Jul/Aug/Sep 2019 www.indian,rocks,beach.com Gregg Mims~ City Manager CITY ltlANAGEB•s REPORT On June 5, 2019, it was my pleasure to present the Fiscal Year 2019-20 proposed Annual Budget to the Indian Rocks Beach City Commission for the City of Indian Rocks Beach. This proposed Budget is balanced in all funds and presents a comprehensive plan for the City's spending activities as well as an overall plan for providing city services during the coming fiscal year. The appropriation levels reflect the requirement to balance the budget while maintaining conservative budgeting principles. The proposed Budget promotes accountability and tells the continued story of our successes. For the second year, the Administration sent a post card to the home of every registered voter in our city request- ing input on the FY 2019-20 Budget. We are appreciative of the comments and suggestions received. The proposed budget provides for maintaining the mill levy at 1.8326% which ensures our ranking among the lowest mill rates in Pinellas County, and one of the lowest in the State of Florida. All other revenue sources are stable, or rising slightly, which allow us to accurately make future projections. Our reserve fund remains strong and is significantly higher than the national average. All of this is accomplished without the benefit of a storm wa- ter fee or imposing a utility tax. The City's unassigned reserves balance is approximately $3 million or 78% of General Fund expenditures. In ad- dition to the General Fund reserve account, the Budget includes an updated IRB Five Year Capital Plan with an estimated reserve balance at the end of the five year period of approximately $650,866. On June 5 2019 it was my pleasure to present the Fiscal Year 2019-20 proposed Annual Budget to the Indian Rocks Beach City Commission for the City of Indian Rocks Beach This proposed Budget is balanced in all funds and presents a comprehensive plan for the Citys spending activities as well as an overall plan for providing city services during the coming fiscal year The appropriation levels reflect the requirement to balance the budget while maintaining conservative budgeting principles The proposed Budget promotes accountability and tells the continued story of our successes

FINANCE DEPARTMENT REPORT

The City Managers Proposed FY 2019-20 Operating and Capital Budget has been delivered to the City Commission ahead of schedule Meetings are scheduled with the City Manager and each Commissioner to review the proposed budgets

On July 23 2019 the City Commission meets to workshop the proposed budgets Also on July 23 the City Commisshysion will meet to vote on a tentative millage rate the millage rate that is sent out to taxpayers on their 2020 TRIM noshytice The adoption of a final millage rate and approved budgets take place at two separate public meetings scheduled in September 2019

Also the Finance Department will be sending out Business Tax Receipts or BTR renewal notices to all BTR holders in JulyAugust 2019 City Code requires a BTR for all commercial businesses located within the city limits of Indian Rocks Beach A BTR is also required by City Code for any rental unit(s) and home-occupied businesses Renewal periods cover the next fiscal year beginning October 1 2019 Currently there are over 500 BTRs registered with the City

Flows from firefighting Irrigation water

Diverted stream flows Rising ground waters

Water line flushing and other contributions from potable water sources Uncontaminated pumped groundwater

Foundation and footing drains Water from crawl space pumps

Uncontaminated air conditioning condensation Individual residential car washings

Springs Flows from riparian habitats and wetlands

Swimming pools direct infiltration of ground water to the separate storm sewer system
