Home Appliance Recycling Law

ObjectiveLegally promotion of ESM of E-waste and efficient use of recyclable resources

Mechanism

Introduction of responsibilities to all stakeholders:

• End users: payment of recycling fee

• Retailers: collection of used home appliances

• Manufacturers: recycling of collected appliances

Targets

Air conditioners

Televisions (CRTs, LCD/PDP TVs)

Refrigerators and freezers

Washing machines and clothes dryers

1. Payment of the fees for transportation and recyclingEx. for recycling fee: Air conditioner: JPY 3,150; TV sets: JPY 1,785-2,835; Refrigerator/freezer: JPY 3,780-4,830; Washing machine: 2,520.

2. Proper transfer to retailers or othersDis

Review of the Law- Evaluation after 5 years-enforcement -

Enforcement results

Accomplishment Problems

Actual recycling rate (74%) > Target recycling rate (50-60%)

• Flow outside the Law

• Higher/uniform recycling fee

Residual time of landfill sites: 12.8 years →14.8 years • Illegal dumping

Issue of payment - whether to change deferred payment to pre-payment? -

Concerns of recycling fee before 2001

Opinions in 2006

• Uncertainty recycling cost • Achievement to high recycling rate

• Expectation of recycling cost down by economic-driven activities

• Need provisions for each problem

↓↓

Deferred payment Keep the payment; but need improvementIETC E-waste workshop, Jul 2010, Honda

Page 11: Japan’s Experiences in

Provisions for Each Problem

1

Transparency/user friendly mechanism

• Transparent recycling fee• Recycling cost down by economic-driven activities

2Appropriate transportation to recycling facilities

• Strengthening appropriate transportation

3

Prevention of illegal dumping

• Strengthening regular monitoring, collaboration among stakeholders

4

Promotion of a sound-material-cycle society: 3R

• Promotion to collect 2nd hand products • Strict enforcement of the Basel Convention
