Scope of PracticeCare of individuals whose function is impaired or threatened

Includes preventive measures, screening, tests in aid of diagnosis by doctor, evaluation, procedures of skeletal system, neuromuscular and cardiopulmonary function, and physical therapy treatment.

Not under the scope of a physical therapist • Use of roentgen rays and radium for diagnostic

or therapeutic purposes or the use of electricity for surgical purposes.1

Scope in Telehealth In the area of telehealth, the therapist must ensure

that there is informed consent from the patient before services are provided.

• Confidentiality must be maintained by governing laws.1

Documentation● For physical therapist: PT followed by any advanced

degrees

● For physical therapy assistant: PTA

● For supportive personnel: PT Aide, Physical Therapy Aide, PT Tech

● For student: Physical Therapy Student, PT Student, Physical Therapist Assistant Student, PTA Student

● Change of Name: Must submit document to board to authorize change. Changes of address, employment, phone number, email must notify board within 30 days.1

Initial Licensure

Requirements

• Successful completion of an accredited program by the recognized national accrediting agency for physical therapy educational programs.

• Qualified applicants must fill out an application made by the KY board and turn in a processing fee of up to $250

• Successful completion of the KY state board exam if not completed previously.

• While awaiting scores for the board exam, the applicant may be granted a temporary permit that is valid until scores are posted. The board may revoke it...

• Applicants who pass the boards and complete all the other requirements successfully will become licensed Physical Therapists. Applicants who fail the examination may be allowed to take the exam again next session (the board holds at least one examination per year).

• Physical therapists who hold a license in another state must pass all of the above provisions. Applicants may also be subject to outside approval services hired by the state.

Re-licensure Requirements

• All licenses need to be renewed every 2 years, on or before March 31 of each uneven numbered year. A fee determined by the board is due. Any licensed or certified person seeking renewal shall be required to complete a HIV/AIDS precautionary class at least once per decade.

• Licenses and certificates which are not renewed by March 31 of each uneven numbered year shall lapse.

• A license that has lapsed within 3 years of the present date may be reinstated by paying the renewal fee plus an additional reinstatement fee set by the board.

• Applicants whose licenses that have lapsed more than 3 years ago may be subject to taking the state board exam along with the fees stated above.

• Licenses that have been revoked must be appealed and approved in court in order to consider relicensure.

Supervision● No more than four PTA or supportive personnel

● Ensure that a PT student or PTA student is

completing their requirements with supervision

● Responsible for services completed by these students, even documentation

Direct Access Kentucky is unrestricted in regard to

direct acces. The conditions are as followed:

● You must refer the patient to another physician if the condition is outside the scope of practice

● If the patient is referred to the PT from another physician, the PT must maintain communication with that physician about the patient's status

Code of EthicsSimilarities to the APTA Code of Ethics, but not ascomprehensive.

The State of KY Board simply states what a PT shall and

shall not do.

Physical therapists and physical therapist assistants shall:

• Respect the rights and dignity of all patients (APTA P#1)• Practice within the scope of the credential holder’s training,

expertise and experience (APTA P#3C)• Ensure that all personnel involved in the delivery of physical

therapy services are identified to the patient by name and title (APTA P#2C)

• Report to the board any reasonably suspected violation by another credential holder or applicant within thirty (30) days (APTA P#4C, 4D, 5E)

• Report to the board any civil judgment, settlement, or civil claim involving the credential holder's practice of physical therapy made against the credential holder relating to the credential holder's own physical therapy practice within thirty (30) days

Physical therapists and physical therapist assistants shall not:

• Verbally or physically abuse a client (APTA P#4F)• Continue physical therapy services beyond the point of

reasonable benefit to the patient, unless the patient consents in writing (APTA P#7B)

Possible Actions to Violations

The Kentucky Board may decide to:

• Refuse to license or certify any applicant. • Refuse to renew the license or certificate of any person. • Suspend or revoke or place on probation the license or certificate

of any person. • Impose restrictions on the scope of practice of any person. • Issue an administrative reprimand to any person. • Issue a private admonishment to any person. • Impose fines not to exceed $2,500
