1. GENERALS

This specification cover minimum requirements which will be applied during the work –

shop drawings, procurement, fabrication and erection stages.

3 3 1.1. DEFINITION

PROJECT: Bidboland Gas Treating Plant II, Part B, Pipe Lines & Mahshahr Facilities.

SPG: Steiner-Prematechnik-Gastec GmbH. IGED: Iranian Gas Engineering & Development Co. TJ: Tehran Jonoob Technical & Construction Co. OWNER/CLIENT: IGED CONTRACTOR: TJ MC: Managing Contractor (EIED) ENGINEER: SPG VENDOR: Shall mean any CONTRACTOR'S and/or Subcontractor's suppliers of

materials, and vendor representative that maybe required to assist TJ for the installation, commissioning and start-up, performance tests, etc of the PROJECT.

SUBCONTRACTOR: means any company or person subcontracted performance of any part

of the work. Subcontractors include Vendors and Suppliers. The SPG Main Subcontractors are: DCMC: Design and Construction Management Co. CE: Canadoil Engineering PTE Ltd, Singapore.

3 1.2. Design, materials, construction and testing shall be complied with following documents.

When conflicting or interpretations of documents, the order of precedence of documents

shall be as follow :

1.2.2. This Job Specifications. The discrepancies between IPS and International Standards

will be finalized by manufacturer ;

1.2.3. IPS ;

1.2.4. International STDs .

1.3. This specification will be applied to tanks for storing butane and propane, as a

refrigerated liquid.

Each tank will be a double walled designed and will consist of low temperature steel

inner container, a carbon steel outer tank and a carbon steel domed roof with an

insulated aluminium deck over the inner container, suspended from the domed roof.

The annular space, between the inner an outer tank, will be approximately 1m wide, and

will be filled with perlite.

The suspended deck will be insulated with fiberglass blankets.

The tank bottom will be insulated with cellular glass load bearing black insulation

designed to support the tank and product weight.

The inner tank will be designed and constructed in accordance with the requirements of

API 620 Appendix R.

The inner tank will be “OPEN TOP”.

The space under dome roof supporting structure of the outer tank contain gas produced

by stored products. 3

The calculation of tanks will be confirmed by the designer of work – shop drawings,

taking into consideration the seismic load and the wind load, according to IPS, location

and specific conditions.

The tank insulation system will be designed to limit the tank boil to rate no greater then

0,06% for propane and 0,04% for butane by volume per day of the tank content at an

ambient temperature, with the tank full, and in steady – state conditions.

Tank instrumentation provided on basic design consist of :

- MHS – E – 502 – ME – DS – 001, Rev.02;

- MHS – E – 502 – ME – DS – 002, Rev.02.

- Temperature indicator (N 15) ;

- Pressure indicator (N 17) ;

- Temperature indicator for sensing the cool – down (N 19) ;

- Skin type temperature indicator (N 21)

- Level indicator (N 20 A, B) ;

- Level detection in annular space (N 22).

Roof platforms will be provided to have sufficient space around the piping and instruments on roof.

Stairways and emergency escape ladder will be provided to access to roof platforms.

Design data and specification of ladder, platform and stairways will be specified during the detail Engineering stage.

A settlement monitoring system will be provided to measure and record inner and outer tanks settlement during construction and hydro-test.

This construction monitoring will form the basis of continued periodic monitoring once the tanks are in operation.

3. SYSTEM DESCRIPTION

3.1. This specification serve as a guide line and is intended to be used for design,

procurement and erection of storage tanks for BUTANE & PROPANE, designed

according to API 620.

3.2. Implementation of this specification requires an organization operating under quality

assurance programs in order to meet relevant requirements of API 620, API 650, and all

other standards mentioned on basic design.

3.3. Outer tanks are not designed to support external pressure (internal vacuum) and the

maximum internal pressure design is limited at 15 psig. Inner tank is designed as per

API 620 including insulation load.

3.4.2. Maximum design liquid level in inner tank and specific gravity of the liquid to be

stored.

3.4.3. Materials of construction of storage tanks as required by the service conditions.

3.4.4. Corrosion allowances.

3.4.5. Necessary insulation materials for annular space, tanks bottom and suspended deck.

3.4.6. Testing requirements.

3.5. The tanks fabricator shall have the full responsibility of mechanical tank’s design, for

shop drawings, fabrication and erection, including tanks foundations, according to API

620 and associated standards.

3.6. The tanks fabricator responsibilities include :

3.6.1. Detailed engineering design.

3.6.2. Equipment procurement services.

3.6.3. Mobilization and site establishment.

3.6.4. Testing.

3.6.5. Pre-commissioning.

3.6.6. Final acceptance.

3.7. The tanks fabricator shall provide, as a minimum, the following services :

3.7.1. Developing of shop drawings, sufficient for procurement of materials, fabrication,

installation, testing, pre-commissioning.

3.7.2. Preparation of engineering material requisitions and purchase requisitions.

3.7.3. Technical evaluation of all equipment.

3.7.4. Development of acceptance test requirements.

3.7.5. Development and implementation of plan for witnessing of factory acceptance tests.

3.7.6. Preparation of mechanical data book.

3.8. The tank fabricator shall be responsible for developing of the following drawings and

specifications for civil and insulation works.

3.8.1. Foundation design basis.

3.8.2. Foundation design.

3.8.3. Material selection guide.

3.8.4. Painting and coating specifications.

3.8.5. Insulation system specifications.

3.9. The tank fabricator shall produce a project procurement plan, comprising, but not

limited to :

3.9.2. Technical requirements compliance.

3.9.3. Material control, marking and certification.

3.9.4. Packing, expediting, transportation, handling and storage.

3.9.5. Warranties and guaranties.

3.10. The tank fabricator shall produce a detailed construction plan. The plan will provide a

summary procedures, plans and execution, methodologies to be used by fabricator for all

management, controls, labour, supervision, consumables, tools, erection, equipment

necessary to construct, mechanically complete, test and pre-commissioning of tanks.

The project construction plan will address the followings :

3.10.1. Construction procedures.

3.10.2. Construction methodologies.

3.10.3. Temporary facilities procedure.

3.10.4. Punch lists procedure.

3.10.5. Pre-commissioning procedure.

4. FABRICATOR’S OBLIGATIONS

4.1. DESIGN

4.1.1. Supply of shop design drawings, calculation and supporting data, based on data

sheets approved by CONTRACTOR and API 620 & 650, for tanks and

appurtenances.

4.1.2. Supply of design tank foundation which must meet the requirements of AIC Code

and requirements for seismic events. Foundation calculations shall give details

referring to materials, design, parameters, codes and specifications used. Settlement

criteria and predictions shall be provided for foundations.

4.1.3. Supply of GENERAL ARRANGEMENT DRAWINGS showing minimum :

• Overall dimensions and relative location;

• True orientation of nozzles;

• Nozzle table listing size and rating of the above connections;

• Estimated operating weight;

• Erection weight;

• Acceptable loads and moments on flanges to which other items will be

connected.

• Foundation loading forces (static and dynamic);

• Location of internals (suspended deck, supports, rings, beams, brackets,

clips, etc.);

• Location and size of anchor bolts;

• Weld informations.

4.1.4. Supply of CROSS SECTIONAL DRAWINGS which indicate parts description

and show any relevant informations which cannot be clearly shown on the General

Arrangement Drawings.

4.1.5. Supply of Detailed Drawings of each part of tank, which must include plate layout,

welding details and :

• Overall size;

• Materials thickness;

• Location of longitudinal and circumferential seams of shell;

• Welding details for other seams;

• Extended and type of NDT;

• Material’s quality;

• Foundation reinforcement details;

• Foundation bolt location and penetration details for outer tank, including

number and size detail.

4.1.6. Supply of FABRICATION and CONSTRUCTION DRAWINGS, showing fully

dimensioned component parts of items being necessary to complete the work.

4.1.7. Supply of TECHNICAL DATA for insulation materials venting valves, hatch

catch, indicated on basic design;

4.1.8. Supply BILL of MATERIALS;

4.1.9. Supply of PAINT PROCEDURE;

4.2. FABRICATION

4.2.1. GENERAL

4.2.1.1. Prior to fabrication, must be submitted a fabrication procedure, including

supplier’s QA program which shall control a combination of design,

materials, preparation, fabrication, inspection, testing, cleaning, painting,

packing and shipping , that has to be done correctly to ensure the production

of acceptable finished product.

4.2.1.2. The method of fabrication must respect the minimum requirements described

bellow :

• All materials which are under fabricator’s scope of supply shall be accompanied

with proper, will test certificate (EN 0204 3.1);

• The profile of shell plate shall be accurate within a tolerance of 1,5mm in length

and +0,8mm in width. Negative tolerance will not be acceptable, in addition. The

diagonals measured across the rectangle, formed by scrubbing lines 50mm from

each edge, shall not differ by more than 2mm. For roof and bottom plates with

lapped seams, tolerance according to API 620 are acceptable.

• All shell plates shall be rolled to the correct tank curvature and all formed plates

shall be match marked with paint on the concave side with number as shown on

erection drawings. All rolled plates shall be stacked properly to retain the shape

and shall be handled carefully to avoid damages during transport.

• All dome roof plates shall be pressed to the correct curvature.

• Edges shall be mechanical cutting or machined.

• All materials will be subject of procedure for control, agregation and traseability

from receipt at the shop through processing and final assembly.

4.2.2. WELDING

4.2.2.1. All welding of tank plates, steel framing, structural, attachments, nozzles,

etc., shall carried out by qualified welders.

4.2.2.2. The qualification of welders will be based on :

• Welding Procedure Specification (WPS);

• Welder Performance Qualification Test (WPQT).

3 4.2.2.3. Before start of welding, the fabricator must submit to CONTRACTOR a

copy of :

3 • Welder Performance Qualification Records;

• NDE Personnel Certifications;

• The detail requirement regarding material certification for weld filler

material will be submitted during the detail design stage.

4.2.2.4. Suggested type of welding are as follow :

• Double beveled shell plates shall be prepared for seams which will be executed

on site. The site welds will be butt-weld from both sides of plate;

• Radial seams for annular plates of bottoms shall be butt-welded and shall have

complete penetration for the full thickness of annular plates, with a backing strip

of at least 5mm thickness;

• Lap joints on rectangular and annular plates, for bottoms, shall be full fillet-

welded on the top side only;

• Seams for steel structure, erected inside or outside of tanks, must be of seal

welded type.

4.2.2.5. Sequence of welding, employed both for tank welding and final welding of

the bottom, shell, roof plate, structure and appurtenances shall be arranged to

minimize the distortion due to weld shrinkage.

4.2.2.6. Electrodes for welding shall be basic or low hydrogen type.

4.2.3. SHOP ACCEPTANCE TEST

4.2.3.1. Performing of inspection and testing in accordance with API 620

requirements, as applicable, for part of tanks produced on shop.

4.2.3.2. Issue the Quality Control Documents.

4.2.3.3. Provide for OWNER’S inspector, the test location, equipment,

instrumentation of certified accuracy and any supplementary information

necessary to fully execute the shop tests.

4.2.4. PACKING and SHIPPING on SITE

• Mode and Method of packing and shipping on site are to be mutual agreed on by

fabricator and CONTRACTOR prior to fabrication and delivery of the tank. At final

destination, the fabricator will inspect the shipment, as necessary, to ensure that

received items have not been damaged during shipment and that required items and

supporting documents have been received.

4.3. ERECTION

4.3.1. Issuing of CONSTRUCTION PROCEDURE, comprising but not limited as :

• Site preparation;

• Temporary facilities;

• Method statements of work;

• Site materials handling;

• Erection procedure;

• Site welding procedure;

• NDE applicable;

• Construction utilities.

4.3.2. Erection of tanks, welding, NDE of works done on site.

4.3.3. Check of tolerances, which will be according to API 620 but minimum as follow :

correction action will be done. After completion, the shell not be out of vertical

line by max. 25mm.

After welding of bottom course, the distance from tank center to any two points

of the inside of the tank shell plates at tank bottom shall not differ by more than

1mm per meter and shall never exceed 25mm. The local deviation from design

form shall not exceed the followings when measured over a gauge length 1m :

- Plates up to and including 25mm thickness = 10mm;

- Plates over 25mm thickness = 8mm.

4.3.3.2. Roof tolerances.

• The differences in the gap between the shell and the periphery of the roof during

erection of roof shall not exceed 13mm from nominal gap.

4.3.3.3. Suspended deck’s roof tolerances.

• The tolerances will be specified by vendor according to requirements of API

620.

4.3.4. INSPECTION and TESTING

4.3.4.1. The fabricator shall carry out the various inspection and testing according to

API 620, drawings, technical specification and also as described on contract.

4.3.4.2. All tests shall be indicated on INSPECTION and TEST PLAN, submitted

to CONTRACTOR for approval and to be established the witnessed points.

For the witnessed points the fabricator shall provide to CONTRACTOR’S

inspector all facilities along with inspection: tool’s, instruments, etc, for

ensuring that the work is carried out in accordance with the requirements of

relevant codes.

4.3.4.3. Visual inspection of welds.

4.3.4.3.1. All site welding shall be subject of visual inspection by competent

welding inspector of the contractor, to ensure safeguard against failures

or bad practice. Particular attention shall be paid to the vertical and

horizontal joints in the shell plates, butt joints in the annular bottom

plates and other joints that pass under the shell plates. All these joints

shall be thoroughly de-slagged by chipping and brushing, and examined

between each run of weld metal failure such as lack of fusion, surface

cracks, slag inclusions and undercutting.

4.3.4.3.2. The following requirements are to be met :

• The profile of butt welds is uniform, slightly convex and free from overlap at the

tock of weld;

• There are not pronounced hunps or cavities causing by starting or finish weld

beads;

• The surface of the weld is free from cavities and does not display any porosity.

4.3.4.4. Radiographic inspection of welds.

4.3.4.4.1. Butt-welds in the tank shell and bottom annular plates shall be

radiographically inspected. The percentage of radiographic inspection

will be in fully accordance with API 620, as minimum.

4.3.4.4.2. Radiographs shall be taken as soon as welding of joints in completed. If

repairs are required, these shall be carried out before starting other welds.

New radiographic examination of such repairs shall be carried out.

4.3.4.4.3. Welds defects.

Welds that are shown by radiography to have any of defects or

imperfections defined bellow, shall be judged unacceptable.

• Cracks, incomplete fusion, incomplete penetration;

• Slay inclusions;

• Porosity.

Interpretation of defects must to be done according to codes define by

API 620.

4.3.4.5. VACCUM BOX TESTING

4.3.4.5.1. After welding of the bottom plates has been completed, all welds must be

tested to ensure that tank bottom is free of leaks by using a vacuum box.

Before the vacuum box testing the welds shall be thoroughly cleaned.

4.3.4.5.2. The weld for tank shell to bottom plates, shall be tested accordind to

requirements of API 620.

4.3.4.5.3. The fillet welds of shell on roof will be tested using liquid penetrant or

magnetic particle method.

4.3.5. HYDROTEST

The inner tank will be hydro-tested in accordance with API 620,

Section 18 and Appendix R, Section R 8.

4.3.5.1. PNEUMATIC TEST

The outer tank and roof will be tested in accordance with

API 620, App. R, Sect. R9.

4.4. QUALITY ASSURANCE & QUALITY CONTROL

4.4.1. Fabricator shall issue the QUALITY ASSURANCE PROGRAMME containing

the OVERAL QUALITY MANAGEMENT and PROCEDURE, which is

required to be adhered to during the execution of tanks.

4.4.2. Fabricator shall establish document and maintain an effective quality assurance

system as outlined in recognized codes.

4.4.3. QAP should cover details of personnel responsible for quality assurance, plans and

procedures, to be followed for quality control in respect of design, procurement,

installation, testing, etc.
