    Family Justice Review:

    Children and young people should be given age

    appropriate information to explain what is

    happening when they are involved in cases. Theyshould as early as possible be supported to

    make their views known and older children should be

    offered a menu of options, to lay out

    the ways in which they could if they wishdo this

    CSSIW evidence has identified

    some good areas of practice

    in relation to the inclusion of

    childrens voices and

    engagement throughout the

    adoption process (whichrelates to Article 3 and Article

    12 of the UNCRC):

    Childs Assessment Reports

    for Adoption (CARAs)

    Later life letters

    Life story work

    Mae AGGCC wedi darganfod

    tystiolaeth o rai ardaloedd oarferion da sydd yn ymwneud chynhwysiant lleisiau plantac ymddieithrio trwy gydol ybroses mabwysiadu (sydd yn

    berthnasol i Erthygl 3 acErthygl 12 or CCUHP):

    However CSSIW reports:

    Fuller engagement and participation of

    children and young people is required for

    more child-focused outcomes in delivery;

    Lack of engagement of children and

    young people in permanency planning

    meetings;

    The need to keep childrens adoption

    records up-to-date and ensure that

    significant events are continuallyrecorded so that an accurate history of

    the adoption process for the child is

    available in the future.

    Ond maer AGGCC yn adrodd:

    I gael canlyniadau sydd yn

    canolbwyntio ar blant bydd angen mwy

    o ymddieithirio a chyfranogaeth gyda

    phlant;

    Dim digon o ymddieithriad gyda

    phlant a phobl ifanc mewn cyfarfodydd

    cynllunio parhaol;

    Yr angen i gadw cofnodion plant yngyfredol a sicirhau bod digwyddiadau

    pwysig yn cael eu cofnodin gyson fel

    bod hanes cywir or broses mabwysiadu

    ar gael ir plentyn yn y dyfodol.

    The majority of children going

    through the adoption process will

    have experienced a difficult start in

    life and many will have been placed

    for adoption because they have been

    the subject of abuse or neglect;

    Children are also likely to have

    been cared for by a number of

    different significant adults before

    living with their adoptive parents;

    Almost nine in ten children (87 per

    cent) were adopted by others and

    not by their former foster carer in

    2010-11.

    cael dechreuad caled i fywyd a

    bydd llawer wedi cael eu camdrin

    neu esgeuluso;

    Hefyd, maen debygol bod nifer o

    wahanol oedolion wedi gofalu am y

    plant cyn iddyn nhw fyw gydau

    rhieni syn mabwysiadu;

    Yn 2010-11 cafodd naw o bob deg

    Research suggests that there are a

    number of factors influencing

    placement instability or breakdown (in

    long term foster placements and

    adoption), including:

    the age of the child at last entry to

    care;

    the severity of the childs emotional

    and behavioural problems;

    the strengths and capacities of foster

    carers and adopters.

    Mae ymchwil yn dangos bod nifer o

    ffactorau gall effeithio ar

    ansefydlogrwydd neu fethiant

    lleoliad (o fewn lleoliad maeth hir

    dymor a mabwysiadu), gan gynnwys:

    Oedran y plentyn pan wnaethon

    nhw fynd i fewn i ofal olaf;

    Pa mor ddifrifol mae problemau

    emosiynol ac ymddygiad y plentyn;

    Gallu a chryfderaur gofalwyr

    maeth a mabwysiadwyr.

    Research also suggests that:

    There is a general lack ofunderstanding of and sensitivitytowards the additional needs ofadopted children in educationsettings. (Article 29, UNCRC).

    That there are access, continuityand consistency of support issuesfor adopted children who requirehelp with their emotionalwellbeing and mental healthneeds. This included problems insecuring continued therapeuticsupport where a child moves to anew local authority (Article 24,Article 39, UNCRC).

    Mae ymchwil hefyd yn awgrymu bod:

    Dim digon o ddealltwriaeth neusensitifrwydd tuag at anghenionychwanegol plant sydd wediumabwysiadu o fewn addysg. (Erthygl29, CCUHP).

    Bod yna faterion yn ymwneud mynediad, parhad a chysondeb syneffeithio ar blant wediu mabwysiadusydd angen cymorth gydau llesemosiynol ac anghenion iechyd

    Packages of post-adoption support

    appear to be inadequate in many cases.

    Families have reported the specificdifficulties that they can face when thechild enters the teenage years. Supportneeds to move beyond a package ofsupport during the first few years

    following adoption.

    Children and their adoptive familiesneed access to support at the point atwhich they may decide to seek moreinformation about their birth families

    or consider contact with birth relatives.Information, advice and support isneeded to address the emotionalchallenges that these issues are likelyto raise.

    Nid yw pecynau l-fabwysiadu yn

    ddigonol mewn llawer o achosion.

    Mae teuluoedd wedi nodi bod nhwnwynebu problemau penodol pan maerplentyn yn cyrraedd ei arddegau. Dylaircymorth cael ei estynu ymhellach narblynyddoedd cyntaf ar l mabwysiadu.

    2012: National Assembly for Wales Children and Young

    People Committee: Adoption Inquiry

    Adopted children often face the

    same challenges as looked after

    children but we know that those

    children who can benefit from a

    successful adoption have much

    better outcomes than their peers

    who remain in the caresystem.

    There is a case for the specific

    duties applied towards looked after

    children in relation to wellbeing,mental health and additional

    educational needs to be extended

    to adopted children.

    Yn aml mae plant wediu

    mabwysiadau yn wynebu llawer orun heriau a phlant syn derbyn gofalond bod y plant syn cael eumabwysiadun llwyddiannus yn caelcanlyniadau well na rheini sydd ynaros yn y system gofal.

    Gall achos gael ei wneud drosestynu dyletswyddau penodol plantsyn derbyn gofal sydd yn ymwneuda lles, iechyd meddwl ac anghenionaddysg ychwanegol i blant wediu
