RICHARD J. SLATTERY ARTS AND RECREATION CENTER. Located in Flora Park , the Center was for­merly known as "The Barn " when it was the home of the Barn Community Theater . The building served as an art gallery, concert hall , and classroom as well as the site for productions and art fairs. The building was renamed on June 11, 1978, for Richard J. SLATTERY, former head of Dubuque recreation projects. The build­ing later became a Montessori school.

RICHARDS, Benjamin Billings. (Milton , NY, Aug. 30, 1823-DUBUQUE, lA, Mar. 16, 1912). Banker. Com­ing to Dubuque in 1854, Richards entered the real estate business. He campaigned unsuccessfully against William B. ALLISON for the United State Congress and later served ten years in the Iowa General Assem­bly. Richards also unsuccessfully campaigned against David HENDERSON for Congress in the late 1880s. The founder of many banks in northeastern Iowa, Richards established the Dubuque National Bank, and served several terms on the local board of education . As a charter member of the Linwood Cemetery Asso­ciation, he convinced the other directors to establish a system of perpetual care. His home was later the home of Ted ELLSWORTH before it was purchased in the late 1 980s and converted to a bed and break­fast .

RICKARDSVILLE. City. Originally an unincorporated settlement known as Jefferson, the community boasted a post office from January 6, 1 8 57, staffed by John Crouder, the first postmaster. The first bap­tism record for the community was for Josephine, daughter of Joe and Rachel Crevier, on May 1 6, 1852 . . It is believed, however, that other children were bap­tized earlier by traveling missionaries. On April 1 9 , 1 868, the residents requested that the community's name be changed to Rickardsville in honor of Salmon Rickard, a former sea captain who brought his family to the region in 1 845 and who donated an acre of ground for the establishment of a school. The city offered a post office from April 20, 1868, until No­vember 14, 1902, when Rural Free Delivery (RFD) began. On February 5, 1912, the community filed for incorporation, and in the election held on March 2 7, 1 91 2, 27 votes were cast-1 7 votes in favor, 6 against, and one ballot was ruined. In the first com­munity election, J.P. Squires was elected mayor, with Frank Bah!, treasurer; Thomas Atkinson, assessor; and John Sahm, Louis Breitbach, William Mihollen, John O'Malley, and Thomas Rooney, councilmen.

An election on January 6, 191 9, in which thir­teen votes were cast, resulted 1n the incorporation of the town being dissolved, an action which officially took place on August 1, 1 91 2. This decision was, how­ever, reconsidered in July 1963 , following the legal-

ization of liquor-by-the-drink. The f1rst town council meeting was held on December 9, 1964. The city boundaries were then nearly twice the size of the origi­nal community when it incorporated in 1 91 2. On March 6. 1 96 5, the town seal was established. The road system was upgraded in 1926 and 1927, part icularly on Gillespie Hill, east of town. On May 4, 1 931 , the ROSE VALLEY TELEPHONE COMPANY was started. The company had to discontinue 1ts opera­tion in 1 9 52 for the residents to obtain service from the Northwestern Bell Telephone Company. Street lights were instalied in i 968 .

RICKARDSVILLE METHODIST CHURCH . Founded in 1877 by Rev. George Stetter of the SHERRILL METHODIST CHURCH, the building was located on the east side of RICKARDSVILLE midway between Klein Lane and Five Points Road along the south side of present U.S. 52. The cemetery in 1 997 was still visible and well mainta ined. In 1 997, descendants of many of the church's charter members still lived in the area despite the closing of the church and its demolition in 1 950.

RIDER, .John Vincent. (Pratz, Grand Duchy of Luxem­bourg , Apr. 5, 1836-Hollywood, CA, Aug. 1931 ). City benefactor. One of the most successful businessmen of his time in DUBUQUE, Rider deeded his home on Madison Street to the City of Dubuque which eventu­ally used the land to develop Madison Park. Several other pieces of property were given to the MOUNT PLEASANT HOME. Financially success ful through

· the Rider-Wallis Company, Rider served as a director of the Dubuque-Sioux 'City Railroad Company, Key City Gas Company, FIRST NATIONAL BANK, Dubuque Paper Company, Iowa Trust and Savings Bank, DUBUQUE FIRE AND MARINE INSURANCE COM­PANY and the Dubuque Steam Heating Company.

RIDER, Linda. (DUBUQUE, !A-Berkley, CA, 1952). Educator. Rider, a teacher at DUBUQUE SENIOR HIGH SCHOOL between 1 907 and 1927, led her stu­dents in the compilation of Architecture of Dubuque, one of the first books to describe Dubuque 's manY styles of buildings. Over a three year period, Rider and the "Author's Club," fifty of her students, as­sembled ninety-one photographs and one hundred twenty pages of text including scholarly explanations of architectural terms and summaries of the different styles .
