JANUARY 9TH, 2017

Minutes of the regular meeting of the Township of Gore Municipal Council held at the Trinity Community Hall located at 2 Cambria Road in Gore, on Monday, January 9TH, 2017 at 8:00pm.

ARE PRESENT:

Councillors: Alain Giroux, Donald Manconi, Shirley Roy, Anik Korosec and Anselmo Marandola (forming a quorum and presided over by the Mayor, Scott Pearce. The General manager Louise Desjardins, the Assistant general manager Caroline Dion as well as the Municipal clerk/Secretary-treasurer Diane Chales are also present.

IS ABSENT :

Councillor : Clark Shaw.

2017-01-01 ADOPTION OF THE AGENDA

It is proposed by Councillor Alain Giroux and seconded by Councillor Anik Korosec that the agenda be adopted as deposited.

2017-01-02 ADOPTION OF THE MINUTES OF DECEMBER 5TH, 2016 REGULAR MEETING

It is proposed by Councillor Shirley Roy and seconded by Councillor Donald Manconi that the minutes of the regular meeting held December 5th, 2016 be approved as submitted.

UNANIMOUSLY ADOPTED 2017-01-03 ADOPTION OF THE MINUTES OF DECEMBER 14TH, 2016 SPECIAL

MEETING - BUDGET 2017

It is proposed by Councillor Donald Manconi and seconded by Councillor Anik Korosec that the minutes of the special meeting held December 14th, 2016 for the presentation and the adoption of the 2017 budget be approved as submitted.

2017-01-04 ADOPTION OF THE MINUTES OF DECEMBER 14TH, 2016 SPECIAL MEETING HELD AT 7:00PM

FIRST QUESTION PERIOD

A first question period was held during which no one prevailed themselves of the right to ask questions.

2017-01-05 ADOPTION OF BY-LAW NUMBER 168-7 REGARDING THE TAXATION

RATES OF MUNICIPAL SERVICES FOR THE 2017 FINANCIAL YEAR

WHEREAS THAT the municipal Council adopted its 2017 municipal budget on December 14th, 2016;

WHEREAS THAT in order to apply the said municipal budget, the council must establish the taxation rates applicable to each of the different municipal services for 2017;

WHEREAS THAT notice of motion of the present by-law was given on December 14th, 2016;

THEREFORE it is proposed by Councillor Donald Manconi and seconded by Councillor Anselmo Marandola and resolved that by-law number 168-7 regarding the taxation rates of municipal services for the 2017 financial year be adopted as submitted.

2017-01-06 ADOPTION OF THE PROJECT BY-LAW NUMBER 153-3 AMENDING THE SUBDIVISION BY-LAW OF THE MUNICIPALITY OF THE TOWNSHIP OF GORE NUMBER 153 IN ORDER TO MODIFY THE RULES FOR THE CALCULATION OF THE CONTRIBUTION FOR THE PURPOSES OF PARKS, PLAYGROUNDS, PATHWAYS OR NATURAL AREAS

CONSIDERING THAT the municipal council wishes to modify the rules for the calculation of the contribution for the purposes of parks, playgrounds, pathways or natural areas;

CONSIDERING THAT those modifications are not subject to approval by

referendum; CONSEQUENTLY it is proposed by Councillor Donald Manconi and seconded by

Councillor Anik Korosec that the project By-law number 153-3 amending the subdivision By-law of the Municipality of the Township of Gore number 153 in order to modify the rules for the calculation of the contribution for the purposes of parks, playgrounds, pathways or natural areas be adopted.

NOTICE OF MOTION BY-LAW NUMBER 125-4 AMENDING BY-LAW NO. 125

TO DECREE THE MUNICIPAL TAX RATE AND THE PAYMENT OF ANY MUNICIPAL TAX IN ORDER TO MODIFY THE NUMBER OF INSTALLMENTS

Notice of motion is given by Councillor Donald Manconi that at the next or subsequent meeting, By-law No. 125-4 amending By-law No. 125 to decree the municipal tax rate and the payment of any municipal tax in order to modify the number of installments will be proposed for adoption. Considering that the project by-law has already been submitted to the council members, the Councillor requests that we abstain from reading the by-law.

2017-01-07 2017 MUNICIPAL EMPLOYEES INDEXATION OF SALARIES

It is proposed by Councillor Alain Giroux and seconded by Councillor Anik Korosec that a 0.9% salary indexation be granted to municipal employees for the year 2017 all according to the current salary policy and the Consumer Price Index published by Statistique Canada.

UNANIMOUSLY ADOPTED 2017-01-08 HIRING OF THE ENVIRONMENT AND SUSTAINABLE DEVELOPMENT

INSPECTOR

WHEREAS the departure of the Environmental and Sustainable Development

Inspector; WHEREAS THAT the Municipality of Gore published an offer of employment to

fill the vacant position of inspector in environment and sustainable development in the newspaper ‘’Le Regional’’ published on October 27th, 2016, on the site ‘’Québec municipal’’ and that of the ‘’Association of biologists’’;

It is proposed by Councillor Alain Giroux and seconded by Councillor Anik

Korosec and resolved; THAT the council authorize the hiring of Mrs Geneviève Dubuc as an Inspector in

environment and sustainable development starting, full time, on January 23rd, 2017;

THAT Mrs Geneviève Dubuc be subject to a 6 months’ probation period; THAT Mrs Geneviève Dubuc be designated as «inspector in environment and

sustainable development» and as «municipal officer»; THAT Mrs Geneviève Dubuc be an officer designated for the general application

of all regulations applying to the municipality as well as to permit and certificates issuance;

THAT the General Manager be authorized to sign the hiring conditions;

2017-01-09 CANCELLATION OF THE RESOLUTION FOR THE ECOLOAN FINANCING AGREEMENT WITH THE OWNER OF THE PROPERTY BEARING ROLL NUMBER 4872-64-0708 FOR THE REPLACEMENT OF THE SEPTIC SYSTEM

WHEREAS THAT Council adopted resolution number 2016-12-246 to accept the financial agreement with the owner of the property bearing the roll number 4872-64-0708; WHEREAS the owner wishes not to prevail himself of the financial aid to proceed with the replacement of the septic installation; CONSEQUENTLY, it is proposed by Councillor Donald Manconi and seconded by Councillor Anselmo Marandola that the resolution 2016-12-246 be abrogated.

2017-01-10 ECOLOAN FINANCING AGREEMENT WITH THE OWNER OF THE PROPERTY BEARING ROLL NUMBER 4574-93-8619 FOR THE REPLACEMENT OF THE SEPTIC SYSTEM

WHEREAS the Municipality of the Township of Gore adopted by-law number 190 pertaining to the Ecoloan program to replace septic systems, enabling the creation of a program to protect the environment by funding the replacement of septic systems; WHEREAS the owner of the property bearing roll number 4574-93-8619, meets the eligibility criteria of the EcoLoan program; WHEREAS the allocated financial resources will allow the installation of a secondary advanced septic system, according to the design plans made by Solutions Enviro-Max, all conforming to the Regulation respecting waste water disposal systems for isolated dwellings (Q-2, r. 22); THEREFORE, it is proposed by Councillor Alain Giroux and seconded by Councillor Shirley Roy that the Municipality of the Township of Gore approve the request from the owner of the property bearing roll number 4574-93-8619 to benefit from the Ecoloan program of By-law number 191 according to terms and conditions provided in the financial agreement, being an integral part of this resolution

THAT the Assistant general manager be authorized to sign the said financial agreement for and on behalf of the Municipality of the Township of Gore.

2017-01-11 OFFICIAL SIGNATURES - S.A.A.Q.

WHEREAS THAT every year the municipal council must renew the proxy for the representatives of the municipality at the S.A.A.Q.

Therefore it is proposed by Councillor Donald Manconi and seconded by

Councillor Anik Korosec that Mrs Diane Chales be authorized to sign all necessary documents with the S.A.A.Q. regarding all transactions related to all municipal vehicles.

2017-01-12 FINANCIAL AID FOR THE ROOF REPAIRS OF THE HOLY TRINITY CHURCH

WHEREAS THAT repairs were made in 2016 to the roof of the Holy Trinity Church; WHEREAS THAT the municipal council contributed a financial aid of $3 300.00 for the repairs; CONSEQUENTLY, it is proposed by Councillor Donald Manconi and seconded by Councillor Anselmo Marandola that the Municipality of the Township of Gore endorse the payment made in December 2016 to Holy Trinity Church.

2017-01-13 APPROVAL OF THE ANNUAL FIRE ACTIVITIES REPORT FOR 2016

WHEREAS THAT according to article 35 of Fire Safety Act, every local or

regional authority in charge of the implementation of measures provided for in a fire safety cover plan, must adopt by resolution and transmit to the Minister, a report of their fire safety activities for the preceding fiscal year ;

WHEREAS THAT on January 9, 2017 the Director of the fire services submitted

a copy of the said annual fire activities report for 2016 to the municipal Council;

CONSEQUENTLY it is proposed by Councillor Alain Giroux and seconded by Councillor Shirley Roy that the Council approve the activities report for 2016 and that a copy of this report be sent to the Public Safety Ministry.

2017-01-14 MUNICIPAL INSPECTORS’ REPORTS

During the month of December 2016, we graded the gravel roads, cleaned culverts on Morrison and Shrewsbury roads. We got the grader ready for spring.

On December 2nd, 2016 the roads employees were laid off for the winter season. During the month of December 2016, we delivered 8 permits as follows: 1 new construction permit, 1 renovation permit, 1 septic installation permit and 3 certificates of authorization (1 residential tree cutting and 2 commercial tree cutting)

It is proposed by Councillor Alain Giroux and seconded by Councillor Anik Korosec that the municipal inspectors’ reports be approved as submitted.

2017-01-15 FIRE DEPARTMENT’S REPORT

It is proposed by Councillor Donald Manconi and seconded by Councillor Shirley Roy that the fire department’s report for the month of December 2016 be approved as submitted.

UNANIMOUSLY ADOPTED 2017-01-16 ACCOUNTS PAYABLE

It is proposed by Councillor Donald Manconi and seconded by Councillor Anik Korosec that the accounts payable be approved as submitted, the whole subject to verification. UNANIMOUSLY ADOPTED
