    HARASSMENT, INTIMIDATION AND BULLYING

    Harassment, intimidation or bullying of students at school is prohibited.

    Harassment, intimidation or bullying means any intentional gesture or anyintentional written, verbal or physical act that a reasonable person underthe circumstances should know will have the effect of:

    1. Harming a student physically or emotionally, damaging a studentsproperty or placing a student in reasonable fear of personal harm orproperty damage; or

    2. Insulting or demeaning a student or group of students, causingsubstantial disruption in, or substantial interference with, theorderly operation of school; or

    3. Is so sufficiently severe, persistent or pervasive that it creates anintimidating, threatening or abusive educational environment for astudent or group of students.

    Written acts include, but are not limited to handwriting or typedcommunications, e-mails, text messages, blogs and other forms of electroniccommunications.

    A school as defined in this policy includes a classroom or other locationon school premises, a school bus or other school related vehicle, a schoolbus stop, an activity or event sponsored by a school, whether or not it isheld on school premises, and any other program or function where the schoolis responsible for the child.

    Students shall conduct themselves according to the rules and policies of theschool district and shall conduct themselves in a respectful manner towardstaff and other students.

    Students who engage in bullying, harassment or intimidation shall be subjectto disciplinary action, up to and including suspension or expulsion.

    Students who witness harassment, intimidation or bullying of another studentare encouraged to anonymously or otherwise report that conduct to a schoolstaff member as soon as possible. Any staff member receiving a report shallforward that information to the administration. The administration will thencollect as much information as possible, including, but not limited to, adescription of the conduct, date, time and location of the incident, and thenames of the individuals involved.

    The administrator or his/her designee conducting the investigation shalldocument the findings and conclusions of the investigation. Based on thefindings, the administration shall take appropriate disciplinary actiontoward the student or students.

    Retaliation or reprisal against a student or other individual who makes agood faith report or complaint of harassment, intimidation or bullying isprohibited and shall not be tolerated. Anyone who engages in suchretaliation or reprisal against an individual who makes a report ofharassment, intimidation or bullying shall be subject to discipline, up toand including suspension or expulsion.

    When the school determines that a student has been harassed, bullied orintimidated in violation of this policy, administration will implement stepsor strategies to protect that student from additional harassment,intimidation or bullying and from retaliation.

    Any student who is found to have made a deliberate or intentional falseaccusation, report or complaint is subject to discipline, up to and includingsuspension or expulsion.

    At the start of each school year, every building principal shall ensure thatthe districts harassment, intimidation and bullying policy is reviewed withall students. This policy shall be included in the student manual orhandbook and shall also be available to the public on the school districtswebsite in a manner to be determined by the superintendent or his/herdesignee.

    The school district shall incorporate training and education on this policyin its professional development programs and the policy shall be provided tovolunteers and other noncertified employees of the district who havesignificant contact with students.
