The State of Texas honored Chief Holomon and Patrol Officer Konvicka with the 2008 State of Texas Law Enforcement Achievement Award for Professional Achievement and Public Service along with 18 other law enforcement officers across the state in the areas of professional achievement, public service, and valor at the State Capitol, Extension in Austin, Texas on June 11.

The Seabrook City Council congratulated Police Chief Nona Holomon and Patrol Officer Gary Konvicka at their June 16 City Council Meeting.

Are you a trail user? Are you among the people who love Seabrook because of its trails, woodlands and wetlands? Then we want to hear from you. The mission of the newly created Open Space, Beautification and Preservation Committee is to preserve open space and natural areas and to enhance parks and trails in Seabrook.

The City Council resolution establishing this committee charged it with creating a master plan for parks, trails and the Drusilla Carothers Coastal Gardens—the property north of Pine Gully Park, acquired through a public referendum vote. Those are our first tasks. (Continued)

Another Council assignment is to review questions of public access to the waterfront. Seabrook already has a strong reputation for celebrating its natural assets. To our knowledge, it is the first city in the region to recognize officially the need to conserve green space as the city grows.

Former Eco-Tourism Committee Chair Dori Nelson now chairs the new Open Space Committee. In coming weeks, members will be working with park consultant Charles Burdittand his staff to determine appropriate uses for the Carothers land. Everyone interested is encouraged to check the city website for meeting times and come and join the conversation.

There’s a new Interactive Online Form titled “Comments & Concerns” where you may submit comments and/or information about the City of Seabrook and City Hall will respond. (Please direct Public Safety comments to the Police Dept.)

You may now pay your Water Bills and Court Fines online from our website, too. The Building Department now accepts Visa and MasterCard payments for building permits and registrations at City Hall.

will be opened for all Bay Elementary students on Tuesdays and Thursdays from 10:00 am until 2:00

pm through August 4th. There will be a story time at 11:00 am every Tuesday and Thursday. Please drop by and check out some summertime reading. The front door will be opened for your visit. Parents

must fill out a registration form during the first visit.

Seabrook Municipal Court is in the process of issuing warrants.

June 24, 2009 - The following is Stage I Implementation of the Water Conservation and Drought Contingency Plan to go into

effect immediately.

STAGE I - WATER DEMAND AWARENESS – Implementing Water Conservation Plan - Waste of water is prohibited.

Penalty for violation of mandatory Stage 1 demand reduction measures: $25.00 to $100.00 per day fine for each violation.

Demand Reduction measures:A. Landscape irrigation:

1. Landscape watering between 8 a.m. and 7 p.m. is prohibited. (MANDATORY)

2. Existing or new landscapes:(a) Watering with sprinklers is recommended from 7

p.m. to 8 a.m., once every seven days (VOLUNTARY)(b) Watering with hand-held hoses, buckets or drip

irrigation systems is permitted at any time.(c) Watering with reused water is exempt from

reduction measures.

B. Vegetable Gardens:1) Watering between 8 a.m. and 7 p.m. is prohibited.

(MANDATORY)2) Watering with sprinklers is recommended from 7 p.m.

to 8 a.m., once every seven days. (VOLUNTARY)3) Watering with hand-held hoses, buckets or drip

irrigation systems is permitted at any time.

C. Swimming Pools, Hot Tubs and similar facilities:1) Filling and makeup of new and existing facilities is

permitted.2) Draining is prohibited except onto pervious surfaces

only. (MANDATORY)

Stage I Implementation of Water Conservation Plan, continued:

D. Aesthetic Uses: Reduction is recommended-for inside and outside use. It is recommended that non-re-circulating fountains be shut off and that re-circulating fountains be operated only during low evaporation periods.

E. Other Outdoor Uses:1) Waste is prohibited. (MANDATORY)2) Reduction of washing of impervious (paved) surface areas is

recommended.3) Non-commercial washing of automobiles, trucks, trailers, boats,

airplanes and other mobile equipment is permitted on designated days once every seven days only between the hours of 7 p.m. and 8 a.m. Designated days for Non-Commercial vehicle washing is assigned to Sundays. Washing shall be done with a hand-held hose or bucket. Hand-held hoses shall be equipped with a positive shut-off nozzle. (MANDATORY)

F. Commercial and Industrial Use:1) Washing of automobiles, trucks, trailers, boats, airplanes and

other mobile equipment is permitted on the immediate premises of a commercial washing facility.

2) Commercial nurseries, commercial sod farms and other similar establishments are requested to curtail all non-essential water use. (VOLUNTARY)

3) Restaurants are asked not to serve water to customers, unless specifically requested by the customer. (VOLUNTARY)

4) Voluntary reduction of water use in commercial and industrial processes is recommended.

5) Demand use reduction measures for all outdoor water uses apply to commercial and industrial users.

G. Domestic Use: Voluntary reduction for indoor domestic use is recommended by any means available.
