JOB DETAILS Job Title: Lead Clinical Manager Post Band: Band 8a Reports to: Lead Service Manager- Allied Health Professions Responsible to: Director of Services Department: Allied Health Professions 2. JOB PURPOSE The Lead Clinical Manager will be responsible for the development and delivery of a particular discipline from: Physiotherapy, Occupational Therapy, Speech and Language Therapy, Nursing services for Capability Scotland under the direction of the Lead Service Manager AHP. The Lead Clinical Manager will contribute to the strategic planning of the service and ensure effective multidisciplinary working, effective financial management and the efficient use of all resources. The Lead Clinical Manager will provide clear leadership and oversee the management of all staff and allocation of resources across multiple sites within the clinical service discipline led. As a Lead Clinical Manager for a designated clinical area, the post holder will be responsible for advising on the implications of service change impacting on the clinical area. The post holder will be a member of the Senior Management Team and will therefore contribute to policy development and the achievement of its overall objectives. The post holder will be responsible for the management of a small clinical case load. 3. 1. JOB DETAILS

Job Title: Lead Clinical Manager

Post Band: Band 8a

Reports to: Lead Service Manager- Allied Health Professions Responsible to: Director of Services

Department: Allied Health Professions

2. JOB PURPOSE

The Lead Clinical Manager will be responsible for the development and delivery of a particular discipline from: Physiotherapy, Occupational Therapy, Speech and Language Therapy, Nursing services for Capability Scotland under the direction of the Lead Service Manager AHP. The Lead Clinical Manager will contribute to the strategic planning of the service and ensure effective multidisciplinary working, effective financial management and the efficient use of all resources. The Lead Clinical Manager will provide clear leadership and oversee the management of all staff and allocation of resources across multiple sites within the clinical service discipline led.

As a Lead Clinical Manager for a designated clinical area, the post holder will be responsible for advising on the implications of service change impacting on the clinical area.

5. KEY RESULT AREAS

Service Delivery1. To review the discipline and develop plans for the reform, modernisation and further development of this

service. Manage the implementation of the reform and modernisation which will include leading on the introduction of changes in clinical practice.

2. Lead the team within the discipline and oversee the co-ordination of all processes to ensure the delivery of high quality, effective, efficient and flexible clinical services.

3. Ensure the successful implementation of all Capability Scotland’s priorities and targets for clients within the discipline.

4. Maximise access to education, independent living and treatment and ensure that a high quality of service is developed that can respond effectively and flexibly to clients needs.

5. Ensure clear pathways are developed and implemented for clients.

6. Ensure active engagement with clients, user groups and those who commission services in the design and delivery of services in order to inform service improvement.

7. Ensure high quality services are provided in a consistent way across Capability Scotland. Ensure processes are put in place to monitor the quality of the service provided and changes are made where needed.

8. Ensure that effective, efficient and consistent processes are put in place to allocate resources and roster the work force within the clinical team appropriately and facilitate staff rotations as required. Ensure that accurate payroll information is gathered.

9. Ensure that appropriate people and professional management systems are developed for the service including active supervision, team meetings and the further development of staff development and performance reviews.

10. Develop a training strategy to ensure the service workforce is supported in carrying out continuing professional development and is therefore fit for purpose and able to meet the challenge of external regulation.

Quality and Governance1. Ensure that the needs of clients and their carers are at the core of how Capability Scotland delivers its

therapy/nursing service and are in accordance with designated quality standards and guidelines.

2. Ensure robust arrangements are in place to meet controls assurance for clinical governance standards, the assessment and management of risk and the implementation of appropriate safety policies, programmes and procedures.

3. Support the Lead Service Manager AHP with the implementation of effective performance management arrangements.

4. Ensure the processing and management of complaints comply with Capability Scotland’s complaints procedures and are underpinned by transparency and a culture of continuous improvement.

5. Support the Lead Service Manager AHP with the implementation of quality initiatives.

6. Lead by example in practising the highest standards of conduct in accordance with the Code of Conduct for Therapy/Nursing Managers.

Professional Lead across Capability Scotland1. Responsible for the interpretation and implementation of all relevant national policies which impact on the

discipline and be responsible for translating these into practice.

2. Determine and be accountable for appropriate policy developed for Capability Scotland and be responsible for its implementation.

3. Ensure all relevant professional standards and guidelines are implemented across all programmes of care.

4. Ensure the service meets all quality standards and that systems for ensuring compliance are developed.

5. Ensure all recommendations from the appropriate professional council and other regulatory bodies are implemented within requisite timescales.

Service Planning and Development1. Promote innovations and change to underpin the reform and modernisation of services to clients and carers.2. Develop long term plans for the service, supporting the Lead Service Manager (AHP) with service planning

and development initiatives for all clinical services within Capability Scotland. 3. Liaise closely with the Senior Management Team to ensure deployment meets need.4. Support the Lead Service Manager AHP to extend the service through commissioning relationships with NHS

and Local Authorities.

Financial and Resource Management1. Be responsible for the management of the allocated budget for the discipline and support the Lead Service

Manager AHP meet all financial targets in respect of accurate payroll and invoicing.

2. Work closely with the Senior Management Team to ensure effective deployment of staff.

3. Ensure the effective implementation of all Capability Scotland policies and procedures by the team.

4. Ensure the effective management, use and maintenance of all physical assets used by the team.

People Management1. Act as the designated line manager for a clinical team.

2. Provide clear leadership to staff working with in the team and work with the Lead Service Manager AHP to ensure that the team is appropriately skilled, flexible and motivated.

3. Work closely with the Lead Service Manager AHP, Executive Senior Management Team and Human Resources staff to take forward the development and implementation of workforce planning and modernisation initiatives.

4. Ensure the effective implementation of all Capability Scotland’s people management policies within the team and the achievement of all relevant targets such as those relating to staff discipline and staff performance and development reviews, the management of sickness and absenteeism, turnover etc.

5. Ensure the effective management of staff health and safety and support within the team.

6. ASSIGNMENT AND REVIEW OF WORK and DECISIONS AND JUDGEMENTS

The Lead Clinical Manager is responsible for delivering one of the Therapy or Nursing services for Capability Scotland under the direction of the Lead Service Manager AHP and the Director of Services in collaboration with the Senior Management Team. The Lead Service Manager AHP determines the objectives and overall work programme for the post holder.

Individual objectives and ongoing responsibilities will be prioritised by the post holder using own initiative and experience. Formal review will take place with the Lead Service Manager (AHP) annually; however, more regular updates will take place as required to ensure that progress is made against the overall clinical services strategy.

Decisions and JudgementsThe post holder will make judgments concerning the leadership and management of the clinical team of the designated clinical discipline to ensure the safe delivery of clinical services and to achieve Capability Scotland’s objectives.

The post holder provides expert advice and expertise to staff within the designated clinical team, to others within clinical services and also wider within Capability Scotland on all matters relating to the development and implementation of the clinical service led.

7. COMMUNICATIONS AND RELATIONSHIPS

1. Develop and maintain high quality working relationships with other senior colleagues to ensure the achievement of objectives.

2. Establish collaborative relationships and networks with external stakeholders in the public, private and voluntary sectors to ensure Capability Scotland effectively discharges and develops its functions.

3. Ensure Capability Scotland’s objectives and decisions are effectively communicated.

4. Provide verbal and written reports to the Lead Service Manager (AHP) concerning the development and progress of service. The post holder will be expected to use persuasive skills to gain improvements in resources for the therapy/nursing service after demonstrating need.

5. Provide regular contact with peers and subordinates to report and ensure the progress of initiatives and activities.

SystemsThe post holder will use a variety of systems as detailed below:

1. General MS office tools that include electronic mail and scheduling.

2. Creating word-processing, spreadsheet and presentations in standard office software.

3. Use of the internet and intranet for research and education when needed.

8. PHYSICAL, MENTAL, EMOTIONAL EFFORT

Physical EffortThe post holder may undertake occasional light physical effort when moving office equipment if required. The post holder will also use keyboards for word processing and e-mails. There may be an occasional requirement for moderate effort when working with clients.

Mental EffortConcentration required for resource management and allocation, analysis, writing reports, chairing meetings, influencing staff, senior managers and practitioners. Analysing problems and proposing solutions particularly in relation to legislative/regulatory changes impacting on the therapy/nursing service. The post holder will often work under pressure to meet unexpected demands from staff and/ or clients and families.

Emotional EffortAs the Lead Clinical Manager for a designated clinical service, the post holder will be responsible for people management, including reviewing staff performance, negotiating improvement, setting standards, undertaking disciplinary action where required and conveying potentially unwelcome news. Occasionally may deal with unwelcome news for clients and families.

Environmental & Working ConditionsThe post holder will be based within an office/clinical environment. There may be occasional exposure to unpleasant working conditions.

9. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB

1. A diploma or degree in a designated therapy or nursing and be registered as appropriate.

2. Additional specialist knowledge and experience of working with clients with disability, in a senior role.

3. Experience of delivering a service against challenging performance objectives meeting a range of key targets and making improvements.

4. Experience of having worked with a diverse range of stakeholders, internal and external to the organisation to achieve successful outcomes.

5. Experience of people management, governance, budget and resource management and organisational skills.

6. A full current driving licence with access to a car or access to a form of transport to meet the mobility needs of the post.

7. Knowledge of:a) Basic IT- e.g. word processing, use of internet.b) Moving and Handling.c) Fire Safety.d) Health and Safety.
