EXECUTUVE SUMMARY Because of the pandamic Covid-19, Lockdown was again continued over the Jestha month from Chaitr 11. In this period the M&E consultants were basically focused in communication through telephone and social media. As mentioned in earlier Monthly Report, Maximum number of Engineers, Sub-Engineers and Asst. Sub-Engineers were found reached home during lockdown while some of the technicians were found locked in Ward level, District Level and within Kathmandu Valley. Maximun of the Asst. Sub Engineers are from the same districts and were within the districts but the working area is far from home towns. The newly recruited Social Mobilizers and Mobile Masons are also local and were with in Districts. All the technicians were asked to work from home and to digitize the backlog digitization, if possible the Social Mobilizers and Mobile Masons were asked to supprt by providing the necessary field information and photographs as requisted by Engineers but it was advised that the health safety protocol guided by Government of Nepal should be fully followed while doing any type of field activities.

In the month of Jestha, 13,868 inspections (3,347 First Inspection, 3,497 Second Inspection and 7,024 Third Inspection) were digitized and in total 68,736 photos were uploaded in system. Nuwakot District has the highest contribution in inspection with 880 First Inspection, 1,057 second Inspection and 3,646 third inspection digitization (in total 5,583 data are digitized) in Jestha and in total 28,664 photos are uploaded from Nuwakot District.

1. INTRODUCTION 1.1 Background National Reconstruction Authority through Central Level Project Implementation Unit (Building) stationed at Babarmahal, Kathmandu is working through its District Level Project Implementation Unit (DLPIU) in inspection and certification of rural and urban housing built through owner driven approach and built back better concept, training mason and house owner and technician about earthquake Resistant Technology and supported at field level for safer construction. To regularize the project there are DLPIU Engineers, Consultants and many more Partner Organizations to implement the Reconstruction activities very promptly.

CLPIU hired Monitoring and Evaluation Consultants one in Central and one for each two earthquake affected districts through Earthquake Housing Reconstruction Project (ERHP). The main function of Monitoring and Evaluation Consultants are to do the regular monitoring of all the activities of reconstruction and report to respective DLPIU and CLPIU regularly. The consultants will make monthly Work Plan and perform the activities accordingly and prepare the monthly report in line with Work Plan.

1.2 Objectives The main objective of the assignment is to monitor and evaluate the training activities conducted by the CLPIU, DLPIUs and Other Partner Organization in earthquake affected districts as well as support NRA in monitoring and evaluation of owner driven housing constructed in affected district of NRA-CLPIU EHRP program. Except this other specific objectives are to:

Support NRA-DLPIU for collection, consolidating report to NRA, NRA-CLPIU and other concerned agency for data, information related with owner driven housing construction, training activities.

Support NRA-CLPIU/DLPIU in various activities as per POM and standard SOPs related with housing construction and Training activities.

Support technical work such as reviewing M&E methods, carrying out training needs, designing M&E tools and advising M&E technical assistance.

Monitor project progress through field visit, offer feedback and keep regular communication with related field and Centre level staff.

3. ACTIVITIES PERFORMED IN DETAIL To be safe from Covid-19 pendamic Government has declared lock down from Chaitra 11 and continued to end of Jestha. So the M&E Consultants were unable to perferm their activities as planned for the month. So in this time the consultants were basically focused in communication with Technicians and Socio Technical Assistance team through telephone and Social Media, Encouraging technicians to focus in Inspection Digitization and to solve the issues in inspection digitization and continue minimum level of field work following the health safety protocol.

The following specific activities have been performed by the M & E Consultants in coordination with CLPIU and respective DLPIUs:

3.1 Central/Dolakha and Ramechhap Districts M&E Consultant (Central) has performed day to day activities in CLPIU, regular contact with M&E Consultants (Districts) to update their activities in the districts and attended the meeting related to M&E and training in CLPIU, NRA and other POs. The Specific activities performed were as follows:

Analysis of progress in inspection digitization data and caseload for IDA advance

settlement, Frequent and Regular communication through Phone call with Palika Focal

Engineers and ward Engineers of Dolakha and Ramechhap District, discussion about

inspection digitization.

Communication with Focal Engineers of all Rural Municipality & Municipality about the I,II,II inspection digitization data and photo issues and data forwarded through mail to all Focal Engineer, Engineer, Sub Engineer and DLPIU(Building) office and informed to solve the problem from home during the Lockdown period.

Discussion with field E/SE/ASE about the lack of tablets in the districts. Activity: Preparation of caseload sheets and distribute it to all technicians

Objectives:

There are several caseloads in inspection digitization that can be resolved working from home. Solving them means progress in IDA settlement so, this will be the major output from technicians in this lockdown.

To know the number of caseloads ward-wise in each districts.

To distribute the caseload targets to all technicians.

Activity Details:

Caseload sheets were prepared in the format shown below.

Priority 1 (P1): 1st, 2nd and 3rd inspection done and Photo Issue in 3rd inspection

Priority 2 (P2): 3rd inspection & 2nd inspection is ok, no 1st inspection

Priority 3 (P3): 3rd & 1st inspection is ok, no 2nd inspection

Priority 4 (P4): 3rd inspection is ok, no 1st & 2nd inspection

Priority 5 (P5): 1st & 2nd inspection is ok, no 3rd inspection

Mail these caseloads to all E/SE/ASE.

Regular follow-up with Palika focal Engineers for progress in these caseloads.

10515(43%) are found his second tranche and are 10012(42%) found his third tranche.

In Kavrepalanchowk District- - In this district, the total number of beneficiaries who found the first tranche is 76850 in which

60280(80%) are found his second tranche and are 50985(68%) found his third tranche.

- In this district, First inspection digitization is 59140, Second inspection digitization is 50816

and Third inspection digitization is 42141.

- The total number of retrofit beneficiaries in this district is 6266 in which 3080 are received his

first tranche.

In Sindhupalchok District- - In this district, the total number of beneficiaries who found the first tranche is 87750 in which

86788(99%) are found his second tranche and are 79680(90%) found his third tranche.

- In this district, First inspection digitization is 83627, Second inspection digitization is 77394and

Third inspection digitization is 72755.

- The total number of retrofit beneficiaries in this district is 624 in which 220 are received his

first tranche.

3.4 District: Kathmandu, Lalitpur and Makawanpur Activities Performed The lockdown of government of Nepal has been continued by which field based activities has

been almost completely stopped and on the other hand the deadline for inspection

digitization is being nearer, knowing this fact the activities were mostly focused for the

inspection digitization categorized as IDA 6164, IDA 6164(250K), IDA 6530 and IDA 6530(100K)

and for this following activities were performed.

Attended an orientation program about MIS system, ehrpinspection.nra.gov.np with the MIS expert at CLPIU (Building) and discussed about the updates in MIS system.

Attended a meeting at CLPIU (building) with presence of project director, Deputy Project director, team leader and others and discussed about progress achieved, target and deadlines.

An action plan was developed to conduct the inspection digitization rapidly and effectively and the following working method was also developed considering the action plan.

There are several caseloads in inspection digitization that can be resolved working from home. Solving them means progress in IDA settlement so, this will be the major output from technicians in this lockdown.

To know the number of ward-wise caseload progress in each districts. To distribute the caseload targets to all technicians.

4. FINDINGS 4.1 Sindhuli and Okhaldhunga Districts

Still Epidemic Corona Virus(Covid-19) , the district is locked down, since Chaitra-11 continuing till Jestha. So, major field activities are halted. The Engineers, Sub-Engineers, Asst. Sub-Engineers, SM, MM, focal Engineer are working from home since Chaitra-11.

The details data will be provided by TPMA about Cronology Error & inspection digitization non compliance issues data has beeen provided to all focal persons of RM & Municipality and suggested to solve the issues with the help of SM & MM from home during the Lockdown period .

Some technical persons of district completed his digitization from his home during this Lockdown.

The inconsistent and frequent extension of deadlines regarding grant and tranche distribution has created confusion in district level, policy regarding refund of grant amount should be formulated.

Lack of tablets for inspection digitization in the field.

4.2 Sindhupalchok Kavrepalanchowk and Bhaktapur District Technical persons who are in their home town due to lockdown wants to return in his

working station but due to vehicle and pass problem they can't come to his working station. So NRA make plan for way forwards for this situation.

Lockdown due to COVID-19 impact badly on the reconstruction timeline and completion targets. So now NRA make new strategic action plan for way forwards for this situation for timeline and completion targets.

Now NRA made revision to the reconstruction plan for overcome due to the impact of COVID-19.

Many technical persons are stayed in home due to COVID-19 and they do work from home like inspection digitization with the help of SM and mobile masons of related wards.

Some technical persons of district completed his digitization from his home during this Lockdown.

Technical persons are now more serious in his third inspection digitization and IDA Compliance.

DLPIU always giving targets to the technical persons of wards about Third inspection digitization and IDA Compliance.

4.3 Kathmandu, Lalitpur and Makawanpur Districts For the IDA advance settlement digitization works have been going on at Makwanpur

district as per action plan but the error in MIS system has created obstacle for the digitization of about 1600 grievances beneficiaries’ , the error should be resolve as soon as possible.

Social mobilizer and the mobile masons are being mobilized at ward level but the progress on digitization of third inspection is low, additional effort on mobilization of them should be given by DLPIU.

4.4 Nuwakot and Rasuwa Districts Whole country is in lockdown due to pandemic virus COVID-19. All services besides

essential services are shut down and most employees are in government holiday since Chaitra 11. But in reconstruction there are more than a few things that can be done from home. Further NRA has local level Mobile masons and Social mobilizers those based locally. That is technical and social staffs if work closely can do lot of works in reconstruction even in this lockdown period.

Most of the technical manpowers are in the kathmandu valley or home following lockdown. So, the field works are stopped. Works like CS Entry, caseload digitization, backlog digitization are being done from home. Recent digitization progress of Nuwakot and Rasuwa needs to be accelerated. Palika focals will report regulary the digitization progress to the DLPIU.

SM and MM can provide necessary photographs to the technicians for housing inspection and backlog digitization.

Regular video meeting with M & E team and DLPIU team has been very useful for the progress of reconstruction in this lockdown period.

4.5 Gorakha and Dhading districts

With the lockdown being continued for over a month, reconstruction has been greatly impacted. Total 5760 positive Coronavirus cases have been detected, (974 recovered, 4867 undergoing medical treatment and 19 death) as of reporting date.

Tranche distribution has not progressed. It has been stopped, which has affected people from reconstructing houses. No inspection files have been submitted to DLPIU offices because of which the tranche process has been affected, eventually hampering the reconstruction as people are not able to receive the amount.

Field attendance and mobilization is poor.

Banks have minimized their work, only few are operational and open.

The upcoming monsoon, the reconstruction could be pushed 6 -8 more months further.

ANNEX 6: Findings and Recommendations on CLPIU MIS updates (Nuwakot and Rasuwa)

Private housing was handed over from Building to GMaLI. Building sent hand over letter

to the DLPIU (GMaLI) but GMaLI took months later.

The new ward engineers are now appointed as focal in GMaLI who needs to be oriented

on the whole system. DLPIU (GMaLI) chief also needs to monitor these issues.

Construction Started is based on application regarding release of second tranche by

beneficiaries.

Construction Completed is based on application regarding release of third tranche by

beneficiaries.

Above prioritized caseloads are in number 2631 and 12236 of Rasuwa and Nuwakot

respectively.

Besides inspection 3 digitization tasks all other caseloads will be completed by last of

June. Action plans for both the districts are prepared.

Works done:

Regular caseload distribution follow-ups on caseload digitization is being done.

Regular emails and phone conversations with palika focals and ward E/SE/ASE.

Most of the E/SE/ASE are working from home for caseload digitization.
