We are approaching the time of year where Fasching celebrations occur in many towns and cities in the local area, including Ramstein-Miesenbach and Kaiserslautern. This annual event is a pre-Lenten carnival, during which celebrants don creative costumes to chase away the evil spirits of winter in preparation for spring.

The largest festivities occur at the end of the carnival season, simi-lar to the Mardi Gras celebrations many Americans are familiar with. Shrove Tuesday falls on March 4 this year. Festivals and celebra-tions are great opportunities to have fun with family and friends as well as to experience European culture. Moreover, before these events is an opportune time for leaders to set or reinforce expectations for standards of behavior on and off duty.

Leadership is a contact sport. Contact leadership should be the

premise on which all military super-visors base their unique leadership style. I’m not referring to physical contact, but face-to-face communi-cation. This applies equally to first line supervisors and commanders.

President Abraham Lincoln, one of our nation’s most revered lead-ers, intuitively knew how to lead people. Some of his methods are reflected in many common themes in notable modern philosophies on leadership. For example, he would frequently visit his subordi-nate leaders in their workplace. He always made time to visit his mili-tary forces in the field, even coming under enemy fire on one occasion. This is commonly referred to today as “leadership or management by walking around.” Getting out of the office and visiting work centers in order to personally interact with unit members is critical to effective leadership. It serves to ensure lead-ers keep the pulse of their organi-zation, understand challenges, and recognize superior performers or toxic influences or environments.

It also should assist with keeping all members of the organization informed of leadership expectation and messages, as well as build and maintain trust throughout the orga-nization.

To place this in modern context, though mass emails have their uses, leadership is not a mass email. Technology must be leveraged to optimize the ability to lead and complete our missions, not used as a crutch to avoid uncomfort-able situations or personal inter-actions. Leaders should use the various technological tools avail-able, from email to social media to Sharepoint, to increase unit pro-ductivity and efficiency as well as to connect with the community. Supervisors must engage regular-ly with their subordinates face-to-face and understand their strengths, weaknesses, challenges and plans, as well as their maturity level. This is the key to developing them as Airmen and helping them make positive judgments, professionally and personally.

Successful and meaningful com-munication is a critical skill for leaders. President Lincoln was arguably one of the most successful communicators in American his-tory. The power to motivate fol-lowers is built on your ability to communicate effectively combined with mutual trust and respect built on a leader’s competence and will-ingness to set the example.

Lastly, contact leadership is how we standardize and enforce a cul-ture of dignity and respect through-out our work centers — a task in which we must not fail. Supervisors at all levels must not accept any-thing less than the Air Force stan-dard in this arena. Never walk past or ignore a problem. We need leaders with the courage to uphold professional standards and inter-vene to stop inappropriate or unsafe behavior. In this respect, all Airmen can and should be leaders. So, have a good time this Fasching season, but always remember who you are and what you stand for, and be a leader.

Military saves week encourages fiscal fitnessby Amaani Lyle American Forces Press Service

WASHINGTON — Now in its eighth year of partnership with America Saves Week, the Defense Department’s Military Saves Week began Tuesday to help service members achieve financial security, flexibility and confidence, a Pentagon official said in a telephone news conference here Monday.

The partnership initiatives continue to gain ground, with nearly 159,000 military members and their families taking the Military Saves pledge since 2007, said Barbara Thompson, the director of the

Defense Department’s office of family policy and children and youth.

“Military Saves Week is our chance to focus on healthy financial practices that we know are impor-tant every day of the year,” Thompson said.

The DOD has a range of tools and services including personal financial management coun-selors to help service members and their families set a goal, make a plan and save automatically, Thompson said.

“The complexity of today’s financial envi-ronment combined with the reality of military life, including frequent moves and deployments,

present special financial challenges for service members and their families,” she said. “Their per-sonal financial readiness is vital to our national security.”

Lenders, banks and educational institutions are among the dozens of participants who will promote good financial habits and strategies with tools for military members and their families to track their savings successes.

“It allows a mission focus free of worry about things at home,” Thompson said. “In the Department of Defense, financial readiness is mission readi-ness.”

interoperability for U.S. and European mili-taries’ air defense organizations. Since 1999, the training and subsequent testing has been conducted between the U.S. and six European partner nations.

During the four-day event, civilians and Soldiers worked hand-in-hand to learn, train and test their proficiency on LLAPI systems. In combat scenarios, the training will allow military air-defenders to provide early warning of incoming enemy missile threats, enabling air-defense systems to successfully engage and destroy targets more quickly.

The importance of the event extended beyond just the technical aspects of Soldiers behind screens and keyboards.

“The training we’re con-ducting here not only strength-ens U.S. security cooperation efforts, but we’re directly supporting the U.S. EUCOM goal of building NATO partner capacity,” said Robert Gibbs, senior engineer ana-lyst with Program Directorate C-RAM. Program Directorate C-RAM is the organization that assists in coordinating the

automations and technical aspects of the part-nered training.

Chief Warrant Officer 4 Paul Bandel, com-mand and control systems integrator with Headquarters and Headquarters Battery, 10th AAMDC, and planner-participant, described the training event as just the beginning of an enduring partnership between the 10th AAMDC and the Czech Republic’s army’s ground-based air defense force.

“This is just the first event. In the future, we’re planning to have more exercises of different size and scope here and in the Czech Republic,” Bandel said.

where its journey will end and with it, a final salute. From the demanding training to the late nights

providing service at a funeral, few think about what it takes to be part of a base honor guard, but for Senior Airman Chardonnay Taylor, 1st Air and Space Communications Operations Squadron honor guardsman, it’s what she has prepared for since high school.

“While I was in school, I joined the Junior ROTC team and fell in love instantly,” Taylor said. “From the drills to the marches, I enjoyed the lifestyle, so once I was done with school I went to the recruiter to see what my options were.”

Unaware honor guard was a career option after five months, the California native started by begin-ning her training as a global command and control systems administrator.

“In technical training I had the opportunity to wit-ness the Air Force Honor Guard perform, and it was amazing,” Taylor said. “I knew I had already started one path, but I didn’t want that to hold me back so I did my research.”

Though determined, Taylor was unable to meet the Air Force Honor Guard requirements of being a height of 5 feet 8 inches. Refusing to be stopped by just a few inches, Taylor finally found a way to be part of the 42-year-old tradition when she arrived at Ramstein.

“Ramstein is my first duty station, and while here I learned that there was a base honor guard that didn’t have a height restriction,” Taylor said. “So, I figured after I mastered my job I would continue toward my dream.”

Finally part of a culture she has worked toward since high school, Taylor began her training to earn the title of honor guardsman.

“Not everyone can be a part of the base honor guard,” said Staff Sgt. Ryan Dore, 786th Force

Support Squadron honor guardsman. “They must have the respect, discipline and bearing needed to honor those who deserve it. We constantly train, improving our Airmen physically and men-tally.”

Now, two years and 57 details later, Taylor has proved to be an indispensable addition to the team.

“She is my go-to person,” Dore said. “She helps train all the new Airmen that come in, and I know I can count on her to get the mission done.”

To Taylor, honor guard means more than paying respects and learning new skills — it is what taught her to overcome her fears and grow, not only as a leader but as a person.

“Before the military, my self-confidence was

incredibly low,” Taylor said. “I wasn’t able to talk to people, stand in a crowd or work with anyone. I was always afraid. Now I am leading, teaching Airmen how to better themselves, presenting flags at funerals and to retirees. Honor guard has really brought the best out of me by showing me what I am capable of, and I am more than grateful for it.”

Taylor started her career with the determination to live her dream, and though there were some bumps in the road, she is now honoring those who came before her and upholding the Air Force heri-tage one salute at a time.

traffi c entering and leaving Ramstein Air Base through the West Gate. The project site for construction is the bridge over state road L363 leading from the base to the 435th Construction and Training Squadron site. The ramp coming from Ramstein-Miesenbach will be closed to traffi c. The contractor will start cutting trees and then progress in phases to repair the bridge that crosses L363. Expect multiple lanes to be closed in various phases. • Construction on the parking lot in front of

Bldg. 426 on Ramstein is now ongoing. The parking lot is closed to vehicular and pedestrian traffi c during this time. Pedestrian access to the Ramstein Northside Post Offi ce will be main-tained by a sidewalk along Jefferson Avenue. Post offi ce parking can be found at the aquatics center or golf course parking lots. The sidewalk access will be maintained, but parking in the area will be impacted signifi cantly. The reconstruction is needed to maintain roadway safety, ride quality and reduce vehicle deterioration. Traffi c delays can be expected through March 17.

Town hall meetingsThe 86th Force Support Squadron will host

two town hall meetings at 9 a.m. and 3 p.m. Wednesday at the Hercules Theater on Ramstein

to help mitigate some of the impacts and assist with future planning in the midst of force man-agement. spouse scholarship, The Mike and Gail Donley Spouse Scholarship, as a lasting tribute to the former secretary of the Air Force and his wife. The scholarship is designed to encourage Air Force spouses worldwide to pursue associate, bachelor or graduate/postgraduate degrees. The AFA would like to award one scholarship to each of the Air Force Major Commands and possi-bly to spouses of Airmen who are not currently assigned to a MAJCOM depending on the quality and number of applications received. Recipients of this scholarship will be awarded $2,500, which may be used for any reasonable cost related to pursuing a degree, including tuition, books, transportation or child care costs. Editors note: This is the second story in a three-part series about first-term Airmen working different jobs at Ramstein.

Fresh into the military, a first-term Airman might not know how they personally impact the base mission. Learning how something as simple as putting in a bulb fits into not only the day-to-day tasks at Ramstein, but also to service members deploying, can shine a light on an Airman’s place in the Air Force.

For Airman 1st Class Rashad Spann, 786th Civil Engineer Squad-ron electrical technician, its taking every job and doing them with all of his abilities that keeps him in the game.

“No matter what you’re doing, whether its cleaning or doing a simple job like changing out a light bulb, you want to get it done to the best of your abilities,” Spann said. “If that means wiping down the entire fixture and not just the casing, then I would do that. Show excellence, and don’t just try to get it done quickly.”

Taking time to make sure work is accurate can mean the difference between a perfect finished product or having to go back and re-do it. For Airmen like Spann, putting pride into his job brings new knowledge that matters.

“You can easily get a job done quickly, but it’s about how much pride you take in doing your work. So, you want to make sure you put your all

into whatever you do,” Spann said. “I enjoy my job. I learn something new every day.”

Having love for the job not only helps Airmen have a more successful career, it can also create bonds within the workplace. Building that connec-tion with other Airmen in the shop helps Spann and others get their work done more efficiently. Having two minds with different levels of experi-ence can help both individuals learn more about their job, but for younger Airmen, having the NCOs there for help is a huge benefit.

“We have a pretty strong bond with our NCOs,” Spann said. “They go out on jobs with us, and if we have any problems or if we want to keep them in the loop, we will let them know and they will give us feedback. They don’t mind sitting down and taking time out to talk to us.”

NCOs teaching new Airmen how to do their job more proficiently and giving help with personal problems can show Airmen how to have excel-lence in everything they do. The core values are meant to set the right path for Airmen so they can have a suc-cessful career.

“The core values are good to fall back on because not everyone lives by them,” Spann said. “To me, hav-ing service before self means putting your job in the military before your-self rather than trying to rush to leave from work when you have something to do in your spare time when you still have a job you have to get completed. It’s the mission first.”

Some Airmen don’t come to work to just win awards, but supervisors and peers will notice when an Airman

is motivated to do their job correctly every day.

“Spann’s work ethic is not exactly what I would expect out of a typical Airman first class,” said Tech. Sgt. Timothy Stolicker, 786th CES NCOIC exterior electrical shop. “He is a leader among his peers and someone for them to look up to. He is motivated and self-reliant with extremely high self-confi-dence. His attitude and way of thinking is contagious to his co-workers. They are motivated, and I feel (they) work harder when he is in the area. He is tough to keep up with sometimes.”

Realizing that Airmen are part of something bigger than themselves can motivate them to push harder.

Getting nominated for awards by one’s supervision can show how much dedication someone is putting into work.

“He is our representative for the electrical section and realizes he is a part of something bigger than just another Airman in the mix. We are all excited that he is going up for the Airman of the Month and are confi-dent he will do well,” Stolicker said. “I tell my guys if no one will notice if you have PCS’d or are gone on vacation, you probably aren’t putting enough effort forward. Everyone needs to leave their foot print, and I can tell you in the short time A1C Spann has been here, he has done just that. It would take two average Airmen to fill what he can do in a typical day.”

Fitting one’s self into the right place in the Air Force can be as easy as fitting a new light bulb in it’s fix-ture. Using dedication, advice from peers and core values will provide power to the overall mission.

By Sept. 2, 1945, more than 16 million Americans had donned uni-forms and served in the U.S. mili-tary to fight and win World War II. Of those, more than 1 million were African-Americans who served in all branches of the military and combat theaters.

By the end of the war, none were awarded the Medal of Honor.

Finally, in 1997, seven African-American Soldiers were awarded Medals of Honor following a study that determined there was racial dis-

parity in the selection of Medal of Honor awardees, including one who is laid to rest in nearby St. Avold, France.

Units and organizations across the Army have found different ways to celebrate African-American his-tory and military contributions dur-ing the month of February. U.S. Army Air Defenders with 10th Army Air and Missile Defense Command and members of the South Carolina National Guard’s 263rd Army Air and Missile Defense Command visited the Lorraine American Cemetery in St. Avold, France, and learned the story

Performing CPR on a patient who needs immediate medical attention some-times isn’t enough. What are you to do if CPR isn’t working and the ambu-

lance hasn’t arrived yet?The 86th Medical Group offers an Advanced

Cardiac Life Support course every two months to Airmen who are looking to sharpen their cardiac emergency care skills and learn what to do in those critical moments.

ACLS is a two-day course that teaches Airmen how to perform an advance level of care on a patient who has gone into cardiac arrest. ACLS is a multistep process done by the fi rst responder and allows trained med-ics to extend the window of emergency care before the arrival of an ambulance. Those who are trained on an advanced level of car-diac arrest care do what doctors would be doing in the fi rst hour of patient contact in the fi eld.

“This training is proven to save lives,” said Master Sgt. Brian Donnelly, 86th Civil Engineer Squadron fi re department district fi re chief. “If I can perform advanced cardiac life support within the fi rst six to eight minutes of patient contact, then I’ve got a 50/50 chance of a viable patient to have a positive outcome.”

The trainees practice on state of the art equipment called a patient simulator, a realis-tic, anatomically correct electronic mannequin that allows the trainee to exercise their skills on a more lifelike patient.

“The mannequins we had in the late ’70s and early ’80s are night and day compared

to what we have now,” Donnelly said. “They hook up to the computers and these manne-quins blink now, which is really awesome. So the realism is far and beyond anything I have ever been accustomed to in the early days of paramedicine.”

Learning how to handle and properly take care of a patient under these conditions isn’t the only thing these trainees deal with.

of Staff Sgt. Ruben Rivers, a tank commander with the 761st Tank Battalion — a battalion that fought across Europe with Gen. George Patton’s Third Army.

“There are 10,489 brave Americans interred here,” said Col. Gregory Brady, the 10th AAMDC commander. “As we honor them today we recognize one in particular. Staff Sgt. Rivers represented the best of our Army values; he refused to be evacuated for injuries, continued to lead when more senior leaders were giving up and fought bravely for sev-eral days after being injured until he was killed in action.”

Connecting to the event in a meaningful way was easy for the Soldiers who visited, thanks in part to a guided tour of the cemetery grounds. The tour featured an interactive conversation about the con-tributions and bravery of Rivers and his all-black tank battalion, units considered inferior by many at the time.

“The tour guide really brought the visit to life by making it about a central theme of having a dream. From Dr. King so many years later to the Soldiers here in letters home and the family members that dreamed of their return,” said Master Sgt. Paul Rowland, an air defense operations sergeant with headquarters 263rd Army Air and Missile Defense Command.

Rivers’ recognition and awarding of the CMOH was made possible after years of persistence by his former commanding officer and a review of awards for valor given to minority troops during the war.

“We’ve learned a lot about the service of African-Americans during World War II, and I’m proud that we’re recognizing these Soldiers based on their her-oism,” said Maj. Patrisha Schneider, an operations officer with 10th AAMDC.

Goldstein plays for RamsteinWorld-renowned concert pianist Marvin Goldstein plays love songs for an audience Feb. 21 in the Ramstein Officers’ Club. Goldstein said he believes music has a unique ability to bring people together regardless of race, religion or politics. During the free concert he interacted with the audience, playing requests and adding comedic remarks, using the crowd’s reaction to decide what songs to play next. Saturday marks the first day of March, and Air Force Chief of Staff Gen. Mark A. Welsh III issued an Air Force wide “all-in” Mustache March chal-lenge to Airmen during his Feb. 20 address to the Air Force Association’s Air Warfare Symposium.

Mustache March started as a fighter pilot super-stition during the Vietnam War. Pilots claimed that a forbidden ‘stache protected aircraft from enemy bullets.

Legendary ace fighter pilot Brig. Gen. Robin Olds expanded the tradition by continuing to grow out his mustache against military regulations. Though not intended as a direct act of defiance, Olds’ rebellion symbolized the importance of a bal-ance between individuality and teamwork.

March challenge must be compliant with Air Force Instruction 36-2903, specifically Chapter 3, groom-ing and appearance standards.

According to AFI 36-2903, “Male Airmen may have mustaches; however, they will be conserva-tive (moderate, being within reasonable limits; not excessive or extreme) and will not extend down-ward beyond the lip line of the upper lip or extend sideways beyond a vertical line drawn upward from both corners of the month.”

For Airmen participating in the annual mus-tache madness event, keep the soup strainer in regulations. Good luck, and may the best ‘stache win.

DIRECTIONS:• Heat oven to 220 degrees Celsius, or 430 degrees Fahrenheit.• Place macaroni into a large pot of salted water. Add 10 grams of the butter. Follow the package directions to cook until just fi rm. Drain macaroni and allow to cool.• Remove the leaves and tough stalks from the broccoli. Cut the broccoli into fl orets. Wash thoroughly and boil in salted water for about 7 minutes. Drain.• Wash the spring onions and cut into fi ne pieces or rings.

• Drain the corn. Cut the ham into small cubes.• Butter or spray a casserole pan. Pour half of the cooled and drained macaroni into the pan. Grate the gouda cheese. Put half of the cheese on to the macaroni. Spread the broc-coli onto the layer of cheese. Mix together the corn and the ham. Spread onto the broc-coli. Sprinkle half of the remaining cheese on

top of the corn and ham and then spread half of the spring onions on top. Put the rest of the macaroni on top of the onions.• Beat the eggs with the Schlagsahne (heavy whipping cream). Season with the freshly ground pepper, salt and basil. Pour over the entire casserole.• Cut the remaining butter into pieces and sprinkle on top of the casserole. Place the dish into the oven and bake for 40 minutes.• In the meantime, dunk the tomatoes into boiling water for just a few seconds, then immediately plunge into cold water. Remove the skin and the core from the tomatoes and cut them in half.• After the casserole has baked for 40 minutes, remove from the oven and place the tomatoes on top of the casserole with the meat or fl at side of the tomatoes down. Season with salt and pepper. • Spread the remaining spring onions in the gaps between the tomatoes. Top with the rest of the cheese. Bake for an additional 20 minutes.

“The hands-on aspect of the training is really helpful, but the most helpful thing is the teamwork,” said Capt. Candice Milone, 86th Medical Operations Squadron clinical nurse. “When working with people in a real-world situation, you’re going to have to know how to communicate effectively.”

Donnelly said the real-world scenario is an experience like none other.

“That’s a relationship that I remember for the rest of my life. When you are there with the patient stopping excessive bleeding, reversing a chest pain or heart attack, and actually seeing the results of what you do with the tools and the things that you’ve learned, there’s nothing like it in the world,” he said.

Over-the-counter medications abused by teenagersDextromethorphan, or

DXM, an ingredient in more than 140 cough and cold med-ications, is a safe and high-ly effective cough suppres-sant; however, when ingest-ed in excessive amounts, DXM produces physiological effects that include hallucina-tions, feelings of detachment from surroundings and self, loss of motor control, drowsi-ness, rapid heartbeat and vomiting.

The significance of over-the-counter medication abuse has been highlighted local-ly through recent incidents where adolescents were found to have consumed large amounts of over-the-counter medication containing DXM.

Risks to abusers are increased because medi-cations that contain DXM also have expectorants, pain relievers and antihistamines.

Overdoses of these ingre-dients can produce addition-al side effects, such as liver damage, coma and death.

With prolonged abuse, users may become paranoid, delusional and psychotic. These effects can remain weeks after the discontinua-tion of the medication.

Parents and guardians need to play an active role in stemming this health risk. Adolescents are the primary abusers of over-the-counter medications because the med-ications are inexpensive, rela-

tively easy to obtain and are perceived to carry few risks.

Since September, students from Kaiserslautern High School’s Robotics Club, also known as The Block Busters, have pre-pared for the first Tech Challenge Robotics Competition, which took place recently in Munich, Germany.

The competition involved designing and building a robot that could place blocks into baskets, raise a flag, hang from a pull-up bar, and locate an infrared beacon.

To prepare for the event, students met during their lunches and once a month on a Saturday to build their robots. Mentors from Lockheed Martin also donated their time and expertise to help students learn programming and design strategies, and parents held a bake sale at the Kaiserslautern Military Community Center to help raise funds for travel and parts.

Fifteen teams participated in the event, where Kaiserslautern students met other students from Aviano, Vilsek, Lakenheath, Romania, Germany, Italy, and the Netherlands.

There were three qualifying rounds. In Round 1, the Kaiserslautern robot displayed remarkable maneuverability due to the Omni-Wheel configuration of the steering controls. A last minute addition of a crank allowed the robot to raise the flag while their partner went for the pull-up bar.

During Round 2, the robot wowed the crowd by launching a block off its conveyor belt and into the basket. Unfortunately, a loose wire caused the robot to malfunction during the driver controlled period. After re-programing

the code and re-attaching the wires between Rounds 2 and 3, the robot was back in action as it tossed a block into a basket during the autonomous period, then proceeded to collect and toss more blocks during the driver con-trolled period, finishing with raising the flag.

After three qualifying rounds, the Block Busters landed in fifth place. Only the first four teams were automatically entered into the last two matches; however, the Block Busters placed well enough to be invited by the Eurobots to be their alliance partners in those semifinal rounds. In the end, the alliance team of the RoboRaptors and Falconators won the day.

The Block Busters received a tremendous amount of help along the way from mentors, parents, the administration and other FTC teams.

Even though this event is over, the team is still looking for ways to design robots. Some students will continue working with this robot to refine the design and test new ideas. Other students will be participating in the World Robot Olympiad this spring. This new contest features new challenges, requiring new robots and new programs.

As a Department of the Army civilian, she serves her country as a member of the 21st Theater Sustainment Command’s transformation section. As an officer, she serves the Army as a lieutenant colo-nel in the 7th Civil Support Command. Through her passion, she serves the community as a member of a very unique guild.

Lt. Col. Margaret R. Fierst, the 21st TSC trans-formation section branch chief, is a member of the Rheinland-Pfalz Quilt Guild and uses the guild as a way to give back to the KMC.

The Rheinland-Pfalz Quilt Guild has been a part of the KMC for more than 30 years. In that time, they had members from England, the Netherlands, Germany and the U.S. Since the attacks on 9/11, the guild decided to show their appreciation for Soldiers and their families in a unique way.

“For a while now we have been donating quilts to wounded warriors,” Fierst said. “The members of the guild will gather materials and put these quilts together for our wounded Soldiers.”

Fierst and the guild also give back to the medical community at Landstuhl as often as possible.

Newborn babies who are born early or with com-plications are sent to the Newborn Intensive Care Unit at Landstuhl Regional Medical Center. These babies are kept in incubators under very low light in the hospital, said Anne Marie Smith, a member of the Rheinland-Pfalz Quilt Guild.

The guild decided that a great way to brighten the hospital wing and provide these babies with a life-long keepsake was to donate quilts. These brightly colored quilts cover the incubators to keep light out and the babies take them home when they leave, Smith said.

“Donating these quilts is a very important priority

for the entire guild,” Fierst said. “We try to donate them as often as we can, and we get very positive feed-back from the families and the hospital staff. One of the nurses recently told us that the quilts really bright-en up what could be considered a very dark room.”

Fierst said quilting is her passion and it is wonder-ful to be a part of a group that uses quilting in such a positive way. Other members of the guild said they feel Fierst is a valued member of the group.

“Peggy (Fierst) is a wonderful member of the guild and is our publicity officer,” said Frieda Chevalier, president of the Rheinland-Pfalz Quilt Guild. “She tries to bring her and our passion to

everyone in the community. So many people do not know what we do. She is trying to tell them, and she is succeeding.”

Fierst and the rest of the Rheinland-Pfalz Quilt Guild invite anyone in the KMC who wants to learn how to quilt to come join them. They will host a membership drive March 22 at the Kaiserslautern Military Community Center on Ramstein.

“I love quilting and so do the other guild mem-bers,” Fierst said. “It is our passion and a form of therapy — quilt therapy. It is definitely something I consider contributes to my resiliency. If you want to be a part of a great organization, come on over.”

More than 120 military mem-bers from nine nations took part in the KMC First Sergeant Council’s annual First Sergeant Symposium

Feb. 18 to 21 on Ramstein.The symposium featured 10 inter-

national attendees for the first time in its history, including representatives from Belgium, Estonia, France and three from Germany.

During the symposium, Airmen interested in serving as first sergeants were given an in-depth look into what life is like in the special duty position.

The four-day event was filled with presentations about first sergeant responsibilities, including family care plans, administrative actions and counseling. The symposium also fea-tured a current and former first ser-geant panel, and international attend-ees were given a tour of the Kisling NCO Academy.

Chief Master Sgt. Janis Jallai, Air Surveillance Wing command chief master sergeant and senior enlisted leader of the Estonian air force, said he has wanted to attend the first ser-geant symposium since 2011 when he first learned of the first sergeant position.

Jallai met with Chief Master Sgt. David Williamson, then U.S. Air Forces in Europe and Air Forces Africa command chief, and Chief Master Sgt. Adam McNair, USAFE-AFAFRICA Headquarters Squadron first sergeant.

During that meeting, Jallai said he was intrigued by the first sergeant role and wanted to incorporate the position into the Estonian air force.

He said he’s taking everything he learned during the symposium back to his leadership, but the briefing on first sergeant responsibilities was his favorite.

“It gave me a very good picture of what they do,” Jallai said. “What I liked most was hearing from for-mer first sergeants and how they handled their responsibilities. In those moments I got some ideas on how to deal with my Airmen, because they had some difficult situ-ations and they developed solutions quickly.”

It’s very nice to know that the U.S. Air Force has the first sergeant posi-tion, Jallai added.

“You take care of your people, first sergeants are people focused. I’m very impressed with the passion U.S. Air Force first sergeants have,” he said.

Chief Master Sgt. Rolf Gemünden, a German air force NCO academy instructor and adviser, echoed Jallai’s sentiments.

Gemünden, a former first sergeant himself, said first sergeants in the German air force are similar to first sergeants in the U.S. Air Force; how-ever, he said he was greatly impressed with the passion U.S. Air Force first sergeants display.

“The first sergeants in the U.S. Air Force have a great standard. They perform a great duty. The vision they have and what they want to do for their units and their Airmen is something I’ll definitely take back,” Gemünden said. “This passion first sergeants have in their duties —

I want to pass that along to my NCOs.”

Gemünden also said it’s important for USAFE-AFAFRICA to continue building partnerships with events like the symposium.

“There is so much we can share and so much we can learn from each other,” Gemünden said. “Doing so may give you hints on how you can improve yourself or your service or help understand differences between one another.”

Building partnerships is a must, he added.

“The world is changing and many burning points are popping up and basically we share the same goals,” he said. “We want to get better, and we’re working together on the battlefield in these parts of the world, so why not improve our partnership as well.

“The more we learn from each other, the better we’ll function togeth-er,” he continued.

Master Sgt. John Carbon, 721st Aircraft Maintenance Squadron first sergeant and one of the symposium’s organizers, said he enjoyed putting the

event together, the first in USAFE-AFAFRICA’s history to host interna-tional attendees.

“Any time you can say ‘first ever’ in the Air Force is a big deal,” he said. “I’m happy it’s the first, and I hope it’s not the last. I hope we can go to their countries and teach them more and have an even greater audience of their enlisted folks.

“I would love to be a part of the growth of another country’s enlisted corps. That would be historic in so many different ways,” he added.

Carbon has been a first sergeant for nearly a third of his 19-year career and said he loves the job, especially when he can share what he does with others.

“We don’t turn the wrenches, we don’t build the houses, we don’t draw the blood, but we take care of the people who do,” he said. “As first ser-geants, we take care of things behind the scenes. We’re kind of like roadies for a concert; we make sure the sound system works, so when the band gets out there and plays, nobody misses a beat.”

Historically, the U.S. Air Force Academy produces outstanding leaders. The school is one of the country’s prestigious military acad-emies and prides itself on accepting only the best.

From among many exceptionally quali-fied applicants, five Ramstein High School seniors are on the verge of joining the ranks of academy cadets. Three students have offi-cially received appointments, while two await final notification. All met the formidable entry requirements of the U.S. Air Force Academy.

Seniors Lucas Mireles, Thomas Davey, Matthew Sharpy, Emily Passmore and Hunter Pace competed with applicants across the country to earn a coveted spot at the acad-emy. In order to achieve this, applicants must

outshine competitors in areas such as moral character, academics, athletics and leadership. According to www.academyadmissions.com, only about 15 percent of these hopefuls will be offered appointments or invitations to attend.

Three of Ramstein’s selected students proved themselves competitive applicants in part with their involvement in the Air Force Junior ROTC. JROTC is centered around the Air Force core values and is meant to teach students important qualities of a well-rounded citizen and Airman.

Sharpy recognizes his participation in JROTC as a significant advantage to his under-standing of military processes, he said.

“It gives you perspective on how a military organization runs,” Sharpy said. “It’s great for teaching leadership skills, and that’s some-

A flea market of a special kind will take place March 7 to 9 in the event hall of the Kaiserslautern Gartenschau.

The 53rd annual Pfennig Bazaar, sponsored by the German-American and International Women’s Club Kaiserslautern, under the patronage of Kaiserslautern’s Lord Mayor Dr. Klaus Weichel, is a special flea market where patrons can find true treasures at bargain prices.

The Pfennig Bazaar is known as the biggest flea market in West Palatinate. Its name originates from the former German currency — the Deutsch Mark and Pfennigs, today euro and cents. Sale items include well-preserved clothing and linen, hats, children’s toys, antiques and collectibles, as well as small and tested electrical appliances, books in English and German, and much more.

The bazaar is open from 11 a.m. to 6 p.m. March 7, and from 10 a.m. to 5 p.m. March 8 and 9.

During the bazaar, GAIWC club members will sell homemade cakes, waffles, refreshments and other small dishes, such as soup and sausages.

The Pfennig Bazaar will be held in the event hall of the Kaiserslautern Gartenschau, found just beyond the Gartenschau main entrance at Lauterstraße, 67659 Kaiserslautern. This is the same location where the skating rink was held. Visitors should bring a few extra euro for parking, which can also be found near the Gartenschau Brauhaus restaurant at Forellenstraße 6, 67659 Kaiserslautern.

A registered German non-profit organization, GAIWC of Kaiserslautern, was established in 1956 to foster German-American friendship and promote cultural understanding. Since then, other nationali-ties have been welcomed into the club, and the name started carrying the word “international,” as well.

The Pfennig Bazaar is the club’s biggest fundrais-ing event each year. Proceeds are donated to region-al welfare projects and charitable organizations sup-porting the local community. As a member of the Federation of German-American Clubs, GAIWC also sponsors German-American youth activities and university-level student exchange programs.

“In addition to contributions toward social pro-grams in the local German community, we were able to support many American organizations in the KMC last year, including the Landstuhl Fisher

Houses, American Red Cross, and Kaiserslautern USO Warrior Center and CASF,” said Katie Pelletier, former American president of GAIWC.

For a successful Pfennig Bazaar each year, GAIWC depends on the assistance of the citizens of Kaiserslautern and surrounding communities. Though donations of goods were collected from the public throughout the year, GAIWC offers a final opportunity to contribute items for this year’s Pfennig Bazaar. From 9 a.m. to noon, items will be accepted at the drop-off location on Hackstrasse 4 to 6 in Kaiserslautern. Items accepted include clean clothing, linens, hats, dress shoes, dishes, toys, books, antiques and collectibles, and small 220 volt household appliances. Items not accepted include large furniture, mattresses, skis, ski boots, luggage, running shoes and curtains.

Service members and families that live off base are more than likely used to the term Overseas Housing Allowance. What they may not be familiar with is the survey’s done every year to ensure they’re allowed the right amount of money for their living quarters.

The Defense Travel Management Office conducts the annual OHA Utility Expenses Survey every year

to gauge how much service members spent during the previous year on utilities.

“DTMO relies on this survey to assess the proper allowance amount for our Airmen’s utilities and recur-ring home maintenance expenses,” said 2nd Lt. Emily Angell, 86th Comptroller Squadron financial ser-vices flight commander. “The more participation we get in this survey, the more accurate our allowance will be for our Airmen.”

Active duty members are entitled

to OHA based on their grade, depen-dency status and permanent duty sta-tion, and they are required to submit the actual costs of utility expenses incurred in Germany.

“Any active-duty service member stationed in Germany is encouraged to take this survey,” Angell said. “If the service member is unable to take the survey, a spouse can take the survey on behalf of the member.”

To take the survey, service mem-bers should use actual bills or records of their utilities and are required to

report the average monthly cost. The survey will be active from Saturday to March 31 at www.defensetravel.dod.mil/site/oha-util-mar.cfm.

“It is critically important for people to take the OHA survey to answer this line of questioning: If you’re pay-ing more for your utilities this year, wouldn’t you want the people who can ‘give you a raise’ to know?” said off-base resident Staff Sgt. Ben Wocken.

thing the academy values. It has helped a lot in that respect.”

Though he is still considering dif-ferent fi elds of study, Sharpy is inter-ested in aviation as a future career. Sharpy said he has known since he was young that he wanted to study at the Air Force Academy.

“I’ve grown up around the mili-tary, and in my experiences I’ve seen the offi cers who have come out of the academy. They’re very sharp in everything they do, so you aspire to be like them. Ultimately, it’s something I really wanted to do.”

The passion for the Air Force is also shared by JROTC cadet Passmore, who echoes Sharpy’s admiration for the Airmen she grew up around. Passmore’s enthusiasm for attending the academy is also motivated by her desire to pursue a degree in civil engi-neering. Her interest in the subject has provided a clear goal for her future career.

“There’s a combat civil engineer-ing squadron called the RED HORSE that builds bridges to transport Army vehicles and make sure there are runways for the aircraft,” Passmore said. “It’s something I would really love to do.”

Mireles, a senior leader of the JROTC detachment at Ramstein High School, is driven by a desire to study aeronautical engineering and earn a pilot slot at the academy. His goal for the future is to fl y fi ghter aircraft.

Like his counterparts, Mireles was inspired to pursue a career in the Air Force because of his military upbring-ing.

“This has always been my goal,” Mireles said. “It (has) always been the Air Force. I get to serve my nation, and it’s an incredible honor.”

All three JROTC cadets acknowl-edged that merely applying for the academy was rigorous and highly stressful. The students began the pro-cess as early as their junior year of high school in order to meet the

requirements, such as the acquiring of a nomination. Nominations are an essential part of the application pack-age and may be obtained by a vice presidential, Congressional, military affi liated, U.S. territory or interna-tional nominating authority.

“It was a relief to fi nally hear back,” Mireles said. “There was a lot of stress leading up to it, so relief is the fi rst thing I felt. Then the excite-ment kicked in.”

Davey, who won appointments to both the U.S. Air Force Academy and

the U.S. Naval Academy, said early preparation for acceptance into the academy is paramount.

“Preparation starts the moment you get into high school. You have to have good grades, you have to be involved in athletics, you have to seek leadership opportunities wherever you can,” he said. “If the academy sees that you’re taking the initiative, it makes it that much easier to be accepted.”

Davey has not yet decided which academy he will attend, but is looking forward to exploring the variety of educational opportunities available at either school. He is interested in avia-tion as a career but wants to consider other fi elds as well.

Though the students recognize the diffi culties that lay before them, all are prepared to meet the challenge.

“The academy is defi nitely not an easy school to get through, especially the fi rst year,” Davey said. “But in the end, you get to do the best job in the world.”

Fasching is now reach-ing its peak. Throughout the weekend, and on

Rose Monday and Fat Tuesday, Fasching dances, fun sessions, masquerade balls and children’s parties will be held.

One main event in the KMC is the Fasching parade in Ramstein-Miesenbach Tuesday. The Bruchkatze Carnival Association sponsors the annual parade, which is the biggest in the Westpfalz area with more than 1,400 participants.

“Our parade, which will take place for the 63rd time, will fea-ture 13 carnival associations, fi ve music groups, 70 walking groups and 27 fl oats,” said Hartmut Schäffner, chief of the parade committee. “We try to make this parade the highlight of the local Fasching campaign.”

Ramstein-Miesenbach’s sister city Maxéville, France, will send a fl oat with about 120 participants.

Traditionally, various American walking groups and the U.S. Air Forces in Europe Marching Band will join the event.

“It shows the good and friendly relationship between Germans and Americans in our city,” Schäffner said.

Eva Maldonado from the 86th Airlift Wing Host Nation Offi ce said they have received fl oat regis-trations from the Ramstein Girl Scouts, the Roller Girls of the Apocalypse, as well as the 86th Civil Engineer Group

More than 48,000 promotion items, including candy, will be tossed to 30,000 to 50,000 specta-tors. The almost two-hour parade will begin and end on August-Süssdorf-Strasse. Food and beverage booths will be placed along the 2.4 kilometer route.

Ramstein’s offi cial Fasching shout is “Ralau.” Residents along the route are asked to decorate

their houses to support the celebration. “Also, parents should watch their kids, and for

safety reasons, spectators shouldn’t get too close to the fl oats,” Schäffner said.

Spectators must buy a button for €2 from vendors on the street. This button helps to fi nance the yearly event and it grants free admission to the Fasching party, which will take place after the parade at the Haus des Bürgers.

The center of Ramstein-Miesenbach and Bahnhofstrasse will be closed to motorized vehicles

from noon to 8 p.m. Tuesday.A Fasching carnival with a

merry-go-round and activity booths will be set up in front of the Haus des Bürgers from Sunday through Tuesday.

Other parades in the Pfalz will be held at 1:11 p.m. Saturday and 2:11 p.m. Sunday in Linden, Dahn and Rodalben.

In the main Fasching cities of Mainz, Köln and Düsseldorf, parades take place on Rose Monday. Spectators from Germany and throughout Europe come to these cities to watch the annual spectacle with fl oats, bands, and dancing and march-ing groups. Participants in vehicles will throw out candy or

hand out drinks to the crowds along the streets. It is traditional for revelers to sing, sway and dance during the fi ve-hour parades, which all start at 11:11 a.m.

The offi cial Fasching greeting in Köln is “Alaaf,” and in Mainz and Düsseldorf, it’s “Helau.”

Many Fasching events for children take place Fasching Tuesday or Shrove Tuesday. Often, chil-dren don’t have school that day. Usually, people who work take off in the early afternoon. In most cases, employers allow them to do so, and stores, banks and offi cial institutions close anyhow at 1 or 2 p.m. Tuesday.

Also, many towns offer outdoor Fasching events. In Kaiserslautern, celebrations will begin at 2:11 p.m. at a stage set up next to the Rathaus (city hall). The local Fasching association KVK will present its Fasching princess, dancing groups and club members holding funny speeches. The offi cial shout is “Kalau.”
