JVCOCC History and Goals The Joint Veterans Commission of Cuyahoga County (JVCOCC) was established in 1935 to bring together
the energies of the various Veterans organizations, work on common goals and commemorations. The JVCOCC
sponsors the following events: Flag Day with U.S. Army Birthday and Naturalization Ceremony; Veterans Day;
and the annual Officer Installation and Outstanding Veteran of the Year Dinner in February; supports the
Memorial Day Association of Greater Cleveland to sponsor the Traditional May 30th
Memorial Day observance;
and now has partnered with the Association of the United States Army to sponsor the Armed Forces Outstanding
Patriot event. It has also undertaken the establishing of a Liberty Veterans Honor Garden amongst the Cleveland
Cultural Gardens and the restoration of Liberty Row, a memorial dedicated in 1919 with trees planted and
medallions placed at their bases for those who were killed from the Greater Cleveland area during WWI.
A Call to Preserve a Legacy At this moment, in our country, we have about 24 million veterans but our numbers are rapidly dwindling. We
share a unique bond in that most have experienced the sacrifice or have a great understanding of it. Also there is
an extension of us veterans, our families and friends, and the families of those who gave their lives for our
country, most of whom also have a very personal knowledge of what call to duty demands and its toll on those
who serve and their families. We have to work together, across all veterans’ organizations and as individuals, to
make sure that future generations of veterans and families will receive the best care they rightfully deserve and our
fellow citizens have a clear reminder of the price for the freedoms they enjoy. The significance of our
contributions should not die with us and we should leave an easier path for future veterans to assert their role in
our society. We salute and commend all who make a lifetime commitment to serve their fellow veterans, those
who are currently serving our country and their respective families. Our numbers, when working in unison, can
guarantee an outcome worth the legacy that we share. We shall never forget those who gave their lives for our
country nor waver in caring for the loved ones they left behind.
We invite every fellow citizen to reflect on the sacrifice of the few that now are serving and dedicate a few
hours a each month to support them and their families needs. A lifetime commitment of support is what they will
really need to help them navigate the waves of life. This new generation of veterans and families can count on us
Veterans to be there for them and their loved ones, for the bond of those who served will be one that will last to

SSG Helderman is a Military Police Squad Leader,
in the Ohio Army National Guard assigned to the 838th
MP Company, in Youngstown, OH.
SSG Helderman deployed to Operation Enduring Freedom in Afghanistan from 2007-
2008 while assigned to the 838th
MP Company. His duties included base defense mobile
reaction force team member, detainee operations, law and order operations and convoy
security.
SSG Helderman was selected as the 2011 Noncommissioned Officer of the Year for the
Ohio Army National Guard and recently competed in the “Best Warrior Competition” at Camp
Dodge, IA where he placed as an alternate on the team that will compete this fall at Ft.
Benning, GA in the Army wide competition.
SSG Helderman is a graduate of the University of Akron, and holds a B.S. in Political
Science/Criminal Justice with minor studies in Homeland Security.
His wife, SSgt. Rebecca Helderman, is enlisted in the U.S. Air Force as a NCOIC of a
medical combat team and is currently deployed to Kabul, Afghanistan. They reside in Medina.
The Fisher House Program Cleveland VA Medical Center

The Fisher House program is a unique private-public partnership that supports America's
military in their time of need. The program recognizes the special sacrifices of our men and
women in uniform and the hardships of military service by meeting a humanitarian need
beyond that normally provided by the Departments of Defense and Veterans Affairs.
Because members of the military and their families are stationed worldwide and must often
travel great distances for specialized medical care, Fisher House Foundation donates "comfort
homes," built on the grounds of major military and VA medical centers. These homes enable
family members to be close to a loved one at the most stressful times - during the
hospitalization for an unexpected illness, disease, or injury.
There is at least one Fisher House at every major military medical center to assist families in
need and to ensure that they are provided with the comforts of home in a supportive
environment. Annually, the Fisher House program serves more than 11,000 families, and have
made available nearly three million days of lodging to family members since the program
originated in 1990. By law, there is no charge for any family to stay at a Fisher House operated
by the Department of Veterans Affairs; and Fisher House Foundation uses donations to
reimburse the individual Fisher Houses operated by the Army, Navy, and Air Force. No family
pays to stay at any Fisher House!
In addition to constructing new houses, Fisher House Foundation continues to support existing
Fisher Houses and help individual military families in need. We are also proud to administer
and sponsor Scholarships for Military Children, the Hero Miles program, and co-sponsor the
Newman's Own Award.

JOHANNA L. WRIGHT E-5 / SGT (SERGEANT)
MEDINA RECRUITING COMPANY
U.S. ARMY RECRUITING BATTALION OF CLEVELAND
SGT Johanna L. Wright, a Portage County Southeast
High School graduate, grew up in Akron, Ohio and where she
calls home. She has 5 siblings and is the only member of her
immediate family to serve in the military.
SGT Wright enlisted into the United States Army
Reserves as a Military Police Officer on November 2, 2006. She
completed Basic Combat Training and Advance Individual
Training at the Military Police Academy at Fort Leonard Wood, Missouri. She was assigned to
the 447th
Military Police Company in North Canton, Ohio. In the Fall of 2007, she began
pursuing a degree in Psychology and Criminal Justice at Kent State University.
Realizing she wasn’t getting enough from her part time Army career, SGT Wright
began serving Active Duty for Special Work at the Warren Company’s Kent Recruiting Station
in April 2007 for about a year as opportunity arose and while attending every Drill scheduled
at her Military Police Unit. SGT Wright enjoyed working with the Non-commissioned Officers
who truly took the extra time to help build her from a young Soldier to a young leader.
She served her Annual Training in her Reserve unit with a select group of Soldiers for a
month to support The Beyond the Horizon program in Honduras in May 2008. In August 2008,
SGT Wright completed the Army Warrior Leader course at Fort McCoy, Wisconsin. Once
gaining eligibility, she submitted her Recruiter packet and was sent to Recruiting School.
SGT Wright is assigned to the Barberton Recruiting Station as the Future Soldier Team
Leader, responsible for preparing Future Soldiers administratively, mentally, and physically for
their careers in the Army. SGT Wright was named the Top Future Soldier Team Leader of the
Medina Recruiting Company for the 2nd
Quarter of Fiscal Year 2010. She is pursuing a
Bachelors Degree and volunteers on a number of public service projects.

EDDIE F. HORNE E-5 / SGT (SERGEANT)
SPECIAL DUTY RECRUITER
U.S. ARMY RECRUITING BATTALION OF CLEVELAND
SGT Eddie Horne was born in Okinawa, Japan on April
20, 1985. After his father served in the USMC, his family
moved to Cleveland, Ohio where he spent the rest of his
childhood.
SGT Horne enlisted into the U.S. Army as an
Infrantryman (11B) on September 14, 2005, from Maple
Heights, Ohio. He first served as a Grenadier and was later
selected out of 150 soldiers for Sniper Section. In 2006, he served as Alpha Team shooter in
1-26 INF for 06-07 tour of Operation Iraqi Freedom. In 2008, he deployed with the 172nd
Brigade part of 2-28 INF Battalion serving as the battalion sniper and Team Leader in
Personnel Security Detachment Platoon. In 2009, SGT Horne was selected for Recruiting
duty. He was assigned to Cleveland Recruiting Battalion and later received pinpoint
assignment at the U.S. Army Lakewood Recruiting Station.
SGT Horne’s awards include the following: Good Conduct Medal, 3 Army
Commendation Medals, 3 Army Achievement Medals, Global War on Terrorism, Iraqi
Campaign Medal, Meritorious Unit Award, Army Service Ribbon, Overseas Service Ribbon,
Combat Infantryman Badge.
His military education and training include: Sniper School 2008, NATO Sniper Course
2008, Short Range Marksmanship Course 2008 and Recruiter School 2010.
SGT Horne was a member of the winning 10th
Mountain Div. 10 mile relay team 2009.

CHRISTOPHER A. BOYKO
JUDGE
U.S. DISTRICT COURT FOR
THE NORTHERN DISTRICT OF OHIO
Prior to becoming a Federal Judge, Judge Chris Boyko served on the Common Pleas bench for
Cuyahoga County since his appointment by then Governor Voinovich in January, 1996. He won election in 1996
and re-election in 1998 and 2004.
Before taking the Common Pleas bench, Judge Boyko served as a Parma Municipal Court Judge, Parma
Law Director, Chief Prosecutor and Assistant Prosecutor. He also maintained a general practice for 16 years.
In addition to memberships in numerous professional and civic organizations, Judge Boyko has lectured to the
Federal Bureau of Investigation and hosted ASidebar,@ a show on Cox Cable which presents people and issues
which affect the law in our community.
An avid supporter of the ACops and Kids@ program, Judge Boyko was also a member of, and legal
advisor to, the Parma Police SWAT Team and was Chief Legal Counsel to the Southwest Enforcement Bureau.
Consistently recognized by AWho=s Who in American Law@ since 1992, Judge Boyko lectures for the National
Judicial College, Ohio Judicial College, and Cleveland Metropolitan Bar Association and Federal Bar
Association. He is a member of the Steering Committee of the National Institute of Trial Advocacy and has
authored several articles on the law.
Judge Boyko was nominated by President Bush for the United States District Court, Northern
District of Ohio on July 22, 2004. The U.S. Senate confirmed the nomination on November 21, 2004
and on January 4, 2005, Judge Boyko was sworn in as a United States District Court Judge.
On May 41, 2010 Judge Boyko received a Master of Judicial Studies degree from the University of
Nevada, Reno via the National Judicial College.
Judge Boyko resides in Broadview Heights with his wife Robbie and children Philip and Ashley.

“LEGACY OF CARE” PROGRAM AMERICAN FLAG AND FLAG ETIQUETTE CARD DISTRIBUTION
In commemoration of Flag Day, the Joint Veterans Commission of Cuyahoga County with the support of the Memorial Day
Association of Greater Cleveland, will be giving out flags and a Flag Etiquette Card, to all who attend the ceremony. Flags
given out are those that honored Veterans’ graves on Memorial Day in previous years. We will also give out flags and the Flag
Etiquette Cards between the hours of 11:00 a.m. and 2:00 p.m. to the first 500 fellow veterans and citizens who come by the
location of the ceremony (walk or drive) but are not able to stay for the ceremony. Our mission is to involve our community,
the families and especially the children in carrying on The Legacy of Care, honoring our Veterans and our Flag beyond
Memorial Day and Flag Day.
