meeting There was a full attendance of tho members and Dr Wood com- menced ¬ on tho business before tho Board without loss of time Dr Wood It is about time 1 think for us to consider the tlmo limit In re- lation ¬ to tho quarantine regulations now existing In Hlto or Knhulul It would bo advisable In my opinion to send word by tho next steamers to those ports that providing no now cases of plague or suspicious cases appear In either of th03e places within a cer- tain ¬ number of days to bo set by the Board the quarantine be raised In Kahulul everything has been eo well handled the placo Is so small and tho Infected district so well defined that I think everything is In favor of the quarantine being raised and Kahulul becoming an open port Many of tho people escaped from Kahulul when tho first case was reported there and went to different parts of Maul but they took hardly any of their personal ef- fects ¬ with them and If any of the refugees had carried contagion away from Kahulul we would have heard o It before this Besides that does not affect Kahulul anyhow and I think that with perfect safety we can pro- vide ¬ for the raising of the quarantine there Thirty days from the date of tho last case should bo the time In my opinion I have spoken to the Ameri- can ¬ Consul on the subject and he agrees with me Hllo has only had one rather sus- picious ¬ case and as a matter of fact It was never pronounced plague Tho same ruling might be be made regard- ing ¬ Hllo as in the case of Kahulul Tho only thing at either place to bo con- sidered ¬ Is the merchandise in those ports how safe It is to allow it to bo shipped to other ports In Kahulul thereis considerable sugar In bags stor- ed ¬ away in close proximity to the place where the case of plague appeared A general store well supplied with goods Is also in that neighborhood Tho American Consul has already dealt with tho sugar proposition This sugar can be shipped as a special shipment marked In such a way as to Identify It cases must be opened and the straw or loose paper wrap ¬ per or sawdust or other paoking material removed from each b title or tin each bottle or tin is then to be dipped in an approved disinfect- ing ¬ solution tho interior of the original case is then to be washed out with disinfectant in repacking the already ditinfected bottle or tin no wrapper may bo used unless same has first been fumigated or disin- fected ¬ the filled eaie is to be closed up and tbo entire exterior is to be disinfected In eases where the tinned or bot ¬ tled goods have no loose paper or straw wrapping or where they are not packed in sawdust or any aimilar substance the entire original pack ¬ age after two or more large open- ings ¬ have been made in it may be dipped in a disinfecting solution but great earn must be exercised to ensure the thorough disinfection of each tin or bottle and the whole in- terior ¬ of the original package as well as the whole exterior surface of such original package Shippers having the interests of the entire Island community at heart will exercise very cheerfully every precaution and assist rather than impede the efforts of the Board of Health in preventing a further spread of My solo object In writing to you onthis resolution Is to ask whether theJapanese Empire is included in thephrase Asiatic ports and also to askwhether the goods as scheduled in thethird class It of Japanese manufac-ture
