• Schedule work outlined in work plan for Decanter repairs to coordinate with UV and valve repairs.

• Staff to review the draft PER and provide comments. • Initiate Final design phase.

• Follow up on request for additional information and cost estimates from the engineer to evaluate each scenario.

• Respond with comments on proposal for intersection revisions at FM 1128 to the consultant once additional information requested is received.

• Continue acquisition process to obtain last parcels along the alignment.

Cullen Parkway Improvement (Beltway 8 to FM 518)

Progress this period: Phase I Work within the City Limits

• Contractor is scheduled to re-construct the Hawk intersection. This work has been scheduled for June. There have been no updates at this time.

Phase II Work north of City Limits

• Work on Storm trunk line is complete • Contractor is installing the sound wall on the west side near the beltway • Excavation and sub-grade preparation has been completed to President’s

Drive (entrance into subdivision about 1000 ft south of Beltway) • Stabilized base and bond breaker is now complete from McHard/

Brookside intersection to Fellows Road • Reinforcing steel is complete from McHard intersection to Park

Entrance and started from that point north to Fellows • Bridge deck is complete and work has begun on the bridge sidewalk and

rails Planned Activities for period ending June. 30, 2012: Phase II paving will likely begin by the middle of June

o Contractor will most likely wait until the entire paving limits have been prepared completed before beginning pavement at the north end moving south

o Estimate the south bound lane paving to be completed around the end of June and probably move traffic over in to mid to late July

Highway 35 Reconstruction

Design Engineer: S&B Engineers & TxDoT, Contractor: Triple B Construction CM: TxDoT Billed to Date: $ % Billed: Contract Days Used: % of Contract Days: Completion Date: June 2013 Progress this period:

• Work is currently focused on paving within the center and median lanes o Center-Median lane paving began in early May and is being

performed at night to avoid day-time temperatures o Contractor is having trouble getting concrete and over the last few

weeks has been limited to only 200 cubic yards a week. This is a

material shortage issue aggravated by a material trucking shortages

o Contractor has reached the end of the machine paving area near the flea market area and will be completing the final push to the Beltway by hand which will further slow progress

o Work began on the Broadway/ Main Street intersection Monday May 14th The first three stages have been poured and the storm

drainage installed. This work has been complicated by the soil contamination issues discovered during installation of the waterline on the northwest corner prompting the need for environmental and safety requirements.

The second phase of this work will begin in early June with additional existing pavement removal in the center of the intersection

• Bridge work continuing o Contractor is attempting to schedule and complete bank

stabilization paving under all three bridge locations at this time so that beams may be set.

• Drainage o Contractor is preparing to begin work on the storm trunk lines along

the east side of the project. Each of the three separate systems will have to start at their

respective outfalls which are close by the existing temporary northbound traffic lanes. Contractor has asked for detours at each of the three bridges but, lane surface elevations may prevent this. TxDoT and the contractor are working on finding a resolution

• Walnut intersection o Signal contractor has finally begun work with the installation of

conduits and foundations for the controller cabinet. o Concrete shortages are delaying their installation of the pole

foundations.

• Planned Activities for period ending June 30, 2012:

• Center lanes and median paving will continue with evening paving operations and run longer than previously expected.

• Broadway/ Main Street intersection reconstruction will continue. TxDoT has decided, with Staff approval, to complete the reconstruction of the Northbound lanes at this time rather then per the original schedule which called for a break between southbound lane work and the start of northbound lane work.

• Work on northbound lanes on Hwy 35 will begin in late June at the south end with detours moving northbound traffic west to the center of the new highway. This will put both directions of traffic on the single side while work is performed betweenFM518 and Walmart

• East Orange Street intersection with Hwy 35 will be closed for ten days to two weeks for a total reconstruction. Traffic Detours will be

• Met with the contractor, the architect, Building Maintenance, Fire Department staff, and Airflow Solutions, the Aaon unit installer to discuss the ongoing humidity issues.

• Airflow Design Solutions suggested making modifications to the system. These modifications are being tested in the dorm room area of the facility and so far seem to be improving the humidity levels. The city will continue to monitor the performance of the Aaon unit.

• Contractor is working through the punch list items. • Project is approximately 98% complete. • Met with the project team, including the contractor on May 23, 2012 to discuss the outstanding

construction issues that are preventing the close-out of the project. • During the May 23, 2012 meeting, Texas Sterling presented a letter from a Materials Engineer

that was to defend the installation of street pavement, driveways that are now cracking. The letter was grossly incomplete and City staff advised the contractor to have the letter re-written with more detail of the investigation, observations, analysis, and conclusions. Upon the resubmission of the letter, the City will decide how best to proceed with remedying the areas of concern.

• Attended a second meeting with the project team, on June 7, 2012 to update the progress of the action items identified in the May 23rd meeting.

• The contractor has satisfactorily completed approximately 50% of the action items. • The Material Engineer’s letter defending the cracking concrete was not complete and is to be

finished on June 13th. • Approximately 10% of the sidewalks that were installed on the project have risen between 1/8”

and 2” above the curb, causing a trip hazard. The City has asked the contractor to file with their insurance company for the re-installation of the sidewalks. It is believed that due to the extreme drought conditions that occurred during and immediately after the sidewalks were installed the sidewalks rose in elevation after rain saturated the soil. The contractor has agreed to file with their insurance company, but stated that they do not expect the insurance company to pay. The sidewalk in question is primarily located on the north side of Orange Street between San Antonio Ave. and Mykawa Rd.

• The contractor installed the SETs at Hatfield and Orange in a different position because the plan design incorrectly made it appear that both could be situated in such a way as to provide adequate drainage. This repositioning will cause an unsafe drop-off from the sidewalk in this location. The contractor has agreed to rework this area for the cost of materials only upon a re-design by GC Engineering.

• Contractor poured the bottom of Old Town Ditch without well pointing and water eroded through the bottom slab. The slab was cored and sent to the geotechnical company for analysis. The analysis concluded that the quality of the concrete is diminished as a result of the water infiltration. The City has therefore rejected the work and asked the contractor to cut out the bottom of the ditch and re-pour.

• The contractor has completed the sodding and hydro-mulching.

Mykawa to see if they return to the planned elevation. • Attend a meeting on June 19 in an effort to resolve all outstanding project issues including the

sidewalk that is non-conforming, about twelve inlets that need to be adjusted or replaced, and the cracked pavement at several driveways and in the roadway.

• Texas Sterling is to provide the City with a proposal at the June 19 meeting for all of the extra work items which include extending the pipe under eight driveways to prevent the steep drop off, extending the driveway at the property used for livestock, and re-building three brick inlets,
