FREMONT ELEMENTARY

Bond Language:

Project’s Status:

Fremont Elementary construction bids were opened on June 11, 2015. Branco Enterprises, Inc. was determined to have the lowest responsible base bid at $9,285,000. Due to favorable bids, the District was able to capture four out of five alternates which include new kitchen equipment, enlargement of the gymnasium, solid wood cabinets, and the aluminum folding door panel system at the east side of the maker space. Branco has started mobilization of the site by setting up construction fencing. The pre-construction meeting has been established for July 14th. The full building permit has been obtained by the architects, so the project is ready to start. Fremont’s existing furniture and equipment has been relocated to Old Sherwood to prepare for building renovation. This also allows Fremont’s students to attend old Sherwood during the next school year. Once the renovation is completed the facility will accommodate 450 students. The design allows for approximately 50 students per Learning Lab with collaboration space adjacent to each neighborhood.

Project Challenges:

• Completion of site preparation and footing installations before the fall rains begin. • Timing is critical in coordination of Old Sherwood’s move to the New Sherwood so

that Fremont’s furniture and equipment is in place for the new school year.

A dozen individuals helped make the big move from Fremont Elementary to Old Sherwood Elementary for this coming school year.

Fremont Elementary furniture is staged in the corridors in preparation to be loaded on the moving trucks.

Above is the revised site plan showing the building addition on the North side with expanded parking at the main building entrance. The site will have access from Fremont Avenue and Evergreen Street. The orientation of the building’s front turn-in was made through consideration of entry security, vehicle/bus access, and vehicle stacking off Fremont or Evergreen.

The above is the overall floor plan showing the addition and renovated classrooms. The existing library was removed to allow for the addition attachment and provide new flex space. The gym/storm shelter is located in the center of the facility for easy access from anywhere in the school.

The original Fremont Elementary front elevation facing due west is pictured above. The mature trees protect the west facing classroom windows from the late afternoon sun. The existing facility was constructed in 1954. A classroom wing was added in 1967 and the present library added in 1985.

The architect’s color rendering of the facility’s new front entrance is showing two types of brick veneers, simulated brown wood panel, a logo metal screen, and window openings.

The facility’s existing library faces north overlooking the parent pick up parking lot. The library will be demolished to make a clean connection to the new structure and gym.

This is the east side of the existing library which will be removed for new construction due to the existing construction type.

The Owner did introduce a late change order to upgrade the existing sound system for the Cafeteria and Commons space and provide a handicap door operator for the Library. This work will be completed this summer. Subsequently, this work will complete the project and we can officially close it out.

Project’s Status:

The Hickory Hills four classroom addition is near completion with all construction debris cleaned up and freshly installed sod surrounding the building addition. The architect, contractor, and owner completed their walk through preparing the punch list and established the Substantial Completion date of June 24, 2015. The present contractual completion date is August 3rd due to 31 weather days that can be utilized by Nesbitt Construction. The outstanding installation items include carpet tile, tack boards, roof ladder and fence gates which are to be completed by July 14th

. Overall the project has gone really well. There were few minor construction issues that enabled the project to stay in budget and be completed on time. Hickory Hills K-8 now has a classroom addition that students will enjoy and a structure that will provide students/staff protection during severe storms.

• The concrete moisture content exceeds what is recommended by the carpet manufacturer (85% recommended and presently 90%) to install the carpet, so the contractor is waiting to install the carpet tiles. Plans to install around July 13

• Delivery of the furniture by start of school. .

The new 4880 square foot four classroom open concept floor plan. The classrooms can be separated by movable wall panels (FPD) or left open for collaborative class lesson.

The four classroom addition completed north elevation, lawn and property fence. The exterior pair of doors allows student access to the paved outdoor classroom surface and a quick trip to the playground.

This is the southwest view of the four classroom addition. The openings on the west and east face are tornado rated windows that will take the impact of flying debris.

Looking from the main entrance into the addition you see the folding partition separating the southeast corner classroom from the northeast class. The center hub, as we call it, contains storage cabinets, water fountain, and hand sinks. The contractor is waiting to install the Carpet tiles due to high moisture in the concrete slab.

The four classroom addition center hub that contains counter space, storage cabinets, water fountain, and hand sinks for students/staff use.

Looking at the back side of the center hub across the southwest classroom to the southeast classroom with the folding partition closed that also serves as a white board. Please note the large white board on the east wall next to the window that is common in each of the classes.

Each classroom has a nice size storage closet with shelves and work counter.

Phase 1A/ Mechanical Upgrades: The demolition portion of this summer’s work began as planned the very next day after school was out, May 21. This included carefully removing all the labeled/tagged ceiling devices to be stored for replacement later. Removing the old AC equipment from two floors was immediately followed starting the installation of new equipment. This project’s routing is from 2nd floor to 1st

floor and from West to East, with emphasis on the Counseling Center as the first area to be restored. Currently, the equipment is in place, new ceiling grid and tile is underway. The project is on time. 73 spaces of furnishings that were systematically stored throughout the building are scheduled to be returned the end of July.

Phase 1B/Kitchen, Servery, Cafeteria/Courtyard Renovations: The Commons, kitchen, servery and cafeteria was primarily completed in August of 2014. The new Commons has had several months of use since completion, which included instructional use, student gathering, lunch area expansion, after hours activities and special events. All comments received suggest that the Common’s Area is a huge success. Only adjacent/related areas

of construction remain as we work on completing Phases 1A and 2. Phases 1A & Phase 1B were in a combined contract.

Project Challenges:

Phase 1A - We are challenged to provide the new air conditioning equipment within the available summer construction window. We have removed all ceiling grid/tile and the old equipment. We are currently replacing ceiling grid, tile and HVAC equipment throughout both floors of the south end of Kickapoo in less than 11 weeks time.

Project’s Phase 2 Status:

Following an extensive value engineering process; this phase of the overall project was started and is progressing well, despite some weather challenges. The newly rerouted water line was completed by the City of Springfield allowing the main construction of the building to proceed. Renovation of the existing spaces is well underway with the demolition of ceilings, installation of new CMU interior walls and electrical work. A significant amount of old mechanical piping has been demolished and removed from the site. The old boilers are being demolished and will be removed from the site by the second week in July. Both of the old mechanical roof top units have been removed. All of the aggregate piers for the Safe Room have been completed along with the concrete footings. Exterior concrete footings are complete and the excavation for the orchestra pit is complete. Precast panels are in the schedule at the manufacturer’s facility. Precast panels are approximately 80% complete at the plant and are scheduled to start delivery to the site by mid-July. The first deductive change order for proposal request one has been approved by the architect and has been sent to the contractor for signature. The deduct amount is $180,258.00.

Project Phase 2 Challenges:

The weather is continuing to create delays for exterior work, specifically the below grade footings and underground piping work. Summer athletic activities are ongoing; therefore the contractors are making accommodations to work with the site to allow for construction progress and still maintain safe conditions for students and staff. The precast wall panels for the FEMA room will be a delivery challenge based on the length of the panels and the tight access into the east side of the site.

Project’s Status:

• The weather has continued to pose challenges on the general contractor (DeWitt &

Associates) and the subcontractors. Following the spring weather, the summer has also challenged the construction process with rains; one week for five days in a row.

• The building exterior is dried in and finishes are on track to complete on schedule. Kitchen equipment has been installed pending final electrical and plumbing hook up.

• All of the classrooms will be completed and ready for final punch by July 10th. The balance of the spaces, All Purpose Room, Media Center, Art, Project Lab and the

Safe Room/Gym, will be ready for punch list by July 20th. The Boys and Girls Club segment has a completion date of August 3rd

• The Golden Avenue Road Widening collaborative effort with the City of Springfield will be completed the second week in July, if not sooner.

Project Challenges:

• Earlier in the project, the School District made some changes to the interior design to incorporate more of the “21st

Century” learning concepts into the classroom wings, to provide more open, collaborative and flexible teaching spaces. With these changes, the design team and general contractor accepted the increased challenge to maintain the original completion schedule for the August, 2015 school year.

• As we moved ahead, we increased coordination efforts to work with utility relocation of the power lines, permanent power with CU and fiber optics with AT&T. The Golden Avenue widening was initially delayed due to City contract changes with the contractor and further delays due to weather. They are currently on track to finish the road work by the first or second week in July.

• Although the general contractor could ask for time extensions due to weather delays. They has stepped up the subcontractor manpower and developed a schedule to turn over the project for furnishings by August 3, 2015.

Pending Changes:

There are currently four change orders pending final signatures for approval by the general contractor and the District. The total of those changes is $150,927. There are two main changes within the four change orders for $68,940 worth of rock removal and unsuitable soils which we’ve noted in previous reports. The other large change order was Owner introduced with the decisions to upgrade and improve the Information and Technology program, which totaled $48,756. The other two pending changes are a combination of adds and deducts, for a cost of $23,908 (SPS) and $9,323 (Boys/Girls Club introduced).
