Chicago’s Jewish community runs on the passion, gen-erosity and commitment of its members. Together, we lifted the 2017 Jewish United Fund Annual Campaign to a record $86.97 million to support the Jewish United Fund/Jewish Federation of Metropolitan Chicago’s vital network of agency partners. The $2.6 million increase over the 2016 Annual Campaign made it possible to care for additional Holocaust survivors, people with disabilities and other vulnerable community members; to more effectively fight anti-Semitism and hate; and to engage more people in Jewish life and learning.

The JUF Annual Campaign is the foundational com-munity component of JUF/Federation’s multi-faceted financial resource development efforts, which secured $379,411,478 in total revenue in FY2018. In addition to donations from individuals and corporate partners, this total includes grants from foundations, the government and United Way, plus distributions from Donor Advised Funds and Supporting Foundations. It also includes generous bequests and endowment gifts which will support the Jewish community in the years to come.

This incredible generosity from our community made possible the allocation of $229,871,044 during the fis-cal year ended June 30, 2018. Highlights include:

• $28,485,537 through the Jewish Federation of Met-ropolitan Chicago to fund local human services; $18,408,642 to fund Jewish education, continuity, identity-building, outreach and advocacy programs; and $995,050 in Breakthrough Fund grants to support 15 in-novative initiatives that break new ground in Jewish life.

• $29,251,746 through the Jewish United Fund of Metropolitan Chicago devoted to help millions of Jews in Israel and 70 countries across the globe.

• $87,672,775 allocated to charitable ventures world-wide in partnership with our Donor Advised Funds and Supporting Foundations.

With these funds, we helped sustain Jewish life and Jewish lives, identifying and addressing the complex needs of our Jewish community in Chicago, in Israel and worldwide.

In 2018, the Jewish community marked a miraculous milestone: the 70th anniversary of the modern State of Israel. With Lester and Renee Crown serving as Chairs of the Israel@70 Celebration, JUF partnered with synagogues, schools and other Jewish groups to host a calendar of events across the metropolitan area com-memorating the occasion. The festivities kicked off on the eve of Yom Ha’atzmaut, Israeli Independence Day, with Israeli icon David Broza headlining a concert at the Harris Theater, chaired by Skip and Lynn Schrayer.

The following day, the City of Chicago raised the Israeli flag in a moving ceremony in Daley Plaza, while PJ Library and jBaby Chicago celebrated Israel’s birthday with a Pop-up Pita Party in Highland Park. That evening, JUF’s Young Leadership Division toasted the Jewish State at its annual Blue & White Bar Night. Celebrations of Israeli culture and contributions continued in the weeks that followed with a Family Concert & Celebration in West Rogers Park, hosted with JCC Chicago; a lunch-time celebration of Israeli culture at Daley Plaza; the bi-annual Greater Chicago Jewish Festival; and an Illinois Holocaust Museum and Education Center program examining how Holocaust survivors helped to build a new nation while rebuilding their own lives.

These 70 years have been challenging and inspiring, terrifying and triumphant, heartbreaking and hopeful. Israel has emerged as a vibrant democracy with a flour-ishing society and a mind-boggling number of advances in technology, science and medicine to her credit. But the harsh reality is that throughout these seven de-cades, Israel has never experienced uninterrupted peace. With enemies bent on destroying the world’s only Jewish State, the attacks continue to this day. The battle to defend Israel takes place at borders, in the air, underground, in the court of public opinion, at the United Nations and, increasingly, on college campuses.

According to a recent ADL report, there has been an 89% increase in reported anti-Semitic incidents on U.S. cam-puses in the past year. Too often there is a pronounced double standard: University administrators rightly show no tolerance for hate speech directed at race, sex and ethnicity, but fail to address anti-Semitism, claiming anti-Semitic slurs fall under the category of “free speech.”

Another troubling trend is the weaponization of inter-sectionality. True intersectionality calls for members of marginalized communities—such as people of color, women and individuals who identify as LGBTQ—to lift each other up through cooperative action. Sadly, on some campuses and civic spaces, the concept is being perverted to demonize Israel and exclude Jewish stu-dents from many conversations. Under this construct, pro-Israel voices are seen as antithetical to progressive causes and Jewish students epitomize white privilege.

Despite these disturbing realities, there was still good news on campus in 2018. JUF’s Hillels of Illinois con-tinues to pioneer impactful ways to engage Jewish stu-dents, creating dynamic, thriving Jewish communities on 16 campuses that enhance students’ Jewish social networks, sense of Jewish identity, and relationship with Israel. Following the tremendous success of the Silverstein Base Hillel in Lincoln Park—which in just two years has become a major hub for young adult Jewish life—this summer Hillel opened a second Silverstein Base Hillel in the South Loop. Plans are underway to open a third Base Hillel at Loyola University in 2019.

At the University of Illinois at Urbana-Champaign, a divestment referendum was defeated by a resound-ing two-to-one margin. Working in tandem with Hillel, JUF’s Israel Education Center served as a critical re-source for pro-Israel Illini students, coordinating and developing the messaging, social media strategy and outreach plans to defeat that referendum for the second time in as many years.

To ensure that more campus leaders have an informed understanding of Israel, there is no substitute for visit-ing and experiencing the reality on the ground. In 2018, IEC brought nearly 125 interfaith student leaders on a week-long trip to Israel, drawing from the four major Illinois Hillels and University of Wisconsin/Madison, helping to lay the groundwork for more nuanced cam-pus conversations about Israel in the years to come.

Even as JUF makes strides in taking back the Israel nar-rative on campus, the Socially Responsible Investment arena is emerging as the newest BDS front. JUF/Federation has invested $1 million in JLENS, serving as an anchor investor in this network of nearly 10,000 in-dividuals and institutions using their financial holdings to express Jewish values and support Israel. This has enabled JLENS to become shareholders in a wide-rang-ing portfolio of influential companies, thus positioned to counter efforts to de-legitimize Israel in key corpo-rate boardrooms and via shareholder votes.

JUF also has invested millions of dollars in another criti-cal arena: keeping Chicago’s Jewish community safe.

Last spring, when there was a sharp uptick in anti-Semitic hate crimes, JUF swiftly convened a Security Summit, drawing 180 participants from 70 Jewish schools, agencies and synagogues in the Chicago area. When it became clear that some local Jewish com-munal organizations needed enhanced security, plus assistance marshalling the funds to make these im-provements possible, JUF launched a Security Grant program, expediting $1.2 million in matching grants—and leveraging an additional $1.7 million—for a total of $2.9 million devoted to better security at 61 Jewish fa-cilities. Today these expenditures are helping to protect

more than 22,000 people at synagogues, day schools, preschools, agencies, camps and colleges across the metropolitan area.

In addition, JUF provided security grants to assist Jewish institutions in the Charlottesville Jewish com-munity in the wake of the white supremacist march last summer.

As horrifying as anti-Semitism is in the U.S., it pales in comparison to anti-Semitism across the globe. Jewish schools, synagogues and community centers are be-ing vandalized and Jewish shop owners terrorized in locations across Western Europe. Jews on the streets of Brussels and Stockholm are attacked for wearing kippot in public. Military policy threaten Jewish schools in Caracas. A frightening number of Jews in Paris have been murdered.

As these incidents of terror are accelerating, so are the number of Jews immigrating to Israel. In countries like Venezuela, South Africa and Belgium, what was once aliyah of choice is becoming aliyah of necessity. Compared to last year at this time, the number of Jews coming to Israel from Russia is up 24 percent and the number coming from Central Asia is up 33 percent.

More than 29,000 Jews immigrated to Israel last year, and thousands more are expected in the year to come. Through our support of the Jewish Agency for Israel, JUF is helping bring them to Israel and delivering ser-vices to help them adapt once they arrive.

In addition to new immigrants, JUF helps tens of thou-sands of disadvantaged Israelis break the cycle of poverty. In 2018, JUF supported extensive education, enrichment and mentorship programs for at-risk youth, including the Israel Children’s Zone® in our Partnership Together region of Kiryat Gat-Lachish-Shafir. For the last five years, this flagship program has provided a deep intervention impacting all 6,500 public elemen-tary school students in the Partnership region. The project has brought together local municipalities, family foundations and individual donors, leverag-ing JUF funding to provide multi-faceted educational, emotional and creative therapies that have dramati-cally narrowed scholastic gaps for underperforming youth. As JUF sunsets this support in year six, we are

launching the next educational intervention program in the Partnership region focusing on STEM (Science, Technology, Engineering, and Math) education.

JUF also reaches out to improve Jewish life in overseas communities, sending humanitarian assistance to Jews in need in Israel and 70 countries worldwide. Through support of the American Jewish Joint Distribution Committee and other partners on the ground, JUF helps sustain tens of thousands of impoverished seniors, chil-dren and families in countries across the former Soviet Union, Eastern Europe and Latin America.

Reaching out to people in need—Jews and non-Jews alike—is emblematic of Jewish Chicago’s big-hearted spirit and dedication to tikkun olam, repairing the world.

Last fall, when a series of natural disasters devastated communities across the Americas, Chicago’s Jewish community came together to raise and distribute more than $1.2 million from over 2,600 donors toward relief and rebuilding efforts through the Jewish Federation Disaster Relief Fund. Initial funds were funneled to Houston to provide Hurricane Harvey victims with food and emergency cash assistance; trauma support and housing for those dis-placed; and infrastructure repair for Jewish institu-tions. JUF’s TOV Volunteer Network also coordinated volunteer missions to the area to help rebuild homes.

Too soon, the fund was expanded to respond to the dam-age from Hurricanes Irma and Maria. Allocations were made to Florida, Puerto Rico and the wider Caribbean to assist with cleanup efforts; deliver food, water and toiletries for disaster victims; and provide psychological support for children. This included funds to support hu-manitarian NGO IsraAID’s clean water project, working to provide long-term safe water solutions for tens of thousands of Puerto Ricans whose water infrastructure was severely damaged. Throughout the summer, JUF’s TOV Volunteer Network sent additional volunteer mis-sions to help Puerto Rico rebuild.

In the wake of the summer’s devastating eruption of Guatemala’s Fuego volcano, JUF again distributed funds to support humanitarian aid in the impacted areas. In each instance of disaster relief, Federation absorbed all administrative costs, allowing 100% of funds collected to be devoted to needs on the ground.

Not every crisis commands headlines. Day in and day out, JUF’s network of partner agencies provide life-transforming human services for the most vulnerable people in our community who are in need—beginning with the most vulnerable of the vulnerable: survivors of the Holocaust.

Chicago is home to more than 6,000 Holocaust survi-vors, cherished members of the community who con-tribute greatly to the vibrancy of local Jewish life. Aging survivors face increasing health challenges, often stem-ming from the horrors they experienced during their formative years. One-third live at or below the poverty line—three times the percentage of older adults overall living in poverty in America—and many have no family members to fall back on. So Chicago’s Jewish commu-nity stepped forward to become their extended family.

In 1999, JUF/Federation founded Holocaust Commu-nity Services, an interagency program to provide extra safety-net services to local survivors. Administered by CJE SeniorLife in partnership with Jewish Child & Fam-ily Services, Maot Chitim, EZRA Multi-Service Center and The ARK, this critical program delivers food, medi-cal care, dental care, financial aid and in-home care—along with opportunities for socialization and support groups—to growing numbers of survivors in need.

Buoyed by additional funding from the 2017 Defiant Requiem: Verdi at Terezín initiative, in 2018, Holocaust Community Services served a record 2,000 people. In the last 12 months, over 500 additional clients began receiving financial assistance through the program. Since 2015, the number of survivors receiving food as-sistance has more than doubled, the number receiving medication has tripled, and the number receiving per-sonal care has more than quadrupled.

Beyond serving survivors, CJE provides a wide array of community-based services that help older adults main-tain their health and independence—including those in need. With support from JUF’s Fund for Innovation in Health and the Albert and Lucille Delighter and Marcella Winston Foundation, in 2018 CJE SeniorLife launched a new Care Management and Personal Care Program to ensure more low-income seniors, and the family members responsible for their care, receive the

assistance they need to stay as healthy as possible and remain in their own homes. CJE’s unique program now offers access to enhanced care management and, be-ginning in FY19, will provide personal care assistance. This will help seniors who lack financial resources access support for tasks from bathing, dressing and eating to light housework, laundry and escorts to medical appointments—and help prevent premature institutionalization.

This year, Jewish Child & Family Services further strengthened its commitment to maximizing the quali-ty of life for people with intellectual/developmental dis-abilities, providing a growing continuum of services to meet their needs. With a person-centered focus, JCFS works one-on-one to connect people with intellectual/developmental disabilities to resources for housing, Jewish community engagement and meaningful work or volunteerism.

JVS Chicago, a program ad-ministered by JCFS, offers a range of services, including customized employment as-sistance to individuals with intellectual/developmental disabilities. Providing mean-ingful, integrated employ-ment options beyond day

programs, JVS Chicago’s Customized Employment Program—piloted in 2015 with funding from JUF’s Breakthrough Fund—helps job seekers with disabilities identify their interests and abilities, map out a career path and learn job search techniques. This is followed by on-the-job coaching and assistance to employers in creating accommodations and support. The special blend of flexible strategies, services and supports is serving more clients than ever before, helping to in-crease employment options for job seekers with severe challenges who need a more individualized approach.

This customized approach enhances JCFS’ capacity to serve clients in a variety of ways. A few years ago, JCFS piloted its Synagogue Community Partnership program, offering a more customized model for local human services delivery. The cornerstone of this initia-tive is a JCFS liaison to the partner congregations who serves as a one-stop resource for congregants, staff

and clergy, offering services that reach members of the community where they live, learn, and worship. In 2015, with funding from the JUF Breakthrough Fund, this initiative was expanded into seven congregations in the city, near north and near west suburbs, with an eye towards adding synagogue partners in the years to come.

JCC Chicago continues to explore new ways to engage families in Jewish life and community. Participation in JCC’s teen and family engagement programming—in-cluding the fifth cohort of its All-Star Abilities inclu-sion program—has grown 200% over the last two years, serving to ladder families into the agency’s highly-acclaimed early childhood education and camp programs. Enrollment in JCC’s Jewish early childhood programs, which run the gamut from infant day care to day care to pre-school, continues to be strong, serving as a gateway to Jewish life for working families. And in 2018, JCC’s flagship Camp Chi experienced its stron-gest registration in history.

Jewish camp is an essential ingredient for a strong Jewish future. Research shows that when children return home from Jewish summer camp, they have a deepened connection to Jewish life and culture, and have developed new friendships that will last their lifetime.

In 2018, JUF’s Camping Endowment received what is believed to be the largest gift ever made to a com-munity camping endowment in the United States. The $5.1 million contribution, made by an extraordinarily generous anonymous donor under the auspices of JUF/Federation’s Centennial Campaign, brings the JUF Camping Endowment to nearly $8.5 million. This will support up to 500 first-time camper grants and provide $120,000 in financial need scholarships for Chicago-area campers each year.

Through the Centennial Campaign, this year JUF also dedicated the Marshall S. Yablon Library in Eliav, Lachish—a new community in JUF’s Partnership Together region of Kiryat Gat-Lachish-Shafir. The li-brary is a tribute to Yablon, a founding member of the Partnership Committee, who was known for his love for Israel, commitment to pluralism and passion for books.

In 2018, it was a privilege to assist Chicago Jewish Day School in its long-anticipated move to a new, 2.6-acre campus in Chicago’s Irving Park neighborhood, made possible by lead Centennial Campaign gifts from the Crown-Goodman family, Dr. Betsy Gidwitz and two anonymous donors. The multi-denominational school opened its doors in 2003 with seven pupils, and now has more than 220 students. JUF/Federation provided loan guarantees and helped the school negotiate for critical financing to purchase and redevelop the property, which now includes state-of-the-art classrooms, central worship and learning spaces, and extensive athletic and recreational facilities. In addition, JFMC Facilities Corporation provided guidance during construction, in-cluding expert consultation on security issues.

JUF is proud to support Chicago’s exceptional Jewish Day Schools across denominations. JUF/Federation provides tuition assistance for 72 percent of all local Jewish Day School students, and has provided $80 million in loan guarantees for nine local Jewish Day Schools and High Schools.

JUF strengthens Jewish knowledge and identity in wide-ranging and far-reaching ways. In a nod to the ground-breaking work JUF and our partner agencies are doing here in Chicago, dozens of local programs were chosen for inclusion in the 2018 Slingshot Guide highlighting the top 50 innovative projects in Jewish life.

For the second consecutive year, JUF’s jBaby Chicago was selected for the national guide, which spotlights programs that motivate new audiences to participate in Jewish life or respond to evolving community needs in new and creative ways. jBaby Chicago was recog-nized for helping thousands of expectant parents and families of newborns and tots make connections, build friendships, and engage in Jewish life.

Also included in the guide were two national programs that have local efforts housed at JUF here in Chicago, the popular PJ Library—which now sends free Jewish books and music to over 7,700 Chicago area families with children ages six months to eight years—and Silverstein Base Hillel, a home in Lincoln Park that houses a rabbi and her wife, who have transformed the house into a welcoming, pluralistic hub for local Jewish college students and young adults.

A Chicago-only edition of Slingshot catalogues the best of Chicago’s thriving Jewish community, showcas-ing 20 local organizations that illustrate the breadth of inspiring local work. Four of these are JUF programs: jBaby Chicago, PJ Library and Silverstein Base Hillel, plus Ta’am Yisrael, JUF’s 8th grade educational ex-perience in Israel for non-day school students.

The guide also highlights a variety of programs pro-vided by JUF’s partner agencies, including the JCFS Synagogue Community Partnership and Spertus Institute for Jewish Learning and Leadership’s Center for Jewish Leadership.

This year abounded in innovative approaches in reach-ing out to the next generation, starting with a tremen-dous expansion of immersive school break experiences for teenagers through Springboard, a community initiative created with the support of JUF/Federation, the Jim Joseph Foundation and a consortium of local funders. In 2018, Springboard partnered with multiple organizations to launch a full slate of school break experiences for teens, which ran over winter break, Presidents Day weekend and spring break.

JCC Chicago’s inclusive Winter Breakaway took 18 teens, including four Keshet teens, to Camp Chi for win-ter sports and activities. NCSY’s Hollywood Adventure and Big Apple Adventure, held over Presidents Day weekend, brought 45 teens to Los Angeles and 28 to New York. Several programs took place during the last week of March, including Spring Breakaway and Hall of Fame Road Trip, both JCC programs, and Let’s Get Together, a Journey Toward Social Justice, an in-spiring interfaith partnership between JUF’s Jewish Community Relations Council, Bright Star Church, ADL, the Urban League and Anshe Emet Synagogue. The programs have been highly successful, attracting teens from across the metropolitan area and engaging them in the Jewish community in meaningful ways.

To recognize this emerging generation of passionate young leaders, Springboard, the Jewish Teen Alliance of Chicago and JUF launched the inaugural cohort of 18 Under 18, honoring some of the many outstanding local teens who stand out as Jewish leaders or role models, devoted to inclusion, tzedakah, Jewish learn-ing, and motivating others to get involved in Jewish life.

The 18 winners are active in wide-ranging organiza-tions and activities, from Jewish youth movements, camps and JUF service leadership programs to sports teams, arts programs and student government. They represent 14 high schools and 16 congregations across the city and suburbs, and range in age from 9th to 12th grade. And they make Chicago’s Jewish community proud indeed.

JUF’s Russian Jewish Division is another group of in-spiring, forward-thinking young people, which hosted its first annual Gala Fundraiser in 2018 to mark the 30th anniversary of Freedom Sunday. A quarter of a million people—including many present at the sold-out Gala—participated in the massive 1987 march and rally in Washington, D.C. that helped free nearly two million Jews from the Soviet Union. Appropriately, the driv-ing force behind the march—legendary human rights activist Natan Sharansky—was the event’s keynote speaker, interviewed by his close friend, JUF President Dr. Steven B. Nasatir.

The Gala honored the leadership of those in Chicago’s Jewish community who marched, advocated and raised funds to free the Soviet Jews, along with the courage of those from the former Soviet Union who overcame persecution, left everything behind, and pursued the right to live freely as Jews. And it celebrated the suc-cess of the 40,000 Russian-speaking Jews who were resettled in Chicago, particularly the many outstanding young leaders in the next generation who are serving their Jewish community with passion and purpose.

Our Chicago Jewish community is fortunate to have such exceptional young people across the spectrum of Jewish life. The seventh annual cohort of 36 Under 36 shines a spotlight on a group of extraordinary twenty- and thirty-something Jewish leaders, honored by JUF’s Young Leadership Division and Oy!Chicago for making a difference in their professional work, volunteerism

and community involvement. The honorees come from across the dynamic mosaic of local Jewish life, united by their talent, generosity and vision.

It will be exciting to see the dynamic community these young people build in the decades to come, standing on the shoulders of those who came before them.

They give us great hope for the future.

For over 100 years, the Jewish United Fund/Jewish Federation has provided health and human services to those in need. In honor of its centennial anniversary, the Federation embarked on The Centennial Campaign, a capital and endowment campaign that anticipates community needs in the decades to come.

Together, the Federation and its affiliated agencies and beneficiaries have selected a wide range of projects that address the evolving needs of a diverse community, offering contributors an opportunity to make a meaningful gift at many levels.

The names of qualifying Centennial Campaign donors will be engraved in stone on our Centennial Wall in the Jewish Federation’s lobby, echoing the beauty, history and meaning of the walls of Jerusalem.

The Centennial Campaign offers a variety of gift- planning opportunities:

• Legacy Funds, the most flexible of the Centennial gifts and the only source of emergency resources, enable JUF/Federation to respond to crises and opportunities whenever and wherever they occur.

• Centennial Projects provide donors the opportunity to fund high-priority capital or programmatic initiatives. These include special naming opportunities.

• Campaign Continuity and Lion of Judah Endowment Funds sustain a donor’s annual gift to the Jewish United Fund in perpetuity, providing crucial support for Federation initiatives at home and abroad, today and for generations to come.

• Agency and Day School Endowment Gifts ensure that the network of services that are the lifeblood of our community will be available to future generations.

• Income for Life Funds provide a donor or his/her loved ones with income payments throughout their lifetimes and sustain the Jewish community for future generations.

During the fiscal year ended June 30, 2018, The Center for Jewish Philanthropy distributed $87,672,774 to various charities. The monies allocated to these charities came from 1,005 supporting foundations, donor advised funds and special interest funds.

Distributions made from The Center for Jewish Philanthropy are based upon the recommendations and advice of the donors. These foundations and funds provide the donors and their families the opportunity to participate in the distribution of charitable grants in cooperation with Jewish United Fund/Jewish Federation. The donors are also ensured that their charitable activities will continue beyond their lifetimes, while enjoying the maximum tax benefits in the current year.

The Center for Jewish PhilanthropyDeciding how to meet charitable obligations can be confusing and overwhelming. The Center for Jewish Philanthropy can help by reducing the complexity and paperwork associated with charitable giving, allowing donors to focus on their philanthropic goals and values.

Through these opportunities donors can build a lasting testament to their names, families and the causes they hold most dear. It’s a legacy that will carry on l’dor v’dor, from generation to generation.

Donor Advised FundsDonors may establish a Donor Advised Fund in their names or in honor of a loved one with a $1,000 minimum contribution. The fund earns tax-free income while the donor recommends distributions to any approved public charity, either secular or religious.

Supporting FoundationsIndividuals, corporations or families who commit substantial resources to philanthropy may establish a Supporting Foundation affiliated with the Jewish United Fund/Jewish Federation. Functionally similar to a private family foundation but with more attractive benefits, a Supporting Foundation operates under a board of directors jointly appointed by the donor and the Jewish United Fund/Jewish Federation, and enables the donor to engage future generations, fulfilling a philanthropic vision.

During the year ended June 30, 2018, the Jewish Federation and Jewish United Fund were advised of the following bequests. The farsighted and dedicated people making these gifts have fulfilled their commitment

to ensure the future welfare of the Jewish community in Chicago, Israel and throughout the world. Money received from these bequests is added to the Federation Endowment Fund. The income produced

by the Endowment Fund will provide $13,955,788 to support our agencies during the coming year.
