MISSION

JTF NORMIN conducts sustained peace and security operations (PSO) in conjunction with its partners throughout Northern Mindanao (Misamis Oriental, Agusan DN, Agusan DS, Bukidnon, Camiguin, Surigao DN, Surigao DS) from 01 Jan 2015 to 31 Dec 2017 to neutralize the CTM in order to create an environment conducive for sustainable development and a just and lasting peace.

Commander’s Intent

The purpose of this operations is to neutralize the CTM by 2017. This shall be done by employing Joint Task Groups utilizing combined land, sea and air component forces that will simultaneously confront the threat groups within respective AOR and complement each other’s operations in coordination with concerned government agencies, NGA’s, People’s Organizations and other stakeholders.

At the end of the operations, the CPP/NPA/NDF shall have been neutralized with its politico-military geographical units ceasing to function effectively as an organized insurgent movement; the threat it poses to the peace in the area shall have significantly and security significantly reduced and relegated to inconsequential level; its leaders and members should have denounced their arm struggle; their actual and potential support systems are cut; and their capabilities have been substantially degraded, making them incapable of resurging as an insurgent group.

Endstate: An environment conducive for sustainable development, a just and lasting peace should have been established in the AOR.

• Meteorological• Rainfall is evenly distributed throughout the year.

• Its abundant vegetation, natural springs and high elevation contribute to the region's cool, mild and invigorating climate.

• The northern part is classified as belonging to Type III climate, that is, there is no pronounced rain period but relatively dry during the months of November to May.

• In the southern portion, the climate is classified as Type IV with no dry season.

• The climate is relatively cool and humid throughout the year.• The average annual rainfall is 2, 800 mm(112.5 inches). • Rainfall is more pronounced from June to October compared to other

months of the year. • February to April are the drier months.• Lowland temperature ranges between 20°C to 34°C.• Areas with elevations greater than 500 m.a.s.l. would have temperatures

ranging from 18°C to 28°C.

The vast majority of the region's inhabitants are migrants from Cebu and Bohol. Some inhabitants are of Waray, Tagalog andMaranao descent.

• Political• The JOA is composed of seven (7) provinces of Northern Mindanao

namely: Bukidnon, Misamis Oriental, Agusan Del Sur, Agusan Del Norte, Surigao Del Sur, Surigao Del Norte, and Camiguin.. It also has 2 highly urbanized cities, Cagayan de Oro City and Butuan City. It has seven component cities namely El Salvador City, Gingoog City, Malaybalay City, Oroquieta City, Ozamiz City, Tangub City, and Valencia City. It has 84 municipalities and 2,022 barangays. The regional center is Cagayan de Oro City.

• Northern Mindanao is the 9th most populous region in the Philippines and 2nd in Mindanao (after Davao Region) according to the 2010 National Statistics Office Census. The major urban area of Region X is Metro Cagayan de Oro which includes Cagayan de Oro City and some municipalities and cities of Misamis Oriental and Bukidnon.

• Economic• The economy of Northern Mindanao is the largest

regional economy in the island of Mindanao. The economy in Northern Mindanao is mainly agricultural. But there is also a booming growth of industries particularly in Cagayan de Oro City and in Butuan City. The famous Del Monte Philippines located in the Province of Bukidnon and its processing plant is located in Cagayan de Oro City, which shipped to the entire Philippines and Asia-Pacific region.

• The Agus-IV to VII Hydroelectric Plants in Iligan City and Baloi, Lanao del Norte supplies most of its electrical power in Mindanao are part of Northern Mindanao but exclude in the JOA.

• Infrastructure:• Main thoroughfares runs

north-south to major cities such as Davao City, Cagayan de oro city, and Butuan City.

• No East – west road main grid.

• Tributary such as barangay and municipal roads has limited reach.

• Main SPOD and APOD are located at CDO, Butuan, and Davao City.

• Fish ports are located on towns, cities, and major barangays along coast lines.

- Farm to market roads are badly needed.

- Some barangays does not have electricity and piped water distribution.

- School building are limited.- Some barangays has no Health

centers.
