Overview

GFCS Partners Implementation Coordination Meeting 3 | WHO/WMO JOINT CLIMATE AND HEALTH OFFICE

To promote the development and use of climate and weather services that improve health outcomes and enhance the management of climate related health risks.

Established May 2014, the joint Office has a mandate to:- Lead the implementation of health within the Global Framework for Climate Services. - Steer the creation of a formal and sustainable WMO-WHO programme for climate and health.

WHO Contribution to 3 Health Projects in GFCS Compendium

#13 Est. best practices for air quality observations and monitoring in urban environments to address major health concern

WHO partnering with Climate and Clean Air Coalition (CCAC) to Reduce Short Lived Climate Pollutants (SLCPs)

Global Platform on Air Quality and Health - internet-based open-access data and information to facilitate access evidence on human exposures to ambient air pollution; on the health impacts; and effective interventions for air pollution reduction.

Data: atmospheric transport models and remote sensing, calibrated with ground level air quality monitoring - to derive integrated estimates of population exposure

Next Phase 2015

#11 Est. frameworks for climate services for health at national level #12 Develop GFCS climate and health research and communication strategy and set targets and priorities to support health and climate research at regional/national levels

Momentum Building for Health and ClimateMomentum Building for Health and Climate

Key Messages Emerging-Strong political will and increasing demand from Member States to take action on climate and health

-Spectrum of needs and approaches to address adaptation and co-benefits of mitigation

-Time to move from pilot projects to more systematic mainstreamed programming

-More systematic monitoring of progress and risks –National Climate and Health Profiles

-Recommendation for WHO to establish a global platform for climate and health

Over 600 participants, including 25 Ministers

Thematic session on climate, health, jobs

Pillars of the WHO Common ApproachPillars of the WHO Common Approach

1. Climate and Health Policy Frameworks

2. Health National Adaptation Plans (H-NAPS)

3. Operational Framework for Climate Resilient Health Systems

4. Support to countries for implementation

GFCS Partners Implementation Coordination Meeting 10 |

#1 Climate and Health Policy#1 Climate and Health Policy

2008 World Health Assembly Resolution requests WHO to work with other partners to develop capacity to assess the risks from climate change for human health and to implement effective response measures.

Regional summits of Ministers of Healthhave defined programmatic frameworks for health protection from climate change, outlining specific health needs, and providing guidance to national policy processes

Integrated Regional climate/health policy with Ministries of Environment in Europe and Africa

National level policies are rapidly emerging

GFCS can support awareness raising and strategic partnerships

between NHMS and MOH to implement GFCS in

support of these policies

GFCS Partners Implementation Coordination Meeting 11 |

GFCS can support coordination, national multi-sector policy

alignment, and capacity building for climate services to support

implementation.

#3 WHO Operational Framework for Climate Resilient Health systems

#3 WHO Operational Framework for Climate Resilient Health systems

1. Health Governance, Policy, Management, and Financing

2. Cross-sectoral Collaboration

3. Capacity Development

4. Vulnerability and Adaptation Assessments

5. Integrated Risk Monitoring and Early Warning Systems

6. Research

7. Communication and community mobilization

8. Climate-ready health programming and service delivery

9. Cross-Sectoral Prevention and Risk Management

10. Preparedness and Disaster Management

Needs for services that provide historical data, real-time monitoring, specific forecasts, and predictions

Needs for coordination, policy alignment, partnerships, and capacity building

Need local coordination to create joint knowledge platforms for local operational decision-making

Key Messages Coordinating GFCS for Health

Key Messages Coordinating GFCS for Health

#1 Standard health programming regularly uses and needs climate information. Not captured as “climate” activities

#2 Health protection occurs within other sectors, calling for integration of health objectives and coordination with outside health experts

•Water and Sanitation

•Air Quality•Nutrition

Key Health needs for GFCS Coordination:Key Health needs for GFCS Coordination:

Specific health needs summarized in Health exemplar

Stronger inter-sectoral coordination, making sure health is addressed in related sectors: Agriculture, Water, and DRR.

Additional support to systematically identify and express health needs and demands for climate products and services.

In countries developing NAPs, GFCS has the opportunity to help align efforts
