1. Purpose of this procedure
As the Civil Aviation Regulatory Commission (CARC) has decided to change the regulation concerning the mechanics licence, into an EASA Part 66 based format, it is necessary to add some limitations on new licences. The requirements according to removal of these limitations are defined into the Appendix IX of new JCAR Part 66 regulation. This procedure describes the practical methods of application of these requirements.
2. Field of application
This procedure applies to personnel holder of Part 66 licence obtained by conversion of their protected rights and having one or several limitations.
3. Principle of requirements to remove a limitation
The following tables in annexes have been created according to JCAR Part 66 Appendix I. Personnel wishing to apply this requirements must pass the exams and justify the practical experience corresponding to the limitation printed on their licence. It is not necessary to follow the training corresponding to the module but the exam has to be passed within the CARC office. If the applicant has followed training within a Part 147 training organization, the justification of experience should be divided by 2.
4. Time limits
A limitation printed on a licence can be removed according the this guidance procedure. Until the 01/09/2019, the applicant can choose to remove a limitation (if it is permitted) with experience only or he can pass also Part 66 modules according to this guidance procedure. After the 0110912019, to remove a limitation, the applicant must pass the Part 66 modules according to the limitation and prove the experience according to this guidance procedure.
