I. WELCOME TO THE JOINT SERVICE HONORS COMMAND

A. We would like to take this opportunity to formally welcome

you to our ranks as a member of our organization and extend to you the hand of friendship and comradeship. We value our members highly and feel that we are truly united in purpose and mission.

B. This manual is designed to assist all new members to obtain

knowledge of our organization, policies and practices so that you may more quickly assimilate as an active participating member in our ranks.

C. We will always endeavor to assist you in any way possible to

promote your active participation. We trust that all of us truly believe in what we are doing and have a strong desire to serve the families of veterans who honorably served in the armed forces of the United States.

II. PURPOSE AND MISSION

A. Hundreds of veterans of the U.S. Armed Forces die each day nationwide. Although there are several organizations as well as active duty units and national guard which provide military honors for veterans, there is not nearly enough of these available to insure that every veteran who served has the opportunity to have full military honors provided at funeral and memorial services. Although we provide these honors in behalf of the deceased veteran, it is the families we serve. All veterans who have served their country honorably are authorized and deserve to have full military honors. It is our goal to see that these honors are provided.


B. The Joint Service Honors Command is composed of military

retirees and former members of every branch of service of the U.S. Armed Forces. The Joint Service Honors Command are disciplined, trained, loyal uniformed volunteers who stand ready to serve our area.

C. Our primary mission requires highly trained individuals in

color guard and honor guard ceremonies. Our funeral and memorial honor guard is composed of salute riflemen, a bugler, a flag folding team, a flag and spent shell case presenter, a team commander, a chaplain and bagpiper when requested, and an over-all commander. We also act as pallbearers when needed. Our color guard is composed of several flag carriers and a color guard commander.

D. All of these duties require preparation and a good deal of

training. Much of this training is accomplished at our monthly drill meetings to which all members are asked to attend. The monthly drills are normally held on the third Wednesday of each month at the Clovis Veterans Facility at 4th and Hughes in Clovis, CA and run from 1900 to 2100 hrs. We also practice at services when time permits.

E. All personnel serving in any public capacity must present a professional military bearing and be clean and well groomed with the proper uniform in good and clean condition. At these services we have only one chance to do it right. The highly charged emotional aspect of these services requires absolute perfection.

III. ORGANIZATION, POLICIES AND GUIDELINES

A. The Joint Service Honors Command is a designated 501 (c ) (3) non-profit corporation. It is governed by a seven member board of directors who come from our ranks, pursuant to the legally adopted and approved by-laws of the corporation. Elections are held each year and board members are determined by a vote of the active members of JSHC in good standing. A portion of the board of director positions are up for election each year in January, and either


4 or 3 are elected in alternate years. To be eligible to be elected to the board, a person must have completed at least one year of service and have attended at least 9 drill meetings within that year. Each elected board member serves for a term of 2 years. We are all volunteers and receive no compensation or reimbursement of any kind. Your reward is the pride and satisfaction you gain from doing your part to render military honors to fellow Americans who gave unselfishly for the benefit of this nation.

B. Members serve as long as they feel the need to do so and there is no specific time period designated for service.

C. Members who are retired military or who served in a branch

of service are encouraged to wear that uniform. Accepted members who have not served in the military will wear a uniform designated by the commanding general (usually the army uniform or the JSHC uniform).

D. When entering service with JSHC, each member is

appointed to either NCO or commissioned officer rank. This included enlisted ranks from E-4 to E-9 and commissioned officer ranks as determined by the appointing officer. Often a former service member will be appointed to a grade higher than that last served on active duty.

E. Obtaining uniforms is the responsibility of the member.

Normally a member must obtain a dress uniform in order to perform at a service and a class B uniform for drill. Assistance is given to help new members or existing members obtain uniforms for the lowest cost possible.

IV. UNIFORMS AND INSIGNIA Uniform Directive

A. Scope: this directive applies to all members of the Joint Service Honors Command.

B. Purpose: As a “Military Society”, Dept. of Defense prescribes that we must clearly indicate that we are such


and separate from the actual military branch we represent. We are in compliance as long as we define our organization in a manner making it obvious that we are members of the Joint Service Honors Command.

C. General:

1. While we need to comply with the purpose

outlined in paragraph B above, we are authorized to wear the military branch uniform we represent. Our official endorsement comes from Dept. of Defense Directive 1300-15.

2. Families or deceased veterans expect us to wear the proper uniform for any specific branch of service. Modifications that detract from this are unacceptable and detract from the dignity of the ceremonies we conduct.

3. No unauthorized emblems, patches, pins or other materials are to be worn on the uniform.

4. The wearing of the uniform is justified only when performing official duties outlined in our mission and purpose statement. Examples of this would be the conduct of interment rites, recruiting, or ceremonies directed by command staff of the JSHC.

D. Branches: Military branches of the JSHC are: U.S.

Army, U.S. Marine Corps, U.S. Navy, U.S. Air Force and U.S. Coast Guard. Allied military personnel (ie. Canadian, Scottish bagpipers etc.) are accepted into our ranks as is the case with the various military services. These individuals are encouraged to wear the uniform of the nation they represent. All members are to wear the uniform of the service in which they served. Those who have no prior service shall wear the uniform of the U.S. Army or the JSHC.


E. Insignia: In The JSHC, we wear distinctive insignia which brings us into compliance with DOD Directive 1300-15. The initial allotment of insignia or award is issued free of charge to all new members of JSHC according to their branch of service. Subsequent items of insignia and awards after the initial allotment of insignia or initial award, may be purchased from JSHC at our cost.

F. On The following pages are illustrations of uniforms

from the various branches of service showing the location of JSHC insignia and JSHC awards on the uniforms.

G. Due to the summer heat experienced in the central

valley we often remove our uniform coats and jackets when temperatures exceed 85 degrees at the time of the service. This means that we perform in summer uniform without jackets. For this reason it is recommended that members have a second set of ribbons and insignia on the shirt.

V. Awards & Promotions: A. Various awards in the form of ribbons and badges are

awarded to deserving members of JSHC. The illustrations of those ribbons and badges along with the criteria for the awards are also shown on subsequent pages.

B. Promotions beyond the initial rank assigned by the

appointing authority upon entry into Joint Service Honors Command are given basically to individuals who assume positions of responsibility commensurate with a specific rank according to the needs of JSHC.

VI. TRAINING: Monthly training is held on the third Wednesday of each month usually at the Clovis Veterans District building at 4th and Hughes in Clovis, CA. It is held from 1900 to 2100 hours. Uniform for training and drill is Class B or BDU’s etc. We hope to produce two new training videos in the near future, one for folding of the flag and one for the manual of arms and rifle team procedure.

1. PURPOSE

This Directive

Prescribes JSHC policy, criteria, and administrative instructions concerning individual

and group awards.

The goal of the JSHC awards program is to foster mission accomplishment by

recognizing significant voluntary unpaid contributions by members of JSHC and by

motivating them to high levels of performance service.

JSHC Awards Program, as with similar programs in other services, is to provide tangible

recognition for acts of valor, exceptional service or achievement, special skills or

qualifications and acts of heroism not including combat.

2. APPLICABILITY

2.1 This Directive applies to all members of the JSHC.

2.2 These procedures will be followed, except when, in the judgment of the commander,

exceptional circumstances dictate otherwise.

3. DEFINITIONS.

3.1 Heroism: Specific acts of bravery or outstanding courage, or a closely related series

of heroic acts performed within a short period of time.

3.2 Distinguished her/himself by: A person to have distinguished himself must, by

praiseworthy accomplishment, be set apart from other persons in the same or similar

circumstances.

3.3 Duty of great responsibility: Duty which, by virtue of the position held, carries a high

degree of the responsibility for the successful operation of a major command, activity,

agency or project. The discharge of such duty must involve the acceptance and

fulfillment of the obligation so as to greatly benefit the interest of JSHC.

3.4 Major Command (MACOM): Within the Joint Service Honors Command, the

following are major commands:

4. POLICY

The governing regulation for the wearing and appearance of JSHC uniforms and insignia is JSHC

Regulation 670-1, appropriate U.S. Forces Services Regulations, and such additional modifications as shall

be published from time to time as changes to this Directive.

4.1 The JSHC authorizes wear of all decorations received from any branch of federal

service.

4.2 The JSHC authorizes wear of all decorations received from any branch of state

service. Consult respective state regulation for order of precedence and order in which

worn.

4.3 The JSHC authorizes wear of all decorations received from any branch of service of

foreign countries, but only those countries with which the United States has a Statute of

Forces Agreement (SOFA). NO EXCEPTIONS WILL BE MADE TO THIS

POLICY.

4.4 Precedence of Award for JSHC. Precedence for awards in the JSHC is as follows:

4.4.1 U.S. military decorations

4.4.2 U.S. unit awards

4.4.3 U.S. nonmilitary decorations

4.4.4 U.S. good conduct medals

4.4.5 U.S. campaign and service medals

4.4.6 U.S. Merchant Marine awards

4.4.7 JSHC individual and unit awards

4.4.8 State individual and unit awards

4.4.9 Foreign decorations

4.4.10 Foreign unit awards

4.4.11 Foreign service awards.

5. RESPONSIBILITIES

5.1 The J1, Assistant Chief of Staff for Personnel will:

5.1.1 Ensure the Award Section is adequately staffed to meet demands, and the Awards

Board is properly appointed.

5.1.2 Issue revisions to this Directive as required.

5.2 Headquarters, JSHC Awards Section will:

5.2.1 Promptly submit recommendations to Award Board for action.


5.2.2 Publish Permanent Orders of awards, and/or memorandums of downgrade or

disapproval as required.

5.2.3 Maintain database of awards by individuals.

5.3 Commanders of JSHC Components. Commanders of Regional, Brigade and Group

will:

5.3.1 Appoint MACOM Awards Officer, authorized to publish MACOM level Permanent

Orders for Awards in accordance with this Directive.

5.3.2 Forward recommendations in a timely manner that require approval by

Commander, JSHC.

5.3.3 Make quarterly reports and forward copies of MACOM permanent orders or

awards, as outlined in this Directive.

5.3.4 This directive will be followed, except when, in the judgment of the Commander

JSHC, exceptional circumstances dictate otherwise. Conflicts will be resolved through

recommended changes to this Directive. Commanders will not publish regulations or

instructions relating to this Directive.

6. EFFECTIVE DATE: This Directive is effective immediately.

E1. ENCLOSURE 1

MEDAL AWARDS BOARDS, AWARD OFFICERS AND MACOM REPORTS

E1.1 JSHC AWARD BOARD.

E1.1.1. The JSHC Awards Board is appointed by the National Commander on HQ JSHC Orders to

review the awards described in paragraph E3, below. The JSHC Awards Board shall consist of at least three

officers/senior NCOs assigned to HQ JSHC. At least one officer/senior NCO shall be a member of each

Award Board. The Chief, Awards Branch shall serve as a permanent secretary of the Board. The Board

may meet from time to time in person, or may conduct their business by telephone or email.

E1.1.2 Awards Branch will process all incoming recommendations for awards for presentation to

the Board for their review and recommendation. After the Board has completed their review, Awards

Branch will process the Board’s finding and forward them to the Commander, JSHC for approval. After the

Commander has adjudicated the Board’s finding, Awards Board will out-process the Commander’s

decision into Permanent Orders and awards and/or memoranda of downgrading and disapproval. While

complete records will be kept of this process, the entire process is confidential and not to be divulged for

any reason.

E1.2 MACOM AWARDS BOARDS.

E1.2.1 MACOM Commanders will appoint MACOM Awards Boards under MACOM Orders in

the same way as the JSHC was appointed in paragraph E1.1, above.

E1.2.2 The MACOM Awards Officer appointed under paragraph E1.4, below, will serve as

permanent secretary; and process MACOM recommendations for awards seeing that all recommendations

of award described in paragraph E1.3, below, are forwarded to National HQ Awards Branch for

adjudication IAW this Directive.

E.1.3 AWARDS REQUIRING ACTION OF THE NATIONAL AWARDS BOARDS.

Recommendations for the following awards must be reviewed by the National Awards Board:

E1.4 APPOINTMENT OF AWARDS OFFICER

E1.4.1. The J1, Assistant CoS of Personnel shall appoint an officer as Director of Awards. This

officer has overall responsibility for the JSHC awards program and the awards process. As additional

duties, this officer is to be appointed:

E1.4.1.1. Assistant J1 to publish all HQ JSHC Permanent Orders which shall be reserved for the

announcement of awards.

E1.4.1.2. Permanent Secretary of the JSHC Board.

E1.4.2. MACOM Commanders shall each appoint an officer to serve as the MACOM Awards

Officer as their primary duty. As additional duties, this officer is to be appointed:

E1.4.2.1. Assistant G1/S1 to publish all MACOM Permanent Orders which shall be reserved for

the announcement of awards.

E1.4.2.2. Permanent Secretary of the MACOM Award Board.

E.1.5 REPORTS REQUIRED TO BE MADE BY MACOM’S. MACOM Commanders are

responsible to report to this headquarters, ATTN: J1, quarterly, the number of awards issued by their

command on Permanent Orders. Copies of the Permanent Orders announcing the awards will be attached to

the reports. Totals on each succeeding report are to be cumulative so that the 4th quarter report becomes the

annual report. Reports for the prior calendar year are required at this HQ NLT 30 days after the end of the

quarter.

E.1.6. TIMELINESS OF RECOMMENDATIONS FOR AWARDS. It is highly desirable that

recommendations for awards be written as soon after the action or service as possible so that awards will

have the greatest impact on the JSHC member receiving the award. Also, in the case of awards for heroism,

where eyewitness statements and supporting documents are required, that the accounts of what happened

are still fresh in everyone’s memory.

E1.6.1. To encourage timeliness, recommenders have up to 12 months to submit their

recommendations for award. The JSHC Award Board will not consider recommendations for action more

than 12 months prior to the dates the Board meets.

E1.6.2. An exception to the rule will be given to recommendations for awards for heroism.

However, the recommendation must still have full and complete eyewitness statements and any other

supporting documents deemed necessary by the Board.

E1.7. ELIGIBILITY FOR AWARDS. All members of JSHC are eligible for awards except any

JSHC member whose records are flagged. During the period any member’s records are flagged, no

recommendation for award will be submitted. Any that reach the JSHC Award Board will be disapproved.

Some of the reasons for which personnel may be flagged are:

E1.7.1. Under suspension for disciplinary reasons.

E1.7.2 Under investigation for cause.

E1.7.3. Failure to meet education and training requirements.

E1.7.4 Missing excessive drills and operations.

The flag is automatic if any of the above conditions exists. The JSHC member again becomes eligible when

all flagged conditions have been rectified.


E1.8. WHO MAY RECOMMEND FOR AWARD. In general, anyone may recommend a member

of the JSHC for award.

E1.8.1. Members within the JSHC who are not a part of the regular chain of command may

recommend for award provided they submit the recommendation for endorsement to the level of the chain

of command immediately above the recommended individual.

E1.8.2. Persons outside the JSHC may also recommend for award. As a matter of courtesy, this

type of recommendation should be submitted to the battalion or MACOM commander of the JSHC member

being recommended.

E1.8.3. In either case, if the award recommended is listed in paragraph E.1.3l, above, it must be

endorsed at each level of command with whatever additional recommendations are desired, whether

positive or negative, by the various commanders and finally sent to Commander, JSHC, ATTN: JSHC – J1,

to be reviewed by the JSHC Awards Board.


E.2. ENCLOSURE 2

E2.1 The broad categories of awards include the following:

E2.1.1. Individual Awards:

E2.1.1.1. Decoration for valor or achievement

E2.1.1.2. Good Conduct Medal (for NCOs only)

E2.1.1.4. Combat and special skill badges and tabs

E2.1.1.5. Foreign individual awards

E2.2. Joint Service Honors Command (JSHC) Decorations:

E2.2.1. The Distinguished Service Ribbon. The ribbon is awarded to any JSHC member who,

while serving in any capacity with the JSHC, distinguishes her/himself by exceptional meritorious

service in a duty of great responsibility. The term duty of great responsibility applies to a narrow

range of positions and required evidence of conspicuously significant achievement. This award is

presented by the National Commander or other person of high military or political office.

E2.2.2. The Legion of Merit Ribbon. The ribbon is awarded to any individual (usually a key

individual) of the JSHC, the Armed Forces of the United States or amicus (military official or

current or past holder of public political office) who distinguishes her/himself by exceptionally

meritorious assistance in the performance of outstanding services to the JSHC. The term key

individuals apply to a narrow range of positions. This award is presented by the National

Commander or other person of high military or political office.

E2.2.3 The Meritorious Ribbon. This ribbon is awarded to any JSHC member who, while

serving in any capacity with the JSHC, distinguishes her/himself by outstanding meritorious

achievement or service comparable to that required for the Legion of Merit Ribbon, but in a

position of lesser, though considerable responsibility and recognition of service. This award is

presented by Regional Commander or other person of high military or political office.

E2.2.4. The Commendation Ribbon. This ribbon is awarded to any JSHC member who, while

serving in any capacity with the JSHC, distinguishes her/himself by meritorious achievement or

service. (The Commendation Ribbon is not awarded to general officers). This award is presented

by the Regional Commander or other person of high military or political office.

E2.2.5. The Achievement Ribbon. This ribbon is awarded to any JSHC member who, while

serving in any capacity with the JSHC, distinguishes her/himself by meritorious service or

achievement of a degree just below that of The Commendation Ribbon. (This Ribbon is not

awarded to general officers). Presentation is made by the Brigade Commander or other person of

high military or political office.

E2.2.6. The Department of Defense Honors Ribbon. This Ribbon is awarded by the Department of

Veteran Affairs Director of the National Cemetery at which honors duty is performed. The JSHC

member who, while serving as a member of a JSHC burial detail, must complete a minimum of 25

funeral services. The Group Commander will make the award.


E2.2.7. The Good Conduct Ribbon. This Ribbon is awarded only to JSHC NCOs in recognition of

exemplary behavior, efficiency and fidelity under prescribed conditions as to time and ratings. A

distinctive clasp is awarded for each successive period of three years’ service that meets the

minimum requirements. The Group Commander will make the award.

E2.2.8. The JSHC Service Ribbon. This Ribbon is awarded to any JSHC member who, upon

successful completion of her/his basic/orientation or higher level training, and upon completion of

200 hours of demonstrated fidelity through faithful and exact performance of duty which produces

desired results and whose behavior has been such as to deserve emulation. This Ribbon is awarded

only once. The Group Commander will make the award.

E2.2.9. The Drill Attendance Ribbon. This Ribbon is awarded to any JSHC member who serves a

minimum of one year of service with 100% drill attendance. (The Commander may authorize the

substitution of not more than three (3) drills per year. Approval must be obtained in advance of the

scheduled drill). The Group Commander will make the award.

E2.2.10. The Longevity Service Ribbon. This Ribbon is awarded to any JSHC member who has

completed three (3) years of continuous service under honorable conditions. The Group

Commander will make the award.

E2.2.11. The Colonel Teddy Roosevelt Award Ribbon. This Ribbon is awarded to JSHC members

upon retirement. It reflects the dedication and commitment to excellence in honorable service to

the veterans we serve. This award will be presented by the National Commander.

E2.2.12. The Recruiting Achievement Ribbon. This Ribbon is awarded to any JSHC member who

has recruited five (5) volunteers into the JSHC. Eligibility for this award and subsequent awards

are based upon any 12 month period. The Group Commander will make the award.

E2.2.13. The Certification Ribbon. This Ribbon is awarded to any JSHC member who has

satisfactorily completed an authorized training course for authorized provider (AP3) as approved

by the Department of Defense. The Group Commander will make the award.

E2.2.14. The Emergency Service Training Ribbon. This Ribbon is awarded to any JSHC member

who completes a course offered by the Federal Emergency Management Agency’s (FEMA)

Emergency Management Institute, other approved course, i.e., First Aid/CPR, etc. The Brigade

Commander will make the award.

E2.2.15. The Indoctrination Ribbon. This Ribbon is awarded to any JSHC volunteer who

completes a prescribed course of training covering the following subjects:

E2.2.15.1. Standards of Conduct

E2.2.15.2. Professional Relationships

E2.2.15.3. Military Ethics

E2.2.15.4. Military Justice

E2.2.15.5. Job Performance

E2.2.15.6. Drug and Alcohol Abuse Prevention

E2.2.15.7. Equal Opportunity and Treatment

E2.2.15.8. Financial Responsibility

E2.2.15.9. Political Activities

E2.2.15.10. Public Statements and Media Training

E2.2.15.11. Dress and Personal Appearances

E2.2.15.12. Personal Grooming

E2.2.15.13. Uniform Wear and Bearing

E2.2.15.17 Identification Card

E2.2.15.19. Enrollment in Correspondence Courses and Personnel Records Maintenance

Prior service personnel are NOT exempt from this training. TO be awarded this Ribbon, a JSHC

Volunteer must complete this course. The Brigade Commander will make the award.

E2.2.16 Leadership Ribbon. This ribbon is worn by all JSHC members that have attended

leadership training.

E2.2.17. The Distinctive Unit Insignia – “JSH” The JSH (½” size, Gold color) is the only

Distinctive Unit Insignia authorized on the Class A, Class B, or Dress Uniforms. Air force is ½”

silver. Refer to chart for placement.

E2.2.18. . The Unit Crests. Many regiments of the military have regimental crests. Individuals

affiliated with the organization are authorized to wear the regimental DUI. The crest may be worn,

centered on the epaulets of the Army Green Uniform.

E2.2.19. Leadership Tabs. Individuals in leadership positions are authorized to wear the leadership

tabs on the epaulets of the uniform when available. The tabs are of lite blue felt material and are

centered under the unit crests when worn.

E2.2.20. Combat Unit Identification Badges Individuals who served during combat in

organizations with distinctive badges are authorized to wear that badge on the right pocket.

E2.2.21. JSHC Unit Identification Badge. This badge is worn on the US Army, Marine Corps and

Air Force dress uniforms on the left pocket below the pocket flap and centered on the pocket.

E2.2.22 The First Year Unit Citation. This Citation is awarded to the members that joined the

JSHC in the first year of existence.

E2.2.23. Unit Citation. This Citation is worn by all JSHC Members this is a symbol of the United

States Flag.

E2.2.24. Bugle Badge. This badge is awarded to the members that have completed five military

E2.2.25. Crossed Rifle Badge. This badge is awarded to the members that have completed ten

military honors services as a member of the rifle squad. This badge is worn on the left pocket

flap.

E2.2.26. JSHC Commemorative Ribbon.. This ribbon is awarded for duties beyond the normal.

First time is for attendees of General Vang Pao’s funeral ceremonies, February 2011. Successive

awards to be given to members who participate in a minimum of three (3) South East Asian

Veterans funerals.

E2.2.27. JSHC Diamond Patch. This JSHC patch is for Navy and Coast Guard personnel and is

worn on the right shoulder. Diamond, 3 ½” long, worn on all outside clothing on right shoulder

sleeve. Tip of diamond ¼” below shoulder seam.
