    SYNOPSIS

    This procedure details requirements for the design of temporary works where there is a risk ofinjury to personnel and/or property/equipment should failure occur. This procedure iscomplimentary to the Design Management Manual and is applicable to smaller projects.

    4.0 PROCEDURE

    4.1 General

    All Project Managers have a legal liability for ensuring temporary works are adequatelydesigned in conformity with relevant codes and regulations.

    4.2 Type of Temporary Works Design

    4.2.1 At the commencement of a project the Project Manager shall identify the type oftemporary works required and nominate responsible person (s) to undertake the design

    and verification required, taking into account the nominee's experience.

    4.2.2 The following table provides a guide as to the experience required of the designer andverifier in their respective discipline:

    4.2.3 Any temporary works not listed above shall be performed by a person qualified in thediscipline area and be verified by the Project Manager or his nominee.

    4.3 Nomination of Designer/Verifier

    4.3.1 Design or verification of temporary works shall be performed by either project personnelor an external consultant nominated by the Project Manager. The Project Manager shalltake into consideration the following when nominating the designer and verifier:- the complexity and type of temporary work being designed and verified;- the qualifications and experience of the nominee;- professional indemnity insurance implications.

    4.4 Design Control

    4.4.1 Preparation

    4.4.1.1 Prior to starting temporary works design, the designer shall ensure that the followinginputs are clearly defined/referenced and documented:

    - Load requirements;- Statutory or Regulatory requirements;- Standards/Codes;- Client requirements such as specific tolerances or access times.

    4.4.2 Documenting the Design

    4.4.2.1 All temporary works design data/computations shall be clearly documented on either thestandard John Holland Calculation sheet see Appendix 2A-02-3A (or consultantdocumentation) or computerised printouts and be signed off by the designer. Thesheets/printouts shall be uniquely identified, e.g.:

    TWD / S123 / 001

    (Temporary Works Design) (Project/Job No) (Sequential number)

    4.4.2.2 The sheets/printouts shall be individually numbered, e.g. "Page 1 of 2".

    4.4.3 Verification of Design Outputs

    4.4.3.1 Upon completion of the design, the designer shall forward the data/computations to thenominated verifier for review. The verifier shall review the data/computations for thefollowing:

    - assumptions are in accordance with the Codes and regulatory and Clientrequirements;

    - loading requirements comply with specifications and Codes;- calculations/sketches are clearly defined and correct;- temporary works design incorporates features required and is safe for the proposed

    construction methodology;- safety, quality and environmental risks associated with the temporary works design

    both during the construction and operational phases;- tolerances clearly defined, where applicable;- equipment/materials/plant are clearly defined.

    4.4.3.2 Any discrepancies or queries arising from the review shall be marked up by the verifierand discussed/resolved with the designer. Upon completion of verification the verifiershall initial the documentation as verified/checked.

    4.4.3.3 Changes to temporary works design after the design has been approved shall beperformed as per JHG-2-002-4 'Design Change'.

    4.4.4 Design Validation of Temporary Works

    4.4.4.1 The Project Manager shall nominate a suitably qualified person to validate that thetemporary works have been constructed in accordance with design documentation. A

    schedule of inspections covering the various stages of constructing the temporary worksshall be agreed between the Project Manager and the Validator. The validation processincludes reviewing test results, specifications, checking calculations and conducting siteinspections as the temporary works are being constructed.

    4.4.4.2 At the completion of each inspection, the Validator shall provide an inspection report tothe Project Manager. The Project Manager or his/her nominee shall review the reportand initiate action(s) to rectify issues highlighted in the report. At the completion of thetemporary works construction the Validator shall confirm in writing that the works havebeen constructed to design documentation.

    4.5 Records

    4.5.1 A copy of the data/computations shall be maintained by the Project Manager /Designer inthe Temporary Works Design file. Where such documents are required to be submitted

    to the Client for acceptance, the Project Manager shall ensure that a copy is sent to theClient's Representative with a covering letter.
