‘Shabby’ treatmentA group of prominent authors has added itssupport to a campaign against theGovernment taking land from renownedwriter Patricia Grace.
Witi Ihimaera, Dame Fiona Kidman,Dame Anne Salmond, Sir James McNeishand Dr Paul Moon have signed an openletter to the Government condemning it fortaking Grace’s Waikanae land under thePublic Works Act in order to build theMacKays to Peka Peka Expressway.
The letter, which was initiated by Manamagazine, says Grace’s land is a specialcase that deserves to be exempt from theplan.
‘‘Patricia’s land is Maori freehold landbut more than that, it is land of historicalsignificance. Patricia has inherited thisland from her tipuna, her great, greatgrandfather Wi Parata Te Kakakura.
‘‘This Government has either done noresearch into the significance of Wi Parataand this land, or has simply ignored thefacts.’’
The campaigners said in a statement theletter was being released to coincide withWaitangi Day ‘‘to remind the Governmentand New Zealanders this is no way to treat
a national cultural figure in the 21stcentury’’.
‘‘It also raises the wider issue of theGovernment failing to learn from historyand repeating the same mistakes of thepast, mistakes that are acknowledged inthe many Treaty settlements and apologiesfrom the Crown.’’
The statement said Grace had beentreated in a ‘‘shabby way’’ by theGovernment as it ignored a history whereher family gave large areas of surroundingland for the settlement of Waikanae.
Transport Agency state highwaymanager Rod James said the agencyconsidered and consulted on severaldifferent alignments when it selected routeoptions for the expressway.
‘‘The alignment selected (which affectsMs Grace’s property) avoids the urupa anda considerable amount of wahi tapu landfurther north.
‘‘It is always difficult to make thesechoices because avoiding one sensitiveproperty may have an impact on another.
‘‘There is seldom a perfect balance, butwe are committed to working in an openand fair way with everyone who our
project affects.‘‘While our efforts to meet Ms Grace
earlier in the process were unsuccessful,we have since given close consideration toher concerns and continue to do so.
‘‘We are continuing to talk to Ms Graceand we hope to make constructive progresstoward a positive resolution.
‘‘It would be inappropriate to furtherdiscuss details of negotiations with MsGrace until the Maori Land Court processis complete.’’
Mr James said the agency had enjoyedamicable discussions with Ms Grace.
It was unaware of any prior compliantsfrom Ms Grace but was willing toinvestigate if she formally detailed herconcerns.
‘‘Our understanding is that writtenrecords have been kept of meetings withMs Grace.’’
Grace, 76, was made a Companion of theQueen’s Service Order for communityservice and has received a PrimeMinister’s Award for LiteraryAchievement and has been appointed aDistinguished Companion of the NewZealand Order of Merit.

The new ramp for disabilityaccess to the main pool ofCoastlands Aquatic Centrewas blessed on Fridaymorning and is now beingused by pool customers.
The 15.4m long ramp,with a stainless steel frameand fibreglass sides, wasprovided by council afterdisability advocatesrequested ramp access to themain pool. A ramp had beenincluded in the originalplans but when councilopted for a moveable floor tomake the pool multi-functional, it was advised aramp was not compatiblewith the floor design. Twohoists, one self-operating,plus low-rise stairs wereprovided.
After further lobbying, asolution was found tomanufacture a custom-built,removable ramp. Thestructure has been made insections so it can be removedand stacked when not in use.
The new ramp wasblessed during a brief dawnceremony this morning,attended by Mayor RossChurch, councillors Gavin
Welsh and David Scott,council chief executive PatDougherty and staff, anddisability advocates.
The special blessing wasconducted by councilkaumatua Don Te Maipi.
Mr Church said theaquatic centre was a facilitythe district should be very
proud of.‘‘This is a facility that
was built by the community,for the community.
‘‘The ramp is anenhancement which bettermeets the needs of thedisability community andmakes the complex evenmore versatile.’’

Is council discriminating against poor?Former Kapiti deputy mayorAnn Chapman should put hermoney where her mouth is andlaunch a campaign to get Otaki’spublic water supply fluoridated,Councillor K Gurunathan says.
He said in her opinion piece inthe Otaki Mail she extolled thevirtues of fluoridation.
‘‘Calling it the greatest healthachievement of the 20th century,she described it as a criticalpublic health initiativeespecially in areas of lowsocioeconomic deprivation.
‘‘While Mrs Chapman has
supported the fluoridation of thewater supply in Raumati,Paraparaumu and Waikanae,she has not championed a case toget Otaki’s water supplyfluoridated.
‘‘Otaki’s deprivation index,which registers at nine, is thehighest in the district and Otakiis listed among the worst 20communities in the country,’’ CrGurunathan says.
He said local socio-economicresearch indicated 26 per cent ofOtaki residents are below thepoverty line.
‘‘The Otaki public shouldexpect Mrs Chapman to make asuitable submission to theAnnual Plan’s consultation onfluoridation.’’
He said the situation may alsoprove difficult for the currentward councillors of Otaki andPaekakariki.
‘‘How can they vote forcontinued fluoridation ofRaumati, Paraparaumu andWaikanae without vigorouslychampioning fluoridation oftheir Otaki and Paekakarikisupplies.
‘‘The challenge would beparticularly vexing for Cr JanetHalbrow as her ward is split withRaumati South supplyfluoridated but Paekakariki’sunfluoridated.’’
Council’s water supplyservice was a district wideservice, he said.
‘‘If fluoridation is as good asMrs Chapman and the Ministryof Health claim it is then, it canbe argued that council isdiscriminating especiallyagainst the well being of the poorof Otaki and Paekakariki. Poor
dental health among children issymptomatic of child poverty.
‘‘It’s well known that, acrossNew Zealand, areas that do nothave fluoridated water tend toresist attempts at fluoridation oftheir water supplies.
‘‘This is because of thecampaigns run by the anti-fluoride activists.
‘‘These activists expectserious opposition in Otaki andPaekakariki.’’
Kapiti News sought a responsefrom Mrs Chapman but didn’thear back before going to press.

matterwithme and said theywouldworkwithme through the process,and gaveme their email address tocontact themat any time.’’Mr Carnihan said the team’s next
step is exploratory trenching toestablishwhere services includingpower, water and phone cables lie,before contractorsmove on and donot comeback to the street foranother two years.Aswell as putting in a shared
cycle andwalk path, theNewZealandTransport Agency said it will developlandscaping and planting in the
Leinster Avenue area, to providevisual and noise buffers between the

‘‘Considering that Kapiti isthe most historic part of NewZealand after the Bay ofIslands, this will be a setback tothe coast,’’ says the retiringpresident, Tony Froude.
‘‘Te Rauparaha, one of thegreatest of the Maori chiefschose Kapiti Island as his baseto conquer most of NewZealand. The purchase from
him of the lower half of thecountry by the New ZealandCompany took place onParaparaumu Beach.
‘‘Kapiti was a main base forthe early missionaries, sealersand whalers.
‘‘Two of the country’s mosthistoric churches are sited atOtaki — the replica Rangiateawhich was built originally byTe Rauparaha in 1851, andPukekaraka Catholic churchbuilt in 1859.
‘‘Kapiti has always been the
northern gateway toWellington with its historicWellington and ManawatuRailway built to replace theCobb and Co coaches whichtravelled along the beach, andwas the capital’s domesticairport for DC3 and domesticaircraft before Rongotai wasbuilt.’’
Mr Foude said there wereabout ‘‘40 heritage historicsites’’ in the area, marked byinformation plaques and signs.
‘‘Our society was
instrumental in their recentrenovation and replacement,’’he says.
‘‘This history is a valuableasset to the tourist future ofKapiti, and the Kapiti HistoricSociety has done a great job inkeeping it alive.’’

Octogenarian innovator andentrepreneur Barry Lucinskywas one of 10 semifinalistsselected for KiwiBank NewZealander of the Year 2014.
He is also one of three finalistsin the MetlifeCare Senior NewZealander of the Year 2014.
The awards ceremony will bein Auckland on February 26.
Mr Lucinsky, of Te Horo, whois also the Sanitarium Innovatorof the Year, developed the SilicaGlass Crushing business inOtaki to recycle waste glass intouseful products.
A variety of pavers usingcrushed glass and cement havecreated a demand that requiresdeveloping a second plant tomeet it.
Before going into businesscrushing over 1000 tonnes ofwaste glass a year, Mr Lucinskywas known for his innovativeroad sealing compounds andcontracting business.
Mr Lucinsky said he wassurprised and delighted with thenominations.
‘‘These people are exceptionalindividuals who followed theirpassions and contributed toimproving the lives of many NewZealanders,’’ chief judge,Cameron Bennett said.
‘‘The calibre of nominationswas very high. In their own way,
each of these people is arevolutionary.
‘‘Some have worked tirelesslyfor their local communities,others have stamped their markat a national or eveninternational level.
‘‘They are all Kiwis of whomwe can be very proud.’’
Mr Lucinsky’s officialbiography for his nominationstates: ‘‘Passion for theenvironment has been a constantthroughout his life.
‘‘The 80-year-old from Te Horohas made a name for himself asan innovator, business leaderand visionary.
‘‘Whatever the pursuit, hispassion for the environment hasalways been to the fore and in the1970s he was awarded an Energyand Conservation Award for aninnovative roading basecoat hemade from waste material.
‘‘His role in single-handedlybreathing life back into KeepNew Zealand Beautiful is one ofhis greatest accomplishments.
‘‘At the time of hisappointment as chairman in2000, the organisation was facingthe very real prospect ofdisbanding all together.
‘‘After retiring in 2006 Barryhas continued to push forenvironmental sustainability.
‘‘He owns and operates SilacaGlass Crushers Ltd, which hasdeveloped an innovative
approach to crush and re-cycleglass, avoiding landfill dumping.
‘‘Originally set up in Otaki in2008, the concept has since beenexported to other stations in NewZealand, Australia and the CookIslands.’’
Earlier this year Silaca Glasswas awarded the CleanTechnology Trust’s mostpromising clean technologyaward at the Electra BusinessAwards.

The Parawai Lions Club hasturned heads this month withits unique afternoon tea-infused fundraising initiative,raising money for this year’sRelay For Life event.
Team Luscious Lady Lions,comprising 10 Paraparaumuand Waikanae women from theParawai Lions Club, will seeits second year involved in theCancer Society of NewZealand’s internationalfundraiser, set to take placenext weekend inParaparaumu.
As well as holding a much-anticipated high tea event,team Luscious Lady Lions isselling envelopes bearing theRoyal Cypher and containingthe late Queen Mother’sfavourite cake recipe.
For $2, the creative recipescheme has already seen over100 envelopes sold, including adozen at last month’sWaikanae Lions Super GardenTrail.
Club spokeswoman CarolHudson said the idea wasborrowed from NewPlymouth’s Lioness Club, andis proving very successful.
‘‘It is a beautiful recipe inan attractive envelope, and isideal for enclosing with a giftcard.

‘‘We do quite a bit offundraising around Kapiti forcharities including the LifeFlight Helicopter and theRonald McDonald House.
‘‘We also do Christmasboxes each year that go tochildren in the Islands, whichhave all sorts in them, likerubbers and pencils, and weusually do about 100 of themeach year.
‘‘We really are kept prettybusy.’’

Work coming up in FebruaryConstruction of the Kapiti Expressway is now underway and we are pleased to introducethis regular construction update. Our goal is to cause the least possible disruption to thecommunity, but there will be times when we can’t avoid having an impact on local roads,journey times and the lives of local residents. We will do our best to let you know aboutthese times clearly and well in advance. Here’s what’s happening in February.
Southern Zone - MacKays Crossing to Kapiti Road
Starting Monday 17 February temporary STOP/GO trafficmanagement will be in place on Raumati Road for one weekas we work to find and map existing services like watermains and telecoms.
Earthworks have started in the area of Poplar and LeinsterAvenues, we are removing and stockpiling peat and replacingit with gravel to form the Expressway’s foundation. For thenext three months you’ll see more trucks on State Highway 1and Poplar Avenue. To keep traffic disruption to a minimum,trucks will only turn left into and out of Poplar Avenue fromState Highway 1.
The Leinster Avenue/State Highway 1 intersection wasclosed on 4 February. Cars exiting Leinster Avenue willnow need to use Poplar Avenue to access State Highway 1.Pedestrian access from Leinster to State Highway 1 has bemaintained and will be in place throughout construction.
Central Zone - Kapiti Road to Te Moana Road
We are continuing to remove pine trees between Mazengarband Otaihanga Roads.
Otaihanga intersection is operating as one-lane roundabout,with the final two–lane roundabout due to be finished andopened before Easter. We are experiencing some delays aspeople get used to the new layout, so please allow extra timeduring peak hours and drive with care.
TheWaikanae River walkway has been diverted and an 80 tonnepiling rig has startedwork on a test pile for the newWaikanaeBridge. Diversions are clearlymarked and the construction areahas been fenced off for public safety. Horse riders please beaware that loudmachines areworking in this area.
Northern Zone - Te Moana Road to Peka Peka
In late February we’ll start earthworks in the Northern Zone,including the removal of sand north of Te Moana Road.We will also be using some of the empty buildings onTe Moana Road to establish a site compound.
Site fencing and earthworks will continue at the Peka Pekaend of the Expressway near Smithfield and Greenhill Roads.We’ll be removing peat, stockpiling it and then replacing itwith sand to form the Expressway’s foundation. The worksitewill have its own “haul roads”, so trucks won’t be on the mainhighway and no traffic disruptions are expected.

We had a great time talkingto the kids about keeping safe around machines and wellaway from work sites while they waited to have a go on areal digger. It was an honour to officiate at WaitangiDay last week. Raukawa Marae is aspecial place, and the day was dignified,enjoyable and fun.
Also last week we held the blessing ofthe ramp in the Coastlands AquaticCentre. The 4.45am event meant an earlystart so that the blessing coincided withsun-up. The ramp is a furtherenhancement to what is already a verywell-used facility. Over 105,000 visits tothe pool show just how popular it is.
Annual Plan workshops start shortly.The Annual Plan sets council’s proposedbudgets for the next financial year ( July1,2014 to June 30, 2015). It also sets out theservices we provide and the activities weundertake, to ensure Kapiti remains agreat place to live. From the workshopswe develop a draft Annual Plan for publicconsultation. I urge you to comment onthe content of the draft.
The Sustainable Home and GardenShow is coming up on the weekend ofMarch 22-23. It‘s the premier

On Friday afternoon I had theprivilege of a guided tour of the Waikanaeestuary with local identity Michael (Mik)Peryer. ‘Tis a wonderful place we live,and ‘tis a wonderful man who shares hisknowledge of the estuary. Vicki and hermum and I spent a fantastic couple ofhours learning so much from a manwhose passion for our wildlife knows nobounds. Thanks Mik.

DEMOCRACY A MESSY BUSINESSCongratulations to all thosewho took up their pens towrite letters to the localpapers or used publicspeaking time to defend theirdemocratic rights — the rightof access to their electedrepresentatives. The attempt,by some councillors, torestrict public speaking timesto only items on the agendawas an unnecessary agitation.But the robust reaction of thepeople against this threat, andthe hasty retreat by council, isa useful reminder to the newcouncil that people value theirdemocratic right of access.Sure, the business of runningcouncil like a well-oiledmachine is important. But thequest for efficiency cannotoverride the value of what thatmachine is set up to serve.
Democracy is by its verynature a messy business. No
matter how much some of ourcouncillors may detest thepolitical showmanship ofpeople like Dale Evans, hedoes add colour to ourprovincial politics. I sayprovincial simply becauseKapiti is still a provincialarea. Yes, the traffic alongKapiti Road is clogging up, theairport seems to be slowlygrowing legs, and theexpressway is starting to tearthrough the belly of thedistrict. A cocktail of promisesthat point to a populationgrowth and a city-statuscraved for many years bysome in the businesscommunity.
In the meantime, we live in
this twilight of growth painswhere a provincial David iswarping into a half-grownGoliath. And let’s not forgetthat, just around the corner,are giants wanting to use theregional reorganisationprocess to swallow up the rate-paying capacity of this half-grown Goliath. It is a fact that,as political entities get bigger,the political andadministrative processes alsoget bigger and morecomplicated. And the need forefficiency becomes a mantrathat results in the alienation ofthe people it is meant to serve.Democracy expressed as thehuman spirit of freedom isconsumed by the veryprocesses meant to serve thatspirit.
If the recent debate aboutthe place of standing orders isnot to dissipate into a ‘‘much
ado about nothing’’ then weneed to create freshdemocratic spaces for citizensto interact with their electedrepresentatives. There was atime, during Brett Ambler’smayoral years, when councilmeetings were held in theevenings. It better engaged theworking man and women. Itmight be prudent to maintainthe status quo whileexperimenting. Like holdingopen forums in the evenings.These could help councilconnect with this workingelement including theestimated 4000 locals whocommute out of the district towork. This can be a clearinghouse feeding issues into theformal council businessprocesses. It’s a use it or lose itoption that could take thepressure off the councilmeetings.

In Kapiti and Levin, Choruswill have built fibre to about 18per cent of their total build bythe end of June.
They have also upgraded alot of cabinets which were a bigfocus before the rollout.
The first priority is local
schools and some have beganenjoying the benefits of thistechnology. Video conferencingand interactive learning aresome of the ways it can be usedto enhance the way studentsare taught.
It will also be a major boostfor regional economies,allowing businesses tocommunicate and sendinformation easily to theircustomers no matter wherethey are in the world.

are also known, were bred to be farming dogs.They are intelligent, which canmake themeasy totrain. They also have amassive amount of energy.I began taking Ava for five to six kilometre runs
and generally off the lead, shewould always comeback tomywhistle. I have built her up to 8.5kmruns, which she handles easily.We have drinkstops and she returns tired but not exhausted. Ibegan to think am I ever going to tire this dog out,or should I enter her in amarathon?Recently, I’ve been taking Ava to the beach to
tire her out by playing sticks (I throw the stick asfar as possible and the dog retrieves it).Within 10minutes, she is panting (like a dog) andwantingsome time to catch her breath.Why is this?Like humans, dogs can be trained towork
aerobically and sustain one pace for long periodswithout needing a rest. But when trained usingintervals, or bouts of high intensity training like
sprinting, or in Ava’s case running for a stick, westress the anaerobic system.Using this system is tiring and requires rest to
be able tomaintain the same type of intensity werequire towork at that level.When using shortbouts of high intensity exercise youwork harder ina shorter time span, which in turn improves yourcardiovascular conditioning.People alwayswhich form of ‘cardio’ is best for
fitness and fat loss.My answer is HIIT (highintensity interval training).My young dog is easy to train at HIIT. For
humans, it’s the same concept but you have toease into it a littlemore. So if you usually walk, trya 20sec bout of running in between yourwalking.If you swimdo one length fast, have a 20sec restand then another length fast. See an exerciseprofessional formore advice onHIIT.

Police were alerted to a break-in at KenaKena’s KCT Streetwear outlet over theweekend, after the store’s window wassmashed and up to 10 items of designerstreetwear stolen.
Occurring on Sunday around 1am,surveillance footage shows the offenderusing a brick to smash through the glass,believed to have been taken from nextdoor’s Kenakena School.
Following a first failed attempt atkicking in the window, the young malemade off with a range of t-shirts andsweatshirts, which he retrieved byreaching in through the window’sdamaged bars.
Along with leaving the store in a messof broken glass, the boy, described asbetween 14-18 years, left a trail of security
tags strewn through the school, whichshop manager Bayli De’Faria said shehoped police would examine.
‘‘Our security footage captured apretty clear image of the guy,’’ she said.
‘‘He is of slim build and was wearing ablack puffer jacket and black skinnyjeans, with red Vans skate shoes and ablack bag with a white Volcom logo.
‘‘He was also possibly wearing a darkcap and didn’t have gloves or anything tocover his face.’’
Although Miss De’Faria was stillawaiting a visit from local police onMonday morning, she said she wasconfident the community would workwith her to help find the offender.
‘‘We are really disappointed.’’‘‘We try hard to have an awesome
shop out here that brings cool gear to thecoast and saves people having to travel in
to Wellington or elsewhere.‘‘It affects everyone, especially the
kids in the area who walk past everydayand stop and chat.

Anna and Tobias have just had their firstbaby - and within moments of her birth,they’re told that Freya is profoundlymentally and physically disabled. She willneed full time care all of her life and thatlife won’t be a long one. Tobias wantsthe baby put into foster care - he can’tconceive of a lifetime spent looking aftera child that may not even understandwho he is. Anna is torn - the feel of Freya,
the look of her, the bond she is surethey share - but she understands that ifshe chooses Freya, she may well loseeverything else in her life - her career,her husband and her dreams of livingin France. This is a wonderful story oflove and hope and human frailty, basedon the author’s own experience of beingthe mother of a disabled child. Highlyrecommended.
On Sarah Grimke’s 11th birthday, sheis given a young slave called Hetty, allwrapped up in lavender ribbons. Hettyis to be her personal maid but Sarah, oneof ten children, is ferociously intelligentand refuses to buy into the Southern wayof life, where slaves are considered asub-human but necessary means for thewealthy to enjoy a pampered existence.
Hetty, whose mother named her Handful,is also fiercely intelligent. Her remarkablemother will not accept that her girl willalways be a possession of white folksand fuels a burning desire in Handful tobecome a free woman. This is a story oftwo remarkable young women whose livesare irrevocably entwined from the time onewas given as a gift to another. Great novel.

Farcical processOn a rare visit to our communityNathan Guy talked about howexcited he was that ‘jobs arestarting to roll out’ when hereferred to the Kapiti Expressway.Under Labour, the Western LinkRoad would have been built bynow and local jobs would havebeen created during the worst ofthe recession, not as we nudgeincrementally towards recovery.Now we would be enjoying a saferjourney, the higher numbers ofvisitors that less congestion wouldhave made possible and our busi-nesses would be benefitting fromthe planning that took place adecade ago.
That said, Labour will re-evaluate our position on the fourlane expressway. We know weneed better transportation and weneed it now. It was Labour whodelivered the budgets to upgradethe rail service with doubletracking and electrification to Wai-kanae. It was Labour that put inplace the budget for building theroad.
In contrast, it was National thatstopped the whole project andsubjected our community to afarcical process that ignored thewill of a community and all theprevailing evidence. It will beLabour that has to mitigate thedamage this concrete monstrositywill have on our community.
When the expressway is built,the jobs will be gone. On PlanetKey, where there are no toilets, itseems there will also be no offramps that can facilitate a reststop, a shopping experience or avisit to the beach. This isn’t a localroad that will ‘connect Waikanaeand Paraparaumu’, as Mr Guysuggests, it’s an expressway —even the name makes that obvious.

The learners/programmes poolwas never a viable alternative tothe main public pool for the elderlyand those with disability. KCDCdocumentation shows that untillate 2012, council didn’t ever envis-age adults or those with disabilityas ‘‘user groups’’ of this smallchildren’s pool.
The ramp designed, built andapproved by a number of reputablecompanies, provides ‘Best Prac-tice’ accessibility into our mainpool. Council records evidence thatuntil late 2012, the ramp wasrepeatedly promised to enablethose members of the public withdisability to use the main pool withthe same ease as able-bodiedpeople. This promise was re-confirmed mid-2013, in a HumanRights Commission mediationbetween KCDC and REACT (RampEqual Access Coalition Team).Council representatives notedtheir previous mistaken belief thata ramp wasn’t possible.
Given it certainly was possible,KCDC then agreed the ramp wouldbe usable whenever this pool was
publically open. The ramp’s cost isnot an additional ‘ratepayer bur-den’. It was built into the originalcostings as an essential part of thepool and a ‘Key Disability Pro-vision’. The ramp is unequivocallyless expensive than the roof,hydroslide from Turkey and mov-able floor, the benefits of which gorelatively unquestioned. Yet inter-national research has consistentlyproven the necessity of rampaccess with significantly morepeople (virtually everyone) usingthis means, as opposed to steps oran assisted chair hoist.
REACT is a small hubsupported by many region-wideorganisations and individuals whounderstand the rights of peoplewith disability to exercise theirindependence to the fullest extentpossible in Kapiti’s main recrea-tion and community facility.Equality of access and usability isa legal protection for all of us, notjust the currently disabled.

Picture pleasureWhat a pleasure to see your fullpage spread of Roger Smith’swildlife photographs of some of ourrarest native waterbirds from the
Waikanae estuary. Roger sounds awarning about encroaching on thiswetland but is upbeat about thefuture.
I wish we could share hisenthusiasm. The estuary is undersiege from development which hasgentrified many of its wetlandareas. This has benefited intro-duced species (mallard andCanadian geese) and enricheddevelopers, at the expense of ournative birds — the criticallyendangered parera (grey duck) andthe nationally threatened dab-chick, amongst them. These birdsmigrate around the district insearch of food and as wetland areashave been landscaped and deep-ened into ponds it has excluded thewading birds and left the rareducks open to predator attack,more especially by our domesticpets.
And now we have a raisedembanked expressway beingconstructed right through themigratory flight paths of thesebirds.
I belong to a Kapiti film-makingcollective that has been monitor-ing a very rare dune lake atRaumati Beach over the past threeyears. This year it has hostedseven broods of ducks includingtwo nests of parera, along with oneshoveller, three pied stilt and twopukeko broods. Two welcomeswallow nests have fledged fromnear here and in previous yearsgrey teal, black swan and paradiseduck have raised young. The lakeacts as a food basket for most of ourlocal native waterbirds. Threespoonbills have been seen feedinghere since early December, whiletwo white faced heron have virtu-ally taken up residence sinceNovember. Three different speciesof shag have also been fishing here,including the rare black and piedshags. There has been an explosionin the frog population this year,
which may account for this fec-undity.
Our endemic diving duck, theNZ scaup is now a regular visitorthough the sensation of this seasonhas been a male dabchick, whichfed at the lake from late Septemberthrough October. This may be thedabchick in Roger’s charmingphotograph. From our observationit seems it is the male that carriesthe chick while the female sets offto ‘bring home the bacon’. No-oneknows for sure how these birds getaround for they seem to travel atnight — but now, with scaup, theyhave migrated into the centre ofour town. Estimates of thesurviving population of dabchicksvary from between 1200 to 2000birds.
All this is taking place aboutfive minutes walk fromCoastlands, but when this evi-dence was put before the Board ofInquiry into the expressway lastyear, it was completely ignored.The entire wetland will be des-troyed by the expressway and thiswildlife along with it. Waitangi Day at Otaki was, inthe words of Mayor RossChurch, ‘‘A fantastic day, I’mloving every minute of it. Itreally is a special day.’’
The atmosphere at RaukawaMarae in Otaki was positiveand relaxed.
Then there was food, foodand more food in the diningroom and at the many andvaried food stalls around themarae, from pippi or musselfritters to hangi, steaksandwiches, Chinese andtraditional menus and the ever-popular barbecues.
On a brilliant summer day,the grounds were packed withlocals and visitors, some ofwhom had not realised howmuch there would be to see andexperience, or how much morespace there is in the maraegrounds too what can be seenfrom the street.
Mukume Taiko drummers —students from Kapiti andSamuel Marsden colleges, hadheavy beats resounding fromneighbouring buildings andOtaki School pupils performedsongs and kapa haka in front ofthe meeting house.
At the rear of the buildings,stalls offered everything from
home-grown healing herbs andalternative health therapies togifts and jewellery.
There were informationbooths for Te Rununga o TeRaukawa, Maoriland filmfestival and much more. Allwas captured on film by film-maker Errol Maffey and hiscrew.

A group of Treaty educators heldan information stall at theWaitangi Day event at RaukawaMarae, Otaki. They provided anopportunity for members of thepublic to vote for their preferredflag by dropping a marble into thejar of a favourite design — andthere was a jar for those who didn’tchoose any of them.
There was a total of 134 marblesin the jars. The results were 10.4per cent wanting to keep theexisting flag; 8.2 per cent for theSilver Fern; 12.7 per cent liking thegreen koru design offered by theartist Hundertwasser, but 57.5 percent chose the TinoRangatiratanga flag currentlyrecognised as an official Maoriflag. Another 11.2 per cent wanted
something different withsuggestions including suchconcepts as the seven stars ofMatariki with the silver fern.
Spokeswoman for the group,Sylvia Bagnall, said many peoplehad never had their own copy ofthe Treaty of Waitangi/Tiriti oWaitangi ‘‘or maybe even read itthrough, and we gave away a lot ofcopies.
‘‘Some did not even know that ithad been preceded by a MaoriDeclaration of Independence. Wehad a quiz for adults and one forchildren to test knowledge of theTreaty. Some were very wellinformed but several weresurprised to learn 18 people signedthe Treaty when missionaryHenry Williams brought it to
Otaki, and these included twowomen of rank.
‘‘When people do learn aboutthe Treaty they understand howfortunate we are in Aotearoa NewZealand to have a nation foundedon trust, the recognition ofindigenous sovereignty and ofrights for all people,’’ Ms Bagnallsaid.

Waikanae SPCA centre’s volunteers arehope they will not have to come to workin wetsuits and flippers when they are onlaundry duty.
Their current washing machine,which has served them well, is becomingincreasingly problematic.
‘‘It has a mind of its own,’’ saidvolunteer Annette Buckley. ‘‘It’s prone toleaking, becomes unbalanced and sendsvolunteers into a spin and we’ve had afew close calls with floods. We need toreplace it.’’
As a result, a team of SPCA volunteersplans to be regulars at ParaparaumuBeach Market to raise funds to purchaseitems on a ‘wish list’ for the centre inWaikanae. They all agreed ‘top of the list’is the purchase of a new commercialwashing machine.
‘‘The old one has been a real workhorse but it’s time for it to go. Theamount of laundry per day can bestaggering — heavy duty with blanketsand towels for the animals and it’s on thego seven days a week.’’
Ms Buckley says the first fundraiserfor equipment is at the market onSaturday.

Students from the Judith Fuge DanceSchool’s ‘Gotta Dance LA ‘ team will besoon leaving Paraparaumu for the trip ofa lifetime-a dance tour to Los Angeles, inthe April school holidays.
The tour encompasses a performance onTuesday April 29th at Disneyland, whichis the main focus of the students’ work.The team will receive a 2 Day pass toDisneyland as part of their Performancepackage.
In addition, dance classes at Millennium,Edge and IDA dance studios in Hollywood,will be taken, and the students will attendtalks with world class dancers (who haveperformed with Justin Timberlake, BlackEyed Peas, Missy Elliot, Chris Brown,Gwen Stefani etc)
The tour will also attend some live stageshows, and take in the sights and soundsof LA-a few of these include movie StudioTours, Beverly Hills Star Homes tour,Santa Monica, Rodeo Drive shopping, andmuch more.
The purpose of this trip is to helpdancers improve their skill, learn differentdance styles, understand and experiencewhat it is like to be a professional dancer.In addition, support, encouragement andinspiration will be given to the dancersdancers to ‘be, do and have everythingthey want in life’, in the words of KimDavey, the tour organiser.

‘‘It could be somethinglike biomedicalengineering, food scienceor sport science — you’d dotwo of those each day.’’
A visit to Rex Bionicswas eye opening.
‘‘I got to see a personwho was paralysed fromthe legs down walk. Theyput him in a mechanicalsuit so he could walkaround. That was quitecool.’’
Another highlight wasgoing to a place called TheFOODBOWL which allowsstart up companies to rentvarious machinery.
‘‘They showed us howvarious things worked such as extremepressurising.’’
The forum also allowed opportunitiesto explore Auckland.and includedAnthony doing a reverse bungy.
‘‘When I scream I say jiminy cricket asopposed to any swear words — I don’tknow where I picked that up.’’

highlight, he says.‘‘I made a lot of good friends because

‘‘It was so much fun. Andit wasn’t like a geek campwhich I had expected. It wasjust a lot of people withmutual interests and we alllove science.’’
She said morningsfeatured projects viaassigned groups; Brookewas in the chemistry group.
In the afternoonsparticipants would dothings they had selected intheir application forms.
And the eveningscomprised fun activitiessuch as Amazing Race, quiz,public lecture, visit to LoganPark and more.
Brooke’s afternoonscentred around anatomy,marine science and physicaleducation. She went to theAnatomy Museum on theuniversity campus.
‘‘We saw all the cadavers,sculptures — the detail and everythingwas really amazing.
For marine science she went on a aresearch shipping vessel and looked atplankton under a microscope.
‘‘It was really cool.‘‘We also did a bit of surveying and
some geology as well.’’In physical education she analysed
movement via computers.
‘‘We studied long jump so we hadcameras at different angles.
‘‘We had to see how long their strideswere, how close they were to the linebefore they took off, and how muchpressure they put onto the pad.
‘‘We tried to get the perfect result.’’Overall Brooke said the event was ‘‘so
much fun.‘‘I just want to do it again.’’

Modellers taking to skiesKapiti Aeromodellers Club is holding itsannual rally on March 8 and 9 at QueenElizabeth Park. This attracts modellersfrom all over New Zealand, and has beenheld most years since the club’s formationin 1995.
Expected this year are model jets,helicopters, scale warbirds, aerobaticplanes, gliders, and general sport planes,ranging from tiny indoor models to largemodels spanning four metres or more,powered by electric, petrol, methanol, orgas turbine motors.
The public are welcome to visit and
observe the flying. Flying will be from10am to 5pm each day — subject toweather.

Top jazz talent on stagefor 2014 park concertOnce again the Levin PerformingArts Society will host the popularevent ‘Jazz In The Park’ in theLevin Adventure Park in 2014.
This follows the highlysuccessful 2013 event which sawover a 1000 people attend.
There will be an afternoon oftop jazz bands on Sunday,February 16 from 12.30pm to 4pm.
The local Levin & DistrictsBrass Band will open theprogramme and perform for anhour with a set of big band musicand popular entertainingnumbers. They will be followed bytwo top jazz bands from the KapitiCoast.
Playing at 1.30pm will be‘Classic Jazz’ with their smooth,melodic jazz style featuringvocals, sax and trumpet.
At 3pm ‘Felicity and Friends’will take the stage and delight thecrowd with their unique style ofpopular jazz numbers featuringkeyboard, flute and sax. This jazzband is led by Felicity Fox , thesister of well-known Roger Fox.And Felicity also has the huge Foxfamily talent.

Takahe chick
Kapiti Island Takahe FamilyAdventure CompetitionThe Takahe is a very rare bird found only in NZ, it is classed as endangered, because there are onlyabout 260 of them left. The Department of Conservation runs a Takahe Recovery Programme toboost the population with the help of their business partner Mitre 10.
Takahe used to live throughout the North and south Islands, but the arrival of Europeans broughtthreats that devastated the species and by the early 1900s people thought they were extinct. Exceptfor one man, Dr Geoffrey Orbell, who believed there were still Takahe in the valleys of the MurchisonMountains in Fiordland. He spent his weekends and holidays tramping through the valleys with hisfriends in search of the Takahe. It took many trips and lots of walking around, but one day he foundthem! Dr Geoffrey Orbell rediscovered the Takahe on the 20th of November 1948.
The valley where Dr Orbell rediscovered the Takahe was named ‘Takahe Valley’ and the lake nearbywas named ‘Lake Orbell.’
Isolation saved the Takahe but even in the remote mountains they became threatened, as Europeanmammals encroached on their habitat. Introduced deer ate the Takahe’s favourite tussock grassesand stoats ate the Takahe themselves.
Mitre 10’s contribution has made it possible for DOC to grow the national Takahe population andestablish additional populations on predator free islands like Kapiti.
However, the numbers are still low and one of the reasons for this is that the female Takahe needsto be at least two years old before she will have chicks. They raise only one brood per year with anaverage of two eggs.
Takahe build a nest on the ground amongst vegetation where they can hide a nest. Two eggs areusually laid, between mid October and mid December and the parents take turns at incubating theeggs, which take around 30 days to hatch. When Takahe find a partner to have chicks with, they willusually mate for life.
Takahe chicks have black fluffy down (baby feathers) and a white beak, they get their red beak andbeautiful green and blue feathers when they get bigger.

rarest and most romantic of voices, conjuringup music of sultry passion and wonderfulmelodies.New Zealand can boast several up-and-
coming Pacific Island tenors, all of whom couldmake their way on to the international stageduring the next during few years.
Why are Polynesians so well represented asoperatic tenors? It is hard to know. Definitelyone has to be able to sing, but more than that,the men come from a heritage of music,harmony and communal singing in their widercommunity, or in churches. We should also paytribute to the many secondary school teacherswho are more aware of the great talent hiding intheir midst.Perhaps more important than anything is the
Polynesian way of performing with warmth,generosity, openness and with a great sense ofhumour which immediately engages theiraudiences.This is without pretension and allows the
audience to become open to the music and sofully enjoy the wonder of their glorious voices.

Can Funerals be Eco friendly?Funeral rituals and practices were Eco friendly since timebegan, but modern society has changed some of thesepractices. More and more people are now becoming at leasta little bit eco focused and so too are many of the funeraloptions being made available.
The first of 3 quick examples are Natural Burials. Wehave a Natural Burial section now on the Kapiti coast at theOtaki Cemetery. This is a special area where graves are dugshallow and filled with organic soil to return the deceased tothe elements. A tree is planted on the grave and no lastingmemorial is allowed. Eventually the area will return to nativebush. The casket must be a natural product (not man-made)such as pine.
The second example ties in with this, that of naturalcaskets. There are many pine and other natural productcaskets now supplied to your funeral director, and most ofthese can be purchased at a similar price to non naturalcaskets such as MDF board.
The third Eco friendly area is that of preparing thedeceased. Embalming, often seen as using a large amountof chemical, is now a modern process and uses very lowpercentages of chemical, in fact totally organic embalmingis available and so too are other similar processes such as aprocess called Ecoprep.

- A dead penguin chick wasfound by a kiwi detector dog onthe lowland track in late 2013.Jade, with owner RoganColbourne in tow, discovered theskull of a penguin chick withunusual looking damage.Predated chicks are a normal partof island life with plenty of wekaaround, but the penguin chickwas sent away for DNA analysisjust to make sure. Stoat or otherpest damage was ruled out and a
weka was suspected after all —phew!

- The 2013 weed season onKapiti was completed by DOCstaff and volunteers with asuccessful survey of recentlydiscovered weed sites, and a fewrecurring sites. A notable findwas some boneseed growing nearTe Mingi Hut which wasremoved.
Boneseed is a bushy shrub thatgrows 2-3 m high, with yellowdaisy-like flowers. It is a threat tocoastal vegetation, where it canrapidly replace native plants, or,create heavy shade in otherwiseopen spaces. It’s exactly the kindof thing that can be unwittinglytransported on socks, boots or aback pack. Many thanks to JonTerry and the volunteers on theweed survey for all their hardwork.* Lightning strike
On Labour Day 2013 a fire wasreported by a local couple who
were flying over Kapiti Island andsaw smoke coming from a patch ofbush south of Taepiro Stream.
A Rural Fire Authority crewwere winched in to assess the fire,and monsoon buckets were flownto the site to douse the area. Thefire crew determined the fire wascaused by lightning strike from astorm event several days earlier.It was thought that a dead ratastump above the canopy tops wasstruck by lightning and quietlysmouldered until it was reported.
The early report of smoke bythe local pilot, and quick responseby the Rural Fire Authority andDOC staff meant the area affectedwas remarkably small.* Kapiti Island for Kids

Councillors have heard theaverage rates increase for2014/15 could be reduced to 4.81per cent compared to 6.8 percent identified in the LongTerm Plan last year.
The matter was discussed atthe first workshop in a seriesplanned to consider councilspending priorities as part ofthe Proposed Annual Plan forthe 2014/15 financial year.
The workshops, which areopen to the public, will rununtil early March.
Workshop chairman MayorRoss Church says 2014/15 is ayear of consolidation forcouncil.
‘‘With significant projectssuch as the Coastlands AquaticCentre and upgraded civicbuilding completed and, thewater supply project, watermeters and the expresswaywell under way, this is a year totake stock and tighten thepurse strings.’’
He was pleased with thesteps council had taken toreach an indicative averagerates increase of 4.81 per centbut said the final figure woulddepend on whether councillors,through the workshop process,agree with the proposedchanges.
‘‘When we began the annualplanning process late last yearwe had some large costs toaddress.
‘‘The Mainzeal collapsepushed out the budget on theCoastlands Aquatic Centre,and some spending we haddeferred had to be met.
‘‘A considerable effort hasgone into reviewing allexpenditure and making somehard decisions.
‘‘Underpinning ourdiscussions over the comingweeks will be a determinationto further contain costs andmake every dollar count for thebenefit of Kapiti.’’
Reductions of $5.9 millionwere achieved throughreductions in capital works anda further $3.2m gained throughreducing operationalexpenditure.
Some savings have beenmade through proposedreductions in strategic landpurchases and parks and
reserve spending.A proposed youth centre
may be deferred while a secondhydroslide for the CoastlandsAquatic Centre may also be puton hold.
There is also a proposal todelay the refit of the oldRaumati pool building and toreduce projected spending oneconomic development.
Inflation makes up 1.53 percent of the projected 4.81 percent average rate increase.
WorkshopsSeven workshops will be held
to discuss aspects of the DraftAnnual plan. Residents are wel-come to attend the sessions, heldin council chambers in the civicBuilding. Details are on the coun-cil websitewww.kapiticoast.govt.nz/draft-annual-plan.
Following the workshops, thedraft plan will be presented tocouncil for formal considerationon March 20. Once adopted, it willbe open for public consultationand submissions from March 26 toApril 28.
‘‘We want to make sure wehear what ratepayers have tosay,’’ Mr Church said.
‘‘I encourage people to look atthe Draft Annual Plan and submiton any issues they feel stronglyabout.
‘‘Community input will deter-mine the projects that will beundertaken and the final ratesfigure.’’

Council targetsinvasive bambooThe council has started aprogramme to remove bambooplants from reserve land inRaumati South.
The bamboo, which frontson to a small public grass areaopposite the shops and cafes onPoplar Avenue, is encroachingon to neighbouring properties.
‘‘This species of bamboo is avery invasive plant and, in thiscase, has become establishedover a large area,’’ councilleisure and open space assetmanager Lex Bartlett said.
‘‘It may take over a year forthe bamboo to be fullyeradicated.
‘‘All the visible plants are
being taken out but it’simpossible to tell where allroots are embedded in the soiluntil they start growing newshoots.
‘‘We’ll have to regularlytreat shoots as they emerge.’’
Council talked to residentson the neighbouring propertiesand Raumati South Residents’Association beforeundertaking the work.
It will continue to consultthe association to look atoptions on how to bestredevelop and plant the reserveland once the bamboo iseradicated.

Local running sensation JoJohansen took out the title offirst woman and third overallwinner at the Hutt River TrailEvents’ 60K ultra marathonlast month, after a trainingbuild-up that included up to 200kilometres of running eachweek.
Taking five hours twominutes to complete thedemanding 60km ultramarathon, Johansen endedJanuary 18 on a high afterstopping just once during therace to change her shoes.
Enduring an early morningcold southerly, she wasthankful for warmer weatheras she completed the event justbefore midday.
She had traversed a coursethat included a railwayincline, four old tunnels andriver edge.
‘‘It went very smoothly. Ihad no problems and at the endI still had more in me,’’ says the
sports enthusiast, who grew upinvolved in athletics and cross-country.
Following a strict vegan dietand running for up to fourhours a morning and sevenhours on her days off,Johansen’s training for theultra marathon included runsfrom Paraparaumu toJohnsonville and back.
She says while her extensiverunning regime is hard on thebody, it has gradually becomeeasier over time thanks topersistence and discipline.
‘‘I’ve always been intorunning but only started longdistance about a year ago withthe Kapiti Running and TriClub, who I run with quiteoften,’’ she says.
‘‘I’ve now entered Rotorua’s100k Vibram TaraweraUltramarathon in March,which I’m pretty excited aboutas people travel from overseasto participate.’’
Having worked at StirlingSports in Coastlands for
around three years, the runnersays she enjoys everythingassociated with her sport,including selling shoes.
‘‘It’s my ideal job really, andthe perfect job for someone whogoes through a pair of runningshoes every six weeks.’’
Currently settled in Kapitiafter growing up in the HuttValley and travelling aroundthe country, Johansen says sheenjoys the close-knit runningcommunity in Kapiti.
‘‘I entered the ultramarathon to test myself and seehow well I handled a fardistance and it was pretty easy,so I’m looking forward to thenext challenge,’’ she says.
‘‘Running is my happy place,it keeps me calm and I just lovedoing it.
‘‘I call myself a passionaterunner, although myworkmates may say I’m a littleobsessed.’’

Dave Chandler will alwaysremember his ChallengeWanaka 2014 official finishingtime. It was 12h 12m 12s.
The event is a long distancetriathlon comprising a 3.8kmswim, 180km cycle and a 42.2kmmarathon.
Chandler, 48, fromParaparaumu Beach, said theswim in Lake Wanaka was ‘‘verycold’’.
‘‘All I was really doing wasswimming behind someone.
‘‘At one stage the guy I wasfollowing went a bit wide so Iswitched over to someone else’sfeet.
‘‘You’ve just got to getthrough the swim.’’
His swim time was 1h 10m 19s.In transition he rummaged
through his cycle kit bag andcouldn’t find his cycling socks[he had accidently put them inhis running kit bag].
‘‘I rode without socks.‘‘It took about an hour and a
half for my feet to warm up.’’He said the cycle leg was a
matter of ‘‘keeping going andmaking sure you’ve got your fuelin’’.
Fortunately the windyconditions before the eventturned into still and coolconditions on race day.
No one was allowed to draftduring the cycle leg and ridershad to keep a 10m clearance.
Chandler said the bike coursewas ‘‘honest’’ — quick in partsbut slow and hilly in others.
His cycle time was 6h 21m 25s.The marathon, which was mostlyoff-road, comprised two laps.
Chandler got sore knees onthe second lap which meant hehad to ‘‘grind it out’’.
His marathon time was 4h29m 53s.
He was happy with his officialtime of 12h 12m 12s.
‘‘It was a minute over what Idid in Taupo the year before butthe course was essentially a lotharder.
‘‘I was also happy just to get itdone as all the training hadbecome sort of all-encompassing.
‘‘It was more a sense of reliefthat it was done.’’
Overall he enjoyed the event.‘‘It was a smaller, friendlier
type of event,’’ he says.‘‘The volunteers were
awesome.‘‘It was just a good
atmosphere. The appeal of theevent was simple.
‘‘It’s whether you can do it ornot — it’s just testing yourself.’’
Chandler wished to thank allthe swimmers, cyclists andrunners he had trained withleading up to the event.
