Frankfort, Kentucky

Meeting called to order at 10:00 AM Eastern Standard Time.Sheriff Korzenborn called role. Sheriff’s absent: Sheriff Corman, Sheriff Hampton, Sheriff Cain, and Sheriff Root. Sheriff Korzenborn certified a quorum.

Motion was made by Sheriff Peoples and seconded by Sheriff Gaines to excuse the absent board members. Motion was approved unanimously.

MINUTES OF PRIOR MEETING

A motion to approve the Minutes from August, 24 2016 made by Sheriff Byars and seconded by Sheriff Ward to approve the minutes of the prior meeting as written. Motion was approved unanimously.

PRESIDENT AGENDA

NSA-Mid Winter Conference February 4-7 in Washington D.C.

KACO REPORTNo Report

KLEC REPORTSheriff Boggs reported that the Curriculum committee approved training hours for in house training. The proper paper work needs to be submitted so deputies can receive their training hours.

Motion to approve September and October Sheriff’s Boys and Girls Ranch Financial Report Motion Sheriff Peoples Sheriff Sparrow. Motion was approved unanimously

Fund Raiser (Gator) Update- Total collected $77,393.27. The winner took the cash pay out. The gator is still in the KSA possession, the KSA would take a hit on a trade in, the new 2017 has a winch added to the gator, this is the only difference from a 2016 model. The board discussed putting a winch on the gator and raffling the gator off at $10.00 a ticket at the next conference. Motion by Sheriff Pate, 2nd by Sheriff Dills, Motion was approved unanimously

KSA Ranch Grant-The KSA boys and girls ranch put in for a grant from Walmart, the grant was for $25,000.00. The KSA boys and girls ranch was awarded the grant.

KLEC-Sheriff Young retired September 1 leaving a vacancy on KLEC board, the KSA submitted 3 Sheriffs to the governoer for the appointment. The Governor selected Grant County Sheriff Chuck Dills to fulfill the vacancy.

2016 Conference- a total of 103 sheriffs attended the conference, this is the most sheriffs in a non election year.

2017 KSA Conference- Speakers are being set up for the conference in September in Bowling Green.

Life Search APP for drivers-Please see attached. Zero cost for the APP and requested a leeter of endorsement by the KSA. Motion by Sheriff Matthews, 2nd by Sheriff Stephens, Motion was approved unanimously.

Over Due Invoices-The KSA board in previous years voted that all attendees would have to pay for the cost of attending the conference. The KSA has outstanding invoices for offices that have not paid. The board discussed sending a letter to the Fiscal Courts and the sheriff offices that have not paid their invoices. Motion was made by Sheriff Leavell, 2nd by Sheriff Whittaker, Motion was approved unanimously.

KACP Brian Roy- sent word to the KSA suspension of medical benefits to employees over the age of 65 is not being enforced at this time.

Sexual Assault Policy-all law enforcement agencies have to adopt this policy by 01/01/2017 A model policiy has been sent via email to all sheriff offices throughout the Commonwealth.

Auto inspection-The KSA is still working with Transportation cabinet for on line, or satelite training throughout the Commonwealth.

Finance and Adminstration Cabinet-The KSA is working with JW Bryan on updating policies on petty cash, discretionary fund and CCSO.

County with no jails-required by KRS to put a transportation plan. The KSA is working with KACo and Jailiers association on this issue.

Jackson County Sheriffs Office- Former Sheriff Denny Peyman sending flyers and using social media in an effort to legalize marijuana with the sheriff star. The KSA lawyer sent a letter to former Sheriff to cease this action.

NATIONAL SHERIFF ASSOCIATION

Sheriff Aubrey-Two Sheriffs offices one in New Mexico and one in Oregon had ballot initatives to have the office of the sheriff in counties in both states to be appointed not elected. In both states this failed, the sheriff will be elected by the people.

LEGISLATIVE UPDATES

Sheriff Aubrey KSA Director Wagner- the KSA works well as an association with Democrats, Republicans and Independents. The KSA will be working on the upcoming agenda very soon.

NEW BUSINESS

KSA Board- Sheriff Melton made a motion after discussion by the board to authorize $500.00 gift cards to Ouida Anthony and Walt Tangel for their help at the 2016 KSA conference, Sheriff Folger 2nd the motion, the board approved.

KSA Vehicle-The Current Vehicle driven by the KSA director is a 2015 with 40,000 miles. A new 2017 Vehicle is $46,305, the dealer will give a trade in of $38,000. Motion by Sheriff Chuck Dills to purchase the new vehicle, 2nd by Sheriff Sparrow. Motion was approved unanimously.

Globial Business Solutions-Colonel Morgan addressed the board about Global Business Solutions, they. They are writing programs specifically for Kentucky Sheriffs. They would like to do a demonstration for the board in February or March. The program is up and running in Campbell County.

Executive Session- Sheriff Gaines requested that the board to go into executive session to discuss personnel matters. Motion by Sheriff Sparrow, 2nd by Sheriff Leavell. Motion was approved unanimously.

Motion by Sheriff Sparrow to go back into regular session, 2nd by Sheriff Melton. Motion was approved unanimously.

The board offered a renewal of KSA Director Jerry Wagner Contract. KSA Director Wagner accepted the contract.

OLD BUSINESS

Duties of the Sheriff Class- The two current classes are full for 2016. DOCJT plan on having four or five classes in 2017.
