To be referred to as Barretts Race Meet at Fairplex from nowon, Fairplex Park was the first track in Southern California toallow fans to bet on racing when pari-mutuel wagering was legal-ized in 1933. The track boasted a 7.95 percent increase in handlein 2012 and will be celebrating its 75th race meet September 6-22.

juveniles who went under the gavel were reported as sold for a collective $8,426,000, yielding a dazzling 52.1 percent boost ingross receipts and justifying the decision by Barretts EquineLimited officials to move the 2012 auction to an earlier Marchplacement than in previous years. The average price jumped by8.7 percent, to $109,429, and the median increased by 21.4 per-cent, to $85,000. Along with these fiscal improvements, however,the buy-back rate rose from 23.6 percent in 2011 to 36.4 percentto 2012, as sellers placed stronger assessments on their bloodstock.

Nearly half of the horses sold last year—36 in total—command-ed six-figure purchase prices. Topping the 2012 auction with her$435,000 purchase by Japan-based interests was an Empire Makerfilly out of the California-bred mare Fortunate Event, a multiplestakes-placed winner by Event of the Year.

For the 2013 edition, buyers will have access to sons and daugh-ters of the prominent national sires Bernstein, City Zip, Discreet Cat,Elusive Quality, Exchange Rate, First Samurai, Flower Alley, HardSpun, Harlan’s Holiday, Henny Hughes, Henrythenavigator, IntoMischief, Kitten’s Joy, Majestic Warrior, Malibu Moon, MidnightLute, Scat Daddy, Smart Strike, Stormy Atlantic, Street Boss, StreetSense, Tapit, Tiznow and Unbridled’s Song. Also up for considerationare juveniles from the respective first crops of grade I winners ColonelJohn and Zensational.

Eight California-based stallions are represented by youngsters inthe elite catalog: Unusual Heat, Tribal Rule, Swiss Yodeler,Heatseeker (Ire), Bedford Falls, Storm Wolf, Dixie Chatter andSquare Eddie. The latter two are grade I winners whose sale offer-ings hail from their inaugural foal crops.

Under-tack previews will be individually timed at Fairplex Parkon Friday, March 1, starting at 10 a.m.

This year, 21 consignors will manage 49 separate consignments.Ciaran Dunne’s Wavertree Stables, which has led all Barretts

CHRB Meeting Advisory

The California Horse Racing Board(CHRB) meeting that was scheduled forMarch 21 has been cancelled. There willnot be a board meeting in March. Barretts was formed in 1989 and opened with its inaugural March Sale of selecttwo-year-olds in training the following year. The auction company plays host tosix sales annually, including the Paddock Sale at the Del Mar ThoroughbredClub, which this year will be July 21, and the recently added Winter Paddock Saleat Santa Anita Park, scheduled for December 28. Barretts’ first sale of 2013, theJanuary mixed sale, surpassed 2012 figures with gross sales up 56 percent andshowing across-the-board gains.

Under the previous Rule 18, theCertificate of Foal Registration for ahorse sold without pedigree wasreturned to The Jockey Club andcancelled, and the horse was nolonger considered a Thoroughbredfor breeding or racing purposes.

Under the amended Rule 18, theowner of a Thoroughbred can requestthat The Jockey Club attach a specialnotation to the Certificate of FoalRegistration to indicate the horseshould no longer be considered aThorough-bred for racing purposes.Unlike the previous Sold WithoutPedigree, horses that are Retired fromRacing are still consideredThoroughbreds for breeding purposes.

“For myriad reasons, owners maynot want their Thoroughbred to raceagain, but they do want the horse’soffspring to be eligible for registrationwith The Jockey Club,” said MattIuliano, executive vice president andexecutive director, The Jockey Club.“We developed the Sold as Retiredfrom Racing rule with that in mind.”

To sell a horse as retired from rac-ing, the owner must send a signed andnotarized Sold as Retired from Racingform, a set of photographs of thehorse, and the horse’s Certificate ofFoal Registration to The Jockey Clubwithin 60 days of the sale. The JockeyClub will stamp the certificate“Retired from Racing” and forward it to the purchaser. A copy ofsuch stamped certificates will be made available at registry.jockey-club.com for interested industry stakeholders.

The rule change comes as welcome news to owners, horsemen,and organizations dedicated to aftercare.

“I recently tried to sell ahorse for breeding purposesonly, but the horse ended upback at the track,” saidThoroughbred owner EarleMack. “This new rule willhelp owners do what theybelieve is in the best interestsof their horses. We surely oweour horses that.”

“This is a valuable tool to protect the future of retired racehorses,” said Rick VioletteJr., president of the New YorkThoroughbred Horsemen’sAssociation. “It will simplifythe transfer process and giveowners the peace of mind ofknowing the horses they retirewill not race again.”

“This rule will greatlyenhance Thoroughbred after-care efforts,” said MikeZiegler, executive director,Thoroughbred AftercareAlliance. “Many owners andrescue organizations were hes-itant about sending pedigreepapers with a horse becausethey were worried the horsewould end up back on thetrack. Now, the papers cantravel with the Thoroughbredto its second career, making iteasier to identify and more

appealing to new owners.”The retired from racing rule is spelled out below and can be found

NEW RULE 18

18. SOLD AS RETIRED FROM RACINGA. If an owner desires a Thoroughbred to be considered

retired from racing, the owner/owner’s agent must submit the following to The Jockey Club within 60days after the date of sale:

1. The Certificate of Foal Registration;2. A completed Sold as Retired from Racing form bearing

notarized signatures of both the owner/owner’s agent andthe purchaser/purchaser’s agent;

3. A set of four color photographs of the horse (front, bothsides, and rear views) clearly showing the color and themarkings (or lack of markings) on the head, legs andbody; and

4. Any further evidence and assurances as The Jockey Clubmay require.

B. Upon receipt in the Registry Office, the respectiveCertificate of Foal Registration will be stamped“Retired from Racing” and will be returned to the purchaser/purchaser’s agent. A copy of the stampedCertificate of Foal Registration will be made available on The Jockey Club Registry website at registry.jockeyclub.com.

C. Certificates of Foal Registration for Thoroughbredsthat were recorded by the Registry Office as SoldWithout Pedigree prior to March 2013 shall remaincancelled.

Led by five jockeys—including Kentucky Derby winners Chris Antley,Calvin Borel, and Craig Perret—the National Museum of Racing and Hall ofFame on Wednesday released the names of the 10 finalists for its 2013 ballot.

Jockeys Garrett Gomez and Alex Solis also made the final ballot, as didone trainer—Gary Jones—and the horses Ashado, Housebuster, Invasor,and Lure.

Under the current rules of the Hall of Fame, the finalists are the 10individuals who received the most votes from 86 names submitted to theHall of Fame's 16-member nominating committee. There is no quota onthe numbers of horses, jockeys, or trainers who can make the ballot.

From the final 10, four will go into the Hall of Fame, comprising thosewho receive the most votes from the 182 voters who receive the final ballot.

The winners will be announced on April 26. The Hall of Fame induction ceremonies are scheduled for August 9 in SaratogaSprings, New York, where the Hall of Fame is located.

Antley, who was 34 when he died in 2000, won the Derby onStrike the Gold in 1991 and Charismatic in 1999. Charismaticalso won the Preakness, but finished third, suffering a career-ending injury, in the Belmont. Antley's cradling of thestricken colt's injured leg was credited with helping saveCharismatic for stud duty. A winner of 3,480 races, Antley wonnine races in one day (four at Aqueduct, five at theMeadowlands) on Oct. 31, 1987, and he won at least one racefor 64 straight racing days in 1989.

Racing Hall Of Fame Names Calvin Borel, Chris Antley Among 10 Finalists

The 74th running of the $500,000 Hollywood Gold Cup and the $350,000American Oaks (both grade I) headline a stakes schedule worth more than

$6.8 million for the 2013 spring/summer meet at Betfair Hollywood Park. The 75th anniversary season begins April 25 and continues through July 14.Contested at 1 1/4 miles over Cushion Track, the Gold Cup, won a year ago by Game On Dude, will be

July 6. It is part of a stakes doubleheader that will also feature the $150,000 Royal Heroine Mile (grade II) forolder fillies and mares on turf.

The American Oaks, which featured a rail-skimming victory by favored Lady of Shamrock in 2012, will becontested July 13. It is the last of six grade I events during the meet.

An invitational for three-year-old fillies at 1 1/4 miles on turf, the American Oaks anchors a program thatalso includes the $200,000 A Gleam Handicap (grade II) for older females at seven furlongs, the $150,000Landaluce Stakes for two-year-old fillies at six furlongs, and the $150,000 Hollywood Juvenile Championship(grade III) for two-year-olds at six furlongs.

“Once again, the Hollywood Gold Cup and the American Oaks are the highlights of the season,” said MartinPanza, Betfair Hollywood Park’s Racing Secretary and Vice President for Racing. “The meet should get off to agood start with the well-received Golden State Series continuing on California Gold Rush Day (April 27).”

A grade I on turf, the $300,000 Shoemaker Mile will be run June 29, along with the $250,000 Triple BendHandicap (grade I) at seven furlongs.

For the second year in a row, the Swaps Stakes (grade II) will be offered on the Fourth of July. Offering apurse of $150,000, the Swaps, which is for three-year-olds at 1 1/8 miles, is the main attraction of a holiday cardthat kicks off the second-to-last week of the 49-day meet.

The first of 10 multiple stakes days at the stand is California Gold Rush XIV, the annual showcase for Cal-breds.Run at 1 1/8 miles, the $300,000 Snow Chief Stakes and the $250,000 Melair Stakes are the main Gold

Indiana Senate PassesBill Allowing Table

Games At RacetracksThe Indiana Senate on Monday

passed a bill that would give Indiana’sracetrack-casinos the ability to operatetable games like craps, roulette, andblackjack, but the legislation faces anuncertain future in the House.

The Senate voted 32-18 for the bill,which also would grant tax breaks to thestate’s 10 riverboat casinos and allowthem to relocate to dry land. Federal Bills Would Open Sports Gambling

Legislation continues to be considered at the federal level that would allow sports gambling andfederal legislators also are expected to revisit Internet poker in 2013.

According to the American Horse Council (AHC), two bills have been introduced inCongress to ease the federal ban on betting on professional and amateursports. Federal legislators also areexpected to again consider legalizingonline poker, according to the AHC.

One sports gambling bill would amendthe Professional and Amateur SportsProtection Act to allow all states a four-year window to pass sports betting. The second bill would allow NewJersey to offer in-state sports betting.

New Jersey has been at the forefront ofinitiating sports betting. In 2011, NewJersey voters amended the state constitu-tion to allow sports betting at casinos andracetracks. The state legislature thenpassed a law allowing sports betting, butthe federal law still prohibited it. Thestate has filed a lawsuit in federal courtarguing that the current federal ban isunconstitutional.

Online Gaming Signed IntoLaw In New Jersey

Gov. Chris Christie February 26 signed legisla-tion legalizing Internet gambling through theAtlantic City casinos. The state legislature passedthe bill just a few hours earlier.

The law includes changes sought by Christie,including a 10-year trial period for online gamingand a tax of 15 percent rather than 10 percent.There are no provisions in the law for horse racingin New Jersey to benefit from online gaming.

New Jersey became the third state in thenation to legalize gambling on the Internet. Ontario Breeding Industry Hit Hard By Loss Of Slots Revenue

It was not long ago that Glenn Sikura’s Hill ‘n’ Dale Farms in Aurora, Ontario was bursting atthe seams with mares and foals in the midst of a hectic breeding season.

That scenario is pretty much gone this spring as Ontario’s Thoroughbred breeding industrystruggles to stay alive because of a radical decision announced a year ago by the Ontario govern-ment, under now-retired Premier Dalton McGuinty, and the Ontario Lottery and GamingCorporation.

As of March 31, the 20 percent of slot machine revenues allocated to the province’s 17 race-tracks that housed Ontario’s slot machines will come to an end, 12 years after the partnershipbegan. While the province’s share totaled about $1 billion per year, the provincial debt and theOLG’s new gaming strategy, including the planned introduction of a new casino in downtownToronto, led to the decision to end the Slots at Racetracks program, which was met withincredulity by everyone in racing.

The decision to abruptly end the slot revenue means that some $345 million per year is lost tothose tracks and, in turn, to breeders and owners.—continued at www.DRF.com, By Matt Hegarty

Horsemen expect members ofCongress to make another attempt atwinning support for legislation thatwould regulate medication use in race-horses by banning all race-day adminis-tration.

Brian Fitzgerald, a lobbyist for theNational Horsemen's Benevolent andProtective Association, said Feb. 21 thatRepublican Rep. Ed Whitfield ofKentucky and Democratic Sen. TomUdall of New Mexico are expected tointroduce another bill this year. Thelawmakers in previous years have beenunable to move the bill forward.

On March 3, 1987, T. V. Residual, a daughter of Pirate’s Bounty, won the $50,000Princessnesian Handicap for fillies and mares at Golden Gate Fields, with Lady Maxine D.second and Novel Sprite third in a field of eight. T. V. Residual was trained by Richard Crossand ridden by Luis Ortega. She ran the 1 1/16 miles in 1:40 3/5, tying a track record, andwon by two lengths at odds of 33-1. R. V. Residual was the second of seven foals out of the T. V. Lark mare T. V. Caper, who also produced the stakes-place Inspection. ThePrincessnesian was T. V. Residual’s fourth win in 17 starts. She placed in five other stakesand finished her career with four wins in 21 starts and earnings of $176,083. T. V. Residualwas bred by owner Martin Wygod and foaled at River Edge Farm in Buellton. As a brood-mare, she had nine foals, including stakes winners Warning Label and Singular Vision andthe stakes-placed Soap Opera Queen.
