Impact of China’s regulation in Japan

Huge amount of plastic wastes are accumulated in yard after the china’s regulation. Exporters change the destination countries to South east Asian countries.

We know that the plastic waste problem occurred in import countries. Japanese government persuade the exporters to confirm the import country’s regulation. However it is difficult to stop the export of the plastic waste because the export isn’t illegal under the Japanese regulation.

We often share the importer information with the competent authority of import country.

Comments of the minister of the environment , Mr. Nakagawa, at the press interview after the meeting with Chinese government (Jun. 2018)

Journalist :Import ban of plastic waste by the Chinese government occurs some trouble in the waste

management in Japan. What did you talk about this topic during the meeting with Chinese government? Did you request them to restart the import of the plastic waste?

Minister of the Environment:I heard from Chinese government that the background and purpose of this import ban in detail. I said that we agree that the new import regulation of China because this regulation will contribute to improve the environment in China. I didn’t request Chinese government to restart the import of plastic waste. I asked them to keep the communication between china and Japan in order to prevent the illegal shipment.

• Ocean plastic waste could have a negative impact on the ecosystems of oceans.

• This could not be solved through the efforts of the developed countries alone, so it is

necessary to treat as a challenge for the entire world including the developing countries.

• Japan intends to promote cooperation to support the introduction of environmental

infrastructure for these purposes, and to tackle these issues at next year’s G20. （Prime Minister Abe, at G7 Charlevoix Summit, June 2018)
