LEGAZPI CITY – Twenty-seven towns and a city in the Bicol region were identified as election hot spots based on the assessment and declaration of the Commission on Elections (Comelec) and Philippine National Police (PNP).

Supt. Renato Bataller, PNP Bicol spokesperson, said the areas were declared hot spots due to intense political rival-ries in the past elections and the presence of private armed groups (PAGs) and New Peo-ple’s Army (NPA) rebels.

Bataller elaborated that 14 towns in Masbate are consid-ered election hot spots; six towns and Iriga City in Ca-marines Sur; four towns in Sorsogon; two in Camarines Nort; and one in Albay.

The island province of Cat-anduanes has none.

The substantial cut in the placement fee was made pos-

sible after local job recruiters agreed to reduce the stagger-ing P90,000 to P150,000 fee for every outbound OFW for Taiwan to an amount equiva-lent to a one-month salary or P22,000.

“Common ROW violations we encounter are planting of trees within the ROW corridor, grass fires at or around our facilities, squatting and putting up of structures under our transmission lines, and kite flying. All of these ac-tivities can disrupt the transmission of power and cause power outages. What we wish to see next is for our people to know how the releases were actually spent. There are rumors that some budget releases are accounted for by certain agencies and officials through simple executions of certificates (like in the Senate)!

BANANAS: Despite the total devastation of thousands of hectares of banana plantations in Eastern Mindanao, we are poised to start exportation of bananas to the United States during the first half of 2013. The exportable variety are (highland) Cavendish bananas are grown in certain parts of Davao, Cotabato, as well as Bukidnon. The highland variety is sweeter than those produced in the lowlands.

The exporter firm is Dole company which is expanding its banana plantations in preparation for the US export expansion.

The biggest banana producers of the world are: India, Brazil, Ecuador and China. Currently, the US banana market is supplied by Guatemala (28%), Ecuador (24%), Costa Rica (21%), Colombia and Honduras (11% each), and Mexico (4%). Our competitive handicap is transport costs (to the USA) as against those from South America.

CAMPAIGN: This early, we are starting to have stomach cramps each time the candidates (usually in senatorial groups) are presented. It is very noticeable that political dynasties dominate the line-ups: sons of senators Enrile and Angara, aunt and cousin of president P-Noy, daughter of the vice president, wife of an incumbent senator, and brothers of two incumbent senators. COMELEC’s mandate to limit media exposure of candidates tend to unduly curtail the chances of the lesser-known bets to get into the voters’ consciousness. Limiting interviews may also bar the public’s access to information especially on current issues. One way of leveling the political playing field is for the election agency itself to sponsor media programs to highlight personalities and the issues involved in certain elective positions. BRANCHES: There were 280 more branches (new and reopened) of banks approved by the Bangko Sentral ng Pilipinas in the last quarter (2012). In comparison, there were 159 bank branches approved during the previous quarter. The bank branches were regular or other bank offices (OBO), and micro-banking offices which were applied for mostly by thrift or rural banks. Five micro-oriented banking offices were also approved for opening.

If only to show expanded banking capability, two foreign representative offices of banks were given license by BSP. These were for Beijing and Singapore – and the applicant is one of the three biggest banks in the country (BDO, Metrobank or BPI). As per last count in September 2012, the BSP is supervising 9,301 bank branches. Reductions from this number are few – mostly rural banks ordered closed by the Monetary Board.

TRANSPARENCY: Even if the Freedom of Information bill remains in the Congress dustbin, the Dept. of Budget and Management is trying hard to be transparent in its transactions, particularly on releases to various government units, including those for Congress and the Supreme Court. The DBM website can be researched on to draw extensive and updated information on how public funds are being spent and managed by the recipients and beneficiaries.

I prefer to write about love and the eternal triangle and the crimes of passion committed in the name of love at least this February love month.

I must admit that at this time of my life, it is almost twilight, you can not describe me as one burning with passion. But if there is still so much of it in me, it is for my wife.

It is different now. Time has changed, the heart has changed, everything has changed except probably love which only mellows like wine.

A young man, longing for his girl at the other side of the ocean, cried out to his god,” Ye God, annihilate both space and time and make two lovers happy.”

The book, The World’s Greatest Crimes

of Passion authored by Tim Healey, tells of dramatic stories about love, murder and love triangle.

One was the story of a 38-year old woman in England who, terribly bored with her cold, unexciting 67-year old husband, got carried away by the fire and passion of her 22-year old lover. The love triangle ended in the murder of the husband.

But before the crime occurred, the woman, Alma Rottenbury, would write

poems which evoked troubled and sensual yearning. In one poem titled Dark-haired Merie, she wrote:

On the next day, Sen. Alan Peter Cayetano, in a privilege speech attacked Enrile who Cayetano said had been allowing his Chief of Staff Gigi Reyes, to do his function as senator such as attending and speaking during caucuses on his behalf and even romantically linking her to the Senate President.

Sen. Enrlile also produced documents showing Cayetano’s deceased father, former Sen. Renato Cayetano, owed him P37 million.

Cayetano protested Enrile’s digging up of grudges on a dead man who cannot answer. That started another bitter exchange of words which prompted Sen. Franklin Drilon to call for a recess. I never thought Alan can hit below the belt. So, Enrile hit back.

Being Happy at 30(Part One)

Some lazy afternoons back in high school, I used to visit the Naga City Public Library which at that time occupied the entire second floor of the building on the corner of Panganiban Avenue and Elias Angeles Street. During one of those times, I serendipitously pulled out a thin paperback from one of the shelves which was filled with children’s books. That year was 1999, I was sixteen then, and, in one sitting, I read “The Little Prince” by Antoine de Saint-Exupéry.

The novella greatly influenced my self-image and worldview. With the pilot and the little prince, for instance, I shared this same opinion about grownups: They are strange, unhappy, and unappreciative of “the essential things that are invisible to the eye.” However, being sixteen and on the brink of college life, I understood that, like the pilot, I was about to face a more serious chapter and later become a grownup. So I imposed on myself this juvenile yet sacred goal: I will be a grown-up only when I reach the age of 30. Thus, I had fourteen years to ignore the strange “matters of consequence” of the grownups: getting married, raising kids, fulfilling responsibilities and obligations, and dealing with some serious issues that parents, like the grownups at home, would normally think, talk, quarrel or worry about. I had fourteen years to be young, carefree and happy.

Faithful to my goal, I decided after high school graduation to move far away from home and avail of a college diploma for myself in Manila. I was not so clear then about my motivation for this departure, whether it was for freedom or education or both, but I had a good excuse – I was young and ambitious; being impulsive was still forgivable. Fortunately or unfortunately, the grownups at home did not protest this decision and instead, consistent with their being grownups, believed that it was one that would land me a good-paying job and pave the way for a secure future.

My admission to the University of the Philippines-Diliman facilitated my sweet independence. There, people did not know or care about my achievements in high school. There, I was not a son of a first-rate teacher. There, I was an unfashionable probinsiyano. There, I was a beginner. There, I had to prove myself again. But I was determined and highly competitive. As an iskolar ng bayan, I strove to be an artist in my own right. I continued my passion for writing. I joined the UP Vocal Ensemble, a new choir. I was truly independent: cooked my food, washed my clothes, cleaned my room. I was exactly what and who I desired to be at seventeen, eighteen and nineteen.

At twenty, I was too proud of my small victories, still overwhelmed by my freedom, and consumed by my uncontainable youthful energies and creativity. Consciously or unconsciously, I turned into a doubter: too arrogant to believe in the supernatural, too strong to pray for anything that I could possibly not do, but afraid enough to dismiss my Catholic faith and guilt. I was a superman: I did what I wanted to do without pause for reflection, without weariness, without much regard for rightness or wrongness.

At twenty-one, I began to sense some meaninglessness in my vanity, my pride, my disconnectedness with the world. I felt some emotions which I was not comfortable with, like loneliness and purposelessness. I recalled the joys of a real long-lasting friendship – the rituals of “taming,” the beer sessions, the gimmicks, the kiss-and-tell talks. I missed my memory of a first love - the love letters, the warmth of her hand on mine, the beautiful sunset in our eyes, the candlelight dinners, the walks under the stars, the talks about forever, the breakup, and the heartache. I was missing memories I never had!

So I tried. The letters, the rituals – I tried them. But the sunset looked the same; the stars twinkled as unexcitingly as they always did. The parting was a relief. The hurt was… There was no hurt. I knew from the start that it had only been an experiment on being in love. But in fact, I did not love. At twenty-one, I was not like any other guy of my age. I was not in love.

At twenty-one, I was out of school. I was jobless. I was wandering around day and night without purpose. I stopped singing. I forgot how to dream. I found it hard to sleep. The grown-ups did not know; I was ashamed to tell them what I was going through. If there was one thing I still had that time, it was pride. The rest was darkness, vagueness, senselessness. I forgot who I was and who I was supposed to be at twenty-one.

At twenty-two, everything was not lost. I came home to the familiar, to the grown-ups, to my family – to my old “matters of great consequence”. There, forgiveness was embracing; hope was waiting; love was promising to heal me. I was not sure if I deserved all the consolation and reassurance, but love was unconditionally given to me by my family, despite my angst and my flaws.

At twenty-two, I knew that there was such a thing as a second chance in life. But I also realized that messing up had its consequences. I had to deal with the unfamiliar – with feelings of humiliation, of hurting, of being humbled. I was not the same person of my past: my self-image and world-image were not that of a seventeen-year-old anymore. It was the first time that I realized that I had evolved in five years. Still, my disposition was not yet that of a grown-up while my experiences were not those of a twenty-two year old either.

I virtually rebooted my life at twenty-two. I started with a clean

cember 12, 2012, the Board of Directors of Bank of the Philip-pine Islands (BPI) approved a succession plan recommended by its Nomination Committee and Personnel and Compensa-tion Committee. Cezar P. Cons-ing will be nominated to suc-ceed Aurelio R. Montinola III as President and CEO at the next organizational meeting of the Board immediately follow-ing the stockholders’ meeting scheduled on April 18, 2013. This movement is in line with the traditional retirement prac-tices in BPI and forms part of the normal succession process.

Consing has over 25 years of experience in international fi-nance, particularly in investment banking, commercial banking, and private equity. He has led large groups of highly qualified finance professionals and has managed and grown complex businesses in highly competitive environments. He has also been directly involved in several sig-nificant financial transactions in Asia and in the Philippines.

Consing’s involvement with Bank of the Philippine Islands started in 1981 when he became the youngest management trainee in the corporate planning depart-ment and later moved to corpo-rate banking, where he eventual-ly headed the Conglomerate and Multinational Coverage team. He was appointed Assistant Vice President in corporate banking in 1985. He then joined J.P. Morgan & Co. as a transferee from BPI and built a 20-year career in in-vestment banking while based in Hong Kong and Singapore, the last seven years of which as head or co-head of investment bank-ing for Asia Pacific between 1997 and 2004. From 2001, he was president of J.P. Morgan Securi-ties (Asia Pacific) Ltd. and had overall responsibility for the com-bined Asian investment banking businesses of J.P. Morgan, Chase Manhattan, and Jardine Fleming.

With the spate of closures of smaller banks – particularly rural banks - due to capital in-adequacy and discovered oper-ational lapses – the Philippine Deposit Insurance Corpora-tion (PDIC) – has adopted ap-proaches to somehow strength-en the banks’ management control.

The mandated insurer of de-posits almost always ends up on the losing side every time a bank is ordered closed by the Mon-etary Board. PDIC believes bank closures can be avoided if the symptoms of potential bankrupt-cy or management wrongdoings are detected earlier through sys-tematic auditing and operational reviews.

Tours and Travel – in Focus

A popular and widely read travel magazine “ Conde Nast Traveler ” have recently named the Philippines as one of the 10 worlds’ most promising travel destinations for year 2013. The magazine pointed out that the countrys’ 7,107 islands and islets are best known for its marine eco-systems and its’ numerous white sand beaches living up to its name as the “ Pearl of the Orient Seas”. Singled out by the magazine is the truism that Bicol, Siargao and Palawan are must see places in view of the fact that the wonders found therein has what it takes which foreign tourists are looking for when they travel like the beautiful white sand beach of Gota in Caramoan, Camarines Sur, the Misibis Bay Resort in Albay including Ariana and Pangulasian Islands in Palawan.

With the increasing number of tourists visiting our famous natural attractions coupled with the successful tourism campaign slogan “ It’s More Fun in the Philippines” aired over radio and TV broadcasts, many hotels and resorts are being developed to accommodate travelers coming to and from our countrys numerous world class tourist spots. A case in point is Boracay in the province of Aklan which have remained consistently as a world class beach resort. Its no wonder why many foreign tourists keep coming back luring many others to see and enjoy for themselves the wonders and amenities that go with their stay in the place. As a consequence resorts on the islands like Discovery Shores have been unanimously chosen by “ Travel& Leisure “ magazine as the best resort there is that can be found in the Philippines.

Another plus factor is the province of Cebu which had been featured in many travel publications and so with the other tourist sites like Panglao, Camuigin including Camarines Sur with its famous

wakeboarding. Ilocandia’s historical sites and popular beaches are also mentioned prominently. However, many tourism stakeholders had been concerned that despite the interest and clamor of travelers to come and visit our country, the number one problem being encountered by them is the lack of infrastructure facilities in reaching numerous destinations. Many of our airports and facilities are not properly maintained. More often than not it lacks the needed equipments to make it work in accordance with the expectations of tourists in general. Due to this concerns they find it hard to reach many places negating whatever gains we could have realized if many of them will be able to see our archipelago’s vast and rich natural resources with its incomparable and green eco-systems.

It is of common knowledge that in being able to get and reach these wonderful tourist sites and destinations more often than not travelers would go on riding in motorized tricycles which emit noisy and

irritating sounds. This must be avoided and it is high time for us to see to it that operations of public utilities must shift to LPG powered vehicles and electric motor transport facilities. Be that as it may, one thing good that is happening in Philippine Tourism industry today is the presence of modern day hotels & resorts catering to the exquisite taste of tourists coming from different countries.

Many Chinese tourists for instance have experienced the joy and wonders of our varied tourism destinations. In a poll conducted by the “ Shanghai Morning Post “ the Philippines was adjudged as the “ Most Romantic Destination”. This recognition came just recently when the Department of Tourism launched its romance pegged advertisements dubbed “ Lovers “ which is a sequel from its popular tourism campaign slogan “ Its more fun in the Philippines “. Our country won the award with Finland, Ireland, Korea, Singapore and Dubai rounding up as the other countries which are noted for its romantic settings.

It can really be said that things are heating up for our tourism industry for year 2013. With the accolade given our country there can be no hindrance for our marketing strategy to be sustained and so with other concerns that also need to be given attention together with the innovative re-direction and plain common sense. Let us therefore continue conserving our God-given natural resources , improve our infrastructure & transport facilities and get competent and qualified people to work in our hotels and resorts spread all throughout the land. If these concerns are carried out and be done with, we are sure to attract the millions of tourists that are expected to visit our country for 2013 up to the year 2016.

Getting SickYou can never tell when you are going to get sick. You went to

bed in the pink of health but you wake up in the morning already sick. You could hardly get up, you are running with fever, you have a splitting headache, you really do not know what’s wrong with you. Then, you discover your throat is sore and you could hardly swallow. What’s wrong with you? When you consulted the doctor, he tells you it is simple cold. You only need to rest, drink plenty of fluid and everything will be alright. Alright? As if it is easy to get sick. Well, years back that’s how life was. Our great grandparents did not even see a doctor and after several days, it was either they are cured or they were dead.

I think the best way is to keep one healthy all the time. Eat the right food. Eat moderately, do not smoke. Do not drink but if you do, drink moderately.

Today, there are very many food supplements in the market and they guarantee good health. But they are very expensive. When you learn how much a bottle costs, it is enough to make you sick. There is nothing better than eating vegetable and fruits. Malunggay is best. It is organic and very cheap. You can even ask malunggay from your neighbor and I have the hunch will be given willingly. Fruits abound and they are practically free. In our yard, there are plenty of cacao fruits and you can spend one afternoon eating them just like the way you eat santol leaving the seed that are ready to make tabrilla or chocolates out of them. But I do not know what nutritional substance get from this. Several months back, the rambutan in our backyard was really aplenty. The only problem was how to pick them because the tree is very high. And many just fall on the ground. Needless to say, they are not fit for eating any longer.

Well, I think I am really sick. Since two days ago, I have been suffering from sore throat, severe cough and a splitting headache. I have been doing water therapy though and even without taking anything, tablet or syrup, by God’s grace, I am doing a little okay. Maybe it could have been my ardent prayers to San Pedro Calungsod. It is true and not just a seeming. Music is an antidote to many a tired mind and spirit as well as body. It is not surprising that music is a part of every human activity. Specifically for students, music can be a great relief after a long, tedious examination or any mental activity which might mean solving a difficult problem in mathematics or trying to figure out a conclusion to an unusual science experiment,

It does not come as a surprise to me upon knowing that many students study their lessons with music on and it is not even soft, sentimental easy music. It could even be hard rock. It is a common sight…young students with both ears glued to their earphones and listening to music continuously. At times one finds it difficult to talk to them because they could hardly hear since they are so infused to what they are listening. Guess it right, it is music. At least, it is not sentimental radio dramas.

Music is the language of the soul. So, it is said since time immemorial. It is the language that is best understood and it knows no race, nor belief nor age.

Music as a subject is very entertaining. Teachers do not experience difficulty in teaching the subject. Such is the magic of music that all subjects may be taught musically. History can
