MONA HUMPHRIES BAILEY
Mona Humphries Bailey is Assistant Superintendent of Public Instruc-tion for the State of Washington in charge of the Division of Special and EqualEducation Programs, and President of the Delta Sigma Theta Sorority, Inc.,an international public service organization.
Mrs. Bailey received her high school diploma in 1950 from Wallace M.Quinn High School in her native Apalachicola, Florida. She received the B.S.degree in chemistry from Florida A&M University in 1954, and the M.S. inscience education from Oregon State University in 1962. She is currentlystudying for the Ph.D. in educational administration at the University ofWashington. She has also attended three National Science Foundation insti-tutes in physics and chemistry, radiation biology and general science, and two
workshops on "Humanizing Middle and Junior High Schools" and "Management Training for Selected SeattlePublic School administrators."
Mrs. Bailey began her professional career in 1954 as a science teacher at Douglass High School, Live Oak,Florida. In 1956, she taught science at Panama City, Florida's Rosenwald High School.
She moved to Seattle, Wash., in 1958 and taught science at Sharples Junior High School for three years. From1962 to 1965 she taught science at Hamilton Junior High School, Louisa Boren Junior High and Garfield HighSchool, respectively.
From 1964 to 1967, Mrs. Bailey was counselor at Garfield High. She was a personnel assistant in the SeattlePublic Schools central administrative office in 1969-70. From 1970 to 1973, she was principal of Meany-MadronaMiddle School. In 1973 she worked at Seattle University as a supervisor of administrative interns and as aninstructor of a course entitled "Administrative Behavior for Women and Minorities." She has held her present jobof assistant superintendent of all State of Washington schools since 1974.
From the time Mrs. Bailey was elected Miss Florida A&M University in 1953, she has won numerous otherhonors. Among them are: "The Most Well-Rounded Student Awarded at Florida A&M University," 1954;"Distinguished Service Award in the Field of Education Within the Inner City," the Carnation Company, 1973-74;"Achievement Award," Les Dames Bridge Club, Seattle Wash., 1974; "Distinguished Achievement Award inServices to Youth," The Links, 1976; and the "Distinguished Community Service Award," Benefit Guild, 1978.
Her professional affiliations include: membership on District Task Forces on Special Education, MiddleSchool Planning, and School Security, Seattle, Wash.; Advisory Board of the Facilitative Environment Encourag-ing Development Project; National Advisory Committee on Arts for the Handicapped; Child DevelopmentResearch Advisory Council on Gifted Children; Advisory Panel, Title IX Compliance Study for HEW, Region X;Multiple Schlerosis Read-a-Thon Advisory Council; Advisory Committee of the Career Intern Program (chairper-son); and Advisory Board of the United Negro College Fund, Inc.
Prior to becoming National President of Delta Sigma Theta in 1979, Mrs. Bailey held key district and nationaloffices within the organization.
She was a member of the sorority's National Projects Committee in 1963-64; director of the Farwest Region,1964-68; chairperson of the National Nominating Committee, 1969-71; co-chairman of the National Constitutionand By-Laws Committee, 1971-73; member of the Executive Board, 1964 to present; National ConventionCoordinator, 1975; National First Vice President, 1975-79; and a member of the Board of Directors of theTransAfrica Project.
Mrs. Bailey is married to William Peter Bailey. They have two children, Peter Govan and Christopher Evans.
LAWTON M. CHILES
Lawton M. Chiles, Democratic United States Senator from the State ofFlorida, is a native of Lakeland, Florida
Sen. Chiles received his high school diploma from Lakeland High Schoolin 1948. He received his B.S. degree from the University of Florida in 1952, andhis J.D. degree from the University of Florida Law School in 1955. He holds
honorary degrees from Florida Southern College, Jacksonville University andStetson University College of Law. ,.
Sen. Childs began his professional career in 1953 as an officer in the
Artillery Branch of the United States Army. When he finished law school in
1955, he began practicing law in Lakeland and continued until he was elected tothe U.S. Senate in 1970.
From 1959 to 1969, Sen. Chiles served in the Florida House of Representatives. He was elected to the - ,
Senate in 1966 and served until 1970.
LAWTON M. CHILES
"Walking Lawton," the media tagged him as he mounted a creative and spectacular campaign to win his U.S.Senate seat. Sen. Chiles literally walked from one end of the state to the other and ran away with the 1970 election.
As the senior senator from Florida, Sen. Chiles serves on the following comittees: Appropriations Committee(ranking minority member of the Transportation Subcommittee, Defense Subcommittee, and Labor/ Health andHuman Services/ Education Subcommittee); Special Committee on Aging (ranking minority member); Govern-mental Affairs Committee (ranking Minority member of the Federal Expenditures, Research and Rules Subcom-mittee, and the Permanent Subcommittee on Investigations); Budget Committee; and the Democratic SteeringCommittee.
In his distinguished career, Sen. Chiles has been recipient of the following awards: The Jaycee's OutstandingAmerican of Florida Award, 1973; Florida Audubon Society Conservationist of the Year for 1975; Special Awardfor Contributions to Education of Exceptional Children by Florida State Federation Council for ExceptionalChildren, 1975; Florida Minority Contractors Association Award, 1977; Greater Orlando Press Club/SunshineAward for Authoring the Federal Government-in-the-Sunshine Law, 1977; National Federation of IndependentBusinessmen's Guardian of Small Business Award, 94th, 95th, and 96th Congresses; and the Florida ProsecutingAttorneys Association for Contributions to the Justice System, 1980.
He holds membership in the Florida Bar, the Florida State Society, Washington, D.C., the Kiwanis Club andthe Sons of the American Revolution.
Sen. Chiles is married to the former Rhea May Graftson. They have two daughters, Tandy M. Barrettt, andRhea Gay; two sons, Lawton M. III, and Edward G., and two grandchildren, Joseph Lawton Barrett and TandyGay Barrett.
VITO PASCUCCI
Vito Pascucci has shown a marked interest in music and musical instru-ments for a long time. While playing; cornet in junior high and high schoolbands, he studied the design and construction of musical instruments, and laterdeveloped the skill to repair them. During his junior high school years, Pas-
Scucci spent his summers serving as an apprentice at the Frank Holton BandInstrument Company in Elkhorn, Wisconsin.
In 1943 Pascucci was called into the armed forces and assigned to dutywith the Glenn Miller Air Force Band. His responsibility was to repair andmaintain all wind instruments in that famous band. When the Glenn MillerBand received orders to go to Paris, Pascucci took this opportunity to visitinstrument factories in and around the French capitol. It was here that G.
Leblanc et Cie made a great impression on him because, unlike other instruments factories he visited, Leblanc haddesigned and fabricated sophisticated machinery to do operations which machines can do best, reserving the use ofhand labor only where and as craftsmanship became necessary.
When World War II ended and Pascucci had returned home, he was soon contacted by the Leblanc family andasked to join them in establishing an American company to distribute Leblanc instruments to the U.S. market.Thus, in 1946, in the basement of a music store, a small "factory" was established for the purpose of servicing andreboring Leblanc instruments. Leblanc in France provided the necessary tools and guages. Back then, and until thisday, Leblanc-Paris insists that all French made instruments be disassembled, acclimatized, rebored and reas-sembled to their exacting specifications, as they still are today. Thus, music dealers were assured of eachinstrument's musical and mechanical excellence, and school band directors were assured that their students wouldhave instruments that were consistently correct in intonation and playing qualities.
Pascucci now manages a company comprising three factory locations and employing over 400 people. The G.Leblanc Corporation is the only remaining privately-owned successful company in America producing a full line ofwind instruments.
Pascucci's dedication to music and hard work led to many positions of dignity and honor. He has served aschairman of the American Music Conference, and oversaw its reorganization as an association to represent theentire music industry to the public and the government. He still serves on the American Music Conference Board ofDirectors, and in June, 1980, in recognition of his renowned leadership in American music industry, he wasinducted into AMC Hall of Fame for leaders in music industry.
Pascucci is also a member of the board of the National association of Band Instrument Manufacturers, andhas served as its president for four terms. He now serves on the boards of the Milwaukee School of Engineers, St.Catherine's Hospital, First National Bank, Kenosha Memorial Board of Advisors, Wisconsin Manufacturers &Commerce, and the Kenosha Manufacturers Association, of which he served as president. He is also vice-chairmanof the Board of Directors of VanderCook College of Music, and an honorary life member of Phi Mu Alpha(Sinfonia).
Pascucci's son, Leon, is now involved actively in the G. Leblanc Corporation as vice president of advertising.
MAXWELL SAMUEL THOMAS
Maxwell Samuel Thomas, is a native of Ocala and a product of theMarion County Public Schools. He came out of a family background wellrecognized for expertise in the building construction field in and around Ocalabefore and during the 1920's. He was awarded the B.S. degree in BuildingConstruction by Hampton Institute in 1932 and the Masters in IndustrialEducation by Colorado State University in 1944. He has participated innumerous professional conferences, workshops, and seminars on manycampuses around the country including Cornell University, University ofFlorida and Norfolk State University as well as in the nation's capital. Thesehave served to strengthen him in his work educationally and administratively.
Dean Thomas, as he is generally addressed, served the State of Florida andFlorida A&M in several capacities related to vocational and technical education over a period of 39 years(1938-77). And in doing so, he played a significant role in the development of programs leading to a more viableparticipation of Blacks in Florida's ever-growing skill and technical job market.
His initial professional assignments following graduation from Hampton include: Vocational teacher/foot-ball coach, Dunbar High School, Little Rock, Ark.; construction foreman, W. H. Aiken Construction Company,Atlanta, Ga.; vocational teacher, Stephen-Lee High School, Asheville, N.C.; and camp educational adviser,Civilian Conservation Corp, Camp 362, Fredericksburg, Va.
In the Spring of 1938, Dean Thomas joined the staff of the State Department of Education as State ItinerantTeacher Trainer, Trade and Industrial Education with headquarters at FAMU. This arrangement provided for theunique relationship which led to his serving both agencies, sometimes simultaneously, and in several capacities. Atthis period in our history, the importance of gearing more of the secondary school efforts to vocational trainingleading to immediate and profitable employment was being realized, perhaps more than ever before. Blending theinfluences of the State Department and the University on the local setting to get more programs initiated in theBlack schools was the on-going challenge that faced Thomas. How this was done in each of the developing centersmakes for an interesting and intriguing chapter in the overall story.
Dean Thomas' role as the prime "schemer-architect-builder" of the Mechanic Arts Annex (now housing theCETA Program) in the early 1940's is a prime example. This was built as a temporary structure in 1942 to train warproduction workers. A federal grant of approximately $70,000 for equipment was made avaliable, but conditionedon FAMU's putting up a temporary structure for training welders, machinists, sheet metal workers, electricians,auto mechanics, etc. for war related production. All local lumber supply dealers were under a military freeze orderbecause nearby Dale Mabry air base was under construction. Many ideas and schemes were explored for atemporary building. Thomas' last alternative was to have FAMU set-up its own saw mill on campus, and cut thelumber needed from its own stand of tall pine timber growing on the campus and farm. The deadline for federalfunding was met and now, 40 years later, we have a new definition for a temporary structure on a campus. Thebuilding not only served in support of the war effort, but served as a training facility for many veterans and regularstudents since that time.
Likewise, it was through his special efforts, official and unofficial, that the $1.75 million, 4-unit BenjaminBanneker Technical Center--long a dream of his and his faculty-became a reality in 1966. Convincing appealswere made by him to have this facility included among those scheduled for construction through the Manor Bondissue No. 2 under the College Building Amendment Act voted on in the general election of 1963.
Over the years, he has been involved-directly and indirectly-in working with the proper local forces inadvancing vocational and technical training opportunities for his people. During the early years it was a matter ofgetting some things started. In the intermediate years it was a matter of meeting standards and improving thequality.
In addition to his initialjob title of State Itinerant Teacher-Trainer, he has served the University in advancingits cause under several job headings, including: Dean of Machanic Arts; Dean of Mechanic Arts and Engineering;Director of War Production Training -'irector of the Vocational-Technical Institute and Coordinator of Planningand Development. Among the many extra administrative assignments given him, he probably relishes most that ofhaving served for about 10 years as chairman of the Orange Blossom Classic Committee. Its potential as a majorpublic relation project was always a great challenge.
Professional writing has not been a complete void in the numerous professional activities of Dean Thomas.Some of these would include: The Status of Vocational Industrial Training Opportunities in Florida-a specialreport prepared at the request of the Fowler Commission on Race Relations by Thomas and others in 1960; TheChanging Profile of the Black Colleges and Universities-with reference mainly to the Florida Agricultural andMechanical University; The Black College in an Age of Ferment A Collection of Essays.
Dean Thomas, has served and still serves his community well. In his retirement he maintains a full schedule ofvolunteer services to the municipality and various human service organizations. These include: member of theCitizens Advisory Committee: Tallahassee-Leon County Planning Department; executive board member, CapitalArea Community Action Agency; member, Tallahassee Heritage Society; executive committee, TallahasseeBranch, NAACP; member of the FAMU Athletic Committee and member of the Advisory Committee LivelyTechnical Center.
Dean Thomas is married to the former Jacqueline M. Holloway of St. Petersburg. They have one son, LawsonE. Thomas, Ill, Area Service Manager, Pontiac Division, General Motors Corporation, New Port News, Va,
