JARUS Focus

• Develop proposals for all aspects of RPAS regulation.

– The Terms of Reference state:

JARUS’ purpose is to recommend a single set of technical, safety

and operational requirements for the certification and safe

integration of RPAS into airspace and at aerodromes.

• JARUS intends to instigate & contribute to other rulemaking

efforts (regional and worldwide)

• Operational and Personnel Requirements Group (OPS/Personnel) - Requirements for access to airspace, RPAS operations, Remote pilot licensing and training.

• Organisations Approval Group (ORG) - Design, production, and continuing airworthiness of UAS, RPAS operators, Communication (COM) Service Providers

• Airworthiness Group (AW) - Rotary wing, Light Unmanned Rotorcraft System (CS-LURS); Fixed wing, Light Unmanned Aero plane System (CS-LUAS); Very Light UAS (VL UAS); Airships, free/tethered balloons.

• Detect & Avoid Group (D&A) - Define appropriate performance provisions (operational and technical) and functions for:

– RPAS Detect and Avoid (D&A) systems, compensating for the absence of the human pilot on board;

– Establish safety objectives for the risk of collisions in the total aviation system

• The JARUS deliverables are becoming increasingly more important

• This called for a more professional organisation

• For this reason, the JARUS Secretariat has been created

• The Secretariat consists of a core team provided by EUROCONTROL, supplemented by secondees from JARUS Member States

• JARUS CS-LURS (Light Unmanned Rotorcraft System) has been

published (first JARUS deliverable and first civil certification

specification for RPAS ever to be published)

• JARUS AMC (Accpetable Means of Compliance – Safety Objectives

for all RPAS) 1309 has finished external consultation

• Out for External Consultation:

- JARUS ORG (Design, production, maintenance, continued

airworthiness, operations, service provision, training for RPAS)

- JARUS C2 ConOps

- JARUS C2 RCP (Required Communication Performance)

• All national civil aviation authorities can participate

• Contribution is on voluntary basis

• Full & active support by European Commission, EASA, EUROCONTROL

& FAA

• All regulatory material is publicly available & open for consultation

(www.jarus-rpas.org) and is fed into the ICAO RPAS Panel

• Looking into organisation of activities on a regional basis

• JARUS supports activities at ICAO, EUROCAE, RTCA

• CAAC is invited to become a member of JARUS
