TIBRS TRAINING UPDATE

As you know, the CJIS Support Center has can-celled all classes since the COVID-19 outbreak.

I don’t think anyone knew how long the pan-demic would last, and we’re certainly not out of the woods yet. That being the case, we have decided to waive the recertification training requirement for calendar year 2020.

This only applies to RACs and Alternate RACs who have already completed their introductory TIBRS training.

We are working on an Introduction to TIBRS Data Collection class that will be taught online.

Beginning July 15, 2020, we will be teaching web-based classes via Microsoft TEAMS. The initial classes will be RAC Orientation and Introduction to CrimeIn-sight. For more information, or to sign up for a class, please contact:

Shoutout!!! Randall is the West Tennessee TIBRS auditor. All of our audi-tors have been doing a great job working and completing audits from home. Randall has done an outstanding job. From March 18th through June 30th, He has completed 36 audits! To help out, Abby Claud completed six audits, bringing the West Tennessee to 42! Great job, Randall and thanks Abby!!

MURDER AND AGGRAVATED ASSAULTS COMMITTED WITH A WEAPON TYPE OF FIREARM

(March thru June, 2019-20)

As you can see, firearms being used in murders and aggravated assaults are on

the rise. There were a total of 122 murders in the four-month period in 2019.

That number has increased to 154 in 2020. That is an increase of 26.2%!

As for aggravated assaults, it’s pretty much the same story. Between March 1

and June 30, 2019, a total of 5,584 aggravated assaults were committed with a

firearm. During the same time period, that number has increased to 6,226 for

the time being, because we are still processing June, 2020 data submissions.

That number (6,226) will likely be considerably higher when all of the data is in.

SHOPLIFTING OR FRAUD?

An individual goes to the self-check to make purchases. In the cart is a pillow ($10), shampoo ($5), conditioner ($5), pair of tennis shoes ($50), and a camera ($175). The per-son scans the pillow, shampoo, and conditioner. The individual acts as though he/she is scanning the tennis shoes and camera but does not and places the items in the bag with the other items. The individual pays $20 (plus tax) and exits the store with ALL of the items. What do you report to TIBRS?

False Pretense/Swindle/Con – The individual used a scheme, “skip scanning” to obtain items without paying for them.

An individual enters a store, goes to the cooler, and takes out a 12-pack of Cokes. The indi-vidual then walks past all points of sale and exits the store. What do you report to TIBRS?

Shoplifting.— The individual passed all points of sale and left without paying.

An individual enters a department store, picks up bedding, and leaves the store. The indi-vidual returns to the store three hours later, and takes the bedding to the service desk for a refund. The clerk at the service desk gives the individual a refund for an item never pur-chased. The store security officer got everything on video and the subject was arrested. What do you report to TIBRS?

In this example, you would report two separate incidents: Shoplifting occurred when the individual left the store with the bedding. False Pretense/Swindle/Con occurred when the individual returned 3 hours later and received the refund.
