Kelantan State Economic Planning (UPEN)

BACKGROUND OF UPEN

Kelantan State Economic Planning Unit was established in 1973, following the

establishment of the Economic planning Unit (EPU), Prime Minister at the Federal level. The

establishment of this Unit is to ensure efficient planning, management and preparation for the

state of development. In particular, the establishment is to enhance the activities of planning,

evaluating and coordinating development programs, particularly matters relating to socio-

economic development of the state have organized and executed the plan perfectly in line with

the strategic plan will create an important direction to the management system UPEN more

effective and sustainable by 2020.

THE ROLE OF UPEN

• Formulation and review the socio-economic development plans annually, short and long-

term Kelantan.

• Encourage and increase investment and private sector participation.

• Coordinate the planning, implementation and evaluation of state development projects

between the State Government agencies and the Central Government at Kelantan state.

• Determining priorities for programs and development projects for the purpose of

distributing financial economics analysis, engineering and finance the proposed the

development projects by State and Federal Government agencies.

• Establish effective management information system by collecting, analysing and

projecting the State socio-economic data.

• Rose and consultations with relevant parties to obtain technical assistance and finance for

the State Government.

• Review of state resources and the needs for development in corporation with relevant

parties in the centre. Review the reasons for the delay and problems in the

implementation of development plans approved and proposed solutions.

• Evaluating the projects that require the provision of the State or Central Government

either investment or joint venture between the State and the private sector.

• Help the departments or agencies of government in providing economics planning in

general in-term of identifying the (identification) and Form (formulation) programs and

projects.

• To carry out socio-economic studies and became the coordinator of the study by experts

appointed by the government consultant.

• Ensure that programs and projects in state in accordance with the policies and goals of

the State Government.

ACTIVITIES THAT UPEN ORGANIZE

AGRICULTURAL

Rice is the main agricultural land other than tobacco in the Colonies of PasirPuteh. The UPEN

will giving advice into small farmers that producing the rice in Kelantan. They will be teaching,

advising, and giving the higher quality of seed in order to make sure their productivity will be

increase and they will get lot of profits.

FARMERS’ MARKET

SitiKhadijah Market is great most popular locations for selling activities or agriculture products.

The UPEN will organized farmers’ market into small medium company by giving them job

opportunities to sell their products such as vegetables, fruits, fish, chicken, beef and so on.

Through this farmers’ market the farmer can sell directly their product into consumers without

middleman.

MANUFACTURING

UPEN will concern about small business enterprise that are producing keropoklekor, chips and

crips, embroidery, handicraft and others small business industries. UPEN will giving place for

the small industries to generate their business especially in PengkalanChepa. This is because

PengkalanChepa is strategic place for industry and not far away from the Kota Bharu to transfer

their finish goods into market.

AQUACULTURAL

Fisherman is main source of income for coastal living in particular of Tok Bali. As we know,

Tok Bali is a place for the fisherman to meet intermediaries to distribute their fish products into

market. So, UPEN will planning and provided a contract in between fish retailers and fisherman.

They will state the standardize price for each fish products that can give benefit for the both of

them. UPEN also invited the private sectors to joint venture with local small business to improve

their productivity and profitability.

CONCLUSSION

Kelantan State Economic Planning Unit play an important role in order to support the

sustainability of small business that the main purpose of the establishment Kelantan State

Economic Planning Unit to ensure the efficient planning, management and preparation for the

state of development. In particular, the establishment is to enhance the activities of planning,

evaluating and coordinating development programs which related to the socio-economic

development of the state that have organized and executed the plan perfectly in line with the

strategic plan will create an important direction to the management system UPEN more effective

and sustainable by 2020.

It’s proved that Kelantan State Economic Planning Unit care the development of them by

focusing on agricultural, farmer market, manufacturing and aquacultural that give more

opportunity to the poor resident in Kelantan to improve their life and economic . As well to

compete with the another state to increase the standard of living as whole in Kelantan.
