    1. JICA Program in Timor-Leste Since 2000, JICA has implemented technical cooperation in accordance with the National

    Development Plan to ensure sustainable development for building the self-reliant nation by

    focusing four priority areas. JICA has worked to make a program operational by combining

    various schemes including advisers, technical cooperation projects, grant aid projects, NGO

    partnership projects and training courses.

    1-1. Agriculture and Rural Development Three-quarters of the population, or almost 700,000 people depend on agriculture for its

    livelihood, and agriculture and livestock production accounts for around 30 percent of

    non-oil GDP in 2004 (UNDP, 2006). Subsistence production of staple crops, including

    maize, cassava, rice and sweet potatoes dominates, while smallholder coffee is an

    important cash crop. Farming is the sole source of employment and income for about 80

    percent of rural households. But productivity is low as a result some 300,000 people, 44

    percent of the rural population, are below the national poverty line, 0.55 us $ per capita per

    day (MAFF, 2006).

    About half of farmers are below the poverty line, so it is needed to increase yields as well

    as generate off-farm employment. JICA works on increasing the productivity and

    promoting marketing of rice and coffee, and works with both government and local

    communities to realize sustainable development by assignment of policy advisor and

    irrigation advisor at the central government level as well as practice of Irrigation and Rice

    Cultivation Project, and Coffee Production Projects at community level. As a result

    production techniques were improved, water users were organized and coffee was exported

    to Japan.

    At the same time JICA is approaching commercial crops and processing of agricultural

    products besides coffee production in attempt to generate employment and accelerate

    economic growth in rural area, by way of example JICA held a food process training

    course in Dili in December 2007, working with the Agricultural Training Institute in

    Philippine, to accept 78 timorese participants (16 men and 62 women). In addition, JICA

    agreed with MAF to conduct an agribusiness promotion study, which will start in

    September 2008.

    The Project for Rehabilitation and Improvement of Maliana I Irrigation System started in

    February 2008 and the Study on Community-based Integrated Watershed Management in

    Laclo and Comoro River makes gains properly and the study team prepared the interim

    report in January 2008.

    1-2. Maintenance and Improvement of Infrastructure Infrastructure is a key determinant of agricultural productivity and poverty reduction,

    business investment, human development and government capacity to deliver services.

    Infrastructure generally is in a poor state, due to the destruction in 1999 and the previous

    lack of maintenance and development (Planning Commission 2002).

    The government of Japan assisted rehabilitation of roads, water supply, power supply and

    ports by dispatching the Peace-Keeping Operation Mission consisting of Japan Defense

    Force Engineering Group and implementation grant aid projects. JICA works on capacity

    building of implementing agencies in an integrated manner with grant aid projects.

    In FY 2007 JICA implemented three technical cooperation projects such as 1) the Project

    for the Capacity Building of Road Maintenance, 2) the Project for Capacity Development

    by Training and Preparation of Guidelines and Manual for Roads and 3) the Project for

    Capacity Development of teaching Staff in the Faculty of Engineering. JICA will start the

    Capacity Development Project for Water Supply System in Dili in 2008.

    JICA also facilitated activities to ensure two grant aid projects are executed appropriately,

    which are 1) the Project for Improvement for Water Supply in Same and Ainaro and 2) the

    Project for Rehabilitation of Dili Port. In addition JICA donated GIS related equipments to

    the National Direction of Land and Property, following up the ex participant who learned

    planning and management of national mapping and surveying in Japan in 2005.

    1-3. Human Resources Development and Institution Building Under the Indonesian occupation, few current citizens of Timor-Leste held senior positions

    in the government. Some 7,000 Indonesian officers fled Timor-Leste in the chaos of 1999,

    which left a substantial vacuum in public service (Office of the Prime Minister, 2006).

    From the UN period to the present, the UN missions and development partners dispatched

    many advisors, who have been delivering public services and building the skills of national

    civil servants. However the capacity building of the government is still insufficient. JICA

    chose the National Institute of Public Administration (INAP), the National Directorate for

    Planning and External Assistance Coordination (NDPEAC) and the Capacity Development

    and Coordination Unit (CDCU) as targets, which are responsible agencies for civil service

    development.

    JICA conducted the Project for Strengthening of Capacity of INAP in partnership with

    Malaysian National Institute of Public Administration (INTAN), and dispatched advisors

    of Aid Coordination, Finance and Capacity Development.

    1-4. Consolidation of Peace In the immediate aftermath of the events of 1999 there were approximately 240,000

    refugees in West Timor and another 200,000 Internally Displaced Persons (IDPs) within

    East Timor. Programs of peace building and reconciliation were developed and supported

    by the UN missions and the Government of Timor-Leste to mitigate the risk of violence

    between pro- and anti-independence forces and to promote return of refugees to their

    residence.

    Late in May 2006 just before withdrawal of the UN mission (UNOTIL), the unrest took

    place and more than 100,000 IDPs created. The government of Japan provided

    humanitarian assistances and dispatched two civilian polices and the election observation

    mission. JICA dispatched a vulnerable group support advisor and prepared training

    proposals of community policing and capacity building of drafting legislation.

    2. Project Monitoring and Evaluation JICA TL monitored on-going projects including 6 technical cooperation projects, 7 advisors, 2

    studies, 3 grant aid projects and 6 NGO partnership projects in FY 2007. At the same time

    JICA conducted an interim evaluation of 1) the Project for Capacity Development of Teaching

    Staff in the Faculty of Engineering, UNTL and 2) Irrigation and Rice Cultivation Project as

    well as a termination evaluation of the Project for Capacity Building of Road Maintenance.

    3. Partnership with Other Donors JICA TL participated in Timor-Leste and Development Partners Meeting (TLDPM) in March

    2008 as a member of Japanese delegation. TLDPM supported the National Priorities in 2008,

    consisting of six fields, and Japan expressed a continuous support to Timor-Leste with 20

    million USD annually and requested self- help efforts for nation building as well as introduced

    a new JICA, which will start in October 2008. JICA TL will follow monitoring and evaluation

    of the National Priorities in 2008 together with donors.

    JICA TL participated in monthly development partners meetings at the Ministry of Finance

    since the new government launched in August and informal donors meetings at the World

    Bank every two weeks in order to share information and exchange opinions.

    In the field of agriculture, JICA TL participated in monthly harmonization meeting at the

    Ministry of Agriculture and Fishery to share information between related donors and NGOs,

    and in particular discussed TOR of agribusiness promotion study with GTZ and USAID to

    clear demarcation between responsibilities of three organizations. JICA organized seminars

    regarding agribusiness and watershed management to invite the government, donors and

    NGOs to share outputs and gain momentum.

    In the field of infrastructure, JICA’s main partner is ADB. We cleared demarcation regarding

    water supply projects like water production side followed by JICA and distribution side by

    ADB as well as road rehabilitation and capacity building by region and role.

    JICA TL promoted the partnership with ASEAN countries as well including food processing

    with the Philippine, road manuals preparation with Indonesia, public administration training

    with Malaysia, and HIV/AIDS and OVOP (One Village and One Product) with Thailand.

    4. Citizens Participation in International Cooperation JICA TL implemented six NGO partnership projects, and consulted with NGOs to prepare new

    projects. JICA TL was willing to offer consultation with Osaka University, Hosei University,

    Kyushu University and Japan Green Resources Agency, and gave them related information

    and some advices for their activities.

    JICA TL made efforts so that NGO and the technical cooperation have a close linkage better

    than ever. Two staff of PWJ (Peace Winds Japan) and one staff of OISCA participated in

    training courses in Japan and JICA TL organized OVOP project formulation mission to

    Thailand, which two Japanese NGO staff from PWJ and YMCA participated in.

    5. Efficiency of Services JICA TL introduced English as working language and every document in the office is prepared

    in English. JICA TL advanced works transfer to national staff including training courses

    arrangement, ASEAN partnership projects implementation, public relations and general affairs.

    Four national staff resigned and one Japanese staff was increased in 2007. JICA TL reduced

    total staff number from 13 (2 Japanese and 11 National) in 2006 to 10 (3 Japanese and 7

    National) in 2007 by reviewing role of each staff.

    JICA TL addressed continuing eco friendly office initiative by reducing consumption of

    electricity and papers. Last three years consumptions are reducing respectively, electricity

    consumption was18,541.70 kwh/07, 18,825.00 kwh/06 and 23,187.50 kwh/05 and paper

    consumption was 73,500/07, 100,000/06 and 175,000/05.

    6. Strengthening of Office Management JICA TL addressed national staff development on-the job basis by extending their works. One

    staff had an opportunity to participate in ASEAN partnership meeting in Singapore. JICA TL

    holds a staff meeting every Friday to monitor the progress of business and discuss important

    agendas. As a result the behavior of national staff becomes more active by learning

    self-managing.

    JICA TL revised the security operation manual in August and assigned a new security

    consultant in October. JICA TL disseminated security information to every project and adviser

    Monday to Friday and organized security briefing session 6 times to raise awareness.

    JICA TL made efforts to promote publicity activities. 39 articles were appeared in newspapers,

    TV or magazines, and held the JICA briefing seminar in November to strengthen relationships

    with the government, donors and NGOs including ex training participants.

    JICA TL made a contract with a legal advisor in August, who gives us legal advice including

    labor service, accidents and contracts, and risk reduction and time-saving are expected. Roof

    rehabilitation and extension of office space were also made, which improved office

    environment and staff performance.
