Ungradable, no significance.

Opportunity to replace this structure with one that conforms to the university pattern and that reinforces the College Walk and secondary movement routes through the campus.

Alterations to this structure should not require a heritage permit, provided they conform to the campus heritage guidelines. Current use should be relocated or absorbed into another structure and a more public, academic building located here that better conforms to the university pattern.

This is a quasi-industrial structure, atypical on the core campus. The building is misplaced, having a very inward-looking and isolated use, yet being placed on the main College Walk. It has very limited heritage significance.

Double storey structure with loft space, with main entrance to the west and a highly intrusive service entrance to the west, directly on the College Walk. Modular concrete frame building with coffered slab and bagged internal brick division walls, exposed steel truss system and cross bracing on the upper level, steel windows. Vinyl flooring throughout. Exposed cable trays and services. New metal screens to the northern facade, and a later extension to the east encompassing the garage service doors.

Good. However, the entrance foyer has lost its integrity with several alterations over the years, and the loss of some original material.

The building should be formally listed as Grade IIIB.A maintenance plan should be devised to preserve the remaining historic fabric.

The building was opened by then-Minister of Finance Dr. T. E. Donges in 1960. It is is architecturally intact and follows the pattern of university buildings in its form, height, materiality and detailing. The building has associated significance with education. The building contributes positively to the College Walk.

Three storey building with five bay portico with Corinthian columns, and three bay entrance. Tiled sunshades to wings on both sides of entrance. Red tiled roof with decorative eaves brackets. Grand, double volume terrazzo foyer with central stair, dividing to each side at the landing. Mosaiced columns, original light fittings, elaborate cornice profile. Steeply raked auditorium with timber panelling and parquet flooring. Typical plaster dado and cork flooring and modern dropped ceilings in corridors. Simple internal timber doors with steel fanlights.

Good. Modern glazed infil to upper level arcades within the couryard. Modern dropped ceiling and vinyl flooring also evident on the upper level. Laboratory spaces have modern expoy floor finish.

This is a highly intact, well detailed building of high craftsmanship and with fine materials. It both contributes to the pattern of the university and “streetscape” of the campus and of Merriman, while being an exceptional example of a university building. It has some associational significance with the mining company De Beers, after which it is still named.

Double storey building with triangular plan and central courtyard. Three corners defined by architecturally-accentuated low turrets, with paired arched windows and engaged Doric columns, with round windows above. Red tiled roof with Italianate shaped sprokets and boarded eaves. Ground floor with shallow arched windows, first floor with fully arched openings. Internal terracotta tiling and flemish bond brick dado in corridors, entrance lobby of fine materials and craftsmanship, original timber vented doors and windows.

Good. There are original wooden cupboards from the Perold Building in the ground floor room adjacent to the entrance lobby.

Grade IIIC.

Replacement and/or alterations to the structure should be controlled by the heritage guidelines. The building does not have a strong presence on Bosman street. An entrance forecourt should be designed.The building should be formally listed as Grade IIIC. The frangipani trees to either side of the entrance should be retained, as should all the trees of stature, and a planting programme along Merriman should be considered.

North-facing double storey building with a three storey turret above the entrance. Pitched red tiled roof with wide board slatted eaves. Moulded plaster window reveals and white steel casement windows with fixed top lights (and bottom lights on ground floor). Double volume lobby with terrazzo floor, terrazzo stairs with mosaic inlays, metal balustrade with padded handrail, painted mosaiced columns. Typical plaster dado detail, parquet flooring and modern suspended ceilings in corridors. Additions to lobby and auditorium.

West facing double storey structure with three storey turret above entrance. Brick plinth, with smooth plastered and painted walls above and large, white painted steel windows. Ventilated eaves under red tiled roof. Terrazzo lobby, typical terrazzo stair with mosaic inlays and timber handrail on metal balustrade. Symmetrical plan with two laboratories on either side of entrance and lecture hall in centre. Conc. frame lecture halls with parquet flooring, original benches and teaching desk w/ fittings, interesting circular ventilator outlets.

Good. There have been some lightweight partitionings and divisions of spaces and rooms on the upper levels, but these are reversible.

Ungradable, no significance.

The fine terrazzo work and artwork in the building must be retained.The building’s relationship to the College Walk could be mitigated through providing more pedestrian and student friendly spaces at its entrance and along its podium.Alterations to this structure should not require a heritage permit, provided they conform to the campus heritage guidelines.

Although this building departs from the university pattern, its fine terrazzo work and artwork is of cultural significance.

Suth-facing, six storey concrete framed block, with terrazzo clad entry level pillars and tiled mosaic panels to either side by artist Cecil Skotnes (1976-77). Decorative terrazzo flooring and wall panelling throughout the lobby and public spaces of the building, as well as stairwell. Vinyl flooring on upper levels with aluminium ironmongery. Stairs are terrazzo with mosaic inlays and decorative metal balustrading. Symmetrical plan accommodates steeply raked auditoriums. Bust of C.G.W. Schumann in entrance lobby.

The fine terrazzo work and artwork in the building must be retained.The building’s relationship to the College Walk could be mitigated through providing more pedestrian and student friendly spaces at its entrance and along its podium.Alterations to this structure should not require a heritage permit, provided they conform to the campus heritage guidelines.

Although this building departs from the university pattern, its fine terrazzo work and artwork is of cultural significance.

Suth-facing, six storey concrete framed block, with terrazzo clad entry level pillars and tiled mosaic panels to either side by artist Cecil Skotnes (1976-77). Decorative terrazzo flooring and wall panelling throughout the lobby and public spaces of the building, as well as stairwell. Vinyl flooring on upper levels with aluminium ironmongery. Stairs are terrazzo with mosaic inlays and decorative metal balustrading. Symmetrical plan accommodates steeply raked auditoriums. Bust of C.G.W. Schumann in entrance lobby.

The roof appears to be leaking in the auditorium along Merriman Ave, which is a later extension. The building has been layered with numerous additions, although many original features are in evidence and the core structure is thus retrievable. There are many pots, bins etc. located in front of the simple, classical entrance to the building, which are intrusive.

Although this building follows the typical university pattern, it is much altered and only the public elements are of significance. The facade and entrance bay in particular are unique and architecturally accomplished. The building has associated significance with education, and with Hans Merensky, a German-South African geologist.

Three storey structure with granite steps to double volume entrance, terrazzo-faced, with two columns topped by lanters to sides. Copper roof ridging, cement roof tiles and vented eaves. Horizontal paned steel windows with larger window above timber front door. Double terrazzo entrance stairs with rounded lower treads, metal balustrades with timber handrails. Some coridors have been tiled/carpeted. Original features include tiled cills, timber doors, architraves with plinth blocks and skirting, brass triangular ironmongery, incaustic floor tiles.

The only building on the core campus not originally designed as a university structure, it is significantly altered from its original design as a boys’ school. However, while there are some inappropriate modern additions, much of the original material in the public areas has remained. The building has retained its patina and its worn tiles etc. give it character.

This building is a Late Victorian structure. Although much altered and not designed for the university, it still conforms to the campus pattern, and is also a landmark building on campus, and strongly contributes to the streetscapes of the town. The structure is associated with the history of education in Stellenbosch.

DRAFT 15 05 2014 OUTLINE GUIDELINES: US LEER & ONDERRIGSSENTRUM URBAN & HERITAGE GUIDELINES 1.0 LOCATION: The proposed new infill building is located in the “Neelsie” car park, part of erf 9119, sited approximately on the position of an earlier structure which burnt down. The site is zoned commercial. The site forms part the larger campus area provisionally termed “Area 3 – Neelsie Precinct” in the 2014 SU Heritage Based Development Framework being compiled by this team. 2.0 EXISTING CONTEXT: The existing immediate context comprises ungraded and intrusive buildings (eg the

Neelsie & Polymer Science buildings) which have negative spaces (service access, car parks etc) as well as typical University buildings built to pattern and which contribute positively to the urban framework (eg Merensky, Sielkunde, van der Sterr gebou). The most significant building in this Area 3 is the De Beersgebou, an iconic building provisionally graded IIIA.

The proposed site of this infill academic building is presently a tarred carpark serving

the Neelsie and the campus in general.

The option of retaining this portion of the site as an open campus space has been considered as part of the overall heritage framework and campus development plan. However, we believe this would have a diluting effect on the form and character of the linear college walk as well as adjacent squares” viz. the “Rooiplein”, Bosman St square and the “Groenplein”; all spaces identified in the preliminary plan. An infill building here is required to strengthen these higher-order open public spaces.

The overall framework plan includes the longer term vision for the creative reimagining

of the Neelsie complex. It is therefore important that any development adjacent to the Neelsie building now should not reinforce these negative patterns and hinder any possible reworking in the medium or longer term.

3.0 RESPONSES TO THE CHARACTER PRECINCT: The potential new building is a major intervention into the centre of the academic

campus context. The infill building should therefore address the campus context in the following ways:

South - form an active edge to the “College Walk”.

North - address the diagonal link in response to the de Beers building and contain the open space focused on the de Beers façade East - create a presence on the de Beer cross-stitch link and the remainder/ reconfigured open space/parking area. West - create an interface with the Neelsie building which both allows for and encourages future radical reconfiguration of the Neelsie and the strengthening of the important pedestrian link between Merriman and Victoria St.

The central location of the building and the need to address all four aspects suggests a building which has architectural presence on all facades and which responds to the different character and hierarchies present.

4.0 APPROPRIATE USE: The siting of the building along the college walk and at the core of a number of important linking routes suggests a building with an active programme, specifically at ground level, that encourages use across faculties and provides active street edges. A series of lecture halls and study spaces could well be an appropriate use, provided the building does not become a blank, internally focused ‘box’ at street level which would be highly detrimental to this site and this part of the campus. 5.0 ARCHITECTURAL GUIDELINES: Form and Pattern: The site and its prominent position calls for a building of high architectural quality. Though the building is situated in the core of the block and is not a perimeter building, its potential scale and character places it alongside other established and context-making campus buildings. It is also quite unlike other possible more minor interventions in the “inner realm” where boldly contrasting expressions are possible. The new building should be designed to be of its time and place, while acknowledging certain overriding patterns, forms and materials evident across the campus. The building should have the dominant orthogonal form of typical SU campus buildings. It could have a courtyard configuration or a covered internal core space with an organizational diagram that enables it to read as part of the SU campus typology. Elements such as entrances, lobbies, common areas and staircases should be located on the facade to relate to the campus contexts, provide scale to the building and denote key corners, axes, links and the like. The diagonal line formed by the iconic proposed Grade IIIA De Beers Building should inform a secondary indicator line within the new building. This splayed corner device on the N-E creates a link between the College Walk, the De Beers building open area and the north faculties edging “Rooiplein” as well as the important link across Merriman to the north campus. Plinth/ ground connection: The overriding requirement is for the building relationship to the ground level to be open and transparent to encourage interaction with the surrounding context. A solid wall expression that encloses all inner volumes is to be avoided. Similarly,

retention and possible extension of the existing basement parking must be carefully handled and detailed to avoid creating dead areas, barrier like-embankment walls etc. Roof: The size of the building will require some mediation in scale, form and massing, and the roofscape must contribute to this and not be monolithic. A combination of flat roofs and pitched roofs is encouraged to reduce the scale and to mediate between the historic and the modern. The specific location allows for some architectural latitude in the choice of roof material. Walls: The building should have punctured off-white plastered wall architecture with an articulated plinth in some form. There should be a clear demonstration of the different hierarchies of apertures. Expanses of glass are appropriate if these enable ground floor transparency and other links to the broader context. Entrances: Main entrances should be placed on the north to address the De Beers building link and on the south to address the College Walk. Additional connections and permeable openings along the west side parallel to the Neelsie building are encouraged. The building should not be attached to or link with the Neelsie in a manner that impedes or prevents free north-south pedestrian movement. A covered, open “galleria” type connection may be appropriate, however this should not further entrench the negative impacts of the intrusive and inappropriate Neelsie student centre. Height controls: Refer to diagram – Height control Alignment controls: Refer to diagram – Alignment control 6.0 LEGAL PROCESS IN TERMS OF HERITAGE: In terms of the National Heritage Resources Act, a NID must be submitted due to the development involving changes to a site larger than 5000 sq m. Having already assessed the significance of all the surrounding buildings and that of the campus as a whole, a development of the order planned will almost certainly require that an HIA in terms of section 38.1 be submitted as part of the process. It is worth noting that the Survey and Inventory compiled by this team in 2013 is still under final review by HWC IGICom, and that questions have been raised around the extent of the Grade II area shown. If HWC were to request that this Provincial Heritage Site area be larger, this site would then be considered under Section 27 of the Act instead. 15 05 2014
