Well 8 Raw Water Line Rehabilitation
Addendum #1 (7/5/19) Contract Document Revisions The following plan revisions and revisions to the Contract Proposal Bid Form shall be incorporated into the contract proposal and project plans for Well 8 Raw Water Line Rehabilitation Project:
1A Sheet 4 of the project plans has been modified to show lining limits. The revised plan sheets are attached and are included in the revised complete plan set located at:

1B Section 00100 Official Notice to Bidders of the original Contract Proposal shall be replaced with the attached revised Section 00100 Bid Form. The date and time for the letting will be extended to July 17, 2019 at 11:00 AM.
1C The Special Provision for testing on Sheet 02 1000 – 11 of the original Contract Proposal shall be modified per the attached revised Special Provision sheet 02 1000 – 11. This revision removes requirements for pressure testing at 150 psi for 2 hours with no loss of pressure. The requirements of ASTM F-1216 shall govern.
Addendum #1 (7/5/19) Information/Contractor Clarification
The following questions and answers are for contractor clarification:

Question Can you tell us the host pipe material (cast iron, ductile iron)?
Response The host material (existing water main) is 6” ductile iron.

Question Will this line need to be bypassed during construction or can it be shut down for the duration of the project?
Response The well will be turned off and the line can be shut down for the duration of construction.

Question Are there hydrants located on the raw water line?
Response There are no hydrants located on the raw water line within the limits of the lining project. There is a hydrant adjacent to the well pitless adaptor which will not be within the limits of the lining project.

Question Are there residential services coming off of the water main to be lined?
Response There are not residential services coming off of the water main to be lined. This is a raw water line which provides raw water to a water plant for treatment. This is not a distribution main.

Question Are wrinkles acceptable in the 22 and 45 degree elbows or are other contractors digging all of them up at those points?
Response Wrinkles will not be accepted, all fittings and project limits will be excavated.

OWNER AND WORK: The City of McHenry, Illinois, hereby gives notice that sealed Bids will be received for the construction of the Well 8 – RAW water line Rehabilitation. The Work of the Contract is generally described as follows:
The Project includes furnishing all labor, materials, and equipment and performing all work generally described as follows:
Installation of approximately 1140 Lin Ft of 6” Water Main pipe lining,
Reconnection of any water main disrupted during the lining process,
Excavation and complete restoration of site for any access pits, including any patching of asphalt roadway and driveways, and grass parkways, as necessary.
TIME AND PLACE OF BID OPENING: Sealed bids will be received until 11:00 a.m., local time, on July 17, 2019, at the City of McHenry Public Works Facility, 1415 Industrial Drive, McHenry, Illinois. All bids must be submitted in sealed envelopes (provided) upon the blank form included in the furnished proposal. Sealed envelopes shall be marked in the upper left hand corner as follows:

After the official bids closing time, the bids will be publicly opened and read aloud.
BIDDING DOCUMENTS: The Bidding Documents and the Contract may be examined at the McHenry Public Works Facility, 1415 Industrial Drive, McHenry, Illinois 60050, Monday through Friday between the hours of 7:00am and 3:00pm. The Bidding Documents will be available on June 12, 2019. Copies of Bidding Documents may be obtained on the City website at http://www.ci.mchenry.il.us/index.asp?SEC=590EFF1A-B7B8-405D-8398-C7A70F44A7F7&Type=B_BASIC or by applying to: City of McHenry Public Works, 1415 Industrial Drive, McHenry, Illinois, telephone 815-363-2186. WAGE RATES: This contract calls for the construction of a “public work” within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. (“the Act”). The Act requires contractors

and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current “prevailing rate of wags” (hourly cash wages plus amount for fringe benefits) in the county where the work is performed. The department publishes the prevailing wage rates on its websites at
http://www.state.il.us/agency/idol/rates/rates.HTM. The Department revises the prevailing wage rates and the contractor/subcontractor has an obligation to check the Department’s web site for revisions to prevailing wage rates. For information regarding current prevailing wage rates, please refer to the Illinois Department of Labor’s website. All contractors and subcontractors rendering services under this contract must comply with all requirements of the Act, including but not limited to, all wage requirements and notice and record keeping duties
PRE-BID CONFERENCE: No pre-bid conference will be held for this project. Please submit all questions in writing to Troy Strange, email [email protected]. BID SECURITY: Bid Security in the amount of not less than 10% of the Bid price shall accompany each Bid in accordance with the Instructions to Bidders.
CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price.
BID REJECTION/ACCEPTANCE: The awarding authority for this Contract is the City Council of The City of McHenry, and reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serve the interests of the OWNER.

190248 Well 8 – RAW Water Line Replacement SPECIFICATIONS AND SPECIAL PROVISIONS 02 1000 - 11
TESTING: A. Provide two lining product samples.
1. Provide two samples for each pipe diameter and thickness even ifthe quantity is less than one thousand feet.
2. Obtain one sample from termination point and one sample from aclamped mold placed in the downtube when heated water is usedand in the silencer when steam is used.
3. Label each sample.4. Submit samples to third party, independent laboratory for testing of
Short-Term Flexural (Bending) properties, Tensile properties, andliner thickness. Installed liner must meet the minimum thicknessrequirements. Non-compliance will result in a credit based upon thepercent of actual thickness to design thickness regardless offlexural and tensile properties.
5. If any test fails to meet the testing requirements, test the samplesfrom the remaining inversions at no cost to the Owner.
B. Test watertightness by hydrostatic water testing method in ASTM F-1216.1. Testing requirement is 150 psi for 2 hours with no loss of pressure.
C. Provide final inspection test by closed circuit television as outlined inASTM and deliver DVDs to the Engineer.
D. No visual defects, including delamination, pinholes, un-impregnatedor cured spots, or foreign bodies are acceptable.
PRELIMINARY FLUSHING: A. Prior to disinfection, flush water main as thoroughly as possible.
1. Flush water main until water runs clear.2. Provide a minimum flushing velocity of 2.5 feet per second in the water
main.3. Where no fire hydrant exists on the end of a main, the plug (or cap)
on the end of the main must be tapped with an opening in the endof the cap for flushing purposes. After satisfactorily completing thetests, install threaded plug into tap.a. 8-inch, 10-inch and 12-inch mains: 2½-inch tap.b. 16-inch mains: 3-inch tap.c. Larger than 16-inch mains: Use temporary fire hydrants.
4. Contractor has the option to use temporary fire hydrants in lieu oftaps. Temporary fire hydrants must be removed after testing iscomplete.
B. Coordinate time of flushing with Owner and Engineer, at least 72 hours inadvance of flushing.1. Do not initiate flush without Owner’s permission.
DISINFECTION: After the water main work has been satisfactorily completed and tested, disinfect the work in accordance with AWWA C651, and "Standard Specifications for Water and Sewer Construction in Illinois" as modified by these Specifications. A. Application of chlorine:
