1. KEY OBJECTIVES

To implement and execute the purchasing activities for Murphy, in accordance with Company Policy and PETRONAS Tenders and Contracts Administrative Manual. To provide effective and efficient procurement deliverables in-line with Companys and PETRONAS standards and procedures. To provide a monitoring and audit function, which ensures the effective implementation of Murphys purchasing activities based on Companys and PETRONAS standards and procedures.2. PRINCIPAL ACCOUNTABILITIES

As Senior Procurement Analyst, hold accountable for supervision, co-ordination, and execution of purchasing plan and strategies in an effective manner.

Ensure timely placement of contracts/purchase orders for geological, geophysical, exploration, drilling, operations and development groups.

Ensure standards of ethics, fairness in procurement activities are maintained, seek to uphold and enhance the integrity of the procurement process as well as maintain strict confidentiality of documents pertaining to procurement.

3. KEY AUTHORITIES

Preparing, designing, coordinating, and implementing detailed purchasing work plan for geological, geophysical, exploration, drilling, operations and development group.

Ensuring that all activities comply with all Company, PETRONAS, and Government requirements and regulations.4.PROCUREMENT RESPONSIBILITIES

Plan, coordinate, and administer procurement activities to meet specified required dates. Initiate, perform, and manage all efforts on procurement process and activities to put in place purchases and contracts for geological, geophysical, exploration, drilling, operations and development.

Develop, establish, and implement procurement procedures, standards and systems required in administering the procurement efforts.

Initiate activities related to sourcing, pre-qualification, enquiry, evaluation, recommendation, ordering in an efficient and cost effective manner.

Prepare Pre-Qualification/Screening, Tender Plans, Invitation To Bid Documents, Evaluation Criteria, Evaluation Reports and Award Recommendations. Liaise with PETRONAS/approving authorities and partners to obtain the necessary comments, endorsements and approvals of the procurement related activities.

Seek PETRONAS/partners endorsement and approval of Tender Plans, Technical/Commercial Evaluation Criteria, Technical Evaluation Reports, Techno-Commercial Evaluation Reports and Award Recommendation Reports.

Initiate and prepare PETRONAS reporting for PETRONAS Contract Monitoring (PCM), Master Procurement Plan (MPP) and any other reports as required by PETRONAS.

Initiate and prepare reports on local/foreign split and participation by contractors, as required by PETRONAS.

Advise the company on PETRONAS/government procedures, rules and regulations in a Malaysian operating environment on procurement related activities.

Act as focal point on all procurement matters and interfacing with User Departments, including self-starting, control and coordinating all related activities. Perform secretarial function for in-house tender committee meetings.

5.WORKING RELATIONSHIP

All Department Managers, and other Murphy staff, engineers & contractors.

On board short-term contract and technical staff.

Good relations must be maintained with PETRONAS personnel in all relevant departments.

6. QUALIFICATIONS AND EXPERIENCE Bachelors degree in engineering, business administration or equivalent.

Minimum of 5 years relevant Procurement Drilling experience in oil and gas industry.

A sound knowledge of PETRONAS Tenders and Contracts Procedures. Self motivated.

Strong computer literacy. Strong team building skills. Fluent in English both written and spoken.
