JSC Vision and Goal

Vision: Be the premier and trusted provider of enterprise electromagnetic spectrum tools, capabilities, services, data and applied engineering

Mission: Provide direct support to the Joint Chiefs of Staff (JCS), Combatant Commands (CCMDs), and Military Departments (MILDEPs) to enable trusted, efficient and effective use of the Electromagnetic Spectrum Enterprise (operations, services, data, tools/capabilities), Applied Engineering, Acquisition and Analysis, and the mitigation of Electromagnetic Environmental Effects (E3) in support of our national security and military objectivesOur Goal: Agile Electromagnetic Spectrum Capabilities, and E3 expertise & support anytime, anywhere!

DSO/JSC’s view of the world. The EMS dimension is an area often congested and contested much like the domains of air, land, maritime and cyberspace. In order to have freedom of access and maneuver (indeed, Superiority), one must have a comprehensive knowledge base/understanding of where you are, how you look/fit, and how vulnerable you are to yourself, others; and more importantly, one’s adversary. The end goal, from an EMS perspective, is to provide the ability to attack, detect, deny and/or defend… at will!

The mission sets listed here illustrates how JSC, under the auspices of DSO, advocates, closes gaps, moves out, to obtain, protect, perfect and/or, promulgates the comprehensive (and ongoing) knowledge base /understanding of the EMS in order to actively support the Warfighter. Where JSC is the EMS combat support operational to the Warfighter, it is under the direction of DSO who provides overarching Strategic Policy, Planning, Services and Advocacy for both military and commercial endeavors DoD has with industry. DSO Mission: Provide electromagnetic spectrum operational support, strategic planning and advocacy, engineering analysis, enterprise capabilities and services to enable effective global electromagnetic spectrum operations for combatant commanders, joint warfighters, national level leaders and coalition partners

What and where are the biggest gaps? How we currently assess our EMBM supportive efforts… NDAA language…‘‘electromagnetic battle management’’ means the dynamic monitoring, assessing, planning, and directing of joint electromagnetic spectrum operations in support of a military commander’s scheme of maneuver. There are four components to this EMBM: Command & Control (C2), Decision Support, EMOE Situational Awareness and Data. The red on the pyramid along side those components, indicates are assessment of where we are in fulfilling the demand. As you can see, we still have much work ahead of us… Challenge Accepted!
