1. PurposeThe purpose of this document is to facilitate the interaction between FortisAlberta and the Communication Company who maintains a joint use agreement with FortisAlberta. This document also seeks to outline a process in managing joint use applications for additions or modifications of cable attachments from Communication Companies. Examples of these types of modifications include, but are not limited to:

lashing of new cables to existing,

installing overhead taps or equipment,

adjusting existing attachment heights.

A Joint Use Customer who does not have a standard joint use agreement with FortisAlberta or is proposing to attach non-standard attachments (i.e. security cameras, wireless devices, microcell, dual LED obstruction light, streetlight banners, etc.) to FortisAlberta facilities, should call 310-WIRE and complete a Joint Use Application form in our FortisAlberta website “Get Connected” as outlined in Section 4.1.1, Application for Joint Use. These types of joint use requests are directed to FortisAlberta’s Engineering Standards and Operations Business Development to review the proposed attachments and to provide an approval to attach before a joint use application is considered.

The exceptions that do not need to follow this process are the following:

Any additions to the pole that do not add structural loading (i.e. stand-off brackets, laterals that go underground off a pole, etc…).

Service drops off the overhead structure can be added without following this process as long as they do not require a messenger wire (due to their low tension).

All attachments to the FortisAlberta joint use poles shall follow the standards specified in Annex I as applicable.

2. Process OverviewThe joint use application process follows a structured format. The stages are itemized as follows, with separation of tasks between the Communication Company and FortisAlberta.

3. Communication Company – Research and DesignThe Communication Company is responsible for the design and installation of their facilities. Similarly, if the Communication Company intends to attach any joint use with FortisAlberta’s facilities, they will need to complete their own research and design on the existing FortisAlberta facilities that they intend to attach to.FortisAlberta is required to meet latest Alberta Electrical Utility Code (AEUC) standards. Therefore, any 3rd Party attachment on FortisAlberta facilities must also meet AEUC standards. For weather loading design FortisAlberta has developed an Area Wind Loading Map with weather loading design standards that are higher than the minimums set out in CSA C22.3 No.1. All new poles as well as

existing poles that have new load additions shall meet the loading criteria set out in this map, shown in Annex H: FortisAlberta Wind Loading Map.The Communication Company shall provide the required information as listed below and as provided in our Annex G: Communication Joint-Use Check List. Applications lacking the following basic items will be returned for resubmission.

The following information is required for all spans/structures that will be affected in the proposed joint use attachments.

3.1. Plan / Profile ViewCommunication Company is to provide an overhead plan view which indicates:

Starting and ending point of proposed change; Span lengths; Dead-end structures for each affected span; Guy locations; Tap locations and lengths; Conductor changes (double deadend structures); Tabulated listing of existing and proposed changes Refer to Annex D: Example of Plan View Refer to Annex E: Example of Profile View (a Profile View is preferred but is not mandatory);

o Note: Vertical clearances of communication or cable facilities shall meet the current codes and regulations as required in Alberta (specifically Table 5 in the AEUC 5th Edition, 2016) and is the responsibility of the Communication or Cable Company.

3.2. Joint Use Survey Sheet (Pole and Attachment Data / Measurements)A specific Joint Use Survey Sheet has been created and designed to capture the existing pole information in detail in order to improve consistency of the data and to assist in the structural analysis calculations. This Excel-based spreadsheet is available in Annex F: Joint Use Survey Sheet. It needs to be saved and submitted in an Excel spreadsheet format (PDF or scanned copy not acceptable, spreadsheet cells has drop-down menus and special logic depending on the structure type). The sheet dictates the information required and has been formatted to work for a large variety of structure types.

A properly completed sheet contains the following required info: Height of attachments for all facilities (primary, neutral, secondary and communication lines

including transformers and taps); Deflection angles of lines and taps Guy lengths with indicated guyed circuit and direction (primary, secondary, communication); Span lengths, including one span length before the first attachment and one span length after

the last attachment; Proposed height of attachments for all new communication or cable facilities Bundled communication cable diameters; Pole length and class (Stamp) (refer to Annex A: Examples of Pole Stamps)

o Pole circumference at ground level if unreadable

Measured pole height (setting depth will be automatically determined from this by FortisAB) Mid-span heights for the lowest supply conductor in any one span of each independent section

of line with proposed joint use modifications (Note the temperature and weather condition (Cloudy or Sunny) at which the measurements are taken. Include in comments where applicable.

3.3. Technical Cable Data (existing & proposed) Cable name/description; Bundled cable diameter and mass; Tension Type (Slack / Tight)

(Note: Typical communication slack span tap/deadend tensions without an anchor ranges from 0 – 4000 N depending on bundle size, sag amount and span length);

Cable bundle diameter for 3rd party communication cables existing at the structure Maximum tension of bundle(s)

o If not known for tight spans, they will be conservatively approximated. o Slack spans are required due to variability in tensions and stress on the poles.

Additional data can be provided but is not required (under responsibility of Communication Company, Fortis not responsible to verify):

Ultimate Tensile Strength (UTS) or Rated Tensile Strength (RTS) of messenger wire; Stringing table indicating temperature, loading tensions and sags for all proposed bundles. Profile view showing vertical clearances of communication or cable facilities crossing roads,

alleys, driveways, railways, highways, etc. (Note: Vertical clearances of communication or cable facilities shall meet the current codes and

regulations as required in Alberta and is the responsibility of the Communication or Cable Company).

Refer to Annex B: Technical Cable Data for full chart details.

Note: “Slack spans” are commonly used for single spans to avoid the need for anchors where they cannot be used (i.e. a road is in the way). These spans are not pulled tight, but rather engineered to hang loose so that the tensions are minimal, but the sag is not excessive (i.e. a balance between the two). Typically for communication bundles the maximum tension under worst case storm conditions will be anywhere from 0 – 4000 N depending on the bundle size and span length. The more tension, the more force is exerted on the power pole (thus requiring a thicker pole class).

3.4. Photos Communication Company will provide pictures of each pole affected by the application; and All pictures (refer to Annex C: Example of Pole Photos) should be taken in a consistent fashion:

facing the same direction (preferably at 45° from mainline) and approximately the same distance from pole

4. JOINT USE PROCESSUpon obtaining all the necessary information, as detailed in our “Communication Joint use- Check list, the Communication Company may then proceed to follow the overhead joint use application process in a step-by-step fashion, broken into stages, for ease of review.

4.1. STAGE 1 : Customer Application

4.1.1. Application for Joint Use

Representative of Communication Company shall call FortisAlberta: Call Centre at 310-WIRE (9473) or complete an application form in our FortisAlberta website “ Get Connected ” . The Communication Company should provide the addresses and Legal Land Location of the joint use project, Contact Information, 3rd party Authorization (i.e. for Consultants) and number of poles to attach.

If the customer does not have a standard Joint Use Agreement with FortisAlberta or is proposing to install a non-standard attachment (i.e. security cameras, wireless devices, microcell, dual LED obstruction light, streetlight banners, etc.) to FortisAlberta facilities, the joint use request will be directed to FortisAlberta’s Engineering Standards and Operations Business Development for review and pre-approval before an application is considered.FortisAlberta will make contact with the Communication Company representative and will request for the technical data (as described in section 3, Communication Company – Research and Design) to be submitted electronically.

4.1.2. Standard Joint Use Agreement

The Communication Company must maintain a ‘Standard Joint Use Agreement’ with FortisAlberta or seek a standard agreement before submitting an application.Communication companies who would like to obtain information or to proceed with an application for a Joint Use agreement with FortisAlberta should contact our Contract Services group through e-mail [email protected] or by fax at (403) 514-5981.

4.1.3. Municipal Approval

The Communication Company should begin approval process with the local municipality to obtain rights for joint use construction on municipal right-of-ways. A copy of the Municipal Approval shall be provided to FortisAlberta prior to start of joint use construction.

4.2. STAGE 2 : Initial Analysis

4.2.1. STAGE 2A: Basic Initial Analysis (Quoter)

The Communication Company shall inform FortisAlberta if they require a budgetary estimate or a firm quote. The work procedures are provided below for each request.

4.2.1.1. Budgetary EstimateThe Communication Company shall perform their own study to determine if an existing FortisAlberta pole will need to be replaced or not due to the additional loading of the proposed joint use

attachments. The determination whether an existing FortisAlberta pole will need to be replaced or not stays with FortisAlberta. FortisAlberta will not complete a study (i.e. detailed pole analysis, identifying conflict, additional work) and will only provide a budgetary cost of replacing an existing pole to the Communication Company. If the Communication Company would like to proceed with their project and obtain a “Firm Quote” for the work that needs to be completed by FortisAlberta, the Communication Company shall notify FortisAlberta and shall follow Section 4.2.1.2, Firm Quote.

4.2.1.2. Firm QuoteFortisAlberta will only provide a firm quote to the Communication Company who have a Standard Joint Use Agreement with FortisAlberta. A Standard Joint Use Agreement shall be in place prior to attaching communication facilities to FortisAlberta structures.

FortisAlberta will complete a detailed pole analysis on each proposed joint use pole to determine if the structures will be able to carry the additional loads. All technical information as identified in the previous sections shall then be submitted and provided at this stage. A design review charge of $50 CAD per pole will be invoiced to the customer.

4.2.2. STAGE 2B: Technical Initial Analysis (Designer)

FortisAlberta will complete an evaluation and study (i.e. detailed pole analysis, identifying conflict, additional work) based on the provided information from the Communication Company. Additional information with regards to the joint use facilities may be required by FortisAlberta representative and shall be provided by the Communication Company.

4.3. STAGE 3 : Suggested Solutions for DeficienciesUpon completion of the evaluation and study, FortisAlberta will notify the Communication Company for any complications (i.e. future upgrades, conflicts, structural failures, not meeting code requirements, etc.) that will affect their application and may offer solutions (i.e. pole replacement, add guy, etc.) for consideration.

Note: FortisAlberta is not responsible for developing designs (acting as consultants) but to act primarily as an approving official.

The Communication Company will need to submit a re-design either by accepting the proposed solutions or by providing an alternative solution. The process will be reverted back to Stage 2B: Technical Initial Analysis.

4.4. STAGE 4 : Approvals / EstimateThe following 3rd party approvals will need to be obtained for all joint use facilities.

4.4.1. Railway Crossings

If the joint use application requires a railway crossing, the estimate and scope of work will be provided to the Communication Company to reflect the cost for application to the railway company.

FortisAlberta will be responsible to make the railway crossing application to the railway company. Prior to the application, a railway drawing and a “Letter to 3rd Party Joint Use Company” will be forwarded to the Communication Company for review, acceptance and to be signed and sent back to

FortisAlberta. After all documents have been received, FortisAlberta will then send an application to the railway company for the proposed crossing. When the railway approval is received, a copy of the approval will be forwarded to the Communication Company representative.

4.4.2. Municipal Approval

The Communication Company shall provide a copy of the Municipal approval to FortisAlberta at this stage.

4.4.3. Estimate Prints and Quote Package

FortisAlberta will provide an estimate print showing details of any required work to be done by FortisAlberta and a quote package to the Communication Company.

4.5. STAGE 5 : Quote AcceptedThe Communication Company shall review the quote package and if accepted, shall return a signed copy of the quote letter back to FortisAlberta complete with the required payment, if any. Billing will commence on joint use attachments after receipt of the signed quote letter.

4.6. STAGE 6 : Final Design and DrawingsOnce the Communication Company has ensured that all required deficiencies have been addressed and that all proposed work is in accordance with FortisAlberta’s requirements, the Communication Company shall submit three (3) hard or electronic copies of the final design and stamped with “Issued for Construction (IFC)”. The IFC prints shall include and show the plan view and Joint Use Survey Sheet of proposed joint use attachments.

FortisAlberta’s representative will Review and Accept (or reject) the IFC prints where applicable with respect to adherence to the standards and requirements outlined and referred to in this document, but will accept no responsibility on FortisAlberta’s behalf for any engineering errors and omissions shown on, or relating to, these plans and drawings, or in any way reduce or relieve the Communication Company and its representative’s responsibility to meet the standards and requirements provided in this document, and to comply with all applicable Municipal, Provincial or Federal statutes, laws, ordinances, codes and regulations governing the performance of the proposed Work.

Upon acceptance by FortisAlberta’s representative, one (1) copy of the accepted IFC print will be returned to the Communication Company’s representative and shall reproduce this copy for use as reference by their construction crews. Once FortisAlberta has accepted the IFC engineering drawings, these plans will be deemed “final” and frozen. All construction by the Communication company must then be carried out in accordance with the FortisAlberta accepted IFC prints.

Where there is no required work by FortisAlberta, the Communication Company may then proceed to Stage 9: Communication Construction.

4.7. STAGE 7 : ConstructionFortisAlberta will proceed with construction of its facilities and will notify the Communication Company representative after the work is complete.

Note: The Communication Company shall not start any joint use attachments until after the required FortisAlberta work is complete. Upon receipt of notification from FortisAlberta representative that the required FortisAlberta work is complete, the Communication Company may then proceed to Stage 9: Communication Construction.

4.8. STAGE 8 : Communication ConstructionCommunication Company shall call 310-WIRE to arrange for a FortisAlberta Area Coordinator (AC) to provide an on-site overhead power line orientation and start-up construction meeting prior to commencing any construction activities on FortisAlberta’s facilities.

At this time, the FortisAlberta representative shall clarify and ensure the coordination, expectations and scope of the work with the communication company construction representatives. This includes the inspection schedules with the cable installers.

4.8.1. Start-up Meeting, Overhead Orientation and Inspections

A start-up meeting and an overhead orientation is required whenever a joint use attachment is to be completed on FortisAlberta’s facilities. This applies to both scenarios where there is work (i.e. replace or make changes on an existing pole) or no work required to be done by FortisAlberta.No start-up meeting or overhead orientation shall start until the FortisAlberta Area Coordinator (AC) has a copy of the FortisAlberta accepted IFC print.Communication Company shall ensure that their construction representatives have a copy of the FortisAlberta accepted IFC print during the start-up or overhead orientation meeting.At this time, the FortisAlberta Area Coordinator will discuss the scope of the work with the Communication Company construction representative and may arrange inspection schedules with the cable installers.

4.8.2. Proposed Changes to Accepted IFC Prints

Where it is necessary, for any reason, to make design or construction changes to the IFC engineering drawings after FortisAlberta Acceptance, the Communication company representative must coordinate with the local FortisAlberta construction representative for minor changes. Major changes should be forwarded on to the FortisAlberta Design representative and request in writing (i.e., letter, email, fax) indicating the proposed changes and the reasons for the changes, including sufficient details and/or plans to clearly outline or depict the scope of the proposed changes. Based on the information provided, FortisAlberta’s Design representative will review the request and make every attempt to respond as quickly as possible as to whether the proposed changes can be completed and recorded as “red-line” as-built changes or whether the proposed changes are significant enough to warrant the submission of revised IFC engineering drawings for FortisAlberta Acceptance again.

If construction has begun and a physical obstruction requires changes to the proposed design or layout, it is the Communication Company’s representative responsibility to coordinate the request as outlined above.

Approved deviations or changes shall be marked with a red ink pen on the IFC print. This will help ensure that FortisAlberta’s facilities are not put into jeopardy and that the changes will not affect the proposed design.

4.9. STAGE 9 : Receipt of As-Built DrawingsThe provision of as-built information from the Communication Company will follow the sections below.

4.9.1. No changes or deviations from Issued For Construction (IFC) print:

Where there are no deviations from the FortisAlberta accepted IFC print, the Communication Company representative shall notify FortisAlberta Designer in writing within thirty (30) days of joint use facilities construction completion.

4.9.2. With changes or deviations from Issued For Construction (IFC) print:

The Communication Company is responsible for all corrective actions and costs related to correcting any deficiencies or any non-approved alterations made with reference to the accepted IFC prints.

If there are changes or deviations from the accepted IFC prints, the Communication Company shall provide “as-built” drawings to the FortisAlberta Designer within thirty (30) days upon completion of their work so that FortisAlberta may verify the proper installation of the communication facilities. The required As-Built Drawings shall be the FortisAlberta accepted Issued For Construction (IFC) prints and marked with the approved red-line changes.

4.9.3. Railway Crossing As-Built Drawings

FortisAlberta requires that the Joint Use Company supply as-built records of this work as soon as their construction is completed.

Annex A – Example of Pole Stamp

The pictures below show a pole stamp and tag - located near the base of each pole.

Pole lengths are in 5 foot increments, typically from 35’ to 55’. Pole classes range from class 6 (skinny) to class 1 (thick) or occasionally H1 (thicker) to H6 (thickest).

Annex F – Joint Use Survey Sheet

The attached spreadsheet is required to be filled out for each pole that is being analyzed for structural strength. The sheet can handle up to 50 poles (1 pole per column). The sheet included some detailed information including line deflection angles, span lengths, tension types, guy lengths and bundle diameters. The layout of this table provides information for the vast majority of pole types and will help with the structural analysis of the pole.

Instructions are included on a separate tab. Each row is given a brief description on the details of what needs to be entered. Many cells use drop-downs, so the surveyor is encouraged to enter the data while on site to ensure accuracy.

In order to assist with the use of this sheet, in addition to the ‘Instructions’ tab, the sheet below contains 3 example poles entered into the sheet. The user can see the digital pictures, heights of attachment, guy wires and plan views at the bottom of the sheet and then see how they are filled out in the Joint Use Survey Sheet. This should help give reference to how the sheets are to be filled out. Your FortisAlberta contact can be reached for further clarification if there are still unanswered questions.
