2017 EWA Horse of the Year GENERAL RULES AND CONDITIONS OF ENTRY

The event is to be run under EA rules in so far as they are applicable to this event and shall include any other rules formulated by the organising committee. We strongly recommend that all competitors obtain a copy of the relevant EA rules through the EWA website www.equestrianwa.org.au These rules are to be read in conjunction with the EA Disciplinary By-Laws, Member Protection Policy and Medication Control Policy. They will be reviewed from time to time, and updated as necessary. Ignorance of the rules will not be accepted as an excuse for any breach of the rules. The appointment of a Steward or other Official whether or not provided for in these rules, does not absolve the competitor from such responsibility. Making an entry to an event under the control of Equestrian Western Australia constitutes implicit acceptance of the EA and EWA Show Horse rules.

CLOSE OF ENTRIES: Entries close midnight (10 pm Perth time) Monday 31st July 2017 on Nominate

www.nominate.com.au. Competitors must choose to compete in either Show Horse or Show Hunter. MEMBERSHIP & HORSE REGISTRATION: All horses and ponies must be registered with EWA and owned or leased by a financial member to be

eligible to compete. All riders, Ring sitters and Lead Rein handlers must be current financial members of the EWA. Lead

Rein Handlers may be either a competitor or participant member of EWA. NO horse/pony will be permitted to enter the ring if they are unmounted. All rider mounts MUST BE registered with EWA. The minimum age of horses/ponies competing in show horse classes is 3 years of age or over at 1st

August. DOMICILITY OF HORSE/RIDER: Horses/ponies must be domiciled in Western Australia for a minimum period of no less than three

(3) months during the previous twelve (12) months immediately preceding the day of the show. Any horse/pony having competed interstate during this period must provide proof of travel dates. If a rider has competed in an EA HOTY in the current year in a qualifying class in another State they

are not eligible to compete in another EA HOTY in the same calendar year. AGE OF RIDERS: Age of all riders is at 1st January 2017. Additionally, Riders turning 5 years are eligible to

compete on the day that they turn 5 years old. See rule 4.5 of the National Show horse Rules.

ALL ponies competing in the weekend’s events 12.0 hh and under, MUST be ridden by a rider 14 years and under. This includes ring sitters

SWABBING: Swabbing will take place in accordance with the Equestrian Australia’s Anti Doping and Controlled

Medication Regulations. Full rule details are available at www.equestrian.org.au HEIGHT CERTIFICATES & MEASURING: All horses/ponies MUST hold a current valid EWA Measuring Certificate. ORIGINAL Measuring

Certificates MUST BE produced at the time of collecting numbers. Screen shots will not be accepted. Measuring will be available at this event. COACHING Any outside assistance or intervention, including coaching by voice, signs, etc, may result in

elimination. Refer to National Show Horse rule 1.1.20 WHIPS: A whip not exceeding 75 cm in its entirety (including tassle) may only be carried. Only the rider

when riding, walking or leading a horse is allowed to carry one whip, maximum 75cm, anywhere on the ground while competing (nb: length of whip restriction does not apply when exercising and/or warming up).

BITS: Bits must comply with EA National Show horse rules 2017 Section 3.9. PRIZES: Any prizes awarded must be collected on the day, if not you forfeit the prize. PROTESTS: Any protests must be made in writing, signed and handed to the Show Horse Coordinator with a

deposit of $100 at least four hours prior to the advertised start of the event (not the class). Please refer to the National EA Show horse rules for protests.

OFF THE TRACK CLASSES: Off the Track Classes for retired racehorses is open to all eligible Thoroughbreds registered with the

Australian Studbook. Unraced, untrialled and unnamed horses are all eligible to enter. Horses do not need to be registered with EWA. Riders are required to be either a Competitor or Participant member of EWA. Race name of horse needs to be included with the entry. (Off the Track entry form MUST BE completed). If race name is unknown, brands need to be supplied. Help with the identification of horse’s race names can be obtained by contacting Off the Track WA on 0438 746487 or email [email protected]

The Off the Track ridden class will be a free workout. HORSE OF THE YEAR QUALIFICATIONS: The following qualifying conditions are required to be met for entries to be valid. In 2017 No qualifying points will be required to compete at the EWA HORSE AND RIDER OF THE

YEAR CHAMPIONSHIPS. Current riders/handlers/owners must renew their Memberships to Equestrian WA by 28 Feb

2017. Horses must be registered with Equestrian WA and hold a current Show Horse competition licence. (The renewal is on your membership renewal invoice.) IT IS THE OWNER/RIDERS/HANDLERS RESPONSIBILITY TO ENSURE COMPETITION LICENCES ARE VALIDATED AND DATE STAMPED.

New rider/handlers/owners must be current financial members at the time of close of entries for Horse of the Year and horses/ponies must be registered with a competition licence validated and date stamped. IT IS THE NEW OWNER/RIDERS/HANDLERS RESPONSIBILITY TO ENSURE COMPETITION LICENCES ARE VALIDATED AND DATE STAMPED.

All riders in State Classes MUST BE a competitor member of EWA. All owners of horses/ponies in State Classes MUST BE either a competitor, participant or supporter

member of EWA.

REFUNDS: Refunds will only be made on production of a veterinary or medical certificate and must be

forwarded to the Show Horse Coordinator, EWA within 7 days of the event. All refunds will incur a $30 administration cost. Any refund will be at the discretion of the organising committee.

COMPULSORY FEES: All competitors must pay the compulsory fees, including a non refundable administration fee. OWNER/RIDER: Horses must be owned and registered in the name of the competitor or an immediate family member (mother, father, brother, sister, grandmother, grandfather). Competitors with horses leased and hold a legal lease document with EWA are eligible to compete in Owner/Rider classes. MARSHALLING AREA: Competitors should have their horses in the Marshalling Area not later than 10 minutes prior to the start of their event. Announcements will be made for classes. Any competitor not present with their horse at the time of the commencement of the event may miss their event. No refunds will be given for missed events. Horses will compete in catalogue order. Exceptions may be made if approved by a relevant official. WA SPECIFIC HOTY: Rural HOTY: Horses/ponies must be domiciled in rural Western Australia for a minimum period of no less than

Rural is no less than 85 kms outside Perth GPO (as per rural map). ALL ponies 12.0 hh and under must be ridden by a child 14 years and under. This includes ring

sitters. Highest placed rural horse/pony in each Horse of the Year open classes (show hacks and show

hunters but excluding lead rein) will be deemed the winner. One winner only in each group. (This will be judged/awarded similarly to the WA Bred in each open class). Additional entry fee applies.

Child’s Events: Horses/ponies in these events must be ridden by a child 17 years and under as at 1st January 2017. All ponies 12.0 hh and under MUST be ridden by a child 14 years and under as at 1st January 2017.

This includes ring sitters. Additional entry fee applies. WA Bred: WA Bred horses/ponies must have been bred in Western Australia to be eligible for this award. WA Bred horses/ponies to have actually foaled down in Western Australia to be eligible for this

award. Highest placed WA Bred horse or pony in each horse of the year open class Show horse, Show hunter

and Lead Rein classes are eligible for this award. Highest placed WA Bred horse or pony in each horse of the year open class will be deemed the

winner. One winner only in each group. Additional entry fee applies. Smartest on Parade: o All competitors in horse of the year child’s and open classes in 2017 will be considered for these

awards to be judged by all three presiding judges. One winner only in each group. No additional entry fee.

Lead Rein Classes: Arena will be shortened for Lead Rein and First Ridden Classes. Riders turning 5 years are

eligible to compete on the day that they turn 5 years old. See rule 4.5 of the National Show horse Rules.

2017 EWA Horse of the Year Conditions of Entry

These rules are basic rules to be adhered to by the States in the conduct of State Horse of the Year and Riding Championships and only refer to those classes that qualify horses/riders for the Australasian Show Horse Championships. States are still able to include additional conditions to the conduct of their State event that are State specific and not in contradiction to these rules. FALL OF HORSE AND/OR RIDER: If in the lineup, during a workout, or on the circle there is a fall of horse and/or rider it will

entail elimination from that class. If a horse leaves the workout area, other than at the direction of a judge or official, it will entail elimination from that class. The Judge has the power to eliminate a horse or rider if it is deemed by the judge to be erratic and unruly.

APPROVED SAFETY HELMETS: Approved safety helmets must be worn at all times when riding. The retaining harness must be secured and fastened at all times. Riders without approved headgear shall be ineligible to compete until rectified. STATE HORSE OF THE YEAR AND RIDER CHAMPIONSHIPS: These rules are to be adhered to by the State Organising Committee in the conduct of State Horse of the Year and Rider Championships and only refer to those classes that qualify horses/riders for the Australasian Show Horse and Rider Championships. All State Committees that do not adhere to these rules may render all riders and horse’s ineligible for competing at that year’s Australasian Horse and Rider Championships at the discretion of the NSHC. • The event is to be conducted under the rules and by-laws of Equestrian Australia. • Horses must be registered with the Equestrian Australia Ltd and at least any one owner/lease

must be a financial member of that State and registration papers be in the name of the owner or lease at the time of entry.

• Horses can only be shown at State HOY by a financial member of that State. • Show Horse, Show Hunter, Child’s classes and Leading Rein classes – All horses must have a

current EA height certificate. Refer to the EA Measuring Rules. • A horse that has a height protest lodged against it is ineligible to compete at an EA State Horse

of the Year Show until re-measuring has occurred. • A horse that has a protest lodged against it and is re-measured must compete in accordance

with the National Show Horse Rules 1.1.4. • An EA qualified measurer will be in attendance at all EA State Horse of the Year shows for re-

measuring purposes. • For all EA State Show Horse Championships and EA Australasian Show Horse and Rider

Championships all protests must be lodged at least four hours before the advertised time of the start of the Event (not the class).

• Winners and runners up in Classes 2-9, 11-18, 19-23, 26-29, 31, 34-37 and 40-43 are invited to represent Western Australia at the 2017 Australasian Show horse and Rider Championships. 3rd place getters will be invited to attend should a position become available.

INTERSTATE HOTY • Show Horse, Show Hunter, Child’s Show Horse, Child’s Show Hunter and Leading Rein classes –

If a horse has competed in a qualifying class at a HOTY in the current year in another State it is not eligible to compete in another HOTY in the same calendar year.

• Rider Classes – If a rider has competed at a HOTY in the current year in a qualifying class in another State they are not eligible to compete in another HOTY in the same calendar year.

• Show Hunter – If a horse/pony is entered as a Show Hunter it will be precluded from entering the State Horse of the Year as a Show Horse.

TO JUDGE A STATE HORSE OF THE YEAR • Judges must have a minimum of two year’s experience on a State or National list. • A maximum of two judges from any one state is permitted. • Judges will be randomly selected by State EA Office by the EO unless a conflict of interest is

registered. Should a conflict be registered, the EA National Office will randomly select Judges. • Selected judges will need to accept or decline the offer to Judge at the State HOTY by signing

and returning the Judging Form to EWA. ANY State Committee that does not adhere to these rules will render all riders and horse’s ineligible for competing at that year’s Australasian Horse and Rider Championships. As a minimum, a winner and runner up is to be sashed and announced at the event. STATE SHOW HORSE AND RIDER CHAMPIONSHIP CLASSES Please refer to National Show Horse Rules available at www.waequestrian.org.au • Random swabbing will take place in accordance with the EA Medication Control Policy. • All judges were randomly selected and contacted in order of selection until there were four (4)

accepting judges. • The Judge’s decision is final. • As a minimum, a winner and runner-up is to be sashed and announced at the event. • In qualifying Show Horse, Show Hunter, Rider, Lead Rein and Child’s classes three judges must

be used as per the National Show Horse Judges System (excluding Northern Territory due to geographic isolation).

• All qualifying events for the Australasian Show Horse and Rider Championships (i.e. State HOTY’s) must be run by the State’s Show Horse Committee (who may form or co-opt an organising sub committee). Refer to EA Conflict of Interest Policy.

• Results of winners and runners-up and the names of all Finalists (Top 10) to be sent to the relevant EA State Branch Office.

• Judges who have accepted to judge at a State Horse of the Year and Rider Championships will not accept a judging appointment in similar classes at a Royal Show in the same State within a 12 month period.

• The Ring Master and Judge’s host must be independent and this must be reflected in the State’s program.

• A scorer may not officiate in any class where they have a Conflict of Interest or perceived Conflict of Interest and will not have any deliberate contact with the Judges prior to the class/classes or in which the Conflict of Interest occurs.

• A competitor may not exhibit before a judge if within the period of six months of the date of competition: o The competitor is a member of the judge’s family o The competitor has represented the judge or competed on a horse owned by the judge o The horse or any horse was owned or leased by: The judge; Any member of the judge’s family; The judge’s employer, employee or business partner’ The judge or his business partner provided privately arranged tuition to the horse or

competitor (not including group clinics); The competitor has given privately arranged tuition to the judge or trained or prepared

a horse owned or leased by the judge (not including group clincs); The competitor is employed, has been employed by or has been a business partner of

the judge In addition to the above dot points, a competitor may not exhibit before a judge if he or

his family has provided private accommodation for the judge within a 3 month period prior to or during the event.

• A judge or his family shall not visit neither the competitors nor the competitor’s horses, nor inspect or discuss any horse entered in the event for the duration of the show, except as required for judging.

• No person shall approach a judge for the duration of the event unless they first obtain permission from the Ring Master or Ring Steward. A competitor seeking the opinion of a judge must do so under the supervision of a Steward.

AUSTRALASIAN SHOW HORSE AND RIDER CHAMPIONSHIPS: • Horses must be registered with, and riders and owners members of Equestrian Australia Ltd. • The class a horse qualifies for at a State Championships will be the class that the horse

competes in at the National Championships, regardless of changes to a height certificate or protests.

• All measuring to be finalised at State Championships and any protests at State Championships should include a valid reason.

• The right of the protest remains but does not include a horse once it has qualified for the National Championships unless the protest had been lodged prior to the event of qualification.

ENSW 2018 SOUTHERN CROSS SHOW HORSE CHAMPIONSHIPS: • All winners, 1st runner up & 2nd runner ups of Owner/Rider, Child’s, Open Show Horse, Open

Show Hunter, Off the Track Ridden and Leading Rein Show Pony/Show Hunter Pony will be invited to attend the 2018 ENSW Southern Cross Show Horse Championships to be held at SIEC in March 2018.

FIRST RIDDEN: A first ridden pony is one which is suitable as the first pony for a child once it is able to ride without a lead rein. It must therefore still be a calm and very well mannered pony with enough good paces to encourage the rider. The height limit is 12.2 hh and the riders age must be 5 years and under 12 years of age.

FREE WORKOUT FOR ALL CHILDS SHOW HORSE, SHOW HUNTER, OPEN SHOW HORSE, SHOW HUNTER AND OFF THE TRACK COMPETITORS LEADING REIN, FIRST RIDDEN, OWNER/RIDER AND RIDER CLASSES WILL BE SET WORKOUTS

TIME LIMIT 2 MINS AND 30 SECONDS.

WORKOUT MUST INCLUDE:

Ten Metres of walk (free walk included)

Trot on both reins

Lengthen stride at trot (show horse)

Canter on both reins

Lengthen canter stride (show hunters must show hand gallop)

CONDITIONS

Music will stop at 2 minutes & 30 seconds.

ALL WORKOUTS MUST ENTER TO YOUR LEFT AND EXIT TO YOUR LEFT

MUSIC

All competitors are invited to provide music for their individual workout in the Show Horse and Show Hunter events (including Child’s & Lead Rein classes). First Ridden, Owner/Rider, Rider and Off the Track classes will have random music played.

Class no, Class name and name of Horse and Rider must accompany music or it will NOT BE ACCEPTED. Music must be received by MIDNIGHT (Perth time) WEDNESDAY 2ND AUGUST.

ABSOLUTELY NO LATE MUSIC WILL BE ACCEPTED
