gration and liberalization of banking services.
In the midst of an increasingly open ASEAN economy, manufacturing products that conform to relevant Philippine National Standards (PNS) or international standards for performance and safety have become necessary. This is why the DTI Central Visayas regional and provincial of-fices have developed information materials writ-ten in the vernacular (Cebuano) to ensure that local buyers purchase products that carry the Philippine Standard (PS) and Import Commod-ity Clearance (ICC) marks. An audit on all Shared Service Facilities (SSFs) in the region was conducted in preparation for a third party audit in the second quarter of the year. The department aims to ensure that all SSFs given to coop-beneficiaries are fully-utilized in a way that would increase the pro-ductivity and efficiency of producers.

DTI Central Visayas Office (DTI7) conducted an
orientation seminar on the Negosyo Center for its
staff on April 17, 2015.
Along with other regional and provincial offices of
the department, the DTI 7 is set to establish this
year Negosyo Centers that will assist local micro,
small and medium enterprises.
DTI 7 Director Asteria Caberte said the regional
office is eyeing to set-up 8 centers sometime
iwithin the second quarter.
The department will be setting up this year 2 cen-
ters in Cebu, 2 centers in Bohol, 2 in Negros Orien-
tal, 1 in Siquijor and 1 at the DTI 7 Regional Office.
Caberte explained that the Business One-Stop
Shops, Business Resource Centers and other SME
Support Centers in the region will be converted to
Negosyo Centers.
The Business Resource Center at the DTI 7 re-
gional office is also the location of Cebu’s first Negosyo
Center.
The regional office has allotted more than Php 4.47 Million
for the establishment of 8 Negosyo Centers this year.
In the coming years, Negosyo Centers will be established in
all municipalities and cities in the region.
The sizes of the centers will differ depending on the needs
of local businesses.
Caberte underscored that the establishment of Negosyo
Centers is a priority program of the department for SME de-
velopment. It will provide a package of services such as
business registration assistance, business advisory, busi-
ness advocacy and information to SMEs for their develop-
ment.
The center will be a partnership between the local govern-
ment unit (LGU) and the DTI. The centers established in
2015 will be manned by personnel coming from the LGU
and DTI.

The Department of Trade and Industry (DTI) Central Visayas conducted an audit on all Shared Service Fa-cilities (SSFs) in the region in preparation for a third party audit in the second quarter of the year.

In a statement, the DTI director Asteria Caberte said that the department wants to ensure that all SSFs given to coop-beneficiaries are fully-utilized in a way that would increase the productivity and efficiency of producers of cooperatives. Initially, DTI 7 conducted audits on 23 SSFs in Cebu, Bo-hol, Negros Oriental and Siquijor, Caberte revealed. Following the call of President Aquino for all sectors of the economy to be part of the country’s inclusive growth, the DTI saw the need to address the market’s stringent requirements for good quality products and increase the competitiveness of micro, small and medium enterprises (MSMEs) in Central Visayas through the SSF program. The SSF aims to provide MSMEs common service facili-ties, modern equipment and access to the latest technol-ogy. The program is being undertaken to help MSMEs become competitive and tap a wider market. The SSFs are expected to directly generate jobs, help the country achieve inclusive economic growth and alleviate poverty. Meanwhile, Caberte said the DTI intends to launch 34 SSFs this year in Central Visayas ( 10 in Bohol, 19 in Cebu, 4 in Negros Oriental and 1 in Siquijor) worth Php 36.623 Million to provide assistance to more MSMEs.

March 26.
The activity, which is themed "MY DREAM in A BOX”, brought together representatives from the Business Process Outsourcing Association of the Philippines (BPAP) and the Philippine Call Cen-ter Institute (PCCI) to Hingotanan Island, Bien Unido, to turn over 200 shoeboxes filled with school supplies to kindergarten and elementary
students.

A Green Transpo Seminar Workshop was conducted last December 11-22 to build bamboo bike frames and peripheral accessories in Bayawan City, Negros Oriental.
The government is considered an important sector in the pursuit of sustainable development and to combat the ill-effects of climate change. With this in mind, the Bayawan Bambu Bike Initiative, in partnership with the City Government of Bayawan, Barangay Nangka, ABC Memorial High School & Bayawan DepEd Schools Division, Department of Trade and Industry, Department of Agrarian Reform, Department of Science and Technology, Bambu Technologies and the Bayawan Advocates for the Network of Indigenous Initiatives, Inc. (Bayaw-ANI), initiated a 10-day workshop to build bamboo bike frames and peripheral acces-sories in Bayawan City.
The frames produced during the workshop were given to the respective partners on March 30 this year to serve as demo bikes and green initiative showcase to-promote green transportation.

Fablab Bohol was invited to the National Design Week event. "The Rise of the Maker" is this year's theme. A variety of makers, from crafts, technology based and start-ups around the country, were in the roster of guests for this year's exhibition.
There was a huge response to the maker move-ment as can be seen in the number of enthusiasts that showed up during the event. Fablab Bohol was able to network with industry partners as well as with other makers.

DTI advises public to purchase only PS/ ICC-marked construction materials
As construction activities increase this summer season, the Department of Trade and Industry Central Visayas (DTI 7) once again advises consumers to choose carefully the building and construction materials that they purchase. Only those bearing the Philippine Standard (PS) and Import Commodity Clearance (ICC) marks are safe and reliable for construction use. Director Caberte underscores, “there are mechanical or building and construction materials which are commonly used in building houses, offices, schools and other infra-structure that are regulated by the Department for they af-fect life, property and health.” “Since it is imperative for these mechanical/ building and construction materials to have a high degree of product reliability for consumer protection, the department requires the manufacturers and importers of these products to un-dergo government tests and inspections so as to ensure that they comply with the safety and performance require-ments of specific Philippine National Standards (PNS),” Dir. Caberte adds. Under the BPS Product Certification Scheme, manufactur-ers and importers of the said mechanical/ building and con-struction materials are required to have their products tested based on specific PNS at the Bureau of Product Standards (BPS) Product Testing Division or any BPS-accredited or recognized laboratory. Those that comply with the performance and safety requirements of the PNS are issued PS license or ICC certificate and are allowed to dis-
tribute and sell. Dir. Caberte explains, “manufacturers and importers with the PS license or ICC certificate are authorized to distribute and sell with the printed PS mark or the ICC sticker affixed to their prod-ucts. These required labels convey to the consumers that the products have passed the safety and performance tests and will guide them in distinguishing reliable and safe goods from uncer-tified ones which could be inferior or substandard.” Dir. Caberte adds, “we would also like to emphasize that aside from checking on the required labels, consumers should also need to know the proper use of these critical products to avoid untoward incidents”. DTI urges traders to strictly follow set SRPs
The Department of Trade and Industry (DTI) is urging the busi-ness sector in Central Visayas to strictly follow the approved suggested retail prices (SRPs) of basic necessities and prime commodities to avoid fines and penalties. The call has been issued amidst the uproar over fluctuating prices of fuel and other related products which caused a stir among consumers. Basic necessities include canned sardines, processed milk (condensed, evaporated, and powdered), bread, instant noo-dles, detergent soap, bottled water (distil led, purif ied, and min-eralized), and candles. Meanwhile, among the prime commodi-ties are luncheon meat, meat loaf, corned beef, beef loaf, vine-gar, f ish sauce (patis), soy sauce, toilet/bath soap, and batter-ies. Every consumer and businessman must bear in mind that Sec-tion 2 of Republic Act No. 7581 or the Price Act declares that “It is the policy of the State to ensure the availability of basic ne-
cessities and prime commodities at reasonable prices at all t imes without denying legitimate business a fair return of investment.” Thus, prices of these products must be within the set SRPs. Furthermore, DTI’s Department Administrative Order (DAO) No. 06, series of 2007 states that a business establishment found guilty of violating the Price Act will also face a mini-mum administrative fine of P20,000 to a maximum P1,000,000. DTI Region 7 director Asteria Caberte said their Field Of-fices are consistently monitoring business establishments to make sure that they adhere to the set SRPs. The DTI Bohol Provincial Office (DTI-BPO) was invited by the Department of Agriculture Central Visayas (DA RO7) and Office of the Provincial Agriculture to speak on RA 7394 and the Consumer Rights and responsibilities during the Consumer Awareness Orientation and Stakeholders Workshop held at Panda Tea Garden, Tagbilaran City, Bohol on April 8 and 14 this year. DTI-BPO Division Chief Jose Hibaya discussed the background of RA 7394, while DTI-BPO staff Miguel Abuyabor talked on the 8 Basic Consumer Rights and 5 Consumer Responsibilities. The activity, which ran for two days, was participated by local food processors, Bohol Agricultural Informa-tion Officers (BAIO's) and Provincial Officers (POs) from different sectors accredited by the Department of Agriculture (DA).

The DTI Central Visayas regional and provincial offices have developed information materials written in the vernacular (Cebuano) to ensure that local buyers pur-chase products that conform to relevant Philippine Na-tional Standards (PNS) or international standards for performance and safety. The DTI-BPS issues Philippine Standard (PS) licenses and Import Commodity Clearance (ICC) certificates to manufacturers and importers, respectively, of products covered by mandatory PNS, as stated in the DTI-Department Administrative Order 4:2008, DTI-DAO 5:2008, and Republic Act 4109, or the Standards Law. Products covered by mandatory PNS include building and construction materials, electrical and electronic home appliances, and chemical and consumer prod-ucts.
As per DTI-DAO 4:2008, manufacturers are required to undergo the BPS Certification Scheme and satis-factorily meet the requirements of relevant Philippine National Standards (PNS) before they can use the PS mark on the products that they release in the lo-cal market. On the other hand, for importers, DTI-DAO 5:2008 requires all their imported products under mandatory PNS to undergo and pass BPS evaluation, sampling and testing before they can place the ICC mark on their products.

The German Ambassador to the Philippines Thomas Os-
sowski visited the island of Bohol and the GIZ / DTI’s Promo-
tion of Green Economic Development (ProGED) project. The
Ambassador’s official visit to the province on 13 (Monday)
and 14 (Tuesday) April 2015 was on the invitation of Gover-
nor Edgar Chatto and promoted a closer cooperation be-
tween Germany and the Province of Bohol.
The Ambassador was welcomed by Governor Edgar Chatto,
Bohol Provincial Officials, Department of Trade and Industry
(DTI) Regional Director Asteria Caberte and Dr Volker
Steigerwald, GIZ ProGED Project Manager, at the Gover-
nor’s Mansion in Tagbilaran City.
The Province of Bohol shared not only its key achievements
through the support received by the German Government via
GIZ and several German NGOs related to water and sanita-
tion, ecotourism promotion, support to micro, small and me-
dium enterprises (MSMEs), earthquake relief operations and
disaster risk reduction interventions, but also expressed a
strong interest in further enhancing climate change mitigation
and adaptation activities in the Province. In reaction, the Am-
bassador highlighted that “we might be the last generation to
be able to mitigate climate change. We don’t want to fail. The
Philippines has been a strategic partner of Germany in cli-
mate change mitigation efforts.” The Ambassador was happy
to find strong support from the Governor and other stake-
holders in Bohol on this matter and concluded with a promise
that he will support future cooperation between Bohol and
Germany.
Bohol being a recipient of assistance from different GIZ (GTZ
and DED) projects in the past, is currently one of the 16 prov-
inces where ProGED is partnering with DTI to make busi-
nesses go green. As such, the Ambassador visits to different
German assisted project sites included the business of a
ProGED advocate. Resident Manager Rommel Gonzales of
Bellevue Resort received the Ambassador to showcase
PSP SMEDSEP and ProGED project interventions in Bohol.
Being the President of the Bohol Association of Hotels, Re-
sorts and Restaurants (BAHRR), Rommel explained why he
is introducing greening measures into his business opera-
tions while also encouraging his association’s members to
do so: “a business can only be sustainable if it is run in a
responsible manner.”
DTI Provincial Director Maria Elena Arbon guided the Am-
bassador through an exhibition at Bellevue Resort highlight-
ing the green measures that are being introduced in Bohol’s
tourism and MSME sector, and explained how promoting
local procurement by raffia weavers and bamboo furniture
makers and food processors (including ginger tea, banana
chips and calamay) into the tourism value chain not only
means more income and employment for the Boholanos but
also gives a local flavor to the tourism services and products
on offer aside from reducing the ecological footprint.
The promotion of local procurement and introduction of envi-
ronment friendly and climate smart technologies was dem-
onstrated by ProGED at a Business Matching event in the
province. This event provided a stage for green technology
providers of LED lights and solar technology, and local pro-
ducers of souvenirs and process food, to sell their products
and services by way of sales pitches and an afternoon mar-
ket place. Ambassador Ossowski graced the occasion with
an opening speech in which he referred to the business
prospects of adapting to new way of doing business: “is not
only about changing our way of life but it will also provide
new economic opportunities”. He referred to Germany and
how climate smart technology provided an engine for eco-
nomic growth and recognized this as a chance for the Philip-
pines. He encouraged the more than 70 business represen-
tatives present to look at the ProGED event as “an opportu-
nity to discover this new way of doing business”.

Whether we like it or not, adversity is part of life.
Problems, large and small, present themselves to
us throughout our whole existence.
Of course, since we are human, it is very easy to
get caught up in the self pity, unfairness of life, or
'why me?' trap. When we do, we fail to recognize
the opportunities for wisdom and growth that ac-
company adversity. However, as soon as we allow
ourselves to think more clearly, we are able to let
go of self-defeating and unproductive thoughts and
get down to the business of dealing with what's
before us.
Here are some tips for overcoming adversity:
1. Be aware of, and accept that adversity is in-
evitable in life. To avoid or resist it will only make
it persist.
2. Build your internal resources. Before adver-
sity hits, work on cultivating emotional strength,
courage and discipline. Another invaluable inner
resource is faith. Faith that everything will work
out; faith that there is always light at the end of the
tunnel, and faith that "this too shall pass."
3. Build your external resources. Build
a support system of family and friends. When the
going gets tough, we all need encouragement
and support.
4. That which does not kill you does-
n't always make you stronger.
For instance, if you do not have enough built-up
resilience or experience in dealing with difficulty,
adversity can crush you. On the other hand, if
you have sufficient resilience, then indeed it will
make you stronger.
5. Take inspiration and learn from others who
have dealt successfully with adversity. There
are many inspiring stories of people who over-
came seemingly insurmountable odds. They tri-
umphed over their adversities to live successful,
productive lives instead of surrendering to it.
