TT he Municipality of Alegria promoted organic farming method not only for the Municipal United Farmers Association for Sustain-ability in Alegria (MUFASA), but to all farmers in the vicinity.

Organic farming plays an important role to our lives not only for the farm-ers but also for the consumers as well. That method of farming was highly promoted and applied for Alegrianons to utilize the natural method of which can minimize our burden expenses and environmental effects to our nature. In fact, organic farming can support substantially higher level of wildlife especially in lowland areas where animals can roam pasture or graze on grassland. Not only those wildlife benefits, but for the entire ecosystem and ground water are also improved by simply following organic farming to agriculture. Indeed, organic farming is sweeping the country as the answer for worsening soil rising cost, deteriorating food quality and increasing price cost. These practices could also promote soil that is teeming with life and rich in micronutrients which can be used for decades to grow crops. Organic farming could actually save farmer’s money because they no longer spend money for buying such synthetic fertilizers and

pesticides and this may give them significantly better returns on land and resource utilization as compared to other f a rm ing m ethods . Through this, we could save our nature hazards by reducing environmental impacts such as global warm-ing, pollution and soil fertility loss, wherein most farmers strike for a healthy and fertile soil to plant. Lastly, organic farming promotes our lives within existing ecosystem and minimizes pollution that occurs virtually with conventional farming. We will reduce excessive purchase of non-organically grown food products which exposes us to harmful chemicals, artificial flavours and preservatives, not just because of competitive and minimal prices and quality, but due to the fact that eating organic food could absolutely reduce the risk of heart attack, stroke, cancer, and other life-threatening diseases. Our Health is really our Wealth. Apply organic farming now, which will create a sustainable edifice for the good future, for the next

legria is a land of bounty. It is a place endowed with richness - in its plant and animal life, its sce-nic beauty, and in its multi-cultured people.

Truly, it is a place which many would consider home. Yes, to me, it is home. I was born here. Al-though I grew up in the city, my mind and heart often-times wander back to my birthplace. And every school break, I just can’t wait to board the jeep to be with my grandparents and relatives living there. They are all farmers, and I love that kind of life. I remember my childhood accompanying my tatay (grandpa) and nanay (grandma) to the ―Basakan‖, or in the ―Kalubihan‖ which is part of their routine. There I would run free and explore every nook, from the ―bayabas‖ trees where I spend time in its branches pick-ing fruits, to thick bushes chasing dragonflies, and even to bubbling brooks catching small fish, ―uwang‖ and ―kagang‖.

During planting time, I would follow the ―daro‖ (plough) and the ―gulong‖ catching insects and occasional ―hayu-an‖. At harvest, I would roam around the fields to find ―karab‖ eggs or hatchlings. I would also chase occasional ―gamaw‖ chicks which scuttle in the bushes and grass. I love to roll, tumble and wiggle in ―uhot‖ mounds. In the morning, I wake up to the sound of the ―baterol‖ of Nanay as she prepares the ―sikwate‖ or ―tsocolate‖ and hissing of frying ―buwad‖ or fresh eggs. After breakfast, I love to watch her feed the chicken which seem to appear out of nowhere from the start of

her first ―korok‖. I couldn’t count how many heads were there as they scratch the ground, pecking and bobbing their heads. The shrill sound of crying pigs and piglets signal their feeding time. And I am also inside their pen, splashing water to them, as they get their morning bath. Noon time is idle time. Most of the people rest, listening to afternoon radio drama. But not me. I sneak past the closed eyes of my nanay and tatay, down to the ―kasagbutan‖ at the back, bringing my dragonfly catcher made from ―kughay sa silhig‖ with ―tagok‖ at the tip. I’m the hunter, bringing prize to the hungry colony of red ants underneath the ―gamut‖ of the balimbing tree. The ants feast and I watch with amazement at their handiwork. I get bit as I start to daydream about them – large, hungry and ferocious! Ouch! At night, I love listening to the silence as it is broken by the chirping of a hundred crickets, the screech of night birds and the flutter of hundreds of bats feeding on nearby fruit trees. My mind gets rich with imagination as the shadows move across walls caused by a soft breeze blowing across the flames of the ―lamparilya‖. I get lulled into a deep sleep. December is always special. As a child, I love receiving gifts. But I love adventure more than toys. This is why on every Christmas, I am away from mama, papa and my siblings to spend it with my grandparents. I am awakened at the first bell of the ―Misa de Gallo‖, the ―kapilya‖(Chapel) being just across the road. I never remember any of the Gospel

or the preaching, but I do re-member the ―biskwit‖, ―sopas‖ and the ―kape‖ offered after the mass. We kinds would squat outside the kapilya, embracing our ―supot‖ containing the good-ies, munching our snack and drinking hot kape on these foggy mornings. Bisperas sa pasko, we don’t usually party. We huddle at our ―sala‖, enjoying our small feast of rice cake, slice bread and coffee or tsokolate. We ex-change greetings then rest. Ly-ing in bed, I would think about what my brothers and sisters would be getting for Christmas. I smile. I’ve had my wonderful mo-ments and that is all that matters to me. ** 30+ years later, I won-der what Christmas is like to a child today. I guess most would rather spend time at home watching tv programs, texting, or surfing the internet. I wonder if they would still get to appreciate nature as I have. ☻

LGU-Alegria is well known in the Province of

Surigao del Norte to be the first LGU to practice organic agriculture. Alegria boosts its KABIBO festival showcasing its organic agriculture prod-ucts from both upland and lowland areas and to complement this, the Sanguniang Bayan of Alegria ratified the Organic Agriculture Ordi-nance # 3 on April 17, 2012. The LGU’s goal to practice organic agriculture is based on the principle of pro-motion and enhancement of the conserva-tion and sustainable use of agriculture bio-diversity, protection and empowerment of small and disadvantaged farmers and strengthening their organizations: imple-mentation of a strategy for mitigation and adaptation to climate change among others. ☻

Meanwhile, the Registered Nurses for Health Enhancement and Local Services (RN-HEALS) of Alegria play a significant role in guiding the CHT members and checking the validation matrix of NHTS-PR families to health services availed and access to health benefits. They are also encoding the information data of these families adopting the modernized

Christmas MessageChristmas Message

My yuletide greetings to all of us. My beloved townsfolk, here we are again.. Its Christmas time.. the time waited for so long. All throughout the year, we were busy with our respective undertakings to survive in our day-to-day endeav-ors. Here now, again seeing each other midst the trials and short-comings we've been through… We cried and laugh… we failed and succeed...yet here we are. As we now again celebrate the season with thanks and praises to the Almighty and celebrate it the way Jesus was born on the manger, we will do it with so much humbleness and humility, the sharing of our blessings, the inspira-tion we would give to others and the real meaning of the season. One famous Christmas thought said that Christmas would be beautiful if we celebrate it without the thought of greed, that it might live forevermore to fill our every need, that it shall not be just a day, last a lifetime through, the miracle of Christmas time that brings God close to us. In closing let me quote one a famous saying…‖ the only real blind person at Christmastime is he who has not Christmas in his heart.‖ MERRY CHRISTMAS TO ALL OF US…GOD BLESS Sgd. ULDARICO S. URIARTE, JR., MD. Municipal Vice Mayor

The Lake Mainit Development Alliance (LMDA) presented the ongoing project ―Partnerships for Biodiversity Conservation: Mainstreaming in Local Agricultural Landscapes‖, otherwise known as the Biodiversity Partnerships Projects (BPP) to the Sangguniang Bayan of Alegria, Surigao del Norte last November 27, 2012. Mr. Omar C. Barillo, the Project Coordinator revealed that the BPP is a six-year conservation project funded by the United Nations Development Program (UNDP) - Global Environment Facility (GEF) which commenced September 2012 to August 2016. I n the far but fair land of Alegria, like any other town in jurisdiction of Surigao del Norte, there once was national initiative to be adhered to. It was an initiative that was close to my heart because

it allowed me to follow through my promise to the people who voted me in office. I invested myself through helping to enact policies that the ruling governing body mandates.

And so, the road towards just that started when the Tourism Committee Council of Alegria of which I’m one of a member-being the committee chairperson on tourism, thought of achieving the One Town-One Product - a national program thru the Department of Trade and Industry (DTI)-conducting a contest that will showcase the product that Alegria, Surigao del Norte could offer. Since organic rice is our OTOP it was decided by the majority on the committee that the food-related con-test may be just the kind to respond to the challenge. A stroke of creative genius had everyone agreeing on an acronym that will best up-hold the product to the town-KABIBO-which when broken down means KApe-BIbingka-BOdbod. Coincidentally, Alegria’s name came from the Spanish word ALEGRE –meaning to be happy, lively or in our dialect- ―kabibo‖. Witty but ingenious nonetheless.

After the contest, the delicacies that stood for KABIBO became the official delicacy of Alegria. The barangays that won in the food contest were given the official authority to produce products for business through the help of the DTI. In behalf of the people of Alegria, I would like to express my heartfelt thanks to the DTI spearheaded by the ever supportive Ma’am Billy General for helping us out in introducing our products to the public.

The aftermath of such a momentous group effort had been nothing short of amazing. The tourism council together with winners in the town contest participated in the different activities held in the province, region and national levels. One of these events that we were fortunate enough to attend was the Mindanao Business Summit in Davao together with Engr. Pontius O. Gogo –the official organic rice producer who owns a rice mill in Alegria.

The time came when KABIBO had etched its mark on the collective consciousness of the people of Alegria when the elected offi-cials through the leadership of Mayor Dominador Esma, Jr. decided that KABIBO is now the official name of our festival as part of the month –long celebration that commences from May 15,our town fiesta in honor

of San Isidro Labrador, until June 15 which is the Araw ng Alegria. Now, due to the OTOP initiative, we, as Alegrianons have established a mod-ern identity to which we could all identify with amidst the tide of change and enculturation from other municipalities and provinces. The struggle to uphold our KABIBO has started, and it is growing, with my hope that it will flourish and continue as a tradition of our town for the years to come. It would serve as an inspiration to other municipalities that with hard work, careful planning, and bravery, one could hurdle any task with a united front from the community of townspeople. Most importantly, our little town of Alegria would like to impart to everyone that you need not look far for a product that would help hundreds of lives because what you need is there in your own backyard. You just have to know where to look, what to do with it and help everyone in the community through it. everyone in the community through it. But if there’s no product to speak of, then maybe the scenic spots that could be relied upon for tourism may be of use.

A long time ago, our fathers and their fathers have enjoyed this beautiful but elusive waterfall in the heart of the mountainous Barangay Budlingin. It was called Lumondo Falls, but locals would just call it the random ―sa busay‖ or ‖Lumondo‖. It is practically unheard of by our young people, but the older generation knew. And with great knowledge comes great possibilities-may take on the famous Spiderman quote. As the former Mutya ng Alegria Chairperson, I thought that the falls can be a big source of revenue if marketed properly, and promoted extensively. Lo and behold, the backdrop for our Mutya ng Alegria-the avenue for promotions-was the mythical Lumondo Falls-whose penchant for inno-cence and sparkling beauty cannot go unnoticed to the first visitor. I posi-tively awed myself when I first went there. And as I was simultaneously dealing with Lumondo Falls and the Mutya ng Alegria, the stress that was brought on by these tasks had faded when I saw how beautiful eve-ryone was photographed in Lumondo, along with the handmade crafts, jewelries and bags made in our town. These products are also sup-ported by the DTI. I could never forget this experience, because I gave my all for it ,and the people’s response was a resounding approval. At the end of the day, the fulfillment is there despite everything. I love what I do and will continue to do so until I can’t do it anymore.

But in my life as a councilor, it’s not all tourism activities, the support for DTI program that have allied myself with. I sat as the commit-tee head of Education also. I thought that the best place to where one could teach and one’s identity as a place is in school, and so during the

time of KABIBO, we involve all pupils, students and teachers in the municipal activities which showed off their talents and abilities. As a reward for their effort, I sponsored a resolution during my first term to allocate an ample budget for the Brigada Eskwela in all elementary schools and one high school in the municipality. It is imple-mented until now that I’m serving my last term. We budgeted all the DepEd activities, school con-tests and as well as the budget for the scholar students with the help of my fellow councilors and our vice mayor, which was approved pronto by our town mayor.

As a last termer councilor, I take great pride and joy in these achievements because through much time and brainstorming I was able to come up with these ideas. These are the kinds of moments where it is possible to assume, ―We created a legacy-and I WAS PART OF IT.‖ It’s surreal; it’s overwhelming that we were able to create something this magnanimous-big enough to warrant a place in my fair Alegria’s history. And I am thankful for the opportunity. I am glad that even when I graduate from being a councilor, I have left something worthwhile.

As a councilor we are constantly met with challenges that aim to test our endurance in the face of trials in the political and administrative field. But ,as they say, if you don’t want people to talk bad of you-then don’t succeed. And so, in order for us to attain excellence and success, we have to learn and get used to taking eggs thrown at us at the same time that we are being lavished with praises and well-wishers. However nasty and disorienting the political arena could be, we should just learn to deal with it and smile. It’ll save us, heartache, and help us to focus on what matters most — THE PEOPLE. ☻

The Maternal and Newborn Child Health and Nutrition (MNCHN) strategy of the Philippines Department of Health emphasizes facility based deliveries by skilled health professionals which focus on a continuum of care that encompasses pre-pregnancy intra-partum with

access to emergency obstetric and post partum care and deploying skilled health profession-als. In this connection, the municipality of Alegria completed the construction of new birthing facility and currently being utilized to cater normal deliveries. The building is located adjacent to the Rural Health Center and was funded by the Agencia Espaniola de Cooperation Interna-tional para el Desarollo (AECID) from its Spanish grant to the Department of Health. The pro-curement of birthing equipment was provided by Paz Y. Desarollo (PYD), a non-government organization. With the said new facility, it will accommodate more clients / patient needing birthing services in the municipality. It is also reported that travel and hospital expenses to hospitals in the city cannot be afforded by most of the rural folks. This move is offshoots of a paradigm shift of DOH to focus on health facility-based childbirth deliveries and discourage birth deliveries at home by hilots. Skilled birth attendants (Doctor, Nurse, Midwife) is helpful in reducing the risk of postpartum hemorrhage, a leading cause of maternal deaths as they are able also to recognize complications that will require referral for more specialized emergency care. The existing Alegria birthing facility is now Philhealth accredited with comprehensive package consisting of maternal and childcare services offered under the maternity care pack-age (MCP). In such, it will help Philhealth member clients to ease the burden of payment in giving birth. idle lands at the rate of not exceeding five percent (5%) of the rate assessed value of the property which shall be in addition to the basic real property tax. But the Sangguniang Panlalawigan of Surigao del Norte approved a resolution that only 3.3% will be added to the

I nvesting in pre and post harvest farm facilities ensures efficiency and on time planting of palay and eventually, reduces harvest losses. This is the long time dream of the 158 farmer-members composed of 83 males and 75 females of

Alipao Multi-Purpose Cooperative (ALMUCO) of Brgy. Alipao, Alegria, Surigaodel Norte according to Primo B. Raagas, Chairman of ALMUCO. Previously, these farmers prepared there rice fields with the help of carabaos prior to rice planting which entail so much time compared to mechanized farming. Pre-planting activities of 1 hectare using 2 male carabao will take almost 3-4 weeks before it is ready for palay planting compared to 1 power tiller that will only incur a week. During harvest time, ordinary rice-threshers gathered clean palay for almost 3 days compared to mechanical threshers that will produce clean palay from the 1 hectare rice field within a span only of 4 hours thus assuring good quality that will command a better price in the market. After ALMUCO acquired 2 units brand new hand tractors and 2 units rice-threshers last March, 2011 with funding support from DA-MRDP in the amount of Php250,000.00, farmer-members of the cooperative and non-farmer members have no more difficulties in the land preparation. Planting of palay in Barangay Alipao is done at the same time. ―Application of farm inputs is timely using organic farming techniques and adoption of Integrated Pest Management (IPM) under technical supervision by the Municipal Agriculture Office of this Municipality‖ as revealed by Engr. Raul C. Micom-pal , MAGO officer-in-charge. Today, the organization is seeking additional support from the Department of Agriculture in the establishment of 1 unit mechanical drier with a capacity of 100 sacks of palay per day to produce good quality milled rice even during unpredictable weather condition that will greatly affect the quality of produce thus reduces farmer’s income. ―They hope and pray that their request be granted by the Department of Agriculture in the near future,‖ Raagas stressed. He said that these pre and post-harvest facilities provide additional income to the organization due to the rentals paid by farmers. A farmer who will use the services of the power tiller will have to pay a rental of PhP120.00 per hour and the mechanical thresher rental is 1 sack of palay for every 10 sacks of clean palay. Records showed that the recent harvesting period, the organization garnered a net income of almost PhP27,000.00 from the operation of these farm facilities. ―We are very grateful to DA-

MRDP and to the Municipality of Alegria, Surigao del Norte through Hon. Mayor Dominador G. Esma, Jr. for providing the necessary assistance that will lead us to better opportunities in the future―, Raagas added. He further said that rice farmers in the area are now planting palay at a rate of 3 cropping season per year due to the introduction of mechanized farming that shortens the period of land preparation and harvesting time which trans-lates to increase yield and improve income. ―We are glad, we partner with DA-MRDP as it pro-vide us a lot in raising funds for our priority livelihood pro-jects,‖ said Mayor Esma during the launching ceremony of CFAD projects of the municipality last February of 2011. ☻

Does anyone receive such notice - is he or she con-victed or morally damaged? Well, let us find out the real defini-tion before we will say something...fizzy! Apostle Paul always reminds us to please taming our tongue - before it causes a great damage.

S imple Answer: A SHOW CAUSE NOTICE is a summoned to

the respondent employee from the head of agency or Human Resource Management Office in particular, to

address issues or complaint against the respondent. It is an op-portunity in behalf of the respondent to clear or counter-affidavit regarding the allege complaint. So Kapuso ug Kapamilya dili diay sa ingon nga kon maka-dawat kita ug show cause notice madaut na dayon ang atong pagkatawo o ang atong reputasyon isip empleyado. Be-cause under Revised Rules on Administrative Cases in the Civil Service (RRACCS), before maakusahan o mahatagan ug sus-pension / termination order ang usa ka empleyado kinahanglan moagi anay kini sa due process– adunay Pre-Investigation (PI) committee ug Final Investigation committee nga himoon sa agency to conduct fair study before the head of the agency exe-cute his/her decision. Ang trabaho sa PI committee mao ang pag establish if the allegation against an employee had prima facie evidence. Dayon mohatag og recommendation ngadto sa FI to conduct hearing and by mutual agreement parties may submit case for decision based on position papers/memoranda and en-dorse the result to the head of agency. Then, the written recom-mendation submitted by the FI might be the basis of the Local Chief Executive to render decision.

The HRM staff wishes that your Christ-mas are full of merriment. Mabuhay! ☻

WHAT IS A SHOWCAUSE NOTICE?WHAT IS A SHOWCAUSE NOTICE?WHAT IS A SHOWCAUSE NOTICE?

Unsaon man gyud ang pag-paubos?

Christmas MessageChristmas Message

My heartfelt greetings to all Alegrianons! Christmas is not a time nor a season, but a state of mind to cherish peace and goodwill, to be plenteous in mercy and to have the real spirit of Christmas. Christmas is supposed to be a day that people go to church to pray together– a day of joy in each families and friends that gather to celebrate the occasion. But ironically , it seems as though we have lost the true meaning of what Christmas is all about. How could we celebrate a true meaning of Christ-mas spirit, if some of our fellowmen suffered famine and scarcity as what Davao province experiences today, if there is hatred and conflict between one another, if there is no peace and unity? Consequently, we need to find ways on how to overcome all of this not just by building walls between each other but building a strong and sustainable solution that could lead us to embrace one another, and enjoy the time-less treasures of Christmas: the warmth of home, the love of family, and the company of good friends and the entire peo-ple. I am wishing you all a very safe, momentous and wonderful Christmas and new year ahead….
