Meeting to solicit input from Maritime Stakeholders in order to gain 408 Concurrence

3. North Trestle Bridge and North Island Expansion

JM – bridge construction phases, barge operations, and north island expansion

KC – noted that the north island expansion is in close proximity to the Hampton Creek Approach Channel. What stage is the preparation of the Barge Operations Plan? Provisions need to be included to address recreational boaters.

JM – Ron Meyer will describe this plan (TCP). We will send vessel movement updates weekly, AIS on every barge, lighting will be used.

HRCP to complete Barge Operations Plan /TCP

4. Tunnels

JM – TBM description, tunnel profile considerably deeper than existing tunnels, jet grout trestles at north end of the south island due to ground conditions

JB - With surveys and borings that have been done, any unforeseen obstacles like rock?

JM - Only on launching and receiving pit due to man made island, machine has tools to be able to absorb up to 3’ boulders, no indication that we will encounter that beyond the islands, boring every 50’ along alignment

KC - Any assessments for UXO? Plan, how to deal with this? Area contingency plans can be provided for UXO

DG – UXO awareness training for everyone working on the water, part of this is brief communication plan, but USCG plan would be helpful

SP – launching pits, once launched and tunnel constructed, will these be removed?

JM – no, launching pit stays in place, slurry walls up to 150’ depth, permanent structure is built inside the launching pit

WC - Will jet grout trestles at south island be permanent?

Action: get UXO contingency plans from USCG to incorporate into HRCP contingency planning

5. South Trestle Bridge and South Island Expansion

JM – bridge phasing, barge operations

WC – when will this start?

JM – north and south island construction will be concurrent, end of April 2020 be on the water - the target, will need stakeholder cooperation to reach this goal

JM – south island expansion description, soft clay pocket may or may not be dredged, settlement reduction piles will most likely be used, piles driven from barge. Bridges will start from both ends at the same time. Dredging required for vessel operations, barge operations for DM disposal, Shirley plantation, Precon, and Dominion Recycling are disposal locations.

6. Willoughby Bay

JM – bridge phasing, barge operations. Jump trestle for westbound widening. A supply barge would be used on the westbound side only if enough water depth

WC – piles are driven from land?

JM – yes, piles driven from land and then Jump trestle

JM described the Willoughby Spit staging area construction features

SMc asked if the Willoughby Spit become VDOT property and if there were any temporary easements required.

PR – Willoughby Spit is VDOT property now. Provisions to allow HRCP to utilize the site being worked now.

SMc -Are piers existing?

JM – one existing and the rest will be new. The new piers will be removed at end of project.

KC – stakeholder engagement for neighborhoods, how has this been?

JM – they have not been at permitting meetings, but we are doing active community engagement through VDOT

7. Navigational Plan

RM described the marine portion of the project. As this is a large project, typical barges to be used, tugboats, service vessels, etc.

KC – will there be a requirement that tow vessels will have certificate of inspection for subchapter M?

RM – a lot of boats will be subcontracted but we expect they will have to be subchapter M compliant

RM described dredging operations, barge moorings, typical buoys

KC – breakaways contingency, dealing with subcontractors. Will the HRCP have a vessel that will be prepared to mobilize at a moment’s notice to stabilize breakaway vessel and will this be addressed in the plan?

RM – yes, this will certainly be addressed in the plan. Will focus on AIS as well to help with this

RM described the Hampton Flats mooring area HRCP open to suggestions, low traffic area, is this good?

KC – for marine events that USCG signs off on, sailing schools and sailing events happen there, can look at previous years events so that you can put this in your stakeholder outreach plan

PF – some recreational traffic and organized events in Hampton flats

RM – Willoughby bay mooring area, need safe anchorage close to job site, place for inclement weather, Willoughby affords us proximity to bridge, we recognize there is a large recreational component behind the bridge and navy activity area. Moorings would be pipe piles.

JB – NSRA, Coast Guard looking for HRCP to provide – what is occurring in this water space that you are looking to use as construction zone and barge fleeting, in addition to adding AIS, do you anticipate using ATN to mark the boundaries or private aids to navigation, what assistance do you need from USCG when it comes to safety zones and exclusion areas, what is the mechanism to allow public or exclude recreational boaters in Willoughby construction area? Seasonal component to it as well, vary over time. Also nighttime/daytime aspect.

JPM – 2017 AIS information breaks down to different timeframes, this is currently being developed, will help us inform navigation plan

JB – deployable AIS, can light up entire perimeter of AIS

KC – understanding traffic using AIS might not be enough because not all vessels use this, Willoughby greatest impact to the community, would be good to sit down to talk about public safety.

JPM – not all small vessels have AIS scanners, local notice to mariners also has limits, waterway users survey being processed now, reaching out to local marinas to find what is use of small boats

RM – a lot of signage at marinas to inform public as much as possible, would appreciate a sit down with coast guard to bounce ideas off

Action: include contingency plan for breakaways

Action: USCG to provide sailing events in Hampton flats previous year’s schedule so that this can be included in HRCP stakeholder outreach plan

Action: NSRA to be developed by HRCP and include plan for how the public will safely be in the Willoughby Bay area during construction

Action: HRCP to tell USCG what assistance is needed from them when it comes to safety zones and exclusion areas

SMc – timeline of HRBT Expansion?

JM – everything going at once, April 2020

RM – mooring piles from day we start until last bridge is built because it is a safe harbour for us for the entire project

SMc – set up a meeting with city of Norfolk because lots of recreational boaters and commercial boaters in that area because there has been little contact with the city. Community outreach for this work

RM – large project, must be able to keep the barges safe, safe harbors are critical, must meet conditions for hurricanes, severe weather

RM – navigation plan overview, CG appointed captain, plan on staying on site when weather permits

JB – easiest from contracting side to say vessel captain is responsible for their own vessel, however this is complex with so many things going at once, someone outside should have authority to make all stop

RM – yes, for major weather and conditions, it is likely that I (RM) will be in charge of major decisions for all stop and will guide the captains

KC – much like severe weather plan for the port, will need something like this, the NWS out of Wakefield can put in contact with Jeff, he is the primary point of contact for all port conditions, continuous updates throughout the day, real time data

RM – have used private institutes before, but having NWS contact would be valuable if this is available to be used

KC – number of different companies for vessels?

RM – yes more than one company and all will be in compliance with USCG

KC - ironclad drug and alcohol program to participate in project, plan for subs to be able to work on project

RM – during extended shutdown, vessels will be moved from project site, will be defined in plan. Willoughby will be used for crew transport, may look for secondary spot. All construction vessels will have AIS to name vessel and show where it is at any time. Routine inspections of anchor mooring will set up a process

KC – set up a baseline before equipment is deployed for anchor mooring

RM – may use used anchors, but will likely go new for all hardware for the moorings and will be inspected before deployed with records and logs kept. Barges will also be inspected to set a baseline and routine inspections to ensure structural and mechanical integrity, record of barge kept

KC – most crane barges will not be classified?

Action: HRCP set up a meeting with the city of Norfolk to discuss community outreach

Action: HRCP develop severe weather plan

Action: HRCP to set up a baseline for equipment before it is deployed for anchor mooring

RM – majority will be classed, bringing in barges from all over, these are certed by ABS. some won’t be classed but each will have a marine survey

KC – we look for accredited marine survey

RM – intent is to minimize interference with Norfolk Harbor main channel. Exception will to move to safe harbour northside to Willoughby for instance. Will share channels with community for fleet movement.

WC – if you will be remaining in channel, this will need to be handled on a case by case basis.

RM Stated that keeping the public safe is a top priority. He discussed communication during construction

JB – have you considered PEPIRB?

RM – we will look into this option

KC – for outreach, keep stakeholder meetings happening like this one. for the public, leverage social media in whatever way that you can. Public facing website, facebook, Instagram for continuous updates. Different levels of outreach.

SM – we will be using social media

PF – daily operations blast is good. Single point of contact for someone with situational awareness on a 24/7 basis. One phone number, one email that is monitored to keep things simple. Numerous contact points gets confusing.

RM – size of project, lots of value in keeping communication simple

BH – 15 barges anticipated on north side, 15 on south side, simultaneously. Barges will be on spuds or anchoring systems. Mooring will be lit. in case of inclement weather – all barges will be moved to flats and Willoughby?

RM – mooring buoy will only be used in Flats and Willoughby and will be lit. yes in case of inclement weather barges will be moved to Flats and Willoughby. Need Navy input for Willoughby Bay.

RM – safety plan. Will bring work plan at next meeting so you can see what we are using as an internal tool. Will set weather parameter conditions.

JB – three areas of concern where safety is at risk: 1. Boater hitting equipment at night or reduced visibility 2. Foul weather system moving through, front, special marine warning 3. Tug operators running over somebody. In plan, discuss and emphasize these.

WC – all winter, people are out in kayaks fishing near bridges. Kayakers will not be deterred by construction activity.

Action: HRCP will look into using PEPIRB

Action: HRCP to set up single point of contact, one phone number, one email that is monitored 24/7 during construction

8. Project Schedule

JM – JPA submitted. USCG Bridge Permit in process.

MA – 408 process. Steve Powell is the project manager assigned to this project. Initiation letter received. 408 submission expected in November. Have met a few times to discuss what submission will look like. Once USACE gets submission, will parse out pieces of application and push information out to the community in order to get maritime community concurrence. USACE will be doing technical review but will push info out to all stakeholders to get comments and resolve comments to complete the process. 408 package will include NSRA and TCP that the USCG has requested. Information will be pushed to Hal Pitts for review once it is received.

JM – TCP will be focused on marine operations instead of how TBM works. Is this what you want?

MA – I will rely on Hal Pitts to determine if those documents are complete

JB – yes, what Jose Martin proposes in TCP will suffice

MA – how often should we meet? Once application received, that will drive how often to meet and who should be there.

JB – understand it is a 6-year project and there must be acknowledgement that this be a living process.

JPM – opportunities to work together to expedite review with stakeholder meetings to go through documents and questions in real time

JB – you can submit a final document to USACE or USCG can be provided advanced copies of drafts for them to review

KC – these meetings are perfect to shake out issues as we go along. City of Norfolk must be involved. Socialization issues must be fixed

JM – November 14th or 21st next meeting. December meeting after submittal. Open communication.

Action: HRCP to set up next stakeholder for afternoon of November 14th
