Cont’d from front page categories and number of delegates and the mode of presentation of documents among others.The Council also endorsed the need to start piloting the National Vocational Qualifications (NVQs) particularly in areas where National Occupational Standards (NOS) have been developed and classified; need for States participation in NVQs delivery for skills of the youth; need for the Office of the Head of the Civil Service of the Federation to fast-track the inclusion of NVQs in the Scheme of Service as well as States and FCT to ensure that all artisans and craftsmen are certified and licensed in their occupation before they can practise in line with global best practice.The Council agreed on the need to r e t r a i n l e c t u r e r s i n a l l faculties/schools and departments in tertiary institutions for effective implementation on inclusive education in curriculum delivery; a n d N i g e r i a E m p l o y e r s Consultative Association (NECA), Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) and manufacturers' Association of Nigeria (MAN) to accept the technical teachers during training which is for a period of one month in every three years.

He added that a sound inclusive and functional education system must be put in place for the nation to achieve economic prosperity.

National Board for Technical Education (NBTE), Dr. Masa'udu Adamu Kazaure has inaugurated a Committee to review the Report of the Presidential Committee on Needs Assessment of Nigerian Public Polytechnics.In a brief ceremony at the Board's Secretariat in Kaduna, the Executive Secretary stated that the Hon. Minister of Education has expressed the need to update the report of the Committee set up by the Federal Government in 2014 to assess the needs of public polytechnics in the country.Dr. Kazaure who said that the review was necessitated by the current market indices, said the update of the report will enable it conform to the present day

inflationary indices.The Committee is expected to review the financial needs of the polytechnics as contained in the earlier report in line with the present day inflationary indices; look more closely at the report with a view to updating it to be in consonance with government view and aspirations of a polytechnic as well as any other

matter that will enrich the report and guide the Hon. Minister in the implementation of the report.The Committee which is expected to submit its report within one week has as its Chairman, the Rector of Kwara State Polytechnic, Ilorin, Dr. Masud Elelu, while the Deputy Director, Finance & Accounts of NBTE, Mr. Jonathan Anyanwu is to serve as the Secretary.Other members are: Arc. According to the Minister, 'Government believes that solving the problem of unemployment will ultimately be addressed through technical and vocational education and training TVET)”. He added that 'Institutions of higher learning are urged to develop and inculcate in the youths appropriate attitudes and give career guidance and choices that will enable the youth to engage in lifelong learning and development'.Whi l e s t r e s s ing the good agricultural potential of the country, the minister enjoined institutions to ensure that youths are trained to tap into these potentials. “Government decision to diversify the economy is based on the consideration that there are several opportunities for self-employment especially in the agricultural value chain'.

th46 convocation ceremony of the Airforce Institute of Technology (AFIT), Kaduna.The convocation ceremony which took place at the Ibrahim Alfa Auditorium of the Institute in Kaduna witnessed the attendance of very high dignitaries including the Chief of Air Staff and Visitor to the Institute, Air Marshal S.B. Abubakar, his Naval Staff counterpart, Rear Admiral Etak Ette Ebas and the Honourable Minister of Transportation, Rt. Hon. Chibuike Rotimi Amaechi who was also the Guest of Honour of the occasion, among others.In his remark, the Provost of the Institute, Prof. (Engr.) E.O. Ezugwu said 247 students graduated in 16 programmes at the various levels of diplomas including 11 Postgraduate Diploma (PGD); 106 Higher National Diploma (HND) and 129 National Diploma (ND).Prof. Ezugwu stated that in pursuant to the resolve to incorporate civilians in the Institute, a total of 119 of the graduands were civilians. While congratulating the graduands and their families for their efforts, the Provost urged the graduands to think outside the box to surmount challenges in their environment. “You have to work hard to impact on your environment and society at large and be good ambassadors of the Institute” he charged.In his address, the Guest of Honour and Minister of Transportation, Rt. Hon. Chibuike Rotimi Amaechi said the Institution is dear to his Ministry in the production of manpower for the aviation industry even as it adds value to the Air force, nation and West African

supremacy and it is trying its best to bring back sanity and order to the union.In his remarks, Mr. Emmanuel Udontre member of the Education Committee of the union called on the Executive Secretary to rescue the middle level man power in the health sector which is part of the mandate of the Board. He said that the Pharmacists and Radiographers are out to whittle down the role of the technicians and technologists.He appealed to the Executive Secretary to review and upgrade the curriculum to fit into the emerging trend which will be for the benefit of the country at large. In his words “the health of the citizens is a major priority and cannot be achieved without the technical manpower.” He called on the Executive Secretary to use his good office and rescue the middle man power.

In his response the Executive Secretary thanked the delegation for the visit, while expressing concern over lack of cooperation and understanding especially among health sector personnel. He said that a meeting will be scheduled for the unions so as to reach a truce on the issue and bring an end to the existing problems.The Ag. Director Monotechnics Programmes Department Mrs. Helen Oduntan in her remarks said that due to the problems between the unions, the NBTE has stopped the accreditation process of Kano State Polytechnic and Moshood Abiola Polytechnic, therefore urging them to try and bring an end to the problem.The union plans to partner with the Chinese micro phobia to establish an orthodox and Chinese hospital.

(TOPREC) Tpl (Prof) Layi Egunjobi, FNITF has said that the Execut ive Secretary 's vast knowledge and experience will be valuable in the repositioning of the National Board for Technical Education towards achieving the desired change agenda of the President by ensuring that all polytechnics in the country are sources of knowledge and entrepreneurship for wealth c r e a t i o n a n d e c o n o m i c development.The President stated this during a courtesy visit to the Executive Secretary, National Board for Te c h n i c a l E d u c a t i o n , D r. Masa’udu Adamu Kazaure at the Board’s secretariat in Kaduna.He stated that the accreditation of Urban and Regional Planning programmes is key mandate of the TOPREC with the objective of creating and maintaining high standard for professional education and practice in Nigeria.He called on the Executive Secretary to direct all Rectors of the polytechnics to ensure that only registered town planners are appointed as Director Physical Planning Unit in their respective institutions. He urged him to make it mandatory that campus master plan of polytechnics to be produced by only registered town planning consultants/ Town planning consultancy firm in the interest of professionalism in Nigeria.R e s p o n d i n g , D r. K a z a u r e commended the TOPREC for the visit and assured that he will ensure the strict compliance of the 2007 procurement act which stipulates that only registered Town Planners gets the master planning job.He urged the TOPREC to key into t h e N a t i o n a l Vo c a t i o n a l

Education (NBTE) Kaduna, Mallam Sheriff Sanda has retired. He retired from the service of the

ndBoard on 2 August 2017 after attaining the mandatory 35 years in the public service.Born in September, 1957, Mal. K a z a u r e a d d e d t h a t victimization of members and non-release of check-off dues in some polytechnics, non-payment of CONTISS 15 arrears and non-release of the White Paper of the Visitation Panels to some Federal Polytechnics are also of major concern to the polytechnic sector. Other challenges according to the Executive Secretary include the non-implementat ion of the National Council on Education (NCE) resolution on removal of B.Sc./HND dichotomy, delay in

review of the Polytechnic Act, non-commencement of renegotiation of the 2010 agreement as well as government tardiness in the appointment of rectors for some polytechnics among others.He said though some of the demands were union-specific, others cut across all the unions and ASUP has been more strident in its demands leading to series of ultimatums to the government.While enumerating some of the

steps taken by the Board to sustain industrial peace on the campuses and guarantee uninterrupted academic calendar, the Executive Secretary said a multi-pronged approach was adopted, comprising dialogue with unions, reaching out to agencies responsible for addressing some of the problems like the office of the Accountant General of the Federation, Budget Office and the National Assembly.
