The terrorist attacks of September 11, 2001 changed our world. The death of Osama Bin Laden is a significant step forward in the fight against terrorism, but not the end. Our thoughts and prayers remain with the thousands of active military service men and women who continue to blanket our great nation with freedom. We also pray that our law enforcement officers here at home remain safe from the specter of violent acts posed by “home-grown” terrorists. May the intelligence community continue its life-saving mission with the passion and determination that has assuredly prevented countless tragic events. Let us never forget! Nearly 10 years since the 9/11 attacks, the terrorist and most wanted man in United States history, Osama Bin Laden, has been killed. We sincerely thank those who willingly serve in harm’s way to bring justice for the senseless acts of terrorism on 9/11, and other acts of terrorism around the globe. April Meeting

On April 5th we held the April Monthly Meeting at Legends Restaurant. As usual, the food and service were outstanding. The Board would like to thank NLEA member and owner of Legends, Noel Firth, for his hospitality. Our guest speaker for the event was Inspector Salvatore DiPace Jr.; Commanding Officer of the NYPD, Counterterrorism Bureau’s Lower Manhattan Security Coordination Center. Sal informed the membership about his role in overseeing the NYPD state-of- the-art Coordination Center in Lower Manhattan. He explained how his unit improves situational awareness to guard against terrorist attacks by utilizing an Advanced TechnologySurveillance System. Sal’s presentation was both informative and fascinating. Thank you Sal for taking the time tospeak to the membership about your unit’s critical mission.

Public Policy Group Fighting to Make Retired Officer Pensions Public

As first reported by NY1, a group of retired NYPD officers are preparing to battle a public policy group that wants to put the names and corresponding pension information of retired officers on a public internet site. The Empire Center for New York State Policy in Albany (ECNYSPA) claims taxpayers have the right to access retired officer pension information. Currently, there are 44,000 retired NYPD officers. Those who retired in 2009 on average receive about $59,000 annually; although the majority does not receive annual pensions that come close to that number.

The NYPD Pension Fund has refused to turn over the names. The issue is in court and a state Supreme Court judgehas ruled against releasing them. NYPD retirees believe they may be endangered if that information is everreleased.

“Members in combat that have been fatal to the perpetrator or the perpetrator was injured. And we have numerous people who are incarcerated who would be very interested in that information,” stated retired NYPD Deputy Chief Kevin Clark.

Undercover officers who worked to bring down terrorists, drug dealers and mobsters say they are nervous. “We were being protected from giving out our names and showing our faces. Now that we are civilians we are notprotected,” said one retired detective.

If the ECNYSPA has their way, pension information of retired law enforcement officers from all over the state would also be made public. We will keep you posted as this situation develops.

New York Taking Control of State Parking Permits

The New York Times has reported that the total number of police parking placards disseminated would be cut from1,730 in 2010 to 261 this year (a whopping 85% less parking placards). For years, the state’s homeland security office has handed out blocks of police placards on request to the State Senate, the State Assembly, and to numerous state agencies, which in turn handed them out to individual lawmakers and state employees.

In the future, the State Police will handle distribution of police placards, which will be assigned only to members of the New York State Police and other state employees with statutory police powers, like investigators with the Office of the Attorney General or police officers working under the Department of Environmental Conservation.

NYPD Variable Supplement Fund (VSF)/Defined Benefit

Both the NYPD Captain’s Endowment Association (CEA) and Lieutenant’s Benevolent Association (LBA) are reporting that, as the most recent LBA newsletter has proclaimed: “The Tide has Turned.” The CEA reports that the City Council has opposed the Mayor’s proposal to eliminate or reduce defined benefits payments from the VariableSupplement Fund. On the first numbered page of the Response, the City Council writes: “The Legislature [Albany]did not approve the Mayor’s proposed reforms to the Variable Supplement Funds. The Council believes that eliminating or reducing VSF benefits will not and should not occur.” The LBA is reporting that both the N.Y.S. Senate and the N.Y.S. Assembly have rejected recent legislative attempts to modify or eliminate the VSF-Defined Benefit.

NYPD License Plate Cameras a Boon for Investigations

The New York Times reports that the NYPD has experienced many investigative successes with the growing use of license plate cameras. In fact, the practice is transforming investigative work. First conceived as a counterterrorismtool, the cameras have found an equally useful purpose; crime fighting.

A recent example of its value occurred in March when a suspect of nine bank robberies in New York and New Jersey was arrested. Even though the FBI had identified the suspect through surveillance photos, he managed toevade capture – until he added Grand Larceny Auto to his resume. The suspect’s getaway car, which he stole after a bank heist in Edison, New Jersey, was detected by NYPD security cameras. NYPD personnel observed the “hit” on the plate, and directed federal agents to a block in Jamaica, Queens. The suspect was later stopped at a traffic light, and was found in possession of a 9-milimeter pistol in his waistband.

There are 238 license plate readers in use in New York City. Of those, 130 are mobile. They are affixed to the backof patrol cruisers and department vehicles assigned to specialized units like the Counterterrorism Bureau orHighway Patrol. The other 108 are mounted on city bridges, tunnels and thoroughfares.

HR-218, Law Enforcement Safety Act

The Suffolk County Police Department shall provide training and qualification testing to Suffolk County residents who are retired Federal, State and local law enforcement officers and issue a letter of successful completion of training and qualification, at a fee of $37.00 for each firearm so requested, as part of its established firearmsqualification program.

It is not yet known when the program will begin. We will keep you posted on any further developments.

We are now in discussion with our friends at the Rockland County Police and Public Safety Academy to arrange an HR-218 qualification course sometime in the near future. This course will be in addition to the qualification course that they run for our members in the fall.

New NLEA Website

The Board has hired a web designer who is in the process of building a new NLEA website. The new website isbeing created with our members in mind. The new website will maintain many of the features of the currentwebsite, but will be enhanced both aesthetically and operationally. Our goal is to make the site as accessible and user-friendly as possible. It will also be password protected. Each member will be asked to register on the site, and create a password. This database will serve as a roster similar to the one the NLEA printed in the past. Eachmember will soon be able to find and contact other members for assistance. In addition, this new website will include a mass email feature where the membership will be able to receive updates and view the newsletters. We will notify all members when the time comes to register.

Police Arlington Remembrance

The Traffic Squad Benevolent Association will be holding the Police Arlington Remembrance at the Cypress Hills Cemetery (833 Jamaica Ave., Brooklyn, NY). 11 am Saturday May 21st. We would like to see the attendance of asmany personnel as possible. The PBA canteen will be there as well as reps from most of the line organizations. This is an officially recognized ceremony by the police department so uniform is authorized for those active members of the service. Invitation is extended to retirees, families, friends, and members of the public. The BlueKnights motorcycle chapters are also invited.

RDNY May Meeting

The Retired Detectives of the City of New York (RDNY) will be holding a meeting on May 11th at 6:30PM at the Eastwood Manor, located in Bronx County. Honorees for the meeting are Dr. “John“ Andino and Rafael Pineiro, the First Deputy Commissioner of the New York City Police Department. Anyone interested in attending this event should visit the RDNY website at www.RDNY.org.

National Law Enforcement Officers Memorial Fund (NLEOMF)

In a few short weeks, the solemn process of engraving the names of America's fallen law enforcement heroes on the marble walls of the National Law Enforcement Officers Memorial will begin.

This year, the names of 317 brave men and women will be added to the Memorial, bringing the total number ofofficers killed in the line of duty throughout history to 19,299. Of the 317 officers, 153 were killed in the line of duty in 2010. An additional 164 officers, who fell in previous years, have been discovered and vetted by the Memorial
