Welcome to the preliminary guide to this year’s POWER-GEN Europe conference & exhibition. I hope it is going to whet your appetite for what is in store when Europe’s power industry meets 4-6 June in Vienna.
There is little doubt that these are challenging times for power industry professionals, as the sector in Europe faces up to significant change. The economic downturn may have tempered power demand in the short term, but a viable framework for investment in new generation and supporting infrastructure must be put in place if the energy transition embodied in Europe’s 20-20-20 targets is to be achieved. Just under €1 trillion of investment will be needed in generation, transmission and distribution up to 2020 across Europe, according to the IEA in its 2012 World Energy Outlook.
Much of this investment will be in renewable energy technologies and once again, POWER-GEN Europe will be staging alongside Renewable Energy World Europe, creating a joint forum addressing all the key issues across the entire spectrum of the power generation industry. Integration will again be a major theme, with the conferences sharing an entire track devoted to one of the most crucial issues facing our sector.
This is the first occasion that POWER-GEN Europe has been held in Vienna in its 21- year history, but judging by the welcome that has been afforded us and the reaction we have received, it is proving a well-judged and popular choice. Austria straddles western and eastern Europe and the event in June offers a valuable opportunity to share experiences between electricity professionals from every part of the continent.
With advanced mobile devices, electronic data and social media, dominating the way in which we communicate, it is increasingly important that we take time out to meet as an industry face-to-face, to discuss the issues of the day, become acquainted with new technologies and techniques and build the business networks that will open doors to new commercial and personal opportunities. The three days of POWER-GEN Europe offers all this through its comprehensive strategic and
technical conference sessions, its vast exhibition floor and its various networking events. Despite the challenging market condition in Europe, there will be more exhibiting companies than ever in Vienna and a conference programme of high quality presentations across some nine parallel tracks.
Our opening keynote session offers high level government and industry speakers and our big plenary debate, led by HARDtalk’s Stephen Sackur, will reveal the truth about the challenges Europe’s power industry faces and what the future may hold.

As the responsible Austrian Federal Minister for Energy I am pleased that the POWER-GEN Europe Conference and Exhibition 2013 will take place in Vienna.
Located in the centre of Europe, Austria acts as an important energy hub. Security and quality of supply are top priorities in the Austrian energy policy. A further priority is to achieve the greatest possible level of sustainability with the gradual integration of all available potentials for renewable energy production and energy efficiency. Thanks to its Alpine storage power plants, Austria enjoys an important role within the European energy system and continues to develop renewable electricity production in Central Europe. By supplying peak and balancing energy from their storage power plants in the Alps, Austria’s electricity utilities also significantly support the stability of electricity supplies throughout Europe.
As a business location, Austria offers an excellent framework for the energy industry. Austria’s know-how and expertize in the development of energy systems is valued around the world. Many Austrian companies are among the world market leaders in green technologies.
The recent developments in energy markets and in energy technologies give rise to many issues for discussion: How will energy demand develop over the next several years and how can we secure energy supply? reinhold Mitterlehner, Federal Minister, economy, Family & youth, austria
Reinhold Mitterlehner is currently the Federal Minister of Economy, Family and Youth for Austria, responsible for national energy strategy and policy. From 1980 to 1992 Mr. Mitterlehner worked for the Upper Austrian Economic Chamber, where his last position was Head of the Marketing Department. From 1992 to 2000 he was Secretary General of the Austrian Economic League (Wirtschaftsbund) in Vienna and in July 2000 he became Deputy Secretary General of the Austrian Economic Chamber (WKO). During his political career Reinhold was a local councillor in Ahorn from 1991 to 1997 and from that position he went on to become a Member of the Austrian Parliament (National Council) on 8 February 2000, where he served as Chairman of the Economic and Industrial Affairs Committee from 2001 to 2008. In May 2002 he became District Party Chairman of the Austrian People’s Party (ÖVP) for the district of Rohrbach.
Reinhold Mitterlehner was born in 1955 in Helfenberg/Upper Austria, attended grammar school in Rohrbach and studied law in Linz; he also completed a post-graduate course in association management in Fribourg.
alexander Novak, russian Minister of energy, Ministry of energy, russia
Alexander Novak was appointed Minister of Energy of Russian Federation in May 2012. He was awarded with the Order of Honour, letters of commendation of the President and the Government of Russian Federation. Between 1988-2000 Mr. Novak worked at the A. P. Zaveniagin Norilsk Mining & Metallurgical Combine (later the A. P. Zaveniagin Norilsk Mining & Metallurgical Combine, JSC). He was then promoted from a hydro metallurgist of the category 1 to a Deputy HR Director – Chief Management Officer of the Arctic branch in the Norilsk Mining Company, JSC.
During 2000-2002 he worked as a Deputy Chief majoring in Finances and Economics in Norilsk, as the First Deputy Chief of Norilsk. From 2002-2008 Alexander worked in the administration of Krasnoyarsk region: the Deputy Governor – Head of the Chief Financial Administration, the First Deputy Governor, the First Deputy Governor – Chairman of the Government. Since September, 2008 – the Deputy Minister of Finance of Russian Federation, since October, 2011 – a Member of Ministry of Finance Board.
Alexander Valentinovich Novak was born in August 23, 1971 in Avdeevka of Donetsk region in the USSR. He graduated from Norilsk Industrial Institute in 1993, Economics and Administration in Metallurgy Department, from Lomonosov Moscow State University in 2009, majoring in Management.
Philippe Cochet, President of alstom thermal Power and executive Vice-President, alstom
Philippe Cochet was appointed President of Alstom Thermal Power and Executive Vice-President of Alstom in July 2011. Alstom’s Thermal Power Sector has sales of over €9 billion (in 2010/11) and 38,000 employees. It covers gas, steam and nuclear power generation as well as the service and automation & control activities. Prior to his appointment to lead Thermal Power, Mr. Cochet was VP of Alstom Hydro and Wind.
Cochet is a graduate engineer from the CESTI (Centre d’Etudes Supérieures de Techniques Industrielles). He began his career as a consultant. From 1988 to 1994, he held different positions in Thomson Multimedia and at the end of 1994 he joined General Electric Medical Systems Europe (GEMS) where he was Vice-President Operations Europe, Vice-President Eastern Europe and Senior Vice-President X Ray division. Other positions held include, Executive Vice-President of Operations and a member of the board of Directors of the Hager Group

LIBERALIzATION AND DECARBONIzATION: ROADMAP OR ROADBLOCK?The European Commission, supported by Eurelectric, is pursuing twin goals of a free power market across the EU and eliminating carbon emissions from the sector, including a significant switch to renewable energy. Our high level panel will assess how compatible these goals are with the policies of individual member states, with creating signals for investment and maintaining a globally competitive Europe. Moderator, Stephen Sackur, will not permit any ‘fence sitting’ in probing the panel’s frank views on a variety of subjects, including the wisdom of current policies in ensuring aging plant and infrastructure is replaced, smart technology is rolled-out and utilities remain solvent.

Stephen Sackur is identified around the world as the presenter of HARDtalk, the flagship current affairs interview programme aired on BBC World and the BBC News Channel. In 2012, Stephen’s interviewees have included dictators, democratic reformers and drug traffickers, plus in the field of energy, the chief economist of the International Energy Agency, Fatih Birol.

Nikolaus Berlakovich Minister, Federal Ministry of agriculture, Forestry, environment and Water Management, austria
Niki Berlakovich is the Minister for Federal Ministry of Agriculture, Forestry, Environment and Water Management in Austria, a role he took on in December 2008. From 1998 to 2000 he was Managing Director of the Club of the Austrian Peoples Party in the Federal Province of Burgenland and from 2002 to 2005 he was Head of the Parliamentary Group of the Provincial Parliamentary Fraction of Burgenland of the Austrian People’s Party. In May 2005 he became a member of the Provincial Parliament of the Federal Province of Burgenland as Provincial Councillor for Agriculture, Forestry, Water and Waste Management.
Niki Berlakovich’s wish to play an active role in politics and to care about the concerns of the people led first to the Municipal Council of his home village Großwarasdorf, where he has also taken over the office of Vice-Mayor. In 1991 he became the youngest delegate to the Provincial Parliament of the Federal Province of Burgenland.

Guiseppe Zampini was appointed Chief Executive Officer for Ansaldo Energia in 2001. Prior to this he joined the company in 1997 as General Manager. Giuseppe Zampini is a member of ASME and ANIMP/Federprogetti.
Working from the outset in the power generation sector, Mr. Zampini started his career in 1972 at Progettazione Meccaniche Nucleari, before moving on to Nira Spa where
he acquired international experience on various projects. Following these experiences, he was appointed to head the Ansaldo Division responsible for energy and steam production plants (cogeneration) in 1989. From 1990 to 1995 Zampini set up and managed Ansaldo Industria of America, acquiring experience in the field of project financing.
susanna Zapreva Chief executive Officer, Wien energie, austria
Dipl.-Ing. Dr. Susanna Zapreva is the Chief Executive Officer for Wien Energie. Dr. Zapreva graduated in electrical engineering from the Vienna University of Technology, receiving her doctorate in 2000. She began her career as a consultant in the energy industry. In 2001, she joined Wien Energie Wienstrom. Here she was responsible for carrying out measures associated with market liberalisation and played an active role in the setting up of EnergieAllianz Austria.
Between 2002 and 2008, Ms Zapreva was in charge of a variety of different departments and divisions, and her most responsibility was as an authorised signatory at Wien Energie Wienstrom for sales services. In March 2009, Ms Zapreva was appointed General Manager of Wien Energie Wienstrom.
Since April 2010, Ms Zapreva has been General Manager of Wien Energie GmbH and responsible for: Energy production, energy efficiency planning and procurement for all group companies, energy trading, regenerative production and subsidiary management, telecommunications, human resources, organization and legal affairs, as well as strategy and public affairs.

This year’s conference features special sessions devoted to aspects of energy storage across both POWER-GEN Europe and Renewable Energy World Europe programmes.
Storage of energy in large quantities is increasingly regarded as a vital element in order to improve the flexibility and stability of Europe’s energy system and to deliver services to with respect to European energy and climate policy. Viable storage solutions will reduce the need for back-up power, help stabilize the grid and enable more renewable capacity to be absorbed into the power system.

INTELLECTUAL PROPERTYRIGHTS ALLIANCE
The IPR Alliance is an intellectual property (IP)-related lobby group which is federating European technology and equipment providers. Our main goal is to safeguard the European Union’s innovative spirit by strengthening and securing intellectual property rights.
The IPR Alliance was started and supported by the European Power Plant Suppliers Association (EPPSA), whose members have suffered from infringements of their intellectual property rights.
Following the EPPSA members inputs, the IPR Alliance wants to provide a qualitative lobby activity in the IP policy field. Its members will pinpoint the problems while a renowned IP academic institute (the Steinbeis-Transfer-Institute for IPR) will provide a substantive and deep analysis of those problems. Eventually a network of IP lawyers and experts (the I3PM) will further complement this analysis by submitting it to an ad hoc reality check.
Mindful that a sound, harmonised and progressive approach to intellectual property rights is essential to the endeavour of maintaining Europe as an innovation driven society, we believe that intellectual property is one of Europe’s greatest assets, the core of the European industrial competitiveness. It is a primary fuel for business, equally important to both large companies and SMEs, and a key to deliver high levels of employment, productivity and social cohesion.
This becomes even truer when speaking about technology companies which, by definition, can only grow on inventions. New technologies can only be developed by considerable investment which, in turn, requires a strong IP strategy and IP framework to deliver an adequate return.
Due to recent developments in the European IP-scenario, it is even more important today that technology manufacturers have a strong and central voice to lobby their IP concerns and needs towards EU policymakers. From 2013 on, Europe will witness the effects carried out by the Regulation n. 386/2012. Indeed, the European Observatory on Infringements of Intellectual Property Rights will become the European centre of excellence on information and data relating to intellectual property and the infringements of IP rights.
With this in mind, the IPR Alliance offers technology providers a mean of contributing directly and actively to the process of shaping EU political agenda and strategy concerning IP.
We believe that existing European and national IP initiatives should be coordinated, not replaced. Will help converging the fragmented working groups on intellectual property. The IPR Alliance is a common and fully company-driven initiative, where equipment providers can voice their problems and experiences while finding an exchange of best practice and concrete solutions protecting their business models.
For both EPPSA and the IPR Alliance, POWER-GEN Europe represents an important platform for exchanging ideas. But this event is not only excellent for networking and learning. It is also an exceptional opportunity to secure new and future market opportunities.

Simmering 1 is a combined gas and steam power plant that has an installed electric output of 710MW and a district heating output of 450 MW, making it the highest performing power plant owned by Wien Energie. It was commissioned in 2009 and is one of the most modern and environmentally friendly plants of its kind. The Simmering 2 and 3 power plants are located at the same site.
Modern combined gas and steam power plants only achieve an efficiency ratio of between 50 and 60 per cent; cogeneration technology enables theseWien Energie plants to achieve a fuel utilization ratio of up to 86 per cent.
Even the cooling water is being used to produce electricity; the water is processed by a Kaplan turbine before being fed back into the Danube canal.

News Update“There’s room for additional capacity,” Puno told Bloomberg. “We intend to meet the needs of the market by expanding our platform.” The company, which already owns two of the country’s three gas fired power facilities, will build another, which it will later expand, said Puno. First Gen will also invest in wind and hydroelectric projects, he added. Power outages have hit some provinces in the south of the Philippines this year. Luzon island, which accounts for three quarters of the nation’s electricity demand, will require at least 450 MW more from 2014, according to the Department of Energy website.
EUROPEFavourite bidder drops out of UK nuclear race
Uncertainty over nuclear power’s role in the UK’s energy future has intensified with the withdrawal of a highly fancied bidder in the race to build the country’s new generation of nuclear reactors.An alliance of French group Areva Euronext with China Guangdong Nuclear Power Corporation was expected to bid for the 6 GW Horizon joint venture, for which it was seen as the most promising candidate. Horizon, one of the UK’s biggest nuclear projects, was put up for sale in March by German utilities RWE and E.ON. The joint venture owns two nuclear sites in Britain where it plans to build 6 GW of nuclear capacity with an investment of $24bn.
The withdrawal of the most credible bidder narrows the field to a two-horse race between a group led by Hitachi of Japan and Westinghouse Electric, owned by Toshiba.
Dong and Iberdrola ‘set to quit Poland’Dong Energy and Iberdrola are reportedly poised to end operations in Poland as the country prepares to update its renewable energy sector regulations with a draft bill that
favours offshore wind over onshore facilities.But the firms are acting to cut debt rather than in response to Polish government policy, according to a source quoted in the Times newspaper.Dong’s three wind farms totalling 111.5 MW and Iberdrola’s 185 MW in turbines together make up almost a fifth of Poland’s 1.6 GW of wind capacity.
Poland generates about 90 per cent of its power with coal, but has committed to generating 15 per cent of its electricity through renewables by 2020. Renewables now account for about 8 per cent of power generation, with wind accounting for just under 2 per cent.
Ireland-UK power link goes live
Ireland and the UK are celebrating the activation of the first electricity interconnector between the two countries, with the UK now set to benefit from Ireland’s surplus wind power.The €600m ($770m) connection, running beneath the Irish Sea, advances efforts to build a high-voltage network joining Britain and its neighbours.The new undersea cable can transport 500 MW of power either way, and enable the UK to meet its renewable energy committments.Along with an existing interconnector between Scotland and Northern Ireland, the new link brings the total capacity for electricity imports to Britain from across the Irish Sea to 1000 MW.
“Ireland has some fantastic renewable energy resources and this interconnector will provide access to the massive UK customer base,” said Ed Davey, UK energy secretary.
German minister seeks brake on green switchoverSpeaking at Husum’s Wind Energy Trade Fair, German Environment Minister Peter Altmaier expressed concern over the pace at which the country is adopting renewable energy.
Altmaier hinted that Germany may have to slow down its planned transformation to green energy to reassure consumers, who are in line to bear the brunt of the immense costs of the switch from nuclear.Rising energy bills could prove politically sensitive with a general election now just a year away for Europe’s largest economy. Laws that give renewables above-market rates, have already fuelled a surge in solar panels and wind turbines in Germany.“If we let things continue, we will be getting 40 per cent or 45 per cent of our power from renewable energy by 2020 rather than 35 per cent,” Altmaier told the audience at Husum, northern Germany. While the rapid expansion was a good thing, “the faster the expansion of green power is, the more it costs,” he said.Resentment among some voters has also been raised by exemptions from higher bills for power-intensive industries seen as crucial for the country’s manufacturing sector.

News Update“There’s room for additional capacity,” Puno told Bloomberg. “We intend to meet the needs of the market by expanding our platform.” The company, which already owns two of the country’s three gas fired power facilities, will build another, which it will later expand, said Puno. First Gen will also invest in wind and hydroelectric projects, he added. Power outages have hit some provinces in the south of the Philippines this year. Luzon island, which accounts for three quarters of the nation’s electricity demand, will require at least 450 MW more from 2014, according to the Department of Energy website.

Uncertainty over nuclear power’s role in the UK’s energy future has intensified with the withdrawal of a highly fancied bidder in the race to build the country’s new generation of nuclear reactors.An alliance of French group Areva Euronext with China Guangdong Nuclear Power Corporation was expected to bid for the 6 GW Horizon joint venture, for which it was seen as the most promising candidate. Horizon, one of the UK’s biggest nuclear projects, was put up for sale in March by German utilities RWE and E.ON. The joint venture owns two nuclear sites in Britain where it plans to build 6 GW of nuclear capacity with an investment of $24bn.
The withdrawal of the most credible bidder narrows the field to a two-horse race between a group led by Hitachi of Japan and Westinghouse Electric, owned by Toshiba.
Dong and Iberdrola ‘set to quit Poland’Dong Energy and Iberdrola are reportedly poised to end operations in Poland as the country prepares to update its renewable energy sector regulations with a draft bill that
favours offshore wind over onshore facilities.But the firms are acting to cut debt rather than in response to Polish government policy, according to a source quoted in the Times newspaper.Dong’s three wind farms totalling 111.5 MW and Iberdrola’s 185 MW in turbines together make up almost a fifth of Poland’s 1.6 GW of wind capacity.
Poland generates about 90 per cent of its power with coal, but has committed to generating 15 per cent of its electricity through renewables by 2020. Renewables now account for about 8 per cent of power generation, with wind accounting for just under 2 per cent.
Ireland-UK power link goes live
Ireland and the UK are celebrating the activation of the first electricity interconnector between the two countries, with the UK now set to benefit from Ireland’s surplus wind power.The €600m ($770m) connection, running beneath the Irish Sea, advances efforts to build a high-voltage network joining Britain and its neighbours.The new undersea cable can transport 500 MW of power either way, and enable the UK to meet its renewable energy committments.Along with an existing interconnector between Scotland and Northern Ireland, the new link brings the total capacity for electricity imports to Britain from across the Irish Sea to 1000 MW.
“Ireland has some fantastic renewable energy resources and this interconnector will provide access to the massive UK customer base,” said Ed Davey, UK energy secretary.
German minister seeks brake on green switchoverSpeaking at Husum’s Wind Energy Trade Fair, German Environment Minister Peter Altmaier expressed concern over the pace at which the country is adopting renewable energy.
Altmaier hinted that Germany may have to slow down its planned transformation to green energy to reassure consumers, who are in line to bear the brunt of the immense costs of the switch from nuclear.Rising energy bills could prove politically sensitive with a general election now just a year away for Europe’s largest economy. Laws that give renewables above-market rates, have already fuelled a surge in solar panels and wind turbines in Germany.“If we let things continue, we will be getting 40 per cent or 45 per cent of our power from renewable energy by 2020 rather than 35 per cent,” Altmaier told the audience at Husum, northern Germany. While the rapid expansion was a good thing, “the faster the expansion of green power is, the more it costs,” he said.Resentment among some voters has also been raised by exemptions from higher bills for power-intensive industries seen as crucial for the country’s manufacturing sector.
