REVISED RESPONSE: The Contractor will be allowed to access the construction site via the Edinburgh Road overpass location. This access would have to be allowed via a temporary break in the Control of Access, and a request for this temporary break would need to be submitted by the Contractor to the Engineer, should they be awarded the contract. Acceptance of this break in access will be contingent upon several factors, including but not limited to the Contractor securing a separate agreement with the City/County with permission to utilize either Edinburgh Road or Highlands Boulevard. Example documentation from a previous approval for a break in access for project BB0114 along I-40 in St. Francis County can be found below. This information is provided to give an example of what may be required of the Contractor in this particular situation.

Question: The Department has only included 1,982 cubic yards of channel excavation for the box culvert. Please verify this quantity. Answer: This quantity will be revised. An addendum will be issued.

Question: Please confirm that there is no excavation, compacted embankment, paving, or maintenance required for Edinburgh Road or CR 21? Answer: There are no quantities needed for either Edinburgh Rd. or CR 21.

Question: There does not appear to be any existing temporary crossover removals/ excavation included in the Unclassified Excavation quantity? Answer: The obliteration of the crossover was performed in Job 090508.

Question: How is Pre-Boring Measured? Is it from Bottom of End Bent Bearing Beam to the 3 ft depth in rock? The plans indicate total length (20 ft) for a bent that is less than 1 pile length of 45 ft. Answer: Preboring is measured from bottom of end bent cap (referred to “End Bent Bearing Beam” below) to 3’ into the competent rock defined on the layouts. The quantities shown for preboring are for estimating and bidding purposes only. Actual quantities will be determined in the field.

Question: Will there be Early Completion Incentive Days on this Contract? Answer: This project will not have early completion incentive days.

Will the Department please provide a copy of the USACE 404 permit for the project? Answer: The information can be found at: http://www.ardot.gov/ProgCon/General/Environmental_Documents_include.aspx

Question: The Proposal for CA0905 is set up with A + C bidding and a Road User cost of $17,000 per day. However, none of this section of roadway can open to traffic until MODOT ties in their pavement on the five miles that they have to build. MODOT at present is not expected to even let their Project until next spring. Since there can be no Road Users until MODOT ties their pavement in, would ARDOT please consider this, and establish the Work Days or Calendar Days for this job? Answer: ARDOT has coordinated and will continue to coordinate the completion of project CA0905 with MoDOT to insure that all of the new location portion of Hwy. 549 within the boundaries of Arkansas and Missouri will be completed and Hwy. 549 opened to traffic at the same time.

Question: Will ARDOT be limiting the area of erodible ground under the SWPPP on CA0905 with the 20 acre rule currently being utilized? The initial fill areas from the State line to the south appear to exceed the twenty acres without opening and including the first major cut. In lieu of the fact that the Contractor is being asked to set the Calendar Days for the project, can this limit of erodible ground be waived? Answer: The decision to open more erodible ground is based on the contractor’s ability to maintain proper erosion and sediment control. The Engineer has the authority to increase the amount of area disturbed at one time. However, if the contractor demonstrates an inability to maintain proper erosion and sediment control over the disturbed area, the Engineer maintains the authority to reduce the area disturbed at one time. In lieu of a complete waiver of the disturbed ground, the ability to increase the area disturbed at one time is under the control of the Engineer.

Question: Will this job be managed by the local District 9 RE office? There is a Special Provision for E-builder software management that has been input/controlled by the CAP Resident offices in past jobs. Answer: This job will be inspected by a District 9 Resident Engineer’s office. Document submission will be handled via eBuilder per the Electronic Document Management – Connecting Arkansas Program Special Provision.

Question: The geotechnical report for the bridges at both Edinburgh Road and at CR21 require a three month settlement time for the abutments. Is this required? How will the settlement be monitored? Answer: The geotechnical information should be used for informational purposes only. Bid the project according to the Plans, Standard Specifications, and Proposal Documents.

Question: Is there additional geotechnical information the Department can provide? Answer: The geotechnical information that is available is located at the following link: http://www.ardot.gov/ProgCon/General/Geotechnical_Reports%20_include.aspx

Question: For Bid Items #0086 and #0185 (Enhanced Thermoplastic Pavement Marking White) & #0088 and #0187 (Enhanced Thermoplastic Pavement Marking Yellow), the description in the quantity section at left of table in the plans (sheet 34) labels these as 4” wide while everywhere else in the plans they are labeled as 6” wide. Could you please clarify which pavement marking width is correct? Answer: The descriptions in the quantity section at the left of the table should read 6” wide. An addendum will be issued.

Question: Will the Department allow precast for the six barrel RCBC (12’ x 11’)? If precast is allowed, will the Department require membrane waterproofing to all joints on the sidewalls of the interior barrels prior to filling with lean grout or flowable fill? Sheet 36, General Details of R.C. Box Culvert states that membrane waterproofing shall be as directed by the Engineer applied to all construction joints in the top slab and sidewalls, and Sheet 481, Precast Concrete Box Culvert standard drawing states that membrane waterproofing shall be applied to all box culvert joints. Answer: A precast structure would be allowed at no additional cost to the Department, as long as the dimensions of the precast structure are consistent with the dimensions detailed within the original plans, and the design and construction of the structures adhere to all ARDOT Standard Drawings and Standard Specifications, specifically Standard Drawing PBC-1 and Section 607 of the Standard Specifications. The Department will require waterproofing the exterior units vertical wall joints and the top slab joints, but not the joints in between two runs of barrels. Question: Given the length of the box culverts for this project, would it be possible to use the EFCO Box Culvert Traveler forming system? Would the Contractor be able to strip the forming system quickly to make this option cost effective? Answer: This forming system would be allowed. However, the time and strength requirements specified in the Proposal Documents and Standard Specifications must be abided by.

Question: With no boring information at the Bridge Box Culvert, would ARDOT consider classifying the Channel Excavation and Unclassified Excavation for Structures – Roadway? Answer: The plans will not be revised to change this item.

Question: The contract documents do not show any structural steel painting. At Bents 1 & 4 of all 4 structures the steel shows an expansion joint. Typically at the expansion joints the steel is coated 5’ from the expansion joint. Are the joints intended to be unpainted?
