The KEYER is published monthly by K6MEP, the Ventura County Amateur Radio Club, Inc. as a means of providing club members the minutes from K6MEP’s monthly general membership meetings, the monthly board of directors meetings, a calendar of events and articles of interest on amateur radio.

Message from the President

Greetings Members:

The tradition of VCARC is to have a dinner gathering, DecemberFest, for December instead of a meeting on the second Friday. This year we are signed up for Dec. 11 at Olive Garden, 1891 Ventura Blvd, Oxnard, CA 93036 from 6:30 PM onwards. Our RSVP is for 30, and we have nearly that many from a show of hands at the November meeting.

Congratulations to Steve Noll, WA6EJO. Steve was elected to serve as member at large on the Board of Directors for 2016. The incumbent directors were re-elected for 2016.

We may be restructuring our monthly meetings a bit in the coming months as the directors discuss ways to add new features and activities - stay tuned!

Upcoming FCC Exam Sessions

ON EXAM DAY BRING THE FOLLOWING ITEMS:

1. A legal photo ID (driver's license, passport). 2. When no photo ID is available, two forms of identification must be presented:

a. non-photo ID/driver's license (some states still have them) b. birth certificate (must have the appropriate seal) c. social security card d. library card e. utility bill, bank statement or other business correspondence that specifically names the person; or a postmarked

envelope addressed to the person at his or her current mailing address as it appears on the Form 605. 3. Students may bring any of the above items and/or a school ID, minor's work permit, report card, or a legal guardian may

present a photo ID. 4. Bring your Social Security Number (SSN) or your FCC issued Federal Registration Number (FRN). VEC's are required by

FCC to submit either your SSN or your FRN number with your license application form. If you prefer not to give your SSN, then you may use your FCC issued FRN, if you have one. For instructions on how to register your SSN with the FCC and receive a FRN, visit the FCC's FAQ page and the FCC's registration instructions page.

5. If applicable, bring the original and a photocopy of your current Amateur Radio license and any Certificates of Successful Completion of Examination (CSCE) you may hold from previous exam sessions. The photocopy(s) will not be returned.

6. Two number two pencils with erasers and a pen. 7. A calculator with the memory erased and formulas cleared is allowed. You may not bring any written notes or calculations

into the exam session. Slide rules and logarithmic tables are acceptable, as long as they're free of notes and formulas. Cell phone must be silenced or turned off during the exam session. The phones' calculator function may not be used.

8. Bring a check, a money order or cash to cover the exam session fee(s). Check the ARRL VEC's current exam fee.

Due to assignment and coordination of several D-Star Repeaters, TASMA, the southern California Two meter amateur frequency coordination body, has had to re-align several frequencies. Among these changes are the channelization (15 KHz spacing) of the 145.5 - 145.6 simplex allocation and reassignment of several frequencies from simplex to other uses.

ARRL offers online training for hams who want to participate in the Amateur Radio Emergency Service.

The time for training is before a disaster...not during one.

The former Amateur Radio Emergency Communications (AREC) series of three training courses has been reconfigured into two courses: An introductory course and a course for leaders and managers.

Introduction to Emergency Communication (#EC-001)

Revised in 2011, this is an update of the former Level 1 course. It is designed to provide basic knowledge and tools for hams who want to serve as a Public Service volunteer. It provides an opportunity for non-hams who rely on communications in emergency situations to learn about Amateur Radio and its unique role in emergencies.

The course is offered online using the Moodle learning platform. The Introduction to Emergency Communicationcourse has six sections with 29 lesson topics and a 35 question final assessment. Participants should plan on completing the course in approximately 45 hours over a nine week period. This is a mentored course, in which you may work according to your own schedule. Cost is $50 for ARRL members and $85 for non-members.

Public Service and Emergency Communications Management for Radio Amateurs (#EC-016)

Launched in 2010, this course is designed for Amateur Radio operators who will be in leadership and managerial roles, organizing other volunteers to support public service activities and communications emergencies. Participants will learn how radio amateurs prepare to support local community events and, when working in coordination with governmental and emergency response organizations, how to deploy their services. PR-101: ARRL Public Relations (EC-015)

This is a basic training course for PIOs and anyone interacting with the media and promoting Amateur Radio.

WD6EBY Sulphur Mt. Repeater Project

Hello Ventura County, I wanted to give you an update on the work that was completed on Sulphur Mtn over the weekend. There were nine of us on sight that accomplished a tremendous amount of work for one day. What a wonderful day it was on Saturday. The weather was perfect and the camaraderie was outstanding. I can not

remember when I have had such a wonderful and fulfilling day. Thank you all for your dedication and your hard work. The goals were pretty lofty but with all of us pulling together we accomplished what I thought could not have been

done in a day. Over the past couple of days, I have had the opportunity to start looking at the performance of the various systems. I

am very pleased, in fact surprised with some of the performances. I am extremely happy with the changes resulting in great performances improvements

REPEATERS: 145.200 / 127.3 -- The original antenna was a Hustler Dual band antenna which was replaced with a Station Master

Antenna. WOW!!!, what a difference in performance. I am now full quieting into the repeater with my MT2000 from my

house. At this time with the low power of the test repeater, 18 watts to feed-line, is hard to hear. I am looking forward to installing the Motorola VHF MSF5000 during the Holidays will hopefully be a better balanced system.

447.580 / 141.3 Test Coordination...currently a stand alone system This is a test repeater with a power output of ~20 watts to the 7/8 inch feed-line onto a PD201 antenna at the top of the tower. I am using a Motorola R1225 repeater that is a bit numb as the receiver is about 2 MHz out of band. Again when I install the Motorola UHF MSF5000 the performance will improve.

The three Link Antennas, L1-Camarillo, L2-Chatsworth Peak and L3-Laguna Peak were physically installed with the feed-lines to be installed at a later date.

MESH: During the instillation of the new antenna systems, the Sulphur Mtn Sector Antenna had to be temporally removed. It

was to be relocated on the tower but we ran out of daylight and will be scheduling a trip soon to reinstall this MESH Sector Node.

I want to thank all that was involved with this phase of the project. I am truly grateful to have such wonderful friends. If you have a chance, give the systems a try and let me know how they are performing for you.

World Radiocommunication Conference Approves Global 60 Meter Allocation!

11/18/2015 The Plenary Meeting of the 2015 World Radiocommunication Conference (WRC-15) in Geneva has approved an

allocation of 5351.5-5366.5 kHz to the Amateur Service on a secondary basis with a power limit of 15 W effective isotropic radiated power (EIRP). The November 18 decision on Agenda Item 1.4 was approved on two back-to-back readings. Some Region 2 countries, but not the US, will be permitted up to 25 W EIRP. With this action, and despite conditions that are more restrictive than had been hoped at the start of the Conference, the Amateur Service has obtained its first new global HF allocation since 1979.

The IARU team in Geneva, is now focusing its efforts on tweaking the agenda for WRC-19. It is likely, but not certain, that the agenda will include an effort to harmonize the Amateur Radio allocation at 50 MHz. A proposed agenda item to align the 160 meter allocation in Region 1 with the rest of the world is no longer under active consideration.

The WRC-19 agenda will also likely pose spectrum defense challenges, including the possible consideration of the 144 MHz and 430 MHz Amateur Radio allocations for sharing with the space operations service, and the possible consideration of one or more bands above 10 GHz for 5G smartphone use. The bounds of these potential defensive items, however, are still under discussion.

The IARU team continues to monitor several other WRC-15 items that appear to be headed toward acceptable conclusions. WRC-15 continues through the signing of the Final Acts on November 27.

ARRL Members in Santa Barbara Elect New Section Manager

11/24/2015 ARRL members in the Santa Barbara Section have elected a new Section Manager in the only contested election in

the fall election cycle. Jim Fortney, K6IYK, of Camarillo, California, received 218 votes, and incumbent Section Manager Robert Griffin, K6YR, received 175 votes. The ballots were counted on November 23 at ARRL Headquarters. Fortney’s 2 year term of office begins on January 1, 2016.

Fortney is has been active in Amateur Radio leadership roles for more than 40 years, including in such ARRL as Assistant Section Emergency Coordinator, District Emergency Coordinator, Emergency Coordinator ,and ARRL National Spectrum Management Committee member. He has also been honored with the ARRL Southwestern Division Meritorious Service Award for his broad service to Amateur Radio.

At the end of this year, Griffin will conclude his 20th year at the helm of the Santa Barbara Section. He first became Section Manager in 1996. He also chairs the ARRL National Traffic System’s Pacific Area Staff, and his Amateur Radio station serves as the primary station for the West Coast ARRL Code Proficiency Certificate Program.

MARS-Amateur Radio Exercise an Overall Success

11/27/2015 A 2 day Military Auxiliary Radio System (MARS) communications exercise in early

November was an overall success, especially in terms of MARS-ARES cooperation. The November 8-10 exercise was built around the scenario of a simulated massive coronal mass ejection (CME) that disrupts conventional communication systems across the US. Following the simulated CME, MARS stations returned to the air and received requests for information from the supported Department of Defense (DoD) organizations and asking that MARS stations establish contact with Amateur Radio operators in as many of the 3142 US counties as possible. MARS operators were limited to using mainly HF NVIS bands as well as VHF and UHF repeaters. Communication between MARS and Amateur Radio operators were to be made directly, without relying on Internet-linking capabilities or store-and-forward messaging systems.

“Data analysis following the exercise shows that MARS members successfully contacted 816 counties across the US (26 percent),” US Army MARS Program Manager Paul English, WD8DBY, told ARRL. “Amateur Radio participants in this exercise included individuals, Amateur Radio Emergency Service (ARES)-affiliated clubs, and the Salvation Army Team Emergency Radio Network (SATERN) as well as a few state, county, and city emergency operations centers.”

English credited advance publicity given to the exercise by ARRL and others for MARS exercise planners having received 181 e-mail inquiries from individual, clubs, and emergency management personnel wanting to receive more information about the exercise and how they could participate. English said MARS received inquiries from 41 states and included more than 50 ARES groups.

“The purpose of these exercises is to reach beyond interoperability and focus on our ability to exchange usable and relevant information from the local level to the national level following a crisis event,” English explained. “Only through the cooperation among MARS and the larger Amateur Radio community (individuals, ARES, RACES, SATERN, etc) can we hope to achieve that synergy.”

English conveyed the appreciation of DoD MARS leadership to all who supported this exercise and said that MARS is looking forward to conducting these types of exercises more frequently with the Amateur Radio community.

During the exercise, the Commanding General of the Army’s Network Enterprise Technology Command, Maj General Morrison, visited the Fort Huachuca HF Gateway station to receive a briefing on the exercise and presented a plaque celebrating MARS 90th Anniversary which occurred on 1 Nov 2015.

You Might be a Ham Operator if.... How many of these symptoms can you honestly claim ?

Your HF amplifier puts out more power than the local AM radio station. 17. The wife and kids are away and the first thing that goes through your head is that no one will

bother you while you call "CQ DX" a few hundred times. 18. When you pull into a donut shop and the cops there on their coffee break ask if they can see your

radio setup. 19. You refer to your children as your "Harmonics". 20. Your girlfriend or wife asks: "You're going to spend $XXXX on what??? 21. You actually believe you got a good deal on eBay. 22. When you see a house with a metal roof, and your only thought is what a great ground plane that

would be. 23. You have pictures of your radio equipment as wallpaper on your computer's desktop. 24. Every family vacation includes a stop at a Ham radio store. 25. The first question you ask the new car dealer is: "What is the alternator's current output"? 26. You buy a brand new car based on the radio mounting locations and antenna mounting

possibilities. 27. You have tapped out Morse code on your car's horn. 28. A lightning storm takes out a new Laptop, Plasma TV, and DVD Recorder, but all you care about

is if your radios are okay. 29. Your wife has had to ride in the back seat because you had radio equipment in the front seat. 30. Removing snow from the roof of your car requires working around the antenna and wires. 31. Your wife has delivered meals to your Ham shack. 32. Your wife threatens you with divorce when you tell her that you are going on a "fox" hunt. 33. Your next door neighbor thinks that your wife is a widow. 34. Your neighbors thought you were nuts when you ripped up your lawn to bury chicken wire.

He cleared off the shack desk Of paper and parts,

And filled out all my late QSLs For a start.

He ran copper braid, Took a steel rod and pounded

It into the earth, till The station was grounded.

He tightened loose fittings, Resoldered connections,

Cranked down modulation, Installed lightning protection.

He neutralized tubes In my linear amp.

(Never worked right before; Now it works like a champ).

A new, lowpass filter Cleaned up the TV.

He corrected the settings In my TNC.

He repaired the computer That would not compute,

And he backed up the hard drive And got it to boot.

Then, he reached really deep In the bag that he brought,

And he pulled out a big box. A new rig? I thought!

A new Kenwood? An Icom? A Yaesu, for me?!

(If he thought I'd been bad, it might be QRP!)

Yes! The Ultimate Station! How could I deserve this?

Could it be all those hours that I worked Public Service?

He hooked it all up And in record time, quickly

Worked 100 countries, All down on 160.

I should have been happy, It was my call he sent.

But the cards and the postage Will cost two month's rent!

He made final adjustments, And left a card by the key:

"To Gary, from Santa Claus. 73."

Then he grabbed his H-T, Looked me straight in the eye,

Punched a code on the pad, And was gone with no good-bye.

I ran back to the station, And the pileup was big,

But a card from St. Nick Would be worth my new rig.

Oh, too late, for his final came over the air.

It was copied all over. It was heard everywhere.

The Ham's Santa exclaimed What a ham might expect,

"Merry Christmas to all, And to all, good DX!"
