before joining a social function with Sathit and a Deputy Prime Minister

and Deputy Education Minister. (Therefore, he had secondary contact with the

Yingsak who had first contact and tested negative for the virus).

Deputy Prime Minister Gen Prawit Wongsuwan, as Phalang Pracharat Party (PPRP)

leader, came out to downplay rifts inside the party over its choice of candidate who will

contest the upcoming Bangkok governor election.

Gen Prawit said he had not thought about the race and has yet discussed with the

party’s executive committee members. He has to call a meeting of the executive

board but has yet to set the date for a meeting because of the ongoing virus

outbreak.

He told journalists not to think about Education Minister and PPRP deputy leader

Nataphol Teepsuwan’s plan to field his wife Thaya. He said the PPRP will adopt

the same approach as the Provincial Administrative Organisation (PAO) elections

when fielding a candidate for the Bangkok governor race.

A report said Nataphol sought a meeting with Gen Prawit at Government House.

The meeting lasted around 20 minutes. He confirmed reports of his plan to field

his wife and said he is confidence in the prospect of winning. Nataphol also said

While it is clear that the party will use the same strategy as the PAO elections, the

decision in fielding a candidate for the Bangkok governor election rests with a

meeting of executive board members.

Guards of pro-democracy Ratsadon Group yesterday issued a statement, distancing its

group from its member Mongkhol Santimethakul who reported to have been kidnapped

by state security personnel on January 16 during ongoing police investigations over his

alleged abduction claim.

The statement said Mongkhol must be held accountable for his action and his

motive and intent must be identified. The group is awaiting Mongkhol himself to

come out to explain the matter.

Pol Maj-Gen Chumphol Poompuang, commander of Samut Prakan provincial

police, reported that investigators following up on Mongkhol’s case could not

locate him, fuelling speculation that he might have fled the investigation.

Mongkhol cannot be contacted by phone.

Samut Prakan provincial police is now compiling evidence to seek an arrest

warrant from the Bangkok military court for his desertion from the army. The

court has approved a warrant for his arrest.

The House committee considering charter amendment bills is rushing deliberation of

charter amendment bills to ensure that the bills will be tabled for the 2nd

reading in the

current parliamentary session. Somkid Chuekong, a Pheu Thai MP for Ubon Ratchathani

and spokesman for the committee, said the committee is planning for additional meeting

every Tuesday.

The committee will also meet today to consider the recruitment of Constitution

Drafting Assembly (CDA) members, their qualifications and scope of duties.

The Election Commission (EC) said it will stick with its plan to hold municipal council

elections as scheduled (on March 28). The confirmation came after the EC rejected the

National Municipal League of Thailand’s request for it to delay municipal polls due to

the surge of Covid-19 infections in the country.

Jarungvit Phumma, EC secretary-general, told the media about the EC’s decision

to stick with its schedule for municipal polls after he reported the EC’s

performance to the House of Representatives yesterday.

He said a majority of MPs present in the House questioned him about the EC’s

management of rampant vote-buying, electoral fraud cases in the latest local

elections and the EC’s incompetence in finding the culprit behind suspected

fraudulent activities.

General News

The latest wave of the virus outbreak has now spread to 63 of the 77 provinces, with

Chiang Rai being the latest on the list with an infection at an entertainment place.

The government recorded 142 new Covid-19 cases in the past 24 hours, 125 local

infections and 17 imported, raising the total to 12,795.

That of the local infections, 88 new cases were confirmed through the

conventional health system and 37 detected via active case finding in

communities, says Taweesilp Visanuyothin, spokesman for the Centre for Covid-

19 Situation Administration (CCSA).

The 88 new cases who went to hospitals themselves included 63 in Samut Sakhon

province and 14 in Bangkok. The figures for Bangkok still excluded a well-

known DJ’s case, Taweesilp said.

Dr Taweesilp yesterday said it is too early to determine whether Techin

Ploypetch, aka DJ Matoom, could be considered a super-spreader, but he thanked

him for disclosing his timeline in the public interest.

Celebrities and actors who had contact with Techin have gone for Covid-19 tests.

One of them is actress Natapohn Taemeeruk, who says that she has been cleared

of the virus, but she will enter self-imposed quarantine for 14 days and will get

tested again.

Banyan Tree Hotel has issued a statement saying that it has closed its rooftop restaurant,

called “Vertigo”, for cleaning and disinfection, and will reopen it this Saturday. The

hotel will also disinfect the entire floor where the actor stayed, and has urged all

employees, who were in contact with Matoom, to get tested and quarantine themselves

for 14 days.

In total, there were 92 new cases in Samut Sakhon and 16 new cases in Bangkok.

The 17 imported cases were quarantined arrivals from Myanmar, Switzerland,

Sweden, Turkey, Japan, India, the United States and Malaysia.

Of the total 12,795 cases, 9,842 had recovered, including 221 discharged over the

preceding 24 hours, and 2,882 were receiving treatment. The death toll remained

at 71.

The Food and Drug Administration (FDA) has approved the emergency use of the

AstraZeneca Covid-19 vaccine and 50,000 doses will arrive in Thailand in February.

FDA secretary-general Paisarn Dunkum said the FDA approved the registration of

the vaccine, produced in Italy by AstraZeneca Co, on Wednesday after the firm

had submitted close to 10,000 pages of documents.

Three sub-committees were set up yesterday to improve Covid-19 containment efforts by

stamping out illegal gambling.

The move was announced by Chanchao Chaiyanukij, chairman of the main
